Yes, it is legal to use Office 365 in China when hosted outside of China. Similar to elsewhere in the world, there might be specific industry requirements (i.e. doing business with China government) that might require data to resides only in China.

Office 365 operated by 21 Vianet is going through both ISO 27001 certification to ensures it meet the worldwide standards of security and also China based Multi-level Protection Scheme (Level 3) validation. We expect to achieve both of these certifications later this year.

Unlikely. While the government of China has the ability to block any internet service it chooses, the typical internet service blocked are consumer based services. Office 365 is a business only service and has a separate internet IP address range different than our own consumer based services.

The end user experience in China will largely be dependent on customers network, application used and other variables outside the control of Microsoft. We are however continuously improving the performance of the service by optimizing our applications and also in midst of deploying edge nodes inside China to shorten the connection time between the client and Office 365.
