protect for the loss of TL23054 or TL23055 when the SWPL path

(TL50001/TL50004) is open. With the SWPL path open, the loss

of TL23054 or TL23055 can overload the remaining line; CAISO

has requested that SDG&E implement sequential tripping of IV

generation to relieve the overload on the remaining line.
