CEN-CENELEC/TC 6 on Hydrogen Background SFEM WG Hydrogen; how the story started In consideration of the strong interest and real needs from industry that were expressed at the JRC-EARTO-CEN/CENELEC workshop on Putting Science into Standards « Power to Gas and HCNG », Sector Forum Energy Management (SFEM) has launched last February 9th, its WG on Hydrogen following communication to CEN and CENELEC BTs:

Scope of Work • Mapping existing standardization initiatives (TCs, JWGs, SFs,…) • Mapping standardization needs • Prepare a strategy roadmap with list of priorities

CEN-CENELEC/TC 6 on Hydrogen Background Main recommendations SFEM WG Hydrogen to CEN and CENELEC Technical Boards: Support the establishment of a new CEN/TC for hydrogen develop the necessary standards since most of the topics identified by the working group fall within the scope of CEN Continue the SFEM/WG Hydrogen which should have a holistic combined approach spanning research, pre-normative research and standardization for Power to Hydrogen and all related technologies including Power to Power. The purpose of the SFEM/WG Hydrogen is to provide a long term – sustainable – platform for strengthening collaboration and thus contribute to boosting the development and subsequent implementation of innovation through consistent and mutually supportive policy, R&D and standardization work Dissemination of the outcome of the SFEM/WG activities

There is no European TC on hydrogen covering the wide range of topics identified by the SFEM WG Hydrogen and that standardization is the most appropriate way to tackle many of the critical issues identified. Topics already covered by the scope of an existing TC will not be elaborated in the new TC

CEN/CENELEC Decisions create a new Technical Committee, CEN/TC 446 on hydrogen with the
provisional title and scope
to allocate the Secretariat of CEN/TC 446 to NEN
to ask the new CEN/TC 446 to submit its final title and scope, taking into consideration the comments expressed during the consultation as well as the discussions at the 79th BT meeting, for BT approval by the end of July 2016

CEN/CENELEC Decisions to invite CENELEC to join the activities in view of converting the CEN/TC into
a joint CEN-CENELEC TC
Conversion of CEN/TC 446 ‘Hydrogen’ to CEN-CLC/TC 6 ‘Hydrogen’ agreed to the creation of a Joint CENCENELEC Technical Committee on hydrogen under the Secretariat of NEN.

Proposed scope: • Standardization in the field of systems, devices and connections (e.g. PtG,
PtP) for the production, storage, transport, measurement and use of hydrogen from renewables and other sources
• The scope also regards future topics related to hydrogen which possibly contribute to the development of the hydrogen market within Europe
• Overarching and cross cutting items are covered as part of this scope
• Example for standardization this are safety related items, training and education, management system, guarantee of origin, key performance indicators of electrolysers etc.

Standardization
• The standardization system in Europe is based on the national pillars, which are the National Standardization Bodies (NSBs).
• CEN-CENELEC National Members are the National Standardization Bodies (NSBs) of the 28 European Union countries, the Former Yugoslav Republic of Macedonia, and Turkey plus three countries of the European Free Trade Association (Iceland, Norway and Switzerland).
• There is one NSB per country
• A NSB is the one stop shop for all stakeholders and is the main focal point of access to the concerted system

• NSB responsible for the appointment and registration of their delegates to TC meetings – Contact National Standardization Body

Development of Standards
• Preparation of the standards belongs to the TC
• The TCs work on the basis of national participation by the CEN-CENELEC Members (NSBs)
• Hand on work development of standards in Working Groups (WGs)
• A WG is established by the Technical Committee to undertake a specific task within a target date
