Born in Leesburg Virginia in 1947. One older brother and four younger sisters. Born again at 5.

Attended Leesburg Elementary and Loudoun County High School. Graduated National Honor Society 1965. Was president of our campus Youth for Christ club and first chair trumpet player.

Graduated South Eastern Bible College in Lakeland Florida with a BA in Arts (Bible) and a minor in Music in 1969. Traveled with school choir for 2 years. (’65,’66)

Graduated from The Interdenominational Theological Center of Atlanta University with a Master of Religious Education (M.R.E.) in 1971.

Graduated New Orleans Baptist Theological Seminary with a Specialist in Education (ED.S) 1972. Completed all requirements for Doctorate of Education except defense of dissertation.

Married Ammie Ruth Odom of Mobile Alabama between second and third year of Bible College. I have a son Bryan and a daughter Shelly, and grandchildren: Maegn, Olivia, Kenny and Lucus.

I completed my Royal Ranges LMA in 1967 by correspondence and was the first Buckaroo commander at First Assembly of God in Lakeland, Florida while still in Bible College. I was part of the first Royal Rangers overseas missions construction trip in Abaco, Bahamas in 1969. I assisted teaching the LTC while in graduate school in Georgia and completed my NTC in 1970 and was inducted into the FCF at the end of that camp. I am now a wilderness FCF member and chairman of the Jim Bowie chapter. (5 star for over 10 years running)

I was assistant instructor with Paul Stanek for the first LTC conducted in Louisiana in New Orleans, LA in 1971; became the Louisiana District Training Coordinator in 1973 and Louisiana District Commander (Director) in 1987 where I continue to serve until present.

I have had the privilege of ministering in 29 countries on 4 continents. I attended the first European Camporama (Euro Camp) in Switzerland and have been to every US Camporama and National Rendezvous except the first ones. I have instructed LTC (LTA), been an instructor trainer since the first certification school in Springfield, MO, and served as support staff for the first National RR Academy at Eagle Rock, MO. I have served on the staff of all national training events except winter NTC (not enough snow in the south). I have served as Camp Commander, Sr. Guide, Camp Coordinator and Camp Advisor for most national camps. I have been Pow Wow speaker for Minnesota, Arkansas and Tennessee and Trace speaker for Tennessee. I have been regional training officer for the Gulf Region and am currently a LTA national trainer having served on staff of the new LTA instructor’s school in Dallas, TX.

I helped develop the Louisiana Royal Rangers Training (Boys Adventure) Academy since the second year of its inception. This will be my 44th year leading the Academy. I initiated the Academy Leaders School and have developed most of the base curriculum for these camps. Through my leadership the Louisiana Academy has developed from a basic merit camp to a full Academy with a separate camp for every grade level from Discovery to Expedition Rangers.

I became an ordained minister of the Assemblies of God in 1976, was associate pastor at First Assembly of God in West Monroe, LA and senior pastor of Harvestime Assembly of God in Baton Rouge, La for almost 14 years prior to being elected District Commander 30 years ago.

GOD IS GOOD!! Last year, you will remember, there were

over 200 Rangers in attendance at Pow Wow, with many young men that gave their heart and/or rededicated their lives to Christ. This year at Pow Wow, we are praying and expecting God to do greater things than ever before. It is our goal to make Pow Wow the most enjoyable event of the year. We are offering you the option of registering for Pow Wow at a reduced fee, if you would like to provide your own meals. The pre-registration fee is $70.00 for chartered Outposts if you choose to eat with us and $55.00 if you would like to provide your own meals. Remember the application must be mailed and postmarked no later than April 1, 2017. The registration is $85.00/meals and $70.00/without meals for anyone who registers after the April 1st deadline or at the camp.

You will receive a 15% discount if your Outpost has chartered after 8-15-16. Again, as last year, everyone who preregisters by April 1, 2017, will receive a Pow Wow T-shirt as a pre-registration bonus.

Friday afternoon, we will have activities for the rangers that have their camp set up, that we all will enjoy. Pastors are the key to a successful outpost and the Pastor's support is essential, as always, we ask you to invite your Pastor to come to Pow Wow as our guest at no charge. Your Pastor's attendance at Pow Wow will count toward the new Pastors’ Award. Just have your Pastor fill out the application and mark where it asks if you're a Pastor, send it with the rest of the applications and come and enjoy the Pow Wow with us.

THEME: The theme for this year's District Pow

Wow is "Gold Rush Days". The idea behind this theme is to give your boys an opportunity to learn and participate in all kinds of Sports. All outposts are encouraged to make and bring items, clothing, gateways, standards, etc., that will help the "Gold Rush Days" theme come alive.

Encourage your boys to get involved with planning and preparing for the Pow Wow this year. The Gold Rush Days theme will be fun and exciting for your boys as they participate in the games and activities that are planned for them. Saturday night we will have the Pizza Pool Party for the Expedition Rangers again this year.

The Friday and Saturday night pageants will make the "Gold Rush Days" theme come alive for us. Our speaker David Craun, Louisiana District Royal Rangers Director will encouraging us in God Word at Pow Wow.

Encourage your boys to get involved with choosing what you will do for the Entry Way for your camp, help them make an Outpost Standard and Bolo Ties for the competitions at Pow Wow.

Commanders, I need your help to ensure this Pow Wow will be the best it can be. Make plans now to attend this great event, encourage your boys to make costumes, camp craft items, skits, yells, and songs for the Pow Wow. Take the time in your outpost meeting to go over the Pow Wow rules with your commanders and boys, make sure they understand them. Please start praying for Pow Wow, ask others and your Church to pray as well, only God can make a difference in the lives of our boys.

OUR GOALS

There are four goals in Royal Rangers: 1. To instruct in Bible doctrine. 2. To challenge for Christian service. 3. To inspire a belief in the fundamental beliefs of our church. 4. To satisfy the boy's basic need for activity.

POW-WOW can be a life-changing experience, for all that attend – leaders and dads as well as boys. This will happen by allowing the Holy Spirit to move during POW-WOW. We all can be an instrument of the Holy Spirit by asking for guidance through prayer, by relaxing and enjoying this camping experience, and being tolerant of others. Jesus Christ and the Holy Spirit will lead us by His grace as we strive to evangelize, equip, and empower the next generation of men for Jesus Christ, our Master Ranger. Come let’s evangelize, equip, and empower the next generation of men in a restored vision for manhood. The Greatest Adventure of All, to follow Him in Christlike formation. (Luke 19:10)

Exciting activities like shooting bows and

guns, Action Camps, and Junior Leadership Camps are all good wholesome fun, but these are temporary. God intends your entire life to be a spiritual adventure with Him. We want young men and boys to realize that the greatest adventure in all life is in following Christ Jesus. In doing so, Christ like character formation will take place in their life. For Guys, adventure abounds. In fact, if you are bored in your Christian walk God has a cure - adventure. Every opportunity to obey God’s word and His instructions is an invitation to adventure. Those who do accept God’s plan and follow Him become the exceptional men and leaders God intends them to become.

Arkansas District Royal Rangers wishes to continually improve Pow-Wow. This packet is designed as a tool to help in the basic preparation for this annual event. It contains guidelines, basic rules, necessary forms, awards criteria, and a list of activities at Pow-Wow. You are encouraged to begin equipping your boys for this event. Make this POW-WOW the event your boys will remember.

PREPARATION

This booklet contains the forms and instructions you will need to prepare yourself and your boys for the Pow Wow experience. Commanders, please read this booklet in detail so you will be familiar with the events, rules, and judging criteria. Then, begin making plans for your outpost. Perhaps you can do a "mini Pow Wow" for your outpost or in your section. This will build excitement in your boys as they prepare for the Big Event of the year.

Your outpost must be chartered to compete for the Outpost Awards at Pow Wow. We will allow your outpost to charter at registration if you need to.

One important area you can prepare your boys for is the pageant. Teach your boys that we want participation as well as a time of listening, worshiping, and prayer. Teach them to respect the time when boys come forward for salvation and to be filled with the Holy Spirit. Encourage your boys to be a part of the altar time and don't allow them to leave or talk during the altar call, but instead, pray and worship with them where you are.

Marching your boys in formation with yells, cadence, and songs is a great way to gain control and motivate your boys and other outposts. In fact, points can be earned toward the Outpost Participation Award.

PURPOSE OF THE POW WOW:

The District Pow Wow serves as the Big Event of the year for most of our boys. Each activity becomes an exciting adventure to them. Your boys will be exposed to a 3-day camp experience of living the Ranger Code. Commanders, prepare your boys by teaching them about Pow Wow, show pictures of last year’s Pow Wow, share testimonies of what God has done at previous Pow Wows. Help your boys build something to bring to Pow Wow to show off like a bolo, an outpost standard, a Chippewa Kitchen, a gateway, something that is theirs!

The District Pow Wow is an annual event for every Royal Ranger outpost in the Arkansas District. I am inviting any Assembly of God church that has not yet chartered to bring your boys to Pow Wow. Be prepared to charter upon arrival at the registration area - and you will experience such a blessing. You and your boys will experience the Royal Ranger ministry first hand. Ministry? Yes, this is a real ministry to reach out to boys, teach them the gospel of Jesus Christ, and to keep them in the church and

with the "right" peer group. Pastor, you'll be reinforcing your very own message by attending the Pow Wow with your boys.

Evangelistic possibilities are fantastic. Presenting Christ during the excitement and thrill of Pow Wow gives salvation a very different dimension. Many boys who may be indifferent to church can be won to Christ and filled with the Holy Spirit at Pow Wow. Many don't expect to "have church" in the out-of-doors. We want to show them that Jesus Christ is a reality anywhere and at any time in their lives. Please bring boys with you that need salvation, the Holy Spirit or a need to rededicate their lives to Christ, and let's pray that God will minister to them.

Pow Wow is limited to boys in the Discovery Rangers, Adventure Rangers, and Expedition Rangers groups (ages 8 through 17). This camp is not designed or intended for Ranger Kids (ages 5 through 7).

Please do not bring the younger boy, even if

escorted by a parent!

SPECIAL PRESENTATIONS:

Each year at Pow-Wow, outposts and individuals want to recognize someone that has had a special impact on their organization or life. These recognitions are encouraged and will be permitted at the morning formations and are called "Special Presentations". I want to encourage you to recognize those individuals that have been there for you, and have made a difference. The Bible says to give honor where honor is due, so let’s say Thank You!!!!

A Special Presentation is usually a significant memento presented to that special commander, our guest speaker, staff member or boy.

In the past, these mementos have been bolo ties, certificates, gifts, etc. There have been a few humorous mementos like patrol songs or special photos.

Make sure your Special Presentation is indeed special and worthy of your efforts. If in doubt, ask a member of the Pow Wow Staff for an evaluation and recommendation. These presentations need to be approved and scheduled by the Pow Wow staff.

Thanks for your cooperation,

Commander Charles

REGISTRATION:

Your District staff works very hard to make every event as affordable as possible so you can bring your entire outpost. If you can’t afford to bring a boy to Pow Wow, we feel he will miss an opportunity to receive a blessing from God and none of us can afford that. Again, this year to get more men involved and show them what Pow Wow can do in the life of a boy we are allowing men who are coming to Pow Wow for the first time ever to come for free as our guest, just mark First Time Commander on the Pow Wow Application.

Pre-registration is very important. We need to purchase the food, shirts and other supplies months ahead of time. Your pre-registration money allows us to do that. We reward you by providing each camper who pre-registers a Pow Wow T-shirt. So, help the District and pre-register your boys. Your minimum payment must accompany your preregistration form; the preregistration deadline is April 1, 2017. All pre-registrations must be post marked by April 1st to receive the T-shirt, no exceptions

can be made. The total pre-registration fee is $70.00 for chartered Outpost with meals and $55.00 without meals. Remember the application must be mailed and postmarked no later than April 1, 2017. The registration is $85.00 meals and $70.00 without meals for anyone who registers after

the April 1st deadline or at the camp. You will receive a 15% discount if your Outpost has chartered after 8-15-16. You can pre-register by sending the application and the minimum deposit of $30.00 per camper by the April 1, 2017 deadline and bring the balance of the registration fee to the Pow Wow with you. The Pow Wow registration includes all your meals starting with the FCF Meal on Friday night. You are not pre-registered if you do not include the minimum registration fee for each person with their Pow Wow pre-registration form. You may bring boys and leaders with you that did not pre-register; however, they will not receive the Pow Wow T-shirt. There will be some T-shirts available for purchase.

REGISTRATION PROCEDURES:

Registration will take place at the pavilion at Camp Nelson and will begin at 8:00am Friday morning. The first person arriving at Pow Wow should have all the registration information with him. Please be prepared to give a head count of campers that pre-registered but were not able to come and applications and medical release forms for campers that came but were not pre-registered. You will be given instructions

and orientation information at the registration table. ALL OUTPOSTS MUST REGISTER PRIOR TO SETTING UP CAMP. All vehicles must be unloaded and removed from the camping area within TWO HOURS from the time you begin setting up. Those that arrive during the pageant time (after 8:30 p.m.) should park at the end of the Camping area and proceed directly to the pageant area.

Page 10: Pow Wow Cover 17 · POW WOW This annual event takes place at the District POW WOW June 2-4, 2017 Arkansas District Royal Rangers POW WOW ACTIVITIES We have a full list of games and

ASSEMBLY INFORMATION: PLEASE BE ON TIME!!!

Your Outpost should march to the morning assembly in rows with the Senior Guide in front and commanders to the right side. Points will be given to outposts that are singing their "Patrol Songs" as they march to assemblies. Have the Rangers stand in single file rows in front of the flagpoles.

Please be prompt and have your "Special Presentations" ready and approved by the Pow Wow staff so we can move quickly through the presentations.

UNIFORMS: The utility uniform is not required for

Pow Wow; you can wear your special uniform to morning assemblies. No short pants are permitted in the morning formation. Pow Wow and Royal Ranger T-shirts should be worn at other times except for those activities that

require work clothes. A lightweight long sleeve shirt may be helpful at night to control insects at the evening pageants. Theme costumes may be worn for pageant time or any other time you desire, except morning formation.

PRAYER: Make prayer and a good attitude the way to start the day and finish the night in your campsite.

Pray prior to Pow Wow for the safety of the campers and for spiritual victory over sin in the lives of those attending. Teach your boys by example how to be a spiritual warrior against the forces of Satan. Have your church pray especially for the victory at Pow Wow spiritually, physically, mentally, and socially. There will be a joint Sunday School session for each age group and a short devotion at the morning assembly on Sunday. This will be the last time for an opportunity to accept Christ in a service at Pow Wow. Pray that every person will leave Pow Wow knowing Christ as their personal Savior and that they will receive a new fire and desire to serve God. We would like to have people praying 24 hours a day for the camp, and for the men and boys, during the Pow Wow. If you would like to organize this at your Church or if you would like to pray for a period of time at Pow Wow, please be prepared to sign up at the registration desk when you arrive at camp.

Visitors are Welcome

Each year we present Trophies for the “Outpost Competitions” in two classes. These awards will be presented to; Outposts with 15 or fewer men and boys and Outposts with 16 or more men and boys. This change was suggested to us on the Pow Wow survey form. We want to award trophies to smaller Outposts and not make them compete with the larger Outposts. We want to encourage the smaller Outpost to participate in all the competitions as well as the larger Outposts. These competitions include the Best Campsite Award, Best Gateway Award, but does not include the individual competitions and activities.

VISITORS ARE WELCOME

Visitors at Pow Wow are considered our honored guests, and will be treated as such. This page is an attempt to explain our position in regards to Visitors, and make their time at Pow Wow an enjoyable one.

Visitors are welcome on the campground during Saturday hours, but all visitors must check in with Security when they arrive and when they leave. There is no visitor fee, however we ask that you pay $5.00 per meal if you stay and eat with us. Pastors do not have to pay for their meals. Visiting hours are from 10am until immediately following the Evening Service on Saturday.

Visitors may stay for the Council Fire service, but are asked to sit in the Visitor Section in the front of the Pageant area. Please ensure that the Evening Service time is kept quiet and the noise and talking are kept to a minimum. Remember that this Council Fire time is for the boys. The message will be centered on the salvation of boys who do not

know the Lord and have not accepted Him as their Lord and Savior, or boys who are struggling in their walk with the Lord. Our Guest Speakers are there to minister to these young men. Please have your Guests honor this request. Pastors are invited to minister to boys during the Altar Call.

Your visitors are the responsibility of your Outpost. Please note that visitors are welcome to come to Pow Wow, they are asked not to go into the camping areas. However, visitors will be given an opportunity to tour the camping areas at 2:00pm on Saturday to see the camps and gateways. Please be at the registration desk at 1:45pm to take the camp tour.

The note below is a note that you can/should give to all your perspective Visitors and Guests. It will explain what our hopes and desires are for their participation in this most important of weekends.

A NOTE TO OUR VISITORS

Greeting in the name of our Lord, Jesus Christ. The Pow Wow Staff is honored that you would join us for the Pow Wow 2017, and extend a warm and hearty welcome. It is vital for this ministry to have members of our Churches attend such an event to better understand our goals and objectives. We thank you for coming to the Pow Wow, we have set aside Saturday for visitors to come and observe the true nature of what Pow Wow is all about. We do ask however, that you observe, and not become “involved”. Everything we do over this weekend is prayerfully planned and orchestrated, and timing is essential. Spend all the time you like watching and observing, but please try not to take away from the boys and leaders who have specific goals to accomplish before the weekend is through. With all the fun and activities taking place, you’ll be tempted to “join in”, or when you’ve heard the incredible message by our Guess Speaker, you’ll want to be a part of the altar call. We would never tell you that you cannot participate in God’s calling, but we ask that you be very sensitive to the needs of the young men involved. Please feel free to join us for Dinner . . . we have plenty of food, and that will be a great time for you to fellowship with the men and boys of Royal Rangers. We sincerely hope that your experience at Pow Wow will enhance your appreciation for what Royal Rangers, your Leaders and God is doing in this ministry, and in the lives of these men and boys.

God, Bless You, Butch Charles, Pow Wow Camp Commander

The Royal Patrol is a boy-oriented leadership training & development program coordinated through the district training program. Its purpose is to assist the District Staff with security, communications, transportation, and administration during Pow-Wow and other District events. Our mission is to serve the men and boys of our District by helping to make our District events safer and more enjoyable for everyone involved. Junior leaders, serving as

Patrolmen (also known as RPs) act as the "eyes and ears" of the District Staff and keep the staff informed of potential problems or safety hazards throughout the campgrounds. It should be noted however, that they are not responsible for enforcing camp rules or administering discipline. That is the responsibility of the adult camp staff. The Patrolmen are merely to patrol the campgrounds and keep the adult staff informed of real or potential problems, and assist as needed.

Attention Commanders

Attention Commanders - It is a blessing to be back at Camp Nelson. I would like to take extremely good care of our camp by leaving it better than we find it. Everything we have set-up here to make this Pow Wow a special time for you and your boys must be loaded on trailers and taken back to our storage shed on Sunday. If you have any men that could stay and help us load the trailers and take them to the storage shed to be put away it would be a tremendous blessing. It would also help your Pow Wow staff get home at a decent time on Sunday evening.

Thank You for Your Help! - Commander Charles
