Welcome

ApproachAmber Real Estate Investment Limited is excited to bring forward proposals for a newly upgraded poultry processing facility at Coupar Angus, the primary poultry processing plant in Scotland.

Short-Term ProposalsIn the short term, a detailed planning application will be submitted for improvements to the existing facility which will include an extension to the plant and general upgrades to the site to improve existing operations.

Medium to Long-Term ProposalsIn addition to this, an application for Planning Permission in Principle will also be submitted for the medium to long-term proposals which will include a new low carbon state-of-the-art facility on the neighbouring land to the current plant, which the company already owns. Once the new facility is constructed, this will unlock the existing site for alternative uses.

Who We AreThe Proposed Development is being progressed by the Applicant, Amber Real Estate Investments Limited (AREIL), whom currently own the whole site. AREIL currently owns and manages a significant amount of land dedicated to the production and processing of food, including 42 farms within Scotland. AREIL, alongside its sister companies, has an ambitious long-term vision to build a truly sustainable business and make best use of the land that it controls.

We welcome your feedback on both proposals including the potential new uses from the redevelopment of existing site via this consultation event.

The site is located in the south of Coupar Angus. To the north-west, the wider site is bounded by an existing tree belt with properties located on Sidlaw Terrace beyond this. To the north-east, there are residential properties and a convenience store beyond on George Street. To the east, the site is bounded by George Street and Perth Road. To the south-east, the site is bounded by the A94; and to the south and west of the site there are agricultural fields.

As part of the short, medium to long-term aspirations for the site, there will be two planning applications submitted. These will comprise of:

Short-Term Site

This detailed application relates to the site of the busy, operational Poultry Processing Plant (and a residential property adjacent to the factory see fig 1). This site comprises an area of 4.46 ha. A number of temporary buildings related to the plant and an area of staff car parking front onto George Street and Perth Road respectively. Informal yard areas which accommodate lorry parking and two brick built buildings are located in the south of the site. A landscaping belt runs along the shared boundary with properties on Sidlaw Crescent. Access to the existing site is via George Street and Perth Road.

Medium to Long-Term Site

This application for Planning Permission in Principle relates to the existing plant as described above, the residential property adjacent to the plantand the field to the south of the factory (see fig 2). This site comprises an area of 10.04 ha.

Planning Policy PositionThe Perth and Kinross Local Development Plan 2 (LDP2) identifies the site within the settlement boundary of Coupar Angus. ( See Figure 3 below).

Short-Term Proposals

In terms of the principle of development, the majority of the existing site is designated as safeguarded employment uses. Policy 7A states that areas identified for employment uses should be retained for such uses and includes a number of criteria which require to be considered. The proposed development on the site is considered to be consistent with Policy 7A. The proposals would also take into account all other planning policies such as those relating to residential amenity (noise, odour, light), flooding and drainage and transport etc.

Planning Policy

Medium to Long-Term Proposals

The southern area of the Medium to Long-Term site, where the new plant would be located, is designated as an employment proposal (general) and considered under Policy 7A. The proposed development on this site is for a new industrial facility and therefore the principle of development is considered acceptable. Development of the new plant would leave the northern area of the site, where the existing plant is located, available for redevelopment. Therefore, the proposed redevelopment of this site would help to facilitate regeneration of a brownfield site for other appropriate uses, which are compatible with the existing neighbouring residential properties. The proposals would also take into account all other planning policies such as those relating to residential amenity (noise, odour, light), flooding and drainage and transport etc.

Short Term Proposals – Extension to the Existing plant and Improvements to the SiteThe existing plant is a long-standing, busy, operational facility and important local employer. The short-term proposals are required to modernise and rationalise the existing facility and to facilitate improvements necessary to better support the existing operation on site. There will be no increase to operations on site.

It should be noted that planning consent has already been granted for an extension to the plant under planning permission 19/02122/FLL. This application is seeking minor changes to the previously approved scheme (including making the plant extension smaller).

Short Term Proposals – Extension to the Existing plant and Improvements to the Surrounding Site

Extension to the plant An extension is proposed to the rear of the building to create a new despatch area. The extension will allow for a more efficient distribution of goods from the site and will provide an additional 1,269 sqm of floorspace. The plant’s existing refrigeration units and two loading docks are to be removed to accommodate the new extension, which will have four loading docks. New refrigeration plant will be located to the rear of the proposed extension. An acoustic barrier will be located between the proposed extension, the new plant and the site boundaries.

Alterations and Improvements to the Surrounding SiteA number of alterations and improvements are also proposed to the site to upgrade the facility and improve operations on site. These include alterations to the main entrance and the introduction of new entrance barriers, the formalisation of the existing car park for 195 spaces, a new overflow staff car park (82 spaces), the creation of the engineering yard and lorry turning area, a new gist yard with two weighbridges, the relocation of existing tanks to a plant area and a new lorry turning area. Replacement security fencing and herras fencing will be introduced to the site’s boundaries.

Parking and TrafficA Transport Statement is currently being prepared by ECS Transport consultants which will inform the final proposals and will be submitted in support of the planning application.

The short-term proposals are required to modernise and rationalise the existing facility and to better support the existing operation on site. There will be no increase to operations on site and the number of employees will not increase. Shift patterns will also remain as existing. Therefore there will be no additional vehicles added to the transport network as a result of the development. Whilst the proposals include the formalisation of the existing staff car park to create 195 spaces and an overflow staff car park (82 spaces), the final number of parking spaces will be determined following further discussions with P&K Council. Access into the site will remain existing from Perth Road and George Street.

NoiseA Noise Impact Assessment is currently being undertaken by Noise Solutions which will inform the final proposals. Any potential adverse impacts from noise will be subject to appropriate mitigation. It is anticipated that an acoustic fence will be constructed in the north-eastern corner of the site, to the rear of the extension to the factory. The acoustic fence will mitigate against any potential noise impact to neighbouring properties. The exact location of the noise barrier has yet to be established.

It should be noted that a Noise Impact Assessment was previously submitted in support of the proposals for an extension to the factory, which was approved under planning permission 19/02122/FUL. The Noise Impact Assessment concluded that subject to mitigation, there would be no significant impact from noise on neighbouring properties. The extension approved under planning permission 19/02122/FUL was also larger than the current proposals.

Short-Term Proposals - Key Considerations

OdourThe extension to the factory will be a new despatch area, which will hold packaged food products in a refrigerated state, which will then be loaded onto vehicles. As the food products are their final state, ready for sale and will be loaded onto vehicles, there will be no odour generating activity carried out within the proposed extension. This was also the case when the previous extension application was approved

TreesTwo single trees will be removed to accommodate the proposed extension. Amber (REI) Ltd has appointed ECUS environmental consultants to assess the condition of the trees that are to be removed. Replacement planting to mitigate the loss of these trees will be provided where necessary.

Medium to Long-Term Proposals An application for Planning Permission in Principle will submitted for the medium to long-term proposals.

Medium-Term ProposalsThe field to the south of the existing plant will be developed to deliver a new state-of-the-art, low carbon poultry production plant.

The building will extend to approximately 28,000m2. Up to 240 car parking are proposed in accordance with Perth and Kinross Council’s parking standards. Vehicular access is proposed from the A94 with HGVs exiting via Perth Road. Planting is proposed on the site’s boundaries and an area of greenspace is located fronting Perth Road. A new pedestrian route is proposed through the site.

Long-Term ProposalsOnce the new facility is in operation, this will unlock the existing site for alternative uses which are compatible with the neighbouring residential properties. These may include residential, general industrial, storage or distribution uses. Approximately 2.6 hectares of land will be available for mixed-use development. We welcome feedback on such uses via this consultation event and the appropriate uses will be determined through the forthcoming planning application process.

Pre-Application Engagement with Perth and Kinross CouncilPre-application discussion are currently taking place with planning officers at Perth and Kinross Council and the design is still in the early stages of development. As such, the layout and proposed numbers stated at this stage are provisional and may be subject to change.

Medium to Long-Term Proposals - Key ConsiderationsTraffic and AccessTwo vehicle access points are proposed from the A94, to provide separate access for staff and HGVS. A one-way system is proposed through the site for HGVs to ensure efficient movement of commercial vehicles and reduce noise. HGVs will exit via Perth Road.

Up to 240 car parking are proposed for the new plant in accordance with Perth and Kinross Council’s parking standards. A transport statement is currently being prepared by ECS Transport consultants which will inform the final proposals and will be submitted in support of any planning application.

Odour and NoiseA Noise Impact Assessment is currently being undertaken by Noise Solutions which will inform the final proposals. Any potential adverse impacts from odour and noise would be subject to appropriate mitigation.

The new plant will be a purpose-built, modern facility built to current standards. The facility will be situated further away from existing residential and commercial buildings, therefore representing an improvement to the existing situation.

Flooding and DrainageThe Coupar Burn flows within 20 metres of the southern boundary of the existing site prior to flowing beneath the A94 and proceeding along the eastern edge of the A94 adjacent to the site. SEPA’s Flood Map for Rivers highlight part of the site is at Medium to High Risk of flooding from rivers, with land along the northern, western and southern boundaries indicated not to be at risk of flooding from this source. Amber (REI) Ltd has appointed Weetwood to assess flooding matters. Work carried out to date confirms the site can be developed for industrial use subject to flood mitigation.

The proposals will comply with planning policy by incorporating a sustainable drainage system allowing for the treatment and attenuation of surface water prior to discharging to the existing drainage system and Scottish Water network.

Public Open Space and LandscapingAs part of the proposals, an area of open space is proposed. Landscaping and planting is proposed on the site’s boundaries to soften the edges of the site and provide screening of the new plant.

Pedestrian Accessibility and Core PathsThere is a Core Path to the north-west of the site (COUP/107 - Caddam Road at disused railway via near Kemphill to road bend at Main Plantation) and a Core Path running along the site’s boundary with Perth Road (COUP/139 - A94 footway, Burnside to Coupar Burn bridge). The development presents an opportunity to connect these Core Paths and create an attractive walking route through the site, therefore improving accessibility in Coupar Angus and connecting into Perth and Kinross Council’s wider Core Path network.
