Avoid Hidden Fees onHoliday Gift Cards

New laws regarding giftcards are eliminating some ofthe hidden pitfalls that haveplagued gift-givers and recip-ients for years.

Roughly $88 million in giftcards are purchased eachyear. But of those purchased,about $5 million worth gounused. In the past, manycards featured expirationdates or fees were accrued ifthe cards weren't used in atimely manner, a loopholemany customers wereunaware of.

Gift cards are a populargift, enabling shoppers togive recipients the choice oftheir own gifts. However, the"use or lose" mentality of thegift cards has long been amajor downfall of gift cards.But rules aimed at helpingconsumers can make giftcards even more popular inthe future.

The rules are a result of theCredit CARD Act (CreditCard AccountabilityResponsibility andDisclosure Act of 2009).New regulations state thatfull disclosure of fees andexpiration dates must beavailable on the cards.

As of August 2010, gift

cards purchased on August22 or after must hold theirvalue for five years. Eachtime the value on the card isreloaded, the five-year timespan starts anew on theamount added. While theactual cards can have expira-tion dates, the values of thecards are still valid. Thatmeans if a card expires withmoney still remaining, a per-son can call the issuing cardcompany and have the valuetransferred to a new card forfree or return the remainingbalance to the consumer.

Some cards still aren't cov-ered under the new law.These include rebate and loy-alty cards as well as prepaiddebit cards. What's more,some one-time transactionfees, such as those issued bythe bigger name credit cardcompany gift cards, may stillbe legal.

Individuals who use giftcards in a timely mannercould see little difference inthe advantages provided bythe new card rules. Still,many consumers have peaceof mind this holiday seasonif they choose to purchasegift cards for friends andfamily. -Metro

Practice ATM Safety This SeasonThose who use ATMs should

understand that practicing safetywhen around the machine is essen-tial any time of the year. However,it becomes even more importantwhen the holiday season arrives.

While it's difficult to determinejust how many ATM thefts occureach year, news reports indicatethat thievery is growing -- even ofthe machines themselves.Enterprising individuals hook updevices to the machines to stealPIN codes and other pertinentinformation or simply wrap a chainaround the ATM machine at conve-nience stores and make off in apick-up truck with machine in tow.

Traditional methods of robbingindividuals at ATM machines arealso commonplace. With largefunds withdrawn around the holi-days, thieves know ATM machinesare prime targets for easy money.

During the holiday seasonthieves may be more brash in their

robbery attempts. Therefore, it isn'tunlikely to think a robbery couldtake place in the daytime hours orin crowded malls.

For the millions of shoppers whowill be using ATMs this holidayseason and throughout the newyear, consider these safety tips.

* Always be aware of surround-ings when using an ATM. If any-one is standing too close or lookssuspicious, cancel the transactionand find another machine.

* Choose ATMs that are in awell-lit, public area, free of obstruc-tions that can impair visibility, suchas trees, shrubbery or the corners ofbuildings.

* Many times a bank ATM is thesafest option, provided that there isa card-activated lock on the door.

* Cancel the transaction if theATM doesn't look "normal" or asksquestions that are atypical fromother ATM machines. It could be adummy machine.

* Never write your PIN on theback of the ATM card.Memorize it.

* Minimize time spent at themachine, which means preparingdeposit slips or other transac-tions in advance.

* If the machine "eats" yourcard, do not re-enter your PIN.Contact the bank or establish-ment where the ATM is located.

* Closely monitor bank state-ments and report any anomalies.

* Promptly pocket withdrawnmoney; do not count it or flashthe money in the vicinity of theATM machine.

* If someone does approachyou with a weapon and demandsmoney, comply and alert thepolice. Safety is more importantthan money.

* Be wary of anyone attempt-ing to "help" you with the ATMtransaction. -Metro

Layaway, a shopping toolpopularized in years past, isnow available again throughmany retailers. Shoppers whoare making every cent count areturning to the pay-over-timemethod of purchase to avoidmounting debt after the holi-days.

With layaway, shoppers canpay over time, interest-free andpick up their merchandise whenit is paid off. For people lookingto avoid a whopping credit cardbill or those who simply do nothave the cash up-front for holi-day purchases, layaway can bethe ideal holiday shoppingmethod.

Although layaway is notavailable in every store, manybig-name retailers do offer lay-away in some locations.

Layaway is a concept firststarted during the GreatDepression. Thanks to the reces-

sion and high unemploymentrates of recent years, manystores have reinstituted layawaybased on customer request.

For those unfamiliar with lay-away, here's how it works.

- A shopper picks out mer-chandise from store shelves (oronline).

- The layaway departmentadds up the total purchase andasks for a deposit on the mer-chandise and usually a nominaltransaction fee.

- The store holds the mer-chandise in a special layawayarea, marked with the purchas-er's information.

- The customer can return onhis or her timetable to makepayments toward the purchasetotal. Some stores may set adeadline for which the balancemust be paid, such as December23 for Christmas purchases.

- Once the merchandise is

paid in full, the shopper is ableto take it home.

- If the layaway order is can-celled or cannot be paid, thestore may refund what hasalready been paid, charging a

cancellation fee to restock theitems.

Because there are no bills topay after the holidays, layawayenables customers to enjoyChristmas without the stress of

looming payments. Also, failureto pay the layaway purchasedoes not result in damage toone's personal credit rating,another boon in an era of stricterbanking regulations. -Metro
