Forward

Dear readers,

The National Agency of Civil Servants (NACS) elaborated the Project Portfolio, which is not intended as an accounting document but rather as a point of departure for future project ideas, an example of good practice aimed at ensuring visibility and creating an overview of the actions NACS has undertaken in Romanian public administration since its establishment. We, hereby, invite you to discover details on externally-financed projects implemented by the Agency or as partner, on externally-financed projects currently implemented. Part of the implemented projects was co-financed by NACS, but there were also projects entirely financed from European funds. Thus, we showed “it's possible”, that we achieved visible and acknowledged results, results with great impact, and useful for public administration, some even attained with scarce resources. At the same time, given its professionalism and its role in the management of civil service and civil servants in Romania, NACS was appointed as constant partner in implementing many projects by NGOs or media organizations, such projects being further continued, given their substantial results. We enjoyed the results of these projects together with our partners, which, in their turn, whether representing the associative or the private environment, appreciated and continued the collaboration with NACS. We developed joint projects with Freedom House Romania, the association “Assistance and Programs for Sustainable Development” – Agenda 21, the National Television, the Romanian Radio Broadcasting Company, the Council of Europe – Centre of Expertise for Local Government Reform, the Ministry of Justice, the Ministry of Administration and Interior etc. It is also worth noting the support provided by volunteers to the success of projects, without which it would have been difficult to obtain the best results. On this occasion, we wish to express our hope that we will continue benefitting from their contribution and to launch all public institutions and authorities the challenge to work with volunteers. In the spirit of our dynamism, we are committed to a better future and we always seek to innovate, reason for which the project ideas will continuously be adapted to the requirements of a modern government and to the needs of society and our beneficiaries. In the current presentation we have dedicated a separate section to public events, national and international seminars and conferences due to the impact they had on human resources in public administration, allowing the creation of professional networks and the access to successful examples from all levels of public administration.

We express our conviction that this Portfolio constitute an example of good practice for all

public institutions and a starting point for future collaborations in project implementation

and we restate the openness of NACS as a serious and reliable partner for public

institutions and authorities, as well as for governmental structures, for the benefit of

Romanian public administration and citizens.

Gradually increasing the administrative capacity and expertise within the central public

administration institutions that develop, monitor and evaluate public policies and regulations

regarding the methodology used to establish them.

Training regarding law enforcement on the field of state aid for ESIF beneficiaries at local

level:

Strengthening integrity and ethical standards of the Romanian civil service at the level

established in other Member States of the European Union.

ESTIMATED RESULTS:

Two promotion conferences organized;

A training module lasting five days held;

A training team formed;

A total of 378 participants in the training module;

Two advertisements promoting and disseminating the results published;

Promotional materials purchased (2 roll ups, 500 leaflets, 500 pens, 500 USB sticks,

500 notebooks, 500 folders, 30 posters);

Training materials and other materials developed during the project will be available

on NACS website to enable the access for those interested, thus ensuring opportunity

for further dissemination.

e-ANFP – Strengthening the institutional capacity of the National Agency for Civil Servants

and of the Centres for Continuous Training for Local Public Administrations in view of

ensuring performing management of civil service and of civil servants and in the area of

Developing innovative tools specific to effectively fulfilling the role and tasks that NACS

holds in the areas of civil service and professional training.

electronic signature and electronic archiving;

Informational audit conducted in NACS;

NACS data centre with hardware equipments;

Analysis of informational flows available in NACS;

Secured and fireproofed room to maintain backup of existing data on the NACS

servers;

21 four-day regional training seminars for training the civil servants from the target

group on issues related to electronic signature;

Project promotion conference organized, with media participation, articles in media

regarding project launching;

Seminar organized on the topic “We bring innovation to civil service” for

disseminating the project results;

Database developed with electronic documentation from public authorities and

institutions from Romania;

Decrease of printed paper and reduction of printers’ maintenance costs;

Applied training for further strengthening the institutional capacity of the public

administration in Romania for an efficient management of the Structural Funds

Training public administration staff assigned to implement European projects in public

procurement procedures financed from these funds in order to ensure effective management

of projects financed through Structural Funds.

Enhancing Social Dialogue for Civil Servants

OBJECTIVE/GOAL

The project aims at improving social dialogue and bipartite

dialogue structures and practices.

1 research study on situation analysis of the parity commissions conducted in pilot

counties (2000 copies elaborated and disseminated country wide, 30 volunteers

involved in the survey);

A 5-day study visit in Norway for 30 target group representatives;

6 exchange of best practice visits;

1 comparative research on social dialogue in Norway and Romania;

1 training curricula for parity commissions’ members developed and included in the

annual training programme of NACS;

150 civil servants trained in social dialogue relevant topics;

30 trained experts used to perform training courses to parity commission;

1 Awareness campaign: civil servants from NACS and pilot counties have an

increased awareness on parity commissions and improved functioning of the parity

commissions.

European Standards in Using Information Technologies in Public Administration –National

Programme for Civil Servants’ Certification

Developing internationally recognized PC operating abilities through the European

Computer Driving License ECDL for 12,000 civil servants from central and local public

administration and improving their communication with NACS.

RESULTS

12,000 civil servants trained in the area of information technologies in view of

obtaining the ECDL certification. ECDL START / COMPLETE certification was

obtained by a total number of 11,732 civil servants, of whom 12,266 obtained ECDL

COMPLETE certificates and 466 obtained ECDL START certificates; Graduation

rate was of 97.77% of the 12,000 civil servants that participated in the ECDL

courses, and ECDL COMPLETE certified ones represent 96.06% of the total number

of civil servants certified;

Integrated national database developed, containing data regarding number of civil

servants trained;

Time for electronic information processing decreased by 62 % in comparison to the

initial situation before the training and efficiency, defined as time-performance ratio,

improved by 89%; Performance at the working place improved by 92%; 74% of the

management personnel assesses that communication among personnel from

participating din the participating institutions and citizens improved;

69% of the management personnel assesses that communication with NACS

improved to a large or very large extent in the activity of drafting and sending

specific documents;

7 training modules taught, 302,523 training days and 167 trainers involved in the

project; 1,287 public institutions and authorities benefiting from the training, 816

groups of trainees formed and 154 training rooms accredited.

OBJECTIVE/GOAL At the public administration level: increasing the coordination capacity between NACS and the HR departments within the central and local administration, in order to efficiently implement the legislative changes regarding civil service and in order to ensure an optimum transfer of professional knowledge at local level.

managing civil service human resources, in the light of its

revised responsibilities, deriving from Law no.188/1999,

PROJECT STRUCTURE

Component 1 Systems and procedures for the evaluation, monitoring and control functions established in the Civil Servants Statute are developed within NACS and implemented through strengthening the capacity of NACS to manage their own responsibilities, revised, in the field of HR Management.

Component 2

Public policies regarding HR management within the Romanian public

administration are developed and implemented, and a system of coordination and

monitoring is implemented by strengthening the inter-institutional communication

mechanism in the HR management sector to ensure an optimum know-how transfer

at local level.

The Structural Adjustment Credit Program for the Reform in Romania:

PAL 1, PAL 2, PAL 3

OBJECTIVE/GOAL

Monitoring based on a set of indicators for the progress registered in the

implementation of the legislation on civil service and in improving the remuneration

of civil servants.

PAL 1 – The Government initiates a process in order to sign an agreement regarding the set of indicators monitoring the practices and quality of the civil service management. PAL 2 – The Government establishes a set of monitoring indicators agreed by the key actors. Their monitoring and publishing continued through PAL3.

PAL 2 and PAL 3 – The Government initiates a close retrospective of the

Program’s implementation and results, based on the monitoring and revising

indicators for the civil service reform and the action plan. These actions were carried

out in order to encourage the public management within the Romanian public

administration.

RESULTS:

Matrix of benchmarks for PAL 1, PAL 2 and PAL 3, as well as the

set of monitoring indicators established following the negotiations of

NACS action plan according to PAL program for 2004-2005. The values

resulted following the evaluation were published in the NACS Report on

the Management of Civil Service and of Civil Servants for 2004.

Adapting the European model to standards in ethics policies to the conditions and

8 Manuals developed in the filed of human resources: recruiting, evaluations, motivation,

career development and continuous training of the employees, training plans developed;

7 short training programs revised;

3 new short training programs delivered in pilot system, 46 participants;

1 specialised training program in the human resources management field (6 training

modules);

4 team building events organised for NIA’s personnel;

8 communication training programmes organised for NIA’s personnel;

1 manual for training managers;

1 coaching program;

Monitoring instruments developed;

10 short term training programs delivered in pilot system at the level of Regional Centres;

Civil servants training strategy 2008 – 2013 elaborated and translated in English and

French;

46 employees participating to foreign internships;

253 books delivered to NIA’s and CRFCAPLs Documentation Centres;

A general workshop on communication;

A general workshop on communication and teambuilding;

4 workshops on structural funds;

3 workshops for the Romanian Administration Training Network.
