Mobile GIS

at Washington State Department of Natural Resources

By Jeffrey Holden

Presenter
Presentation Notes
How do we get a large diverse organization to move to mobile GIS? How can we provide the tools to encourage the use of new technologies? I will talk about how we at Washington Department of Natural Resources are encouraging Mobile.
Page 3: PowerPoint Presentation · Trimble Nomad • GPS devices Trimble Pro XT, and XH • Antenna. For gathering location data in the field we used ArcPad software running on Trimble Nomads,

Washington DNR Lands

• 5.6 million acres of state land

• Aquatic Lands

Presenter
Presentation Notes
At Statehood Washington was given every 16th and 36th Section in a Township for schools. You can see the checker board pattern in the southeast Washington. Blocks around the National Forests were given to the State for the National Forest Lands.

Presentation Notes
For navigation we used Garmin 60CSx GPS devices. Every year we would use Garmin Map Source Creator to create a DNR custom base Map for the Garmin. We no longer can do this.
Page 11: PowerPoint Presentation · Trimble Nomad • GPS devices Trimble Pro XT, and XH • Antenna. For gathering location data in the field we used ArcPad software running on Trimble Nomads,

For Editing in the Field• ArcPad

• Trimble Nomad

• GPS devices Trimble Pro XT, and XH

• Antenna

Presenter
Presentation Notes
For gathering location data in the field we used ArcPad software running on Trimble Nomads, with Pro XT or Pro XH GPS receivers and a backpack antenna. This was a bulky but accurate system. But the Windows Mobile Operating System is no longer supported, and ArcPad will supported for only a few years more. We must adapt to new technology.

Steps to move to mobile1. Mobile GIS Strategy

2. Prove the new technology works

3. Justify the cost

4. Maps for navigation

5. Develop the editing work flow

6. Train and enable staff

Presenter
Presentation Notes
We need to move to new mobile devices like the iPads, and Androids but first we needed to: We needed to include Mobile GIS in the overall and DNR Information Technology We needed to prove the new technology works. We needed to justify the cost of purchasing the devices, and cost of ArcGIS Online and other licenses We needed to create new maps for navigation We needed to develop, adopt, and teach employees the new work flow. In the end mobile devices must become part of the new way of doing business.

3. Stored on our GIS Portal

4. Reviewed by DNR

Presenter
Presentation Notes
Derelict or abandoned vessels are a risk to public safety and healthy marine and fresh waters. DNR's Derelict Vessel Removal Program uses Collector to help County Marine Sheriffs identify and map abandoned vessels in Washington's waters. Since 2002, more than 580 abandoned or neglected vessels have been removed from Washington waterways. Thanks to a $4.5 million infusion from the Legislature for the 2013-15 biennium, DNR's Derelict Vessel Removal Program was able to remove several larger vessels that were threatening navigation and the environment. These large, abandoned hulks, including the Helena Star (costing $1.176,324 to remove), the Murph ($923,498), and the Golden West ($594,068). In total, over the course of the biennium, DNR worked with ports and local governments to remove 100 vessels.

Urban Forestry

• Puget Sound Corps Crews

• Track Planting, Pruning, invasive species removal

• Shared with Cities and Counties

Presenter
Presentation Notes
This was our first application with Collector, and the only one that I set up. We first tried with an Arc Pad, but found it much easier to use Collector. It took me less time to set up Collector for the first time, that could be used forever than each time I prepared data for ArcPad. Puget Sound Corps use Collector to locate their work planting and pruning trees, and removal of Himalayan Blackberry, English Ivy and other invasive species from the City and County Parks in western Washington. Counties and cities can see work done in ArcGIS Online. .

Forest Practices1. Roads, culverts,

drainage, and road decommissioning

2. Link to Survey 123

3. Inspection with Survey 123

4. Custom tile packages

Presenter
Presentation Notes
Forest Practices uses Collector to identify roads, culverts and drainages for Road Maintenance and Abandonment Planning, and Survey 123 to do inspections. Ongoing inspections are required to ensure continued fish passable culverts and healthy waterways. Description A combination of Collector and Survey123 was utilized in the project for the RMAP Specialists. The Collector map-centric data provides the visualization and ability to see what other locations surrounded the area as well as visual geographic location through internal GPS on tablets. Once the location is selected a custom drop down allows to be sent to the form-centric Survey123 Inspection form. The inspection for allows for field collection of data through custom drop down menus, pick lists and comment blocks. This option also provides information in the form of text (that is pulled from the original data and is not editable). The other option through Collector is to collect a new location not previously collected. When the new point is added the user gets the full attribute list associated with the RMAP database. Each of the 6 regions (NE, NW, OLY, SE, SPS, PC) also has custom tile packages built for their region using DNR Base data.
