Deputy Operations ManagerBased in Vientiane, with extensive travel to Huameuang and Savannakhet sites, the DOM will report to the Country Operations Manager and help ensure the overall success of HI Laos’ portfolio of projects through the provision of technical expertise, management, and operations. The DOM will lead office administration, financial management, safety & security, and human resources and will be responsible for leading strategic direction, providing technical expertise and coordination, and supporting overall project management.
Mandate
Support the COM in defining overall strategy, develop clear operational plans for execution, and continually identify opportunities for HI Laos to add value and maximize impact
o Strategy: contribution on updating the Country Sheet (mobilization of resources and coordination)o Opportunities: monitoring funding opportunities (local call for proposals) and attracting additional
service contracts (through networking with INGO, CSO…)
Maintain a thorough understanding of the health & Rehabilitation, Right & Inclusion and UXO landscape in Lao PDR and the line Ministries key priorities and challenges
o Sharing a good understanding of HI Laos strategic thematic with HI Laos staff (HI WV Strategy 2015 – 2025, HI Mekong Strategy, HI Mine Action Strategy)
o Collecting and organizing information about National Plans
Build and sustain trust with key external stakeholders at National, State/Regional and Township levels, at the line Ministries and other government departments, at both ministerial and administrative levels, as well as international agencies, NGOs, and donors
o To support MoU negotiations (meetings, workshops and proofreading)o To map existing ASEAN organizations and/or forum and identify where/when to engage
Lead processes for internal and donor reportingo Support MoU processes and follow up of MoU reporting systemo To support the GESI Specialist on the management of services contract/ partnership agreement
with local stakeholderso To liaise directly with Project Managers to ensure donors reports timeline and formats are
understood and respected (based on the Program donor calendar

Develop communication materials, make presentations and represent HI Laos at public forums/Networks…
o Coordinate with other HI staff to develop communication and visibility materials for awareness and marketing purposes
To ensure that HI’s information is well communicated and presented to the public, networks and government bodies
Develop and manage program budgets and performance indicators in collaboration with program staff
o With the SSC, participate and facilitate trainings on the rolling budget updates as well as budget management
o Support the program staff in development of project budget (thanks to R1, R2, R3 program budget)
Identify and develop new program and funding opportunities and develop and manage relationships with existing and potential donors, in collaboration with the Country Operations Manager
o Participate in the different existing platforms involving INGO and CSO to identify potential synergies/partnerships
o Internally, contribute to discussions related to project developmento To ensure the existing and potential donors have a good understanding on HI strategy and
progress of project implementationo To participate to donor’ field visits, interact about future funding opportunities and advocate for
specific needso
Oversee internal management of the office’s daily operations, including contracting with different stakeholders, ensuring compliance with local laws, safety & security, and interfacing with HI Laos’ legal and financial teams
o Cooperate with logistic, human resources and finance departments to ensure that the HI rules & regulations comply with the Lao laws and legislations
o To ensure that HI rules & regulations (including HR rules, Security procedures, Logistic procurement processes…) at country level are well communicated and understood to HI staff
Support human resources management, including recruitment, management, and professional development of existing staff
o Be part of the training plan and the remuneration committees to provide advices based on field feedbacks
o Involve in staff recruitment processes including development of job description, interview and selection
o Provide technical training on personalized social support, livelihood and project management to Local staff (internal training plan)

Oversee all program strategies, activities, work plans, MEAL, and reportingo To ensure HI Laos Strategy (to some extend the Mekong Strategy as well) are well communicated
to HI staffo To collect internal monthly updates from the projects as well as support services (internal
reporting mechanism)o To participate in each project review, to contribute of a better management and ownership of the
PM Box by Project Managers and to strengthen the involvement of Support Services Department into the Project Review

Skills and qualifications
Minimum Qualifications
Lao NationalBachelor’s degree in public health, social, business or equivalent experienceStrong quantitative and analytical capacity, preferably with a background in public health, social, or businessAt least five years of work experience in a demanding, results-oriented environment, with increasing levels of responsibility and leadershipExceptional interpersonal and communication and reporting skillsFluency in English, written and oralAbility to manage within sensitive political contexts and develop strong relationshipsProven ability to inspire, mentor, and lead teams for consistently high performanceAbility to work within limited budgets and human resourcesComfort working on highly complex problems without extensive structural or operational supportEfficiency in negotiating and achieving consensusExceptional problem-solving skills, ability to manage numerous work streams simultaneously, andAbility to build and nurture relationships in a challenging multicultural environmentProven ability to be effective in high-pressure situationsExcellent understanding of MS Office with proficiency in Excel, PowerPoint, and Word
Preferable Knowledge of some local dialects within Lao PDRAdvanced degree in public health, social, businessExperience working with external partners in Lao PDRExperience working with communities in Lao PDRPrevious HI experience
