    This specification is intended to cover complete design, engineering manufacture,inspection, testing at manufacturers works, packing, forwarding, transit insurance anddelivery to site .The cables are required for 3 X 5 MW Indira Sagar Hydro power Project.

    2.00.00 PROJECT INFORMATIONThe Indira Sagar Project is a multipurpose river valley project on west flowing river Narmada inMadhya Pradesh state located in central part of India. The project Comprise of 3X5 MW VerticalShaft Kaplan turbines coupled to synchronous Generators.

    Project : Indira Sagar Left Bank Canal Power House, NarmadaNagar

    Project site : Theproject site is located on the Left Bank Canal of IndiraSagar Dam about 10 kms from Punasa village in EastNimar (Khandwa) district.

    6.00.00 TECHNICAL REQUIREMENTS

    General Description

    11 KV(UE) heavy duty power cables with stranded copper conductor, extruded XLPE

    insulation, screened, extruded PVC(ST-2 type) inner sheath, aluminium round wire armourand extruded PVC(ST-2 type) FRLS overall sheath. The cable shall be manufactured inconformity to IS 7098 (Part 2).

    1100 volt grade heavy duty type Power Cables with stranded Aluminium/Copper conductor,extruded XLPE insulation, extruded PVC (ST-2 type) inner sheath, aluminium round wirearmoured for single core cables & galvenized steel wire/strip armoured for multi core cables

    11KV (UE) XLPE CABLES

    Conductor

    Stranded & compacted circular / shaped copper conductor of H2 grade, conforming toclass-2 of IS: 8130 (1984).

    Conductor Screening

    For 11KV (UE) cable cross linked semi-conducting compound extruded in the sameoperation as the insulation.

    Insulation

    Cross linked polyethylene (XLPE) of natural color, extruded over screened conductor. Thisshall be conforming to IS: 7098 Part-2 (1985).

    Insulation Screening

    11KV (UE) cables shall be provided with insulation screening. The insulation screening shallconsist of extruded cross linked semi-conducting compound in combination with a layer oflapped copper tape of thickness not less than 0.1 mm.The conductor screen XLPE insulation& insulation screen shall all be extruded in one operation by Triple Extrusion process toensure perfect bonding between the layers. The core identification shall be colored strips orby printed numbers.

    Inner Sheath

    Single core cables shall be provided with extruded PVC (ST-2 type), inner sheath conformingto IS: 5831/1984.

    Armour

    For Single Core Cables armour shall be of Non magnetic material consisting of single hard

    drawn aluminium round wires 2.5mm diameter & for multicore cables the armoring shall be ofgalvanized steel strips.

    Overall Sheath

    A tough overall sheath of extruded PVC (ST-2 type), FRLS compound conforming to IS:5831 / 1984 shall be provided over armour. The color of outer sheath shall be black.

    Conductor: -Stranded compacted circular /Shaped aluminium/copper conductor of H2 (Gradesconforming to Class2 of IS 8130 (1984)conductors having nominal area less than 25 Sqmmshall be circular only and above that shall be circular/shaped.

    Insulation: -PVC compounded extruded over the conductor. This shall conform to the requirement of

    type A Compound of IS 5831.

    Inner Sheath: -All the cables shall be provided over the laid up cores with extruded PVC (ST1 type) of IS:5831/1984.

    Armour: -For single core cables, armour shall be of non-magnetic material consisting of single harddrawn aluminium round wire conforming to H4 grade of IS 8130/ 1984. For Multicore cables

    the armour shall be by single round galvanized steel wires/strips.

    Over all sheaths: -A tough overall sheath of extruded PVC (ST1 type), FRLS compound conforming to IS:5831/1984 shall be provided over armour. The colour of outer sheath shall be black.

    Overall Dimensions :-The dimensions of the insulation, armour and outer sheath materials shall be confronting toIS:-1554(Part 1)

    1100 VOLT GRADE XLPE INSULATED CABLES

    Conductor: -Stranded compacted circular /Shaped aluminium/copper conductor of H2 ( Gradesconforming to Class2 of IS 8130 (1984)conductors having nominal area less than 25 Sqmmshall be circular only and above that shall be circular/shaped.

    Insulation: -

    XLPE compounded extruded over the conductor. This shall conform to the IS 7098 Part I

    Overall Dimensions: - The dimensions of the insulation, armour and outer sheath materialsshall be confronting to IS:-1554(Part 1).

    CABLE DRUMDrum Length & Tolerance

    The power cables of 11KV (UE)& 1100 Volt grade shall be supplied in wooden drums. Theseasoned wood shall be used for the construction of drums. It shall be securely battenedwith the take off and fully protected against any mechanical damage. The cable shall carrythe following information stenciled on the drum & also in a waterproof label attached to it.

    a) Manufacturers name.

    a) Reference IS standard.b) Type of cable / voltage grade.c) Nom. Cross sectional area of conductor.d) Cable code.e) Length of cable on drum.f) Direction of rotation of drum.g) Gross weight.h) Country of manufacture.i) Year of Manufacture.

    Cables shall be supplied in the drum lengths as follows

    1. 11KV XLPE cable-500 Mt.2. Medium voltage power cables upto and including 6 sqmm-1000Mt.3. Medium voltage cables for more than 10 Sq mm upto and including 300Sqmm

    -500 Mts4. Control cables upto 27 cores 1000M.

    Total Quantity Variation

    Total supplied quantity shall not vary by more than +/- 5% of total quantity for ordered lengthof cables

    e) Non erasable Sequential Cable length marking at an interval of 1(one)meter throughout the drum length.

    ISI mark shall be marked on the cable or on cable drum.

    8.00.00 GENERAL REQUIREMENTS

    Drawings and Annexures

    Contractor shall supply the following drawings for comments:

    Along with bid

    The Bidder shall submit Technical Data Sheet for Cable and QAP for approval of Engineeras per a submission schedule to be furnished along with the Bid. The bidder shall fill in the

    technical data sheets attached with this specification both in soft copy as well as in hard copyand submit the same along with the bid.

    On receipt of PO

    All engineering data submitted by the Bidder after final process including review andapproval by the Engineer shall form part of the Contract Documents.

    Deviations

    Should the bidder wish to deviate from this specification in any way; he shall draw specificattention to such deviation.

    Unless such deviations are recorded in the deviation, it will be taken for granted that the offeris made in conformity with this specification in all respects.

    The bidder shall fill in the technical data sheets attached with this specification both in soft copy aswell as in hard copy and submit the same along with the bid.

    Final documents shall be supplied in 6 hard copies and 2 CDs. All final as built drawings shall befurnished in auto CAD version 2000 LT, in 2 sets of CDs.

    Routine Tests:-

    For 11KV (UE) XLPE & 1.1KV XLPE Power Cables

    The following tests shall be carried out as Routine tests on each and every drum length ofcable, as per IS 7098 (Part 2) / 1985.

    High Voltage TestConductor Resistance TestPartial discharge test (for screened cables) on full drum length.

    Acceptance Test:-

    For 11KV (UE) XLPE & 1.1KV XLPE Power Cables:-

    The following test shall be carried out as Acceptance Test in the presence of ClientsInspecting Engineer on samples taken from the delivery lot. One drum out of every 10number of drums or less shall be selected at random sampling basis for the AcceptanceTests which shall be carried out at manufacturers/suppliers cost.

    Annealing test (for copper)Conductor Resistance TestTensile / wrapping test.(for aluminium)Partial discharge test (In screened cables).

    Special Test on FRLS cables:-

    All the sizes of 11KV (UE) XLPE Power cables & 1.1 KV XLPE and PVC Power and controlcables of the FRLS PVC (ST-2 type) sheathed type shall pass following special type testrequirements. Inner sheath wherever applicable shall also be of the FRLS type PVC (ST-2

    For determination of the temp.index, the oxygen index test shall be carried out at differenttemperature upto 250C. However, the test shall be carried out by extra-polation methodbeyond temperature at which the material of sheath may start deformation. The minimumtemp. Index (i.e. the temperature at which the oxygen index is minimum 21) shall be 250Cgenerally as per BICC Hand Book Chapter-6.

    Acid gas emission test on sheath material:-

    This test shall be carried out as per IEC Std. 754-1. The maximum acid gas emission shallbe less than 20% by weight.

    Smoke density test on sheath material :-

    This test shall be carried out as per American National Standard ASTM-D-2843/1977 andalso as per UITP method (3M cube test on finished cable sample). The ASTM test method iscompulsory. For passing this test, the requirement of light transmission shall be minimum

    40% after the test.

    Flammability test on finished cable sample :-

    This test shall be carried out as per the following method :

    a. Swedish Std.SS:424-14-75 Class-F3. This test known as Swedish Chimney test iscompulsory.

    b. IEEE std. 383-1974 This test known as the vertical tray flame propagation test shallbe conducted if insisted by purchaser.

    c. IEC Std: 332-1.

    The cable should meet the requirement of all the above standards.

    Test Witness

    08.04.01 Acceptance tests shall be performed as per IS 1554 Part-I and IS 7098 (PartII) in presence of Owners representatives, if so desired by the Owner.

    08.04.02 The Bidder shall give at least ten (10) days advance notice of shop tests thatone to be witnessed by Owner / Owners representative as per QAP.

    Bidder shall follow Owners approved procedure for quality assurance plan. The bidder shallenclose quality assurance plan along with offer containing cable, raw material in process andtest to be conducted at works.

    Manufacturing and quality control procedures shall be available for audit to the owner and/orhis representative at the place of manufacture.
