Surface visibility helps employees load mail correctly

In the rush to get mil-lions of letters and parcels to the right place each day, USPS employees can inadvertently load contain-ers of mail on the wrong trailer. That happened at least 3,518 times between May 2006 and the end of January.

But each mis-loaded container arrived at the right place. How? Employ-ees with surface visibility scanners found the errors and reloaded the mis-placed containers on the right trailer.

It takes only two scans — a “Placard Assign” scan and a “Trailer Load” scan on each container — to make sure mail is on the correct trailer.

Pricing proposal moves forward: PRC issues its recommendation

The Postal Regulatory Commission (PRC) issued its opinion and recommended decision on the Postal Service’s proposal to adjust prices to cover operational costs. The proposal included First-Class Mail pricing based on shape and a Forever stamp. The complete recom-mended decision is available on the PRC Web site at www.prc.gov.

The Postal Service Governors will review the Commis-sion’s recommendation and, if they approve, the Board of Governors will set the implementation date for the adjusted prices.

Biloxi, MS, Main Post Office — devastated by Katrina — returns home

Once battered but never bowed, the Katrina-devastated Biloxi, MS, Main Post Office resumed service at its original head-quarters recently. The reopening of the 49-year-old building was a testa-ment to the perseverance of residents and postal employees in an area hard hit by the 2005 storm.

The official reopening was the highlight of a cer-emony marking the facil-ity’s return to service. Renovations to the facility include a new elevator and conversion of a two-story courtroom in the building into 20,000 square feet of office space, with views of the city and the Gulf of Mexico.

Even though the building was extensively damaged, the Post Office, operating out of three trailers, was back in business three days after the hurricane reached the Mississippi coastline. Now, it’s back where it belongs.

Flats sequencing contract awarded: Northrop Grumman to build new system

The Postal Service awarded Northrop Grumman Systems Corporation an $874.6 million contract to build a sophisticated system that will sort flats — large envelopes, magazines, newspapers, catalogs and circulars — in the order in which they are delivered.

The Flats Sequencing System (FSS) — designed in collaboration with Postal Service engineers — will sort mail in delivery sequence at a rate of 16,500 pieces an hour and allow letter carriers to start delivering mail earlier in the day.

A pre-production FSS will be installed and tested in Dulles, VA, in August, and nationwide deployment of 100 systems will begin in summer 2008.

Last year, the Postal Service delivered 53.2 billion flats, consisting of 8% First-Class Mail, 17% Periodicals and 75% Standard Mail pieces.

The green team: Providence facility earns EPA honor

The Providence, RI, Vehi-cle Maintenance Facility (VMF) has been accepted into the Environmental Protection Agency’s (EPA) prestigious National Perfor-mance Track program.

Performance Track is a voluntary EPA program that recognizes facilities for environmental excel-lence in compliance, pollution-prevention accomplishments and environmental management systems.

Southeast New England District Vehicle Maintenance Facility Manager Michaela Saccoccio credits this success to her pollution prevention (P2) team and Northeast Area Environmental Specialist Julie Theroux. The P2 team includes VMF Storekeeper Ernest Marquis, VMF General Clerks James Massarone and James Castro, Automotive Technicians Ted Janes and Michael Hassell, and Lead Automotive Technicians Jeff Wilson and Tom Willard. “This group has made our facility an environmental leader and set an example in the community,” Saccoccio said.

Effective March 15, 2007, we are revising 608.4.2 of the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®). Our changes reflect the use of ink jet technology rather than die hubs to apply the special cancellations. Requests for special cancellations must be submitted to Mailing Standards at Postal Service™ Headquarters.

4.2 Special Cancellations

4.2.1 Description of Special Cancellations

[Revise 4.2.1 to update “die hub” cancellation with “inkjet” cancellation and to clarify the type of qualifying organization and event, as follows:]

Special cancellations are inkjet cancellations in which a caption publicizing an event is used to cancel mail. Special cancellations may be used only in post offices with 190 revenue units for canceling large volumes of mail. Special cancellations are authorized only if the scheduled obser-vance is for a national purpose for which Congress has made an appropriation, or is of general public interest and importance. Special cancellations are approved for a defi-nite period not to exceed 6 months, and must not be con-ducted for private gain or profit.

4.2.2 Prohibitions for Special Cancellations

[Revise 4.2.2 to delete “die hub” as follows:]

Special cancellations are not authorized for events of inter-est primarily to a particular local group; for fraternal, politi-cal, religious, service, commercial, or trade organizations; for campaigns or events promoting the sale or use of private products or services; for idea or slogan promotions not directly connected with the event of general public interest and importance; for post office anniversaries; for recruitment programs; or for events that occur when all

canceling machines in the post office are scheduled for other special cancellations.

4.2.3 Applying to Use Special Cancellations

[Revise 4.2.3 to clarify the request procedure as follows:]

Submit written requests for special cancellations, on the requesting organization’s letterhead, to the manager of Mailing Standards (see 8.1 for address) at least 4 months before the special cancellation will be used. Provide the fol-lowing information:

a. The name, address, and telephone number of the sponsor.

b. A complete description and schedule of the event, including evidence that the event is not conducted for private gain or profit.

c. The wording of the special cancellation, which must be standardized and approved by the sponsor's national headquarters. Space available for the word-ing is limited to three lines of not more than 20 letters, numbers, or spaces each. Illustrations or designs cannot be used. The wording must directly reflect the event to be commemorated.

d. The post office name(s) where the cancellation is to be used.

e. The requested time period of use.

4.2.4 Sponsor Payment for Special Cancellations

[Revise 4.2.4 to clarify the payment procedure as follows:]

The sponsor must pay the costs incurred for installing and maintaining the special cancellation.

4.2.5 Time Limit on Use of Special Cancellations

[Revise 4.2.5 to specify the time limit for special cancella-tions as follows:]

Use of a special cancellation may not exceed 6 months. A special cancellation approved on an annual basis is limited to one 60-day period for each year. A request for reuse of recurring annual cancellations must be submitted 4 months before the date the cancellation will be used again. For national cancellations, the national sponsor may submit a single request.

4.2.6 Revocation of Special Cancellations

The USPS may curtail or revoke the use of any special can-cellation when it is necessary to use special postmarking for USPS purposes.

Domestic Mail Manual Revision, Decisions on First-Class Mail and Standard Mail Appeals

Effective March 15, 2007, the manager of the Pricing and Classification Service Center (PCSC) will issue the final agency decision on appeals of local Post Office™ deci-sions regarding material that must be entered as First-Class Mail®, rather than as Standard Mail® items.

On January 22, 2004, we revised the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to transfer the authority for certain final agency decisions from the former rates and classification service centers (RCSCs) to the manager of Mailing Standards at USPS Headquarters. Specifically, the manager of Mailing Standards issued the final agency decision when a mailer appealed a classification or revenue deficiency decision by a local Post Office based on findings that mail entered or sought to be entered at Standard Mail rates was required, due to its contents, to be mailed at First-Class Mail rates. This transfer of authority directed all of these appeals to a single office to ensure consistent decisions, but it did not affect the authority of local Postal Service™ officials to issue classification rulings and revenue deficiencies or the authority of the former RCSCs to consider other types of appeals.

In 2005, we consolidated the RCSCs and their authority to issue appeal decisions into the PCSC in New York City. Any decision on an appeal of a local Post Office’s decision, on whether material must be entered as First-Class Mail rather than Standard Mail, is now issued by the manager of the PCSC, in the same manner as other final agency deci-sions on classification rulings and revenue deficiencies.

The revised standards in DMM 604 and 607 do not change mailer procedures. Mailers will continue to send appeals to the office that issued the decision, accompa-nied by a complete copy of the mailpiece in question, according to the standards and timeframes in the DMM. Postmasters who receive appeals under these procedures should direct them to manager of the PCSC.

2.0 Rulings on Mailing Standards

2.1 Local Decision

A mailer who disagrees with a classification decision by a local post office whether on a pending or a proposed mail-ing, may send a written appeal to the postmaster within 30 days. The appeal is forwarded to the Pricing and Classi-fication Service Center (PCSC). The PCSC issues the final agency decision. Only the PCSC manager may rule on an appeal or initial request for a ruling on an exception to a USPS standard in the DMM.

2.2 Expedited Oral Decision

A mailer who receives an adverse ruling from a post office, whether on a pending or a proposed mailing may ask the PCSC manager to provide an expedited oral decision on appeal. This request for an expedited appeal may be made by telephone. The PCSC manager will determine whether the appeal or individual questions in the appeal can be decided on an expedited basis and, if so, will advise the mailer of the determination and confirm it in writing.

Domestic Mail Manual Revision, Label Carriers Used With Periodicals MailEffective March 15, 2007, we are revising section

707.3.3.10 of Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to permit inciden-tal, but limited, graphics in the return address area of a label carrier used to carry the delivery address for a mail-piece. In addition, we are expanding the standards for text on the front of a label carrier to allow it to reference material on the reverse of the label carrier or within the contents of the host Periodicals publication.

A label carrier may be used to carry the delivery address for the mailpiece and must consist of a single unfolded, uncreased sheet of card or paper stock, securely affixed to the cover of the publication or large enough so that it does not rotate inside the wrapper, subject to these conditions:

1. The title of the Periodicals publication or the name and address of the publisher. Mailers may also include incidental graphics of the host Periodicals publication, other Periodicals publications of the

publisher, or Periodicals publications of one or more affiliates or subsidiaries of the publisher (or any combination thereof), provided that all of the publications are under common 100% ownership. If such graphics are used they are treated as advertising, and mailers must use an area no larger than 3 inches by 5 inches to show the title of the Periodicals publication or the name and address of the publisher and the graphic or graphics.

2. The Periodicals imprint “Periodicals Postage Paid at...” or the word “Periodicals” in the upper right corner of the address side (unless “Periodicals” is printed on the address side of the polybag).

3. The address to which the mailpiece can be returned if undeliverable, if endorsed “Address Service Requested.”

d. Other printed information, whether advertising or nonadvertising, is permitted only on the back of the label carrier and is subject to measurement and post-age payment accordingly. Incidental text calling attention to information on the reverse, or to informa-tion within the contents of the Periodicals publica-tion, may be placed on the front of the label carrier. If any information referred to on the reverse of the label carrier or within the contents of the Periodicals pub-lication is advertising, the incidental text on the front also is treated as advertising.

Example — A review of the Affirmative Action Program Plan for Individuals with Disabilities by the local Manager, Human Resources (District), revealed that individuals with targeted disabilities as defined by the EEOC were under-represented. The manager scheduled a meeting with the Diversity specialist to discuss this issue. New recruitment strategies were discussed to attract more individuals with disabilities when the 473 Battery examination was opened later that year. In addition, the personnel office initiated contact with the state DVR and requested a list of names to fill three vacancies that currently existed at the local Pro-cessing and Distribution Center. This was done and resulted in three noncompetitive career mail processing clerk appointments.

To participate in the referral of applicants for noncompeti-tive hiring consideration, the VA and/or state DVR must have the services and programs they offer certified by the Postal Service. The certification process requires state DVR and VA organizations that wish to participate in this hiring process to submit a certification package to the Man-ager, Human Resources (District), and to the vice president, Employee Resource Management, for review and approval. The package must include the following information:

Description of the services and programs offered.

The various screening methods used to identify Postal Service applicants.

New Handbook EL-804, Safe Driver ProgramThe purpose of Handbook EL-804, Safe Driver Program,

September 2006, is to establish policy to ensure that Postal Service™ drivers are properly screened, trained to drive safely, and operate vehicles properly and safely in the per-formance of their driving duties. The new handbook encompasses all Postal Service employees who have driving privileges and those who manage, supervise, train, test, and support individuals who will be awarded driving privileges or currently have driving privileges. By following the procedures in this handbook, appropriate stakeholders will ensure that drivers are trained to integrate safe driving practices into their daily activities.

Verifying U.S. Postal Service Money Orders

Follow these steps to cash a Postal Service™ money order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at http://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

B. PS Form 2976–A is required for all mail weighing 16 ounces or more, with exceptions noted below. In addition, mailers must properly complete required customs documentation when mailing any potentially dutiable mail addressed to an APO or FPO regardless of weight. The following are excep-tions to the requirement for customs documentation on nondutiable mail that weighs 16 ounces or more:

Known mailers are exempt from providing customs documentation on non–dutiable letters, and printed matter weighing 16 ounces or more. (A known mailer is anyone who legally applies a permit imprint to a mailpiece. Mail with meter postage is not considered to be from a known mailer.)All federal, state, and local government agencies are exempt from providing customs documentation on mail addressed to an APO or FPO, except for those APOs/FPOs to which restriction B2 applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

B1. PS Form 2976 or 2976–A is required. Articles are liable for customs duty and/or purchase tax unless they are bona fide gifts intended for use by military personnel or their dependents. When the contents of a parcel meet these requirements, the mailer must endorse the customs form, “Certified to be a bona fide gift, personal effects, or items for personal use of military per-sonnel and dependents,” under the heading, Description of Contents. Exceptions: All other exceptions listed in restriction B above are applicable to this restriction.

B2. All federal, state, and local government agencies must complete cus-toms documentation when sending mail addressed to or from this APO or FPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc., and

horror comics and matrices are prohibited.D. Coffee is prohibited. E1. Medicines or vaccines not conforming to French laws are prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Although reli-gious materials contrary to the Islamic faith are prohibited in bulk quantities, items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioning systems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. See definitions of firearms in DMM 601.11.1.2c. This restriction does not apply to firearms mailed to or by official U.S. government agencies. The restriction for mail to this APO/FPO ZIP Code does not apply to firearms mailed from this APO/FPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibited in any class of mail.

Information TechnologyFAST for Periodicals Mailings: What’s New

By late spring 2007, Postal Service™ facilities will receive advance notification of periodicals drop shipments through the Facility Access and Shipment Tracking (FAST) system.

With the inclusion of periodicals in FAST, business mail-ers, including mail owners, preparers, and schedulers will have enhanced visibility of their scheduled periodicals drop shipments at each facility. Mailers will be able to do the following:

Track their drop shipments.

Receive advance notification of redirections.

Submit and manage recurring appointment requests online.

Have joint scheduling capabilities.

Periodicals will continue to be accepted any time a facil-ity is open and staffed. Periodicals are not restricted to the drop shipment hours defined for Standard Mail® and Pack-age Services Mail.

Concurrently, Postal Service facilities will be able to use the additional information they receive about periodicals appointments to better forecast the quantity of trips and volume expected at their location on a given day. This added visibility will allow Postal Service facilities to

increase staffing efficiency and reduce unload wait times for those delivering and transporting periodicals.

Get ready to go with FAST for periodicals!

What To ExpectFor existing FAST users:

During March, Postal Service facilities will be sent information about upcoming FAST deployment for periodicals.

Place the envelope or postcard in a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION, ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP+4 code).

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How To Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, and at The Postal Store® Web site at www.usps.com/shop.

Customers may submit #6 or #10 covers constructed of paper rated as “laser safe.” The Postal Service™ rec-ommends 80-pound Accent Opaque, acid-free envelopes, 9/16" side seams with no glue on the flap. There is a min-imum of 10 covers at 50 cents per postmark required at the time of servicing. You may submit a check, money order, or credit card for payment. Two test envelopes must be included. For covers with graphics or lettering, please note the maximum size of all digital color post-marks is 2" high x 4" long. The Postal Service reserves the

right not to accept hand painted and other cachets that are not compatible with our digital color postmark. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of non-specified envelopes results in poor image quality or damage to equipment.

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked within 60 days of the first day of issue date.

They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to the fol-lowing address:

The 2007 OfficeMax restricted items list has been updated. Within the list there are certain computer-related items restricted from OfficeMax because they must be pur-chased under the Acquisition of Desktop Extended Pro-cessing Technology (ADEPT) contract. The ADEPT contract is a mandatory national contract with Hewlett Packard (HP) for computer-related items. The restricted items are shown in the OfficeMax catalog (printed version) but will not be available in the OfficeMax eBuy catalog. OfficeMax customer service will not fill any off-catalog credit card orders for these restricted items.

You must purchase all restricted computer-related items from the ADEPT contract. The ADEPT contract items are available through eBuy.
