As a 4th generation winemaker (and later president) at Fetzer Vineyards in California’s Mendocino County, Paul Dolan chose to make a difference in how the winery grew grapes and how the company did business. In his 27 years at Fetzer, he helped oversee its transition from a small family-owned winery to an employee-based organiza-tion selling wine across the globe. Today, Mr. Dolan is a partner in the Mendocino Wine Company and several other vineyard and winery ventures. He serves on the boards of the Wine Institute and Business for Social Responsibility, and is a founder of Wine Vision. In his book, True to Our Roots: Fermenting a Business Revolution, Paul Dolan says, “I see the world of business in transition…from a traditional to a sustainable approach.I am committed to making a world that works for everyone. Business approached sustainability can be the driver and the leader that helps create that new world.”

with long residual insecticides to control insect pests such as aphids and Colorado potato beetles.

This was evident during a special Valent-sponsored field tour held Aug. 19 in the Aberdeen and Minidoka, Idaho area.

According to feedback from the tour, growers who made soil applications of new Belay insecticides avoided having to make at least two foliar insecticide applications later in the growing season. With the cost of a foliar application today averaging $18 to $24 per acre, Belay offers growers significant value, not to mention time savings.

Editors, field men and other guests toured test plots at the Aberdeen, Idaho Research and Extension Center; Miller Research in Minidoka, owned and oper-ated by Terry and Jeff Miller; and a local grower’s field.

Dr. Alvarez noted that potato viruses, such as PVY, are a complex and evolv-ing problem. Controlling aphid vectors and nightshades (especially hairy night-shade) is key, he emphasized.

Chateau herbicide, a preemergence herbicide especially effective on annual nightshades, and Belay insecticide, used as a seed piece treatment or applied as in in-furrow treatment, are both highly effective approaches to helping control PVY, Alvarez pointed out.

The Millers looked at Belay insec-ticide foliar sprays versus competitive neo-nicotinoids for aphid and Colorado potato beetle control; Belay insecticide application methods—seed treatment, IFP, side dress and chemigation—and Belay insecticide seed treatment com-patibility with commercial potato seed

piece treatments (aphid and CPB con-trol). All appeared to offer effective control.

Later in the day, Mike Day, a Valent sales representative, showed visitors more Belay applied fields in a commer-cial field.

Belay is the newest long-lasting gen-eration of neonicotinoid insecticides from Valent U.S.A. Corporation. Belay Insecticide, an improved liquid formula-tion for soil and foliar use in potatoes, will have seed piece treatment uses on the label effective Dec. 1, 2008. This product replaces Belay 16 WSG and Belay 50 WDG, so growers will have the convenience and flexibility of having all uses on one label. The product provides excellent and long residual control of insects including Colorado potato beetle, leafhoppers and aphids. In addition, no buffering is needed and there are no crop rotation restrictions.

Consumer spending is declining, busi-ness confidence is falling and job losses are expected to accelerate.

There wasn’t much in terms of exciting financial news reported during this year’s Montana Seed Potato Seminar, held Nov. 4 and 5 at the Holiday Inn in Missoula, Mont.

Jay Penick, president and CEO of Northwest Farm Credit Services, Spokane, Wash., was one of eight speakers making presentations during the full-day seminar. He addressed the current financial crisis and the impact it is expected to have on the agricultural industry.

So far the global financial crisis has not had a significant impact on Northwest Farm Credit Services’ financial position, he said, warning, however, that loans over the next 12 to 24 months will be both harder to get and more expensive.

Virtually half of the states are grappling with budget deficits brought on by lower tax revenue, due largely to reduced consumer spending, Penick pointed out.

Expect to see increased taxes and a slow-down in foreign demand for U.S. goods as the global economic recession sets in, he said. There will be additional risk and continued volatility as input costs go up and down.

The industry also is witnessing more supply contracts and agreements as companies seek to stabilize their input costs. More consolidation is expected in all kinds of businesses. Penick warned of:

• The rapid rise and volatility of input costs may not be commensurate with rising production costs.

• There will be wide swings in production and inventory contributing to continued volatility.

• Given the level of market volatility, it will be difficult to have adequate risk management.

• Investments in land and capital assets at the expense of liquidity.

The Biggest Losers“The biggest losers are probably those who

have made major investments over the past 18 months for land and equipment,” Penick told the group.

What can be done to protect yourself in today’s uncertain economic environment?

Make sure you and/or your management teams have the necessary financial and risk management plan in place, Penick cautioned. Maintain a sound level of liquidity.

On the positive side, the speaker said he continues to believe today is still a good time to be involved in agriculture. Evaluating your business for long-term success, however, will be essential, he said.

High Quality Crop in Storage

Dr. Nina Zidack, director of the Montana Seed Potato Certification program, announced that the state’s growers certified approximately 9,800 acres of seed potatoes this year. Montana furnishes 14.4 percent of the seed potatoes grown in the U.S. today.

The major varieties are Russet Burbank, Russet Norkotah, Ranger Russet and Amisk.

Despite a cold wet June, dry weather in July and August and some hail damage in August, growers had a favorable harvest and have a high quality crop in storage, Zidack reported.

In his presentation, “New Information Regarding Symptoms Caused by Strains of PVY,” Phil Hamm pointed out that Potato Virus Y has become much more complicated since N, O, N:O and NTN strains have been found in

North America.Besides the reduction in yield that occurs

from seed-borne (tuber perpetuated) infection, losses can also occur from current season infec-tion, he pointed out. With the identification of tuber necrotic strains, internal tuber quality issues can also occur. One of the challenges is being able to recognize symptoms that result from infection of the different strains in differ-ent cultivars as a means to recognize and then remove infected plants.

“Not all isolates of the same PVY strain affect plants at the same frequency,” Hamm told the group, “and not all strains of PVY show the same symptoms.”

Proven PerformanceDr. Mark Pavek detailed a few observa-

tions on how Montana seed potatoes perform in Washington. Commercial growers in Washington state rely heavily on Montana state for seed, and have done so over the past 100 years.

Seed lots planted in Washington are entered into the seed lot trial and examined for seed-borne diseases and chemical carry-over. In essence, the seed lot trial serves as a quality control instrument for Washington growers and associated seed producers. It also provides a his-torical gauge of the health of the seed growing industry, the researcher told the group.

“Montana seed potatoes are typically regarded as having high quality and have faired relatively well in the WSU seed lot trial,” Pavek reported. “Over the past few years, mosaic/PVY has become a true concern for all seed growing regions. At least 12 percent of the 2007 seed lots (all regions) had severe PVY symptoms. Similar to 2005 and 2006, over 40 percent of all seed lots had one or more plants (out of approximately 300) with PVY symptoms. Over 50 percent of the Alturas, Norkotah and Ranger seed lots contained one or more plants display-ing mosaic or PVY symptoms.

“Alturas seed lots were infected with more PVY in 2007 than in previous years,” Pavek continued. “Lots of all varieties that were rated

with severe infection contained almost 100 per-cent infected plants. As long as PVY susceptible varieties continue to be grown, this will likely remain a major problem to the industry. Potato breeding projects are aware of the problem and are focusing on developing PVY resistant varieties.”

On the upside, Pavek noted that leaf roll has declined to an all-time low. This decline is likely due to better pesticides and management, he said.

“Over the years, many newly introduced varieties have come and gone quickly,” Pavek pointed out. “Some examples include Frontier, Nooksack, Lemhi and Hilite. Only a few have survived and flourished: Russet Burbank, Russet

Norkotah, Ranger Russet and Umatilla Russet. Due to successful breeding programs and the on-set of the Plant Variety Protection Act (PVP), seed growers, now, more than ever, need to make sure they do their homework before com-mitting to a new variety.

Disease Management Dr. Gary Secor focused his presentation on

“Management of the Important Seed-borne Fungal Diseases of Potatoes.”

“The second edition of the Compendium of Potato Diseases, published by APS Press, lists 30 diseases of potatoes caused by fungi,” Secor said. “Of these, there are 13 that are present in the U.S. potato production areas. They include black dot, brown spot, early blight, Fusarium dry rot, gray mold, late blight, leak, pink rot, pow-dery scab, Rhizoctonia canker and scurf, silver scurf, Verticillium wilt and white mold.”

The remaining diseases are both seed-borne and soil-borne, Secor continued. “These diseases are often encountered by seed and commercial potato producers and can cause serious prob-lems, if not controlled.

“These diseases are not part of the certifica-tion system in the U.S., and the seed producer is often blamed as the cause of disease in commer-cial fields, often incorrectly,” he declared. “It is important to understand the relative importance of seed and soil inoculum to cause disease.

Using this information, disease control tactics can be implemented.”

Bacterial Disease StudiesDr. Neil Gudmestad geared his remarks to

the identification and control of bacterial dis-eases in potatoes.

Two important bacterial diseases are cur-rently being studied at North Dakota State University. One is bacterial ring rot (BRR), caused by Clavibacter michiganensis ssp. Sepedonicus (Cms), he said. Cms is a seed-borne pathogen of potato that is also capable of surviving extended periods of time as dried slime on potato equipment and in potato storages.

BRR is controlled primarily through the enforcement of a zero tolerance regulation in certified seed production in the U.S. and Canada, and the ring rot bacterium remains a quarantine pathogen in many parts of the world. Latent or symptomless infections of the disease are know to occur, causing BRR to remain an important disease in a number of states and Canadian provinces, he explained.

“Seed indexing, in which tuber samples of seed lots are tested in the laboratory, was initiated in Canada in the late-1980s and is now commonplace throughout the world,” Gudmestad said. “We have developed an extremely sensitive real-time PCR assay using the cellulas A pathogenicity gene sequence of the ring rot bacterium. This real-time PCR method has been demonstrated to be signifi-cantly more sensitive in detecting symptomless infections of Cms in composite tuber samples. Composite tuber sampling for Cms is frequently a requirement for international shipment of

seed potatoes and is becoming more common in interstate shipments of seed potatoes in the U.S.”

The second bacterial potato disease the researcher talked about was zebra chip or zebra complex of potato caused by the recently dis-covered a-proteobacterium named Candidatus Liberibacter lpsyllaurous (CLp) or Ca. This bacterium has not yet been cultured but is known to be disseminated by the potato psyllid insect, he said.

Tuber symptoms of zebra chip resemble net necrosis in potato caused by the potato leaf roll virus. CL/CLs can be transmitted through seed potatoes but a very high percentage of zebra chip affected potatoes do not sprout. Hence, the

role of seed-borne infections of this disease is poorly understood at this time. The geographic distribution of zebra chip is becoming more widespread and is likely linked to the distribu-tion of the insect vector rather than seed potato movement, Gudmestad said.

Other Topics DiscussedRounding out the day, Dr. Bruce Tanio

talked about plant nutritional management in response to stress – hail, frost, heat and other factors. Balance is the key to successful produc-tion, he said.

Brent Clement quoted various experts on coming changes expected to impact the seed potato industry. Included were predictions of the return of GMO potatoes, the need for less seed because of improved production on commercial farms, potatoes bred to include more health benefits, growing markets for small specialty niches and varieties that will require less water, fertilizer and other inputs.

Both commodity and input costs have skyrocketed this past year. In fact, changes have occurred

at a mind-spinning rate. But those changes are pale in comparison to how fast com-modity prices have dropped back to levels that were thought to be a thing of the past.

Last summer, I wrote a column and warned many groups that for the first time in my memory, potatoes were only about the 8th most profitable crop that could be grown in the Columbia Basin. In truth, 8th might have been a positive exaggeration if it weren’t for the high prices received by fresh potato growers.

Daily Cost Increases We witnessed daily price increases

in our inputs as suppliers dealt with extremely high freight rates and short sup-plies of many vital inputs. We also saw a race to tie up land for next year as every-one believed that the current situation would last for at least one or two more years. This race helped to drive up the value of land for both purchase and rent. At the prices being received this summer, those numbers were hard to swallow. However, at the end of the day, most still realized a very reasonable profit.

Given the current world economic situ-ation, we most likely will see a decrease in some of the input costs this coming year. On the other hand, growers are already locked in on their land costs, and that, to me, is the scariest thing facing us in the coming year.

At the rates so much of this land has been rented for, very few commodities will pencil out at a profitable level. Under these circumstances, the common sense thing to do is to rethink your planting intentions. You may want to reconsider relooking at some of the few commodity alternatives that appear to still be profit-

able. The problem with that approach, however, is that the more acres of those commodities that get planted, the lower the price will be at harvest time.

Caution UrgedWhile potatoes look to be profitable

at this time, I urge everyone to keep a cool head and think before you plant more potatoes in 2009. The increase in fresh market returns and the restored profitability of frozen potato processing contracts can be directly attributed to the reduction of potato acres to a more man-ageable level. In the current economic environment, the question is not whether potato acres are going to increase in North America; it is how much of an increase there will be?

In many parts of the country, lend-ers are already telling growers that they have no money to lend for grain crops, but if they want to plant potatoes, plenty of money will be available. This type of mentality is highly dangerous to the future profitability of our industry. Growers need to plant the right number of acres for known customers. Speculating on gaining market share or hoping for a major weather issue in a growing region is more fool hearty than ever. Input costs here in the Columbia Basin are now more than $4,000 per acre for most full-season potato growers.

For many years now, you have heard me warn about the dangers of overplant-ing; the risks are just too high. Growers have had a difficult time learning this

lesson. And, quite frankly, the huge finan-cial losses suffered by those speculating on open potatoes in the past have taken their toll. If we have learned anything from past experiences it is that less really can mean more.

While each year is important, what happens in 2009 may be the most critical in the past two decades. The improve-ments made in your markets for both fresh and process growers will all be lost if we over plant. For your own financial welfare as well as the health of the potato industry, I urge all of you to avoid planting even a single acre of open potatoes in 2009!

US Growers Produce Smallest Potato Crop Since 1990

USDA estimates 2008 potato production, from all crops, at 410.5 million cwt. That

is down 36.3 million cwt from 2007 production, an 8.1 percent decline. The production cuts make this year’s US potato crop the smallest since 1990. The 2008 crop is 20.1 percent smaller than the record crop produced in 2000. Market conditions that favored produc-tion of other crops, over potatoes, are the biggest factor in this year’s decline. Growers planted 91,700 fewer acres to potatoes than they did in 2007. The average yield declined to 394 cwt per acre, from 396 cwt last year. That is 4 cwt below the long-term yield trend. Nevertheless, only 13 percent of this year’s production decline can be attrib-uted to yield factors. The other 87 per-cent is the result of planting decisions.

Possible Surprises Marketing this year’s potato

crop could lead to several surprises. Demand growth, along with the antici-pation that supplies would tighten in 2008, created a strong market for the

2007 potato crop. Early prices for 2008-crop potatoes have been high, but the market has been backing off since growers started putting potatoes in storage, beginning in September. What is unknown is whether the market is following a normal seasonal pattern or whether buyers already have made the adjustments that will balance this year’s usage requirements with sup-plies. The situation varies by industry sector, but concerns that the combina-tion of high prices and turbulent eco-nomic conditions will erode demand have injected a great deal of uncer-tainty into potato markets.

Canada is unlikely to compensate for the cut in U.S. potato production. Canada’s official production num-bers were not yet available at press time. However, a group of Canadian growers believes that Canada’s 2008 potato crop could be down more than 9 percent from 2007 production. That forecast may overstate Canada’s losses, but most observers believe that Ontario and Saskatchewan are the only provinces that will have bigger crops

than they did in 2007. Some Canadian growing areas report quality issues that will erode supplies of Canadian pota-toes available for fresh consumption or for frozen processing.

The fresh potato market situation is instructive. Shipments from the 2008 crop, through Nov. 15, are down 4.2 percent from year-earlier movement. That includes shipments from early-season crops as well as from the fall potato crop. The slowdown has accel-erated. Since Aug. 1, shipments from the current crop are down 6.0 percent. Such a decline should not be alarm-ing, given that fall potato production is down 8.3 percent. Nevertheless, it is causing consternation among pack-ers, who are running their sheds well below capacity. Many are convinced that the industry will come up with enough potatoes to maintain shipments at 98 percent of last year’s pace for the entire season. They are convinced that other sectors of the industry will absorb the lion’s share of the 2008 production cuts. While it is doubtful that fresh shipments will match those expectations, the overlap in shipping seasons might compensate for some of the decline in 2008 fresh potato sup-plies. Shipments from the 2008 crop, prior to Aug. 1, totaled 9.8 million cwt. Strong market conditions will encour-age growers to increase early produc-

tion in 2009. They might be able to add 2 million cwt of potatoes to next year’s early shipments. The 2009 ship-ping season should get underway by the last week in February. An increase in supplies of new-crop potatoes might prevent a repeat of the strong markets experienced last summer.

Used Extra Supplies of Storage Potatoes

Fryers used extra supplies of stor-age potatoes to delay the start of the 2008 processing season by 2-3 weeks. Those delays may be sufficient to reduce needs from the 2008 crop by as much as 5.8 percent. In addition, fryers increased finished-product prices in domestic markets and took other actions which have reduced domestic demand for frozen potato products. On the other hand, Canadian produc-tion cuts could reduce the availability of imports again during the coming year. In addition, there is no evidence that export demand is slowing. July-September french-fry exports exceeded the 2007 pace by 18.6 percent. If exports remain strong, processors are facing a tight raw-product supply situa-tion. They will need a quick start to the 2009 processing season. In addition, they may be forced to compete with other sectors of the potato industry for the limited supplies of potatoes in stor-age this year.

Supplies of potatoes for dehydra-tion may be extremely limited. Though processors were able to extend the 2007/08 processing season, several other factors are limiting the avail-ability of potatoes to the dehy indus-try. Buyers cut back on contracting field run potatoes from the 2008 crop because they had more than the could use in 2007. In addition, the biggest processor shut down a flake plant in North Dakota. That added to usage requirements in areas with excess processing capacity. Finally, the dehy

industry depends upon off-grade pota-toes from the fresh industry for a large portion of its raw product.

Reports indicate that the quality of this year’s fresh crop is such that the industry is generating fewer off-grade potatoes as a percentage of the volume being shipped at the same time that total fresh shipments are declining. Dehydrators may be able to pull raw product away from other uses, but only by paying high prices. Usage will be down. The extent of the decline will depend upon how much dehy cus-tomers are willing to pay for finished product.

Potato chip manufacturers expected demand for their product to erode this year. As a result, they reduced contract volumes substantially. Demand did not decline as much as had been expected. Crop problems in several spring and summer growing areas added to the crop shortfall. Market conditions sta-bilized as the fall harvest progressed. Some areas, including New York, North Dakota, and Ontario, have more chip potatoes than they had under con-tract. That may be able to make up for some of the contract volume reduction. Chip manufacturers seem less anxious to expand production of early potatoes in 2009 than they were before the fall harvest started.

Economic Uncertainty Economic worries create more

uncertainty about the market outlook. Early reports indicate that same-store restaurant sales fell 8-10 percent short

of last year during October. That seems to be having a negative impact on movement of Idaho count cartons to the food service industry. On the other hand, sales of potatoes through grocery outlets may be increasing, as consum-ers prepare more meals at home. Credit problems, along with the increase in the value of the U.S. dollar, may reduce export demand for U.S. pota-toes and potato products in the long run. However, there is no evidence that such a shift is under way, at this time.

The potential for increased produc-tion in 2009 also may help to dampen prices for potatoes during the coming months. Expectations play a big role in pricing potatoes. Last spring, it became evident that growers were making large cuts in potato acreage. The imbalance between prices for potatoes and those for competing crops was the driving force. A year ago, during October the ratio of a common measure of potato prices to the U.S. average wheat price was 70.5 percent. This October, the ratio was 217.3 percent, which favors a shift toward more potato produc-tion. Tight supplies should keep potato prices above year-earlier levels through much of the season, but expectations for a larger crop in 2009, combined with increased supplies of early pota-toes, could limit any price advance during the spring and summer months.

Potato storages that are des-ignated to receive seed in late winter or early spring

can be adversely impacted if CIPC is used in the fall to treat commer-cial potatoes prior to using the stor-age area for seed. The solid CIPC crystals may remain in the storage, leaving a sprout inhibiting residue in the building for many months. For commercial storages that are to receive seed later in the year, storage managers have found that treating potatoes with a dormancy enhancer—instead of CIPC—results in better overall storage manage-ment and avoids potential seed vigor issues. 1,4dimethylnaphtha-lene (1,4DMN) is such a dormancy enhancer. It is applied as a fog that rapidly vaporizes and does not leave a long-term residue, making it ideal for storages receiving seed potatoes.

1,4DMN is classified as a dor-mancy enhancer (not an herbicide) and has been successfully used by the US potato industry since 1996. Its results are effective, temporary, and fully reversible. 1,4DMN can be used as a stand alone or in a well timed CIPC program on fresh

potatoes to significantly improve control of budding sprouts (peeps) and extend the storage life of vari-eties that have otherwise a short or medium dormancy, like Russet Norkotah or Ranger Russet. Due to the temporary nature of 1,4DMN, more than one treatment might be needed to maintain dormancy depending on the variety, hold-ing time and storage temperatures. Upon simple venting after the treated potatoes have been removed, the building is safe to receive seed for the upcoming planting season.

Kathleen Triou (pronounced True) has been named vice president, domestic marketing for the U.S. Potato Board.

Triou was most recently senior director at Seismicom, a full-service integrated marketing and promotion agency where she was responsible for building the client roster and managing campaigns for numerous national telecom and food companies. Triou also served as an executive officer in the U.S. Air Force for over four years. She holds a MBA from Midwestern State University and a B.S. in business, Miami University, Ohio.

Triou begins her new position on Dec. 1, 2008.
