•Review Report of the ESP(FY2013 – 2018) approved by Education Sector Advisory Committee in Jan 2019
•Education Sector Plan (FY2019 – 2024) scheduled for completion in June 2019
•National TVET policy at final draft stage
•Mid Term Review of PSET Strategic Plan and SQA Corporate Plan completed in September 2018
1. Encourage the SQA to ensure the PSET AC 2018 recommendations are aligned
with current and future policy frameworks, including the next PSET
strategic plans
• Implementation of the Ia Tua i le Vao Ola Strategy under the UN Youth Employment Programme (MWCSD, ILO, UNDP)
• Labour Market Survey in progress (MCIL)
2. Acknowledge the need for to create more employment opportunities for PSET
graduates and the community

4. Conduct research to verify current and future labour market trends,
training needs, employers expectations , situational analysis of traditional
knowledge and skills
•Planning in progress to integrate agreed actions into TVET Strategy and Education Sector Plan (FY2019 –24)
•Establishment of Preliminary Certificate in TVET at NUS
•Ongoing delivery of literacy programmes at APTC, CoC and some PSET providers
5. Develop opportunities to support graduates transition from the
classroom to workplace to address the generic, personal, “work ready” skills
required – e.g. workplace attachments, bridging, literacy and numeracy,
induction programs
• Further work needed to integrate into long term planning
6. Identify incentives for employers and entrepreneurs to assist the generation of
new employment opportunities e.g. subsidies, tax breaks.
Agreed Actions & Progress to date •MCIL (private sector) and PSC (public sector) continues to
work with employers to meet workplace safety requirements (OHS) and comply with Labour and Employment Relations Act (LERA)
7. Encourage employers to comply with legislation (LERA, OHS) to provide a fair, safe and equitable working environment
for all employees and workers.
•Education Sector implementing agencies working with the Ministry of Finance to secure funding for implementation of ESP (FY2019 – 2024) which includes PSET
8. Recommend the Government of Samoa and Development Partners to
provide adequate financial support for the PSET sub-sector to implement
current and new initiatives to achieve expected employment outcomes for
PSET graduates
•On-line registration for job seekers and employers on MCIL website
• SQA Annual Career Days and School visits

9. Develop a national website/database to share job seeker profiles, advertise
opportunities. for employment and training
•TVET trainers completed NUS Certificate IV in Adult Teaching
•41 TVET trainers completed APTC ITAC
•Workplace Attachment for NUS School of Maritime Trainers to Manukau Institute of Technology, NZ
10. Continue the upskilling and professional development of trainers and
lecturers.

• Samoan Institute of Accountants – accreditation in progress
• Revival of SATVETI
11. Encourage professional associations to share awareness of roles and
functions and to actively participate in the PSET sub-sector activities.

12. Finalise the National Human Resource Development Plan
