INTRODUCTION

• PortervilleCollegeislocatedinTulareCountyandispartofKernCommunityCollegeDistrict.

• PortervilleCollegehasservedthehosttownandtheTulareCountysinceitsfoundationin1927.

• Thecollegeisanticipatedtoexpand,basedontheannualgrowthrateofPorterville’spopulationbase.

• Aprojectedgrowthinpopulationrate,incomelevels,andeducationalneedsoftheareawarrantPortervilleCollegetobecomeacampusthatcomparesfavorablywithanycollegecampusintheSouthernCaliforniaregion.

• Currentlythecampusfallsshortofattainingtheirgoalduetoinconsistentthemesandstylesofbuildingsandsitecomponentsoncampus.

• However,withanongoingprocessofplanning,upkeep,andamissiontoconsistentlyupgradeoutdatedbuildings,thereliesanopportunitytoelevatethelevelofqualityinboththecampusdesignandexistingsites.

VISION / MISSION

• ThevisionforPortervilleCollegeisfoundedonprovidingtheoptimalphysicalsettingtosupporttheCollege’sacademicmissionandtoprovideguidelinesforcampusdevelopmentinthefuture.

• NTDArchitecture’smissionistotransformthecampusintoanattractiveplaceforlearningthroughcomprehensiveanalysisanddesignguidelinesthatpromoteharmonyandcohesivenessofcampuscharacter.

EXISTING CONDITION - PROBLEMS / POSITIVES

• Objectivelylookingatthecampus’overallthemes,styles,andaesthetics,wenotethattheCollege’ssiteslackastrongconsistencyinconveyingcampusidentity.

• Thereisanoppositionofstylesincampussignage,varyingthemesofbuildingentries,andlackoflightingconformitytonameafew.

• Ontheotherhandtherearepositivecomponentstothecampusthatconveyasenseofhistory,permanence,andfeelofafouryearcollege.

• Thelandscaping,itsscaleinrelationshiptobuildings,theopenspaces,andtheoverallcampusorganizationcommunicateamaturedsensibility.

DEVELOPMENT PROCESS

• NTDarchitectureconductedfieldvisits,metwiththeCollegeadministration,wasprovidedguidancefromKCCD,andreviewedtheCollege’scurrentmasterplantoobtainaclearunderstandingoftheoverallexistingconditionofthecampusalongwiththeCollege’sneeds.

• ThroughdiscussionswithCollegemembers,observations,andcampusanalysisitbecameapparentthatthecampuswouldbenefitfromadesignroadmap.

• TheseguidelinesweredevelopedasafundamentalstepatunderstandtheexistingcharacterofthecampusandtosuggestmethodswhichwouldharmonizetheCampusidentityandachievethegoalsofshapingasafeandattractivecampus.

GUIDELINE’S ORGANIZATION

• PortervilleCollegecampusisstudiedfromtwomaincomponentsandtheirsubsequentcatagories:Architecture&Site.

• TheArchitectureportionlooksatthemesandstandardsinvolvingabuilding’sexteriorandinteriorcharacter.

• Following,observationsofthesite’sbuilding(s),wayfindings,landscaping,andsitefeaturesarediscussedindetail.

CONCLUSION

• TheintentoftheDesignGuidelinesistoprovidedirectionforfuturedesignersandarchitectstosolvetheexistingarchitecturalissuesassociatedwiththedesignoffutureprojectsontheCollegecampuses.

• Examplesandrecommendationsexpressedinthisdocumentshouldnotbeseenasadoctrinetodictatethefinaloutcomeofaproject,butasstudiedopinionsthatshouldbetakenintoconsiderations.

• Theseconsiderationsweredevelopedinkeepingwiththeaspiringdirectionandcharacteroftheexistingcampus’andareopentointerpretation.

• WiththeDesignGuidelinesathand,thereremainsplentyofroomforfuturedesignersandarchitectstocollaboratewiththeCollegeandKCCDtoattaintheCollegesgoalsofcreatingastrongandcohesivecampusidentitycomparabletoanycollegecampusintheSouthernCaliforniaRegion.

1.1 UNDERSTANDING ThE CAmPUS//INTRODUCTION & hISTORyPortervilleCollegehasbeenpartofKernCommunityCollegeDistrictsinceJuly1,1967andisafullservicecampusofferingawiderangeofclasses,bothonlineandoncampus.TheCollegewasoriginallyestablishedin1927aspartofthePortervilleunionHighSchoolandCollegeDistrict.

Thecampusencompassesa70acresiteservingthehosttown,Porterville,Califronia;apopulationbaseofroughly143,724(intheyear2000).Thebuildingsoncampusdatebackasfaras1955,withtheLibrarybeingthenewestadditionconstructedin2009.

AccordingtothefacilitiesmasterplancompletedinFebruary2013,thecampuswillneedadditionalspacebytheyear2025.Inaddition,thecampusisagingresultinginanumberofissues,suchasinfrastructuredeficienciesandinflexiblespacesthatlackthedemandfortoday’steachingenvironment.Assuch,itisimportanttoestablishdesignstandardsforfutureconstructionthatwillbothestablishharmonywiththeexistingcharacterofthecampusandstrivetoachievetheimpliedvisionthecampuscharacterseekstobe.

PortervilleCollegeislocatedinthesoutheasternTulareCountyatthewesternbaseofthefoothillsoftheSierraNevadaandthefareastsectionofCalifornia’sCentralValley.LocatedinthemosteasternsectionoftheCentralValleyandatanelevationof455feetabovesealevel,thecampusischaracterizedbyhotanddrysummers,coldanddrywinters,andsmog.

//CAmPUS ARChITECTURE: ExISTING ChARACTEROriginallybeingbuiltinthe1950s-1960sthecampustakesonacharacteruniquetoitstime.Themid-centuryarchitecturalthemeofthetimeischaracterizedbyexplorationsinroofprofiles,flatandgableroofs,usesofmodernmaterialsofthetime(suchasvariationsofCMublock),varyingmaterialsinflatoverlappingplans,etc.

Themid-centuryarchitecturalthemeisprominentintheGymnasiumbuildinganditsrevivalisechoedintherecentadditionsoncampus;TheFitnessCenter,theLibrary,theLearningResourceCenter(LRC),andthehovering“SpaceShip”shadestructure.

Ingeneral,duetothecampus’ageandrecentconstruction,thecampusvariesinconditionfromoutdated&poorlymaintainedbuildingstonew&maintainedbuildings.Themostoutdatedandpoorlymaintainedfacilities/buildingsincludetheTrade&Industrial,CareerTech,StudentCenter,Gymnasium,andathleticfields.

Asidefromtheageofthecampus,theorganizationofthebuildingsisappropriatetothefunctionsandaspirationsofthecollege.Theorganizationoftheoverallcampusis“flagshaped”withthesouthlegofthecampusseparatedfromthe“academiccore.”The“academiccore’s”organizationalpatternfollowsthatofaradialscheme,withbuildingssurroundingacentralopenspacesubdividedintosmallerturfedquads.Thistypeoforganizationisatraditionalapproachandisrepresentativeofahighereducationalinstitution.

//BRIEF DESIGN CRITERIA & VISIONupdatingolderbuildingsandinfrastructurearekeypointstoaddresswhichisalsoemphasizedintheFacilitiesMasterPlan.Furthermore,thecampusisinneedofastrongdesigningprinciplethatwillunifythejumbleofarchitecturalandsitecomponentstoestablishaclearcampusidentity.Elementssuchasinteriorfurnishings,massing,finishes,signage,landscaping,wayfinidingandotherArchitectural&Sitecomponentsaidinachievingthisgoal.Architectural&SitecomponentsonthePortervilleCollegeshouldservetofulfilltheintendedgoalofthecollege;tocreateanenergeticandvibrantcollegiateenvironmentwherestudentswanttospendtheirtime.

Thecampusshouldadheretoitsarchitecturalthemeswhendesigningforrenovationornewconstruction.Astrongmid-centurymodernthemeshouldbeabasisofdesignfordevelopingspacesthatareabletoadaptandchangewithtoday’suseofspaceandtechnology.

D ryers. Dryer shall be surface mounted with a one piece cast iron, stamped steel or stain-less steel cover. The cast iron cover shall be 1/4" thick (6.35mm ); the steel and stainless steel coversshall be16 gauge (1.5mm ). The cast iron and steel covers shall be finished with an acid-resistantporcelain enamel finish and the stainless steel cover shall have satin or bright finish. The dryer shallnot protrude more than 4" (102mm ) from the wall and shall comply with ADAAG requirements. Themotor shall be a 1/4 HP 7500 RPM brush type with dual sealed ball bearings. The dryer shall have ablower housing, fan and a totally enclosed heating element. The unit shall send 185 cubic feet perminute of 149F (65C) air through a tamper-resistant air exit and be protected by an automatic reset-ting thermal protection device. The unit shall have hands-free automatic stop/start infrared circuitryand self adjusting timeout and fail safe "off" protection. The entire unit shall be internally groundedand shall have universal voltage circuitry allowing it to operate at input voltages of 100 to 240 VAC-50/60 Hz. It shall be UL, CSA, and CE listed.

10 YEAR WARRANTY: All component parts of all dryers shall be warranted to be free of defects in material andworkmanship for a period of 10 years, except brushes which are warranted for 3 years.
