LOT 4 AS THE SINGLE CALCULATED AND RESPONSIVE BID (SCRB)

FOR THE PROCUREMENT OF SUPPLY AND DELIVERY OF VARIOUS ICT AND

WHEREAS on 28 October 2020, lhe opening of bids for the Procurement ofSupply and Delivery of various ICT and Adobe Software was conducted via Zoom

Platform;

WHEREAS, BAC Resolution No. 20-10-24 was issued declaring failure ofbidding for Lots 1 and 2 on the ground that no bids were received for the said lots;

WHEREAS, on 11 November 2O2O, the bid evaluation report was presented

to the Bids and Awards Committee (BAC);

WHEREAS, BAC Resolution No. 20-11-07 dated 'l 1 November 2020

determined the following:

Lots 3 and 5 Advance Solutions, lnc. (ASl) Lowest Calculated Bid (LCB)

Lot 4 Automation Specialists andPower Exponents, lnc. (ASPEX)

Single Calculated Bid (SCB)

Lot 6 lntegrated Computer Systemslnc.

WHEREAS, the post-qualification activity for Lot 3 and 5 with the LCB'

Advance Solutions lnc. (ASl), was conducted on 19 Novembet 2020 at the 2nd Floor,

CVEA Bldg., PSA Complex, East Ave., Quezon City;

WHEREAS, the post-qualification activity for Lot 4 with the SCB, Automation

Specialists and Power Exponents, lnc. (ASPEX), was conducted on

25 November 2O2O al the 2nd Floor, CVEA Bldg., PSA Complex, East Ave., Quezon

City;

WHEREAS, the postqualification reports for Lots 3, 4 and 5 were presented

on 30 November 2020 but recommendation was deferred by the BAC in order for the

Technical Working Group (TWG) to revise their report to reflect their respective

remarks on the statements/documents submitted by ASI;

WHEREAS, the revised post-qualification report for Lots 3 and 5 wassubmitted to the BAC through its Secretariat on 04 December 2020 reflecting the

remarks of the TWG;

WHEREAS, the post-qualification report for Lot 4 was submitted to the BAC

through its Secretariat on 18 December 2020 reflecting the remarks of the TWG;

WHEREAS, the above-mentioned post-qualification reports mentioned above

were presented to the BAC on 21 December 2020,

WHEREAS, the bid offered by ASI and ASPEX were determined to be

compliant and responsive to the legal, technical and financial requirements of theprocurement-a!hand;

NOW, THEREFORE, the BAC RESOLVES AS lT IS HEREBY RESOLVED,

1. to declare the bid offered by Advance Solutions, lnc. (ASl) as the Lowest

Calculated and Responsive Bid (LCRB) for Lots 3 and 5;

3. to recommend the award of contract to Advance Solutions, lnc. (ASl) and

Automation Specialists and Power Exponents, lnc. (ASPEX) for the above-

mentioned lots

ADOPTED, this 21st day of December 2020 at the Philippine Statistics

Authority - Central Office via Zoom Platform.
