    POSITION ANNOUNCEMENT

    Director of Evaluation

    BACKGROUND

    The National Council for Community and Education Partnerships (NCCEP) has agreed to serve as the managingpartner for the College and Career Readiness Evaluation Consortium, (CCREC, or Consortium), a multi-statecollaboration of state GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) projects.The strategic vision of CCREC is to foster the attainment of the mission, goals, and objectives of the federaldiscretionary college access program, GEAR UP. High quality research and evaluation will both: a) informprogram implementation and administration, and b) demonstrate the programs value-added impact and efficacy.CCRECs mission is to enhance the administration of GEAR UP projects, consistent with the federal GPRA andAnnual Performance Report guidelines and requirements. Interstate collaboration, entailing adoption of commonstandards, indicators, data elements, diagnostics, and data collection and reporting methods, will strengthen theformative and summative evaluation and practice of GEAR UP as a whole.

    The establishment of the Consortium is premised on key relationships to facilitate the smooth conduct of a validand credible evaluation project. Two partners, critical to the work of the Consortium at this time, are (1) ACT, Inc.,a nonprofit organization and provider of the products (suite of assessments) that serve as the primaryassessment tools used by the Consortium states to facilitate common research and evaluation activities, and (2)NCCEP, the U.S. Department of Education-designated technical assistance provider for GEAR UP nationally.

    JOB DUTIES

    The Director of Evaluation will serve as the multi-state project facilitator in planning, designing, evaluating andcoordinating the research project. In partnership with the CCRECs Research Committee and ACT, Inc. (whichwill serve as the principal (lead) research partner for the Consortium) the Director will work with individual state

    directors and evaluators to collect, analyze, and evaluate data. This position will report to the Executive Director,NCCEP.

    This position may be filled by either a consultant or as a full-time staff position.

    ESTIMATED TIME PERIOD FOR CONTRACT: April 1, 2012 March 30, 2013.This position is expected to be extended annually by additional one-year periods up to seven years totalcontingent on funding and performance.

    SPECIFIC RESPONSIBILITIES

    The Director of Evaluation will:

    Develop and finalize a multi-year evaluation plan that evolves over years 3 through 7

    Provide leadership in data analysis and results reporting, Conduct Consortium-wide (i.e., across GEAR UP programs) statistical analyses and interpret findings,

    Coordinate with ACT and National Student Clearinghouse (and others) regarding their respective datasets,

    Ensure adherence to relevant federal and agency data security/confidentiality policies and regulations,

    Oversee data transfer and data integration of individual GEAR UP project data sets to a central database, as applicable,

    Support the Consortium states in their commitment to administer the EXPLORE, PLAN and The ACTassessments to GEAR UP students in grades 8, 10, and 11/12 respectively,

    Share the results of the EXPLORE, PLAN, and ACT assessments, the 4-year cohort high school

    graduation rate of GEAR UP students, and postsecondary enrollment data as verified through the

    National Student Clearinghouse, and

    Share results from common survey questions in grant years two, four, and six, indicating GEAR UP

    students and families knowledge of postsecondary education options, preparation, and financing.

    In the planning phase of the project the Director of Evaluation will also:

    Provide logistical support to the project,

    Convene and facilitate a schedule of phone- and in-person meetings to ensure the work of the

    Consortium and the committees moves forward in a timely way,

    Collaboratively develop meeting agendas and provide notice to members,

    Support the solicitation of external funding for evaluation research costs,

    Support NCCEPs controller in overseeing project funds,

    Provide reports and updates to funder(s) in coordination with NCCEPs Director of Organizational

    Development,

    In conjunction with the NCCEP Executive Director, NCCEP Associate Director of Government Relations

    and Executive Committee Chair, support timely communication about the progress of the evaluation

    project with the Department of Education, members of Congress and other public representatives,

    Facilitate decision-making processes and find solutions to operational obstacles, and

    Facilitate the execution of individual agreements or MOUs between CCREC States, the managing

    partner, and/or ACT as is necessary.

    Support the work of and serve on the Research Committee as they:

    Consider and examine issues of data collection, alignment, mining, standards, and conflicting ethics

    among other issues that may arise,

    Identify specific data elements for further study and investigation by ACT and/or third-party researchers,

    and

    Ensure compliance with all stipulated national standards and guidelines for evaluation and research

    practices.

    Support the work and serve as a member of the CCREC Executive Committee:

    Facilitate the communication of evaluation lessons learned to the larger GEAR UP community.

    Note: These specific duties may be revised contingent on new funds being secured.

    QUALIFICATIONS

    A minimum of a masters degree (Ph.D. preferred) in education orsocial science with experience inanalytical research,

    A minimum of five years experience designing and conducting evaluations of education programs,including conducting multivariate statistical analyses,

    A minimum of three years experience evaluating college access programs, and GEAR UP programs inparticular, is preferred,

    A minimum of five years experience with programs serving K-12 schools, first-generation, low-incomefamilies, rural populations, and best practices related to college readiness,

    A preference will be given to evaluators who have successfully served GEAR UP State or Partnershipgrants, and

    Must be able to travel to Washington, D.C. (if based elsewhere) and other sites nationally as required.
