The CSR Committee of Pakistan PetroleumExploration and Production CompaniesAssociation (PPEPCA) represent more than twentyfour major national and multi-national oil and gascompanies operating in the country. TheCommittee provides a forum to share relevantexperiences and to collectively voice on matters of

common concerns and interest. I am glad to know that each member ofthe Committee has worked in tandem with the local administration,notables and politicians of the concession areas to identify suitablecommunity development projects and to execute these projects withlocal participation, cultivating native ownership. To ensure sustainability,synchronization of efforts with the various government departments andmajor NGOs has been the hallmark of most projects; this measure shallfacilitate the final take-over of projects on completion.

The Commitment of E&P Companies towards the uplift of thecommunity they operate in, is clearly manifested by the present issue ofCSR Newsletter. Efforts to address immediate needs of the communityby providing clean drinking water and basic health facilities are indeedpraise worthy but the primary focus has remained on long termsustainable uplift of the communities through provision of education tothe children, skill development of the locals and infrastructuredevelopment. For these outstanding contributions I complement allthose companies’ whose projects have been reflected in the document.

I would also commend the editorial board for compiling the presentedition of the CSR Newsletter. Well-done and keep it up.

Bonding, Bridging and Binding SocialInvestmentOMV’s CSR program, Community Relations,Land Management & Stakeholder Engagementall segments overlap each other at one point orthe other. In year 2013, all segments wereamalgamated in one thread, with the commonobjective of building community capacity aswell as to build relations with them in asustainable manner. Now with the synchronizedapproach, focus is set towards taking ‘Social

Investment’ as a mean of building sustainablerelations. This is one of the important factorsthat contributed in successful completion ofSocial Investment projects in year 2013.

Future Outlook At OMV, we believe in building localpartnerships to ensure long-termsustainability of not only social investmentprojects but also to ensure smooth businessoperations. Although OMV cannot meet all thesocial needs of area, however through holisticapproach OMV can maximize the benefits ofits interventions. It may also ensure bringingother partners to the area to maximize theimpact of social profits. In all interventions‘Local Content Development’ & ‘StakeholderEngagement’ is the binding factor tostreamline resources under above mentionedintegrated approach, either it’s in form oflocalizing contracts to the local community oron the other extreme engaging high influentialStakeholders to ensure generation of SocialProfits in the area for common good.

Education is a leadinginstrument of nationbuilding and economicgrowth of people. Here, atPOL, our key focus lies in

education, which we are keenly supporting innumber of ways. POL focuses on education atthe basic, primary, secondary and highersecondary levels.

Since inception till 2013, POL has spentRs.70.6 million to improve the infrastructureof government schools through up gradationof schools & colleges of the vicinity byconstructing class rooms, toilets providescomputers and science laboratoryapparatuses and also providing them furnitureand fixtures that caters to about more than25000 students.

POL is not only spending on social welfareactivities of its areas of operation but we arealso running our own Higher SecondarySchool and Degree College Khaur aided bywell equipped lab facilities, modern library,highly qualified teaching staff and promotingand extracurricular activities.

POL Model High Secondary School Khaurhas a spacious building, laboratory and aplay ground. The school is run by an efficientteam of qualified teachers deliveringcommendable results.

DR. RASHAD DEGREECOLLEGE KHAUR

Dr. Rashad Degree College is one of theeminent educational institutions of ourcountry. Established in 2007 and inauguratedin 2012 by Dr. Ghaith R. Pharon, ChairmanAttock Group of Companies, it is relativelyyounger than other institutions of repute in thecountry. Within a short span of time, theinstitution has achieved a status of distinctionand is on road to further development andprogress. Students from across the countrycome to study at the college. It is ourendeavor to provide the best environmentsconducive for both physical and men taldevelopment of the students. It is known forits quality education, modern building,spacious lawns, central location,air-conditioned classrooms, latest labs andwell-stocked libraries. It comprises greatpanoramic scenery and a healthy and naturalatmosphere. There are many big playgrounds

and mountains within the premises ofthe college.

This all has been achieved throughcommitment and devotion to the cause andmission. It provides every possible help andcare to the students and offers them manyincentives as these are the hallmark of Dr.Rashad Degree College.

INFRASTRUCTUREDEVELOPMENT:

Moreover, another Degree College at Chak BeliKhan has been constructed by POL aided byfurniture and fixtures have been handed overto the Local Government.

Living standards of local inhabitants can onlybe improved if they have access to the biggermarkets.In order to upgrade living standards ofthe local community in the areas of operation,POL has not only spent on construction of TSTroad network, but we have also extended thisfacility to their door step through concretepavement of their streets and construction ofcause ways /culverts and drainage systems.POL has executed over 151 projects at thecost of Rs.107.111 million to provide betteraccessibility and transportation.

The OGDCL focuses to be aresponsible corporate citizen ofE&P community. TheManagement of the company is

well cognizant about its social obligations andhas used latest techniques to achieve the goodgesture in around its operational areas for thebenefit of the locals affected by its E&Pactivities. These include employmentopportunities for locals and financial assistancefor numerous projects to improve the quality oflife of people and communities with whichOGDCL interacts. Corporate social responsibilityactivities carried out for the compliance with thelaw and poverty alleviation.

Free Eye CampsRegaining the capability to witness thebeauty of nature has always been extremedesire of human being. Bringing eye sightsback to marginalized and hopeless peopleliving in rural areas in surrounding of OGDCLfields and winning happiness for them was apleasant and superior experience by OGDCL.The camps for Free Eye treatment were heldin 2013 at different locations of Sindh andPunjab.

Total 7,601 patients with cataracts & otherserious eye problems were registered duringthese camps. Out of these 1932 patients weregiven free vision glasses, Rigid IOL surgerywas performed to 485 patients and FoldingIOL Surgery to 456 patients. All patients weretreated totally free of cost. The milestone wasachieved through a team of experienceddoctors from Society for Prevention of Cureand Blindness (SPCB), Karachi.

Provision of Medicines to Mother andChild Care CentreThe Company provided Medicines of Rs.1.400million to Mother & Child Care Centre,Hospital Ghotki . Chief Guest was Chief SardarMuhammad Bux Khan Mahar MPA Ghotki whoappreciated the contribution and efforts ofOGDCL & Joint Venture for providing basicfacilities to poor / local community in Ghotki inHealth Care and desired to be continued infuture. Notables, Health and Education deptt.Officials greatly appreciated the donations onbehalf of OGDCL.

Running of T.B Clinic at Tando Alam OilComplexOGDCL has established T.B Clinic inDispensary at Tando Alam Oil Complex. Localpatients suffering from T.B and other chestdiseases are getting free consultation,treatment and medicines at clinic. Theexpenditures incurred on treatment of patientsannually are amounting to Rs. 1.742 million.

Jati Block was awarded to Kir thar PakistanB.V., a subsidiary of KUFPEC for oil & gasexploration and production, which is locatedin District Sajawal, Sindh. KUFPEC identifiedits 1st Community Development Project inJati block through base line survey keepingin mind community needs in closecoordination with local authorities.

The project was the Construction of IndoorPatient Block inside Taluka Hospital, locatedat Jati City. Taluka Hospital is providinghealth facilities to more than 200,000 peopleof the area. Hospital is well equipped withnecessary machinery, supply and staff. TheOPD -Outdoor Patient Department,laboratory, routine immunization, X-Ray andUltrasound facilities are functional. Hospitalbuilding was very old; especially its indoorblock was in bad condition.

KUFPEC constructed its Indoor blockcomprises of Male, Female wards, OperationTheater, Labor Room and Doctor Rooms.

Showing strong commitment to supportcommunities, this project was executed underdirect monitoring of KUFPEC staff. The projectwas accomplished in short period of three (3)months.

An Inauguration ceremony of new hospitalblock was held on 5th December 2013. VicePresident Operations of KUFPEC along withManager Middle East Region andrepresentatives from Local Administrationwere present to grace the event.

Distribution of School Items Company spend an amount of Rs.514,000/-for provision of School Items i.e Computerset, Generator, Electric water cooler andMultimedia Projector to deprived and poorstudents of Al-Rehman Public (Model) HighSchool Mullah Chutto Kalwar District Ghotki,in a graceful ceremony which have beenattended by District Education Officer (Mr.Inyatullah Khahuaro), Dy. Director (School &Colleges) Distt. Ghotki, notables of the area,and parents of the students attended theceremony. RC Sukkur (Mr. Manzoor AhmadMangrio) was also present on the occasion.

Handing over of School Equipments The school equipments of i.e MultimediaProjector, Electric Microscope, Electric Ceilingfans and Electric water coolers handed overto Principal Govt. Higher Secondary SchoolUmer Daho under CSR program in a gracefulceremony. Chief Sardar Muhammad BuxKhan Mahar MPA Distt. Ghotki, was the ChiefGuest & Dr. Zulfiqar Sli Shah DHO, Dr.Mushtaq Ahmad Bachkani M.S TalukaHospital Ghotki and other notables of the areaattended the ceremony.

Technical Training School atBaluchistan and Karak.OGDCL has two Technical training institutes atKarak and Quetta, where local boys are beingprovided training in field of the petroleum

industry, with an annual expenditure of aboutRs.9.036 million. In these Institutions, about200 students are annually trained in variousfields of oil & gas industry and providingassistance to them for getting jobs in oilindustry as well as other related institutions.

Provision of Books Uniforms and SchoolBags to FC Public Schools Dera BugtiOGDCL spent Rs. 6.928 million for provisionof books, uniforms and school bags tounderprivileged and meritorious students ofDera Bugti. Students from four (04) FCschools were selected. FM Pirkoh, Mr.Maqsood Ahmad honoured the occasion anddistributed the ar ticles. This activity waswarmly hailed by local notables and FChigh ups.

Installation of Water Tube WellsProvision of safe drinking water to the localcommunity is one of the priorities amongBaluchistan- CSR projects. OGDCL under itssocial welfare installed water tube wells atPirkoh, District Dera Bugti an amount ofRs. 19.00 Million.

Supply of Drinking WaterOGDCL is providing free portable drinkingwater to local communities in all fourProvinces through water tankers/bouzers.OGDCL spending Rs.84.160 Million annuallyfor the provision of water

FLOOD RELIEF ACTIVITIESDURING YEAR 2013:

Heavy rains caused major infrastructuraldamages in various areas ofPakistan.OGDCL being a responsibleCorporate at the national grief, played anexemplary role. CSR OGDCL took concretesteps for extending relief to flood affectedpeople.Management approved Rs 50.00million for relief and rehabilitation of peoplein province Baluchistan and 3.00 Million forSindh to help ease the woes of the floodaffected people who were in urgent need offood. The company arranged FoodHampers and saved many precious lives.

Food hampers were distributed in thepresence of Public Representative (MNA) anda member from District Government.

To uplift the underprivilegedsocieties, PPL is contributingsince long and is committed tocontinue the same in times to

come. As a responsible organization, TheCompany’s support plays a vital role forbetterment of society in general andupliftment of the communities around itsoperation fields, in particular.

The company’s social welfare initiatives aredirected towards promotion of education, healthcare, infrastructure development, mitigation ofnatural disasters, water resources developmentand cash donations for humanitarian activities.The list is not limited rather expanding as theCompany takes on initiatives where it considersthat its contribution is going to make ameaningful difference. PPL believes that strongbond of partnership with communities isimperative for long-term relationship andbusiness growth. The overall objective of thePPL’s initiatives is the sustainable developmentof communities hence; these initiatives areneed based and participatory. These welfare projects are undertaken

individually as well as in partnership with localgovernments, civil society institutions and thenon-governmental organizations (NGOs). Allthe welfare activities of the Company areundertaken and managed by the CommunityDevelopment Department and the PPL WelfareTrust. The current year remained very eventfulduring which a number of following activitieswere undertaken by the Company.

PPL awarded 83 scholarships to male andfemale students of District Dera Bugti,Kashmore, Sanghar, Kambar-Shahdadkot andTehsil Gujjar Khan, District Rawalpindi topursue Higher Professional Education at HECrecognized institutions. Educational initiativesalso include 4 Year Education Plan from class9 to 12 wherein 70 students from District DeraBugti and other districts in Baluchistanstudying in prestigious schools benefitted.Scholarships were also provided to 48 localstudents of Sui, District Dera Bugti for a periodof 6 years from class VII to XII studying atBaluchistan Public School.

PPL also sponsored two students from KhyberPukhtunkhwa under the National Talent HuntProgram of IBA and 02 students fromBalochistan under the National out ReachProgram (NOP) of LUMS. Apart from 03 PPLTCF schools being operated in three villagesnear Kandhkot Gas Field benefitting

approximately 500 local students. Besides,construction of PPL-TCF primary school atTando Muhammad Khan is in progress wherein83 students are enrolled in KG, 1 & 2 in makeshift classes and will be shifted in the newlyconstructed building.Whereas, ComputerTraining Centre Cum Library was alsooperated at Sui Town wherein 60 male youthare being provided 6 months InformationTechnology course comprising of basicknowledge of computer along with basiclanguage courses.

Whereas, academic blockswere constructed at GBPS, Hazoor Bux nearChachar Field, Staff Hostel and additionalclassrooms at Taaleem Foundation School(TF), Sui,auditorium at Government Boys HighSchool, Mohra Noori near Adhi ProductionField, Constructed Academic Block at GBPS,Mastala,GGPS. GGES Mastala, Adhi near AdhiProduction Field, GGPS, Sanjer Khan Junejo,District Sanghar near Hala Field, Auditorium atGGHS, Barkhan Town, Town-Hall-cum-PublicLibrary at Dhadar Town, academic blocks atGBHS at Kani and GGMS Jhamat. Auditoriumat GGJMS, Bahawalpur, academic block atGGPS, Shakal Khan Eshani, District Barkhanand Constructed Computer Laboratory atGGDC, Khuzdar.

SUPPORTING ECO-TOURISM& ENVIRONMENTALPROTECTION:

Margalla Hills National Park (MHNP)Islamabad (US$49,389):The Federal Minister for Information &Broadcasting formally inaugurated the projectin January 2013. The Minister presented ashield in appreciation of the support providedby Premier Oil in this respect. The projectfinally concluded in July 2013 with thefollowing additional achievements:

Adventure Foundation (US$1,017):The 12th National Children’s MountainConservation Meet was held at Abbottabad,where Premier Oil sponsored 5 children frompoor families from Northern Pakistan’s remotetown of Chitral. The nature conservation meet

was organised by the Adventure Foundation ofPakistan. As part of the 10-day activity,children visited different areas inside theAyubia National Park in Northern Pakistan andparticipated in tasks such as tree plantations,study of flora and fauna and mountain clean-up under the supervision of environmentalistsand conservationists.

ANNUAL ACADEMIC &CHARITY SUPPORT:

Special Children Education (US$5,208):Assistance of special children academy, atIslamabad, continued. New physicaleducation & physiotherapy equipment wasprovided in 2013.

Chair Sponsorship at Deptt. OfPetroleum & Gas Engg. (US$18,000):Premier continued to support a chair at theDepartment of Petroleum & Gas Engineering atUniversity of Engineering & Technology (UET)Lahore in 2013. Premier Oil is proud to associateitself with the sponsorship of one of the chair atUET for the past 5 years, which has helpedretain a senior professor at the department forthe benefit of the students at large.

For the population of Sui Town, Kandhkot andunion council Ghaibi Dero Operated freeMobile Dispensaries, with 120 patients daily .3 days surgical eye camp organized for thepopulation living close to PPL’s Adhi, Sui,Kandhkot, Mazrani and Hala production fields1500 patients benefited in each camp.Besides, medicines were provided toGovernment Dispensary, Mastala near AdhiProduction Field and supported Marie AdelaideLeprosy Centre’s Triple Merger CentreKandhkot, Kech and Turbat for treatment ofpoor leprosy, blindness and TB patients.Under the skill development projects operatedWomen Vocational Training Centre near AdhiProduction Field 200 females were providedtraining on stitching, embroidery & dressmaking for their livelihood generation.Whereas, Computer Training Center CumLibrary was also operated at Sui Town wherein

250 male youth of area were provided trainingof computer softwares & provided certificateof information technology. Whereas, PPLsupported Women Welfare Centre, Sui whichis being operated by FC Authorities.

Under the water supply scheme potable wateris supplied to Ghaibi Dero and Sui Town ondaily basis. 50 Deep Hand Pumps wereinstalled at the villages of District Thattabedsides, water supply scheme commencefor Fateh town, District DI Khan. 2 largeirrigation cum drinking water supply schemeswere constructed for 7 villages near Shoran.Various projects were undertaken for theinfrastructure development under which linkroad to Tota Colony, link road to Mandranicolony and link road to Mohammad Iqbalcolony, Black Top Road From Panjpai toMohammad Khailabad, 52 km road from Gate

PPL Sui Field to China Post Kashmore road,Haibat bridge on BS Feeder Canal linking farmwith the market and 2 culverts and drainagesystem were constructed at village Mastala.Beside above mentioned projects, sanitationtruck with jetting & suction units was donatedto TMA, Kandhkot and rehabilitation activitieswere carried out for the population of floodaffected areas of Kandhkot.

MOL Pakistan launched its ScholarshipProgram in 2005 & so far a number of studentshave been awarded Intermediate and TechnicalScholarships. The scholarship program isspread over two years, During the year 2013, atotal of 24 students of Intermediate & 9students of Technical education weresupported in different universities of Pakistan.

MOL TCF Primary SchoolMOL-TCF School is functioning at UnionCouncil Gurguri (Karak) wherein more than120 students (female & male) are studying. Itis important to be highlighted here that theschool construction (along with operatingcost) was fully sponsored by MOL Pakistan. The school is being run by a well-knownorganization i.e.The Citizen Foundation (TCF).

Construction of Janzagah at VillageChakhtu (District Karak)During the drilling period of Makori East-3,the locals of village Chakhtu requested forconstruction of a funeral place which wasalso endorsed by then Provincial Minister &MNA Karak. The District AdministrationKarak was requested to implement theproject through the concerned linedepartment.

Construction of Concrete Road-Chakhtu(District Karak)The locals of Makori East-3 also maderequest for construction of concrete road totheir village as they were facing hardshipsparticularly during the rainy season. Both theabove projects were approved after technicalassessment & would be helpful in their overalldevelopment.

Repair of 22 Km Road from SandaFateh Khan Chowk to Maramzai 1(District Kohat)The locals of Sanda Fateh Khan requested forrepair / rehabilitation of the existing road(approx 22 Km), realizing their difficulty MOLhas allocated PKR 33.043 Million for the saidproject and work is in progress.

Drinking Water Supply Scheme atBakha Banda (District Karak)As we are all aware that the drinking water isthe main problem of the inhabitants of DistrictKarak due to many reasons, therefore ascheme of clean drinking water supply wassponsored through the implementing agencyof District Karak. It is all likely once the projectis completed the locals of more than 30~40househzolds will be benefitted during thecurrent year. MOL Pakistan has alsosponsored a similar nature of project forGovernment High School Teri, District Karak.

CSR ACTIVITIES A free eye camp was arranged at villageMianji Khel-District Hangu through the supportof Al-Shifa Trust Eye Hospital Kohat wherein320 patients were examined, 150 pairs ofspectacle were provided & 110 patients weretaken for further operations at Kohat.

Sponsorship of T-20 Cricket Tournament forPhysically handicapped persons, the final ofthe tournament held at Arbab Niaz Stadium,Peshawar which was largely attended andappreciated the efforts of MOL Pakistan& PCAPH.

MOL T-20 Cricket Mela-Teri Karak was alsosponsored for the youth of the operationalarea which was participated by local teams.

Football Tournament Lachi Kohat. This eventis sponsored on yearly basis and teams fromKhyber Pakhtunkhwa along with teams fromtribal area participate in the tournament.

One of the sectors United EnergyPakistan (UEP) choses to focus onthrough its CSR projects is

education. As part of this commitment, thecompany has funded construction of twoprimary schools in districts Badin and TandoMuhammad Khan in collaboration with TheCitizens Foundation (TCF). About 90 boys andgirls study at the TCF school in Badin.Enrollment at the school in Tando MuhammadKhan stands at about 150 students. UEP hascontributed over US $ 169,400 towardsconstruction of these two schools. The schoolin Badin was built in collaboration withSchlumberger, an oilfield services provider. In2012 UEP also provided about US $ 25,000 forTCF Badin’s three year operational cost. UEPs’

vision behind funding these two schools is toremove barriers of class and privilege byproviding quality education for the youth ofrural Sindh. The company’s CSR projects havea bias towards female literacy since this is animportant means of not only empoweringwomen but also contributing to the country’sprogress. TCF encourages female enrollmentand has a full female faculty of 6,300members, across its schools in Pakistan.

The NGO is dedicated to building and managingschools in the less privileged areas of Pakistan.

As of 2013, TCF has established over 900purpose-built schools nationwide with anenrollment of about 126,000 students. TCF iscommitted to providing education for themasses – most schools are located in urbanslums or rural areas, where people do not havemeans to acquire quality education. To providechildren with a stimulating learningenvironment, TCF schools are equipped withfully furnished classrooms and includeessential facilities like library, art room, playarea etc. The curriculum is comprehensive anddynamic. Regular inspections and reviewsensure teaching is up to high standards. Notingthe success of these schools, in 2013, UEPdecided to establish four more schools withTCF in Badin, MKK and DSS concessionblocks. Estimated enrollment at these fourschools is expected to be over 500 studentsonce they are completed. Through thisinvolvement UEP hopes to transform thelives of the children of its concessioncommunities and equip them to contribute toour country’s progress.

EDUCATIONEducation is an important facet of corporate•social activity; a substantial amount is beingspent on construction, renovation andmaintenance of various schools at all JVBlocks as well as our own operatingareas.In this respect, Mari Field Daharkiremains the hub of educational activitieswhere, in addition to existing educationfacilities provided by MPCL, the necessity of

an Educational Complex was felt.Consequently, foundation stone of this megaEducation and Medical Complex was laid on19 May 2012.The project is now completeat the cost of Rs.180 million and theComplex was formally inaugurated by LtGen (R) Raza Muhammad Khan Hi (M), MD& CEO Mari Petroleum on 04 Dec 2013.

Besides many other educational projects,•one of the important project by MPCL isthe “Adoption of Middle Boys SchoolKamerser, District Mianwali”.

WATER SUPPLY SCHEMESProvision of safe drinking water to the localcommunity is one of the priorities amongMPCL- CSR projects.MPCL has an elaboratesystem of providing clean drinking water to thefar flung areas. At Kamerser, Mianwali Districtnumerous tube wells were installed, waterwells were dug, and water supply scheme hasbeen renovated along with the installation ofwater filtration plant for the local community.Other major water supply schemes inBaluchistan at Khost & Zarghun with the costof Rs 5 Million have also been developed. Anelaborate water supply system of cleandrinking water at village Kot Dhameek (Ghauriblock) is also under development.

HEALTH

MPCL spent more than Rs 190 Million in thelast 5 years in promoting health care projectswhich is a testimony of our commitment toprovide quality health care services to our

work force and the community. The recenthighlights of MPCL health projects includeconstruction of additional rooms, purchase oflaboratory and therapy equipment at Kamerserdispensary and establishment of exclusivedispensary in Daharki for the treatment ofTuberculosis patients.

The other major CSR projects in thearea of health include:

Mobile dispensaries operating in different•MPCL blocks on daily basis and providingtreatment to thousands of poor patients attheir door steps..

Maternity home at Dad Laghari has a•turnover of about 200 to 250 patients ondaily basis.

Mother & Child Healthcare Centre at Civil•Hospital Mir Pur Mathelo is providingcostly postnatal treatment to children andmothers of the area.

Free medical camps twice a week at BHU•Khost and Dilwani Dispensary.
