Johnston Ralph Perry and Max Usrey Attorney Rick Powell and Rcorder Dee Rouse

Also present were Steve ChewPCV Adelia Robblee and Abbie ner

ierefore a quortnn being present Mayor Balsley opened the meeting at 510 pm

l HIFIlVG OF NEW CLERK Mayor Balsley informed Council that she had received two

aplications for the position of own Clerk Mr Usrey recomnended that an ad be

publish in the newspaper to hire a new Town Clerk He also recomrended after the

applications have Ueen received the Comnittee should review each and every applicants application and present the ones that has been considered for the positionto the Council for their approval i7ayor Balsley appointed Mr tisrey to act as

chairrnan on this comnittee r2r Perry recamnnded that the applicants should submit

a resume along ith their application Council agreed Aayor Balsley directed r4r

Usrey to meet witn her next week to write this ad Later in discussion Mr Johnston

moved that llrs Balsley acting astnporary clerk as part of her duties as Mayor be

reimbursed at 500 per hour for her services seconded by Mr Perry Motion carried

unanimously

2 CJOUNCIL PFRStCN VACAIVCY In a brief discussion Mr Johnston recomnended that

each Councilman go out and seek a citizen who would be interested in serving as

Councilman for Cinco Bayou Council agreed

3 AMENT OF TRANSPORTATION BIIE TRAIL DISCSSION Mayor Balsley informed the

Council that she had spoken with Jim Baughman of Fort 9lton Beach about the instal

lation of the bike trail along Eglin Parkway After a brief discussion 14r Perrymoved that the Town join with tne other municipalities in supporting the installation

of the bicycle trail along Eglin Parkway seconded by Mr Johnston Motion carried

unanirnously

4 OORREGTIOISAMPLED ON COl1PRIINSIVE PLAN Mayor Balsley informed Council

that she had received and look over the corrected copy of the Comprehensive Plan

She agreed that b2r Gill had made all the changes that were submitted by the Council

on Novnber 5 1979 and that a motion was needed to approve the revised ComprehensivePlan Mr Usrey moved to accept the revised Comprehensive Plan and that it maybeforwarded to the State for review seconded by Mr Perry Motion carried unanirnously

The Cinco Bayou Town Council met as a com

mittee Tuesday night but took no action to filltwo municipal positions recentty vacated

Council membere dfscussed the open positionsof town clerkmanager and ot one council seatbut did not say who lf anyone was being con

sidered to flll themThe clerkmapaget pusition was vacated Nov

20 by Kenneth Espy who announced his resignation in a letter read at the Nov 15 counell

meetingIn the letter Espy gave no specific reasons for

quitting the positlon but said conflicting instructions he received had led to hls decision

Filling a vacapt council seat also was discusaed among the council rrlembers who were en

couraged by Myor Irene Balsley to fnform

resldents of Cinco Bayou interested ln serving on

the council to make their intentions kriown to thecouncil

The vacancy was ereated when Balsiey was

appointed mayor during last Thursdays counctl

meetingBalstey succeeded J9m Kendrick a local ar

chitect who resigned for personal reasons

In other action the Cinco Bayou council com

mittee Tuesday agreed to correctinns to the ci

tys camprehensive plan At a Nov 5 meetingthe councii had suggested that Mark Gill direc

tor of the county planning department include a

provision in the plan that would ensure the rlghtsoP the towns citizens

Council members agreed that the rights of the

town are not subiect to change by the planPowell assured council members that since thestate allows tor local home rule they should not

anticipate any change iq the towns jurisdictionPowell said the plap should be trcated as a

guideUne and reminded the council members

they were empowered to amend the plan as theysaw fit

In an unrelated ieaue the council agreed to

reimburse Balsley for her sevices as cting town

clerk since she is functioning in that capacityunt31 a new clerk is hired Balaley said after the

meeting that the reimbursetnent would be com

puted hourly using as a base the 7600 annual

salary the posltlon carrtesThe council also agreec to go atong with other

local governments in supporting the installationof a bicycle path along Eglla Parkway The pathaccording to discuesion among the councilwould be installed by the state Aepartment of

Transporttion According to Councilman Phil

Johnston the path would be used for both

bicycles and mopeds
