What's our problem?

‘County lines’ refers to drug dealing using ’phone lines’ operations across different counties run by established gangs who groom vulnerable young people to transport and deal drugs in these new markets. Young people are drawn in with promises of money, protection and status. Once involved, the reality is completely different. The promises do not materialise and the young people are coerced into carrying out risky activities, and are often threatened with physical and sexual violence if they try to break away.

Journey

• Initial incidents of Concern May /June 2015.

• Following months further incidents of young people presenting with wounds/ lacerations.

• Increased media reporting around drug related incidents.

• Aug 2015 multi agency partnership.

• Ending Gang Youth Violence Peer Review/Action Plan developed.

• Children identified and managed as vulnerable victims.

• There are currently 74 children identified as being involved in CCE locally. Further Mapping is being undertaken.

• The police have identified the risk and threat level as very high and have allocated superintendent owners to this issue.

Locality Review Key findings

• This was a well-informed locality review that had clearly taken steps to identify and address this issue based on successfully implementing a number of the recommendations from the previous EGYV peer review in 2015.

• The partnership appears strong and well informed. This strong collaboration has

helped to identify the emergence of county lines and highlight the cross over between this, the modern slavery agenda and CCE. The arrival of gang/group offenders from Manchester, Merseyside, London and West Midlands has increased the risk around CSE, violence and vulnerability linked to adults, young people, drug debt and cuckooing.
