Executive Summary

The first quarter saw continued progress with the County’s PPRTA capital projects as well as

commencement of the 2015 maintenance program.

The final five El Paso County projects for the 2005-2014 capital program are advancing with

County Line Road under construction, Baptist Road West beginning construction in late

March/early April, Stapleton Road East and Marksheffel Road South being prepared for

construction advertisement in the second quarter of 2015, and Meridian Road South in the design

phase. The initial projects of the 2015-2024 capital program are underway with Highway 105,

Meridian Road/McLaughlin Road Roundabout, Monument Hill Road, and New Meridian/US24

Intersection in various stages of design.

Property acquisition and pre-construction activities for the Baptist Road (West) project are

underway in preparation for the start of construction in April. The Conditional Letter of Map

Revision (CLOMR) for the project was approved by FEMA. Coordination with the Union

Pacific Railroad on the construction & Maintenance Agreement continues.

The County Line Road project was under a winter suspension for most of the quarter because of

weather and temperature constraints on the remaining work. Construction recommenced in

March and is expected to be complete by June.

The Marksheffel Road (South) design plans were finalized in anticipation of an advertisement

date in April. Three utility reimbursement agreements were approved and the contract awarded

for Construction Management/Inspection and Testing. The final plans were modified per

discussions with key stakeholders and the PPRTA Board to eliminate a portion of the

improvements between Peterson Air Force Base gate and the area north of Drennan Road, to

evaluate potential alignment shifts that might minimize throw away construction when the future

Banning Lewis master plan is implemented.

El Paso County Engineering Division has completed the design plans for the Stapleton Drive

(East) Extension project which will extend Stapleton Drive from US Highway 24 southeasterly

to the intersection of Curtis Road/Judge Orr Road. The County is continuing work to acquire

ROW from two remaining properties near US 24. Condemnation proceedings have been

initiated to acquire one of the properties while negotiations are still underway with the other

property owners. In the first quarter, the County prepared an RFP for Construction which is

expected to be advertised in April 2015. Construction is anticipated to begin in June of 2015 and

be completed by the end of the year.

Scope and costs for preliminary design for the Highway 105 corridor are being developed and a

contract is expected to be presented to the Board in the second quarter. The preliminary design

will build on the Corridor Planning/ Conceptual Design effort completed by El Paso County in

2012.

The Old Meridian Road / McLaughlin Road Roundabout project is under design by the El

Paso County Engineering Division. This roundabout will improve the poorly aligned

intersection in the Falcon Town Center, widen and upgrade Old Meridian Road to US Highway

24, and provide additional drainage and pedestrian enhancements in the surrounding area.

A Request for Proposals (RFP) was prepared for the Design of the Monument Hill Road project

in the first quarter. The RFP will be advertised and the preliminary design contract awarded in

the second quarter.

The contract for preliminary design of the New Meridian Road Extension/US Highway 24

Intersection is underway. Improvements include removing the traffic signal at Old Meridian

Road/US 24 and converting access control at this location to a right-in/right-out; and completing

New Meridian Road /US 24 as a signalized intersection with adequate turn lanes at all approaches.

This project is being designed and will be constructed in conjunction with the federally funded

Falcon Park & Ride project and the Meridian Road Extension project which was an “A” list project

from the initial capital project list.

This West Colorado Avenue project is a joint effort with City of Manitou Springs, City of

Colorado Springs. This project was advanced through the corridor study and preliminary design

with CDOT funds and the 90% design contract was approved by the PPRTA in March 2015.

Now known as the “Gateway Project” the “Westside Avenue Action Plan” has taken shape over

the past three years and the next public meeting is expected this summer to discuss detailed

improvement plans for the area.

Significant work was completed in the first quarter with respect to the 2015 maintenance

program. The 2015 Asphalt Overlay Program was awarded to Rocky Mountain Asphalt and

Materials and is anticipated to commence in April. The 2015 Concrete Surface Drainage

Contract was awarded to AA Construction Company during the 1st Quarter.

Project Status Reports: 2005-2014 Capital Projects

Baptist Road (West)

Project Description: This project consists of two of the A-list projects: Baptist Rd widening

from Interstate 25 to Forest Lakes Drive and the Baptist Road railroad crossing at the UP/BNSF

railroad. The key elements of this project include a 3 span bridge over the RR tracks and

Monument Creek, retaining walls for the bridge approaches, a roundabout at the Old Denver

Highway/ Baptist Rd intersection, roadway improvements to the connecting roadways,

modifications to the Santé Fe trailhead parking area, drainage improvements, utility relocations,

and rehabilitation and enhancement of the Prebles Meadow Jumping Mouse habitat, disturbed by

the project.

Progress/Status:

Pre-construction meeting held in February. Baseline schedule approved. Contractor

mobilizing and key submittals being prepared. Actual start of construction deferred to April

due to delays in acquiring property.

Discussions continue with UPRR regarding finalizing Construction & Maintenance

Agreement. It is anticipated that document will be completed and executed during the

second quarter.

PPRTA at its March meeting approved the property acquisition for the ROW and Temporary

easements required from the Willow Springs property.

Appraisals for ROW, Permanent Easements and Temporary Easements for the key

Dellacroce property are underway and it is anticipated that this property acquisition item will

be scheduled for approval at the May Board meeting.

FEMA approved the submittal for the Conditional Letter of Map revision (CLOMR) and the

floodplain permit was subsequently issued by the Floodplain Administrator.

Coordination with key stakeholders including the UPRR, utility companies, the Town of

Monument and adjacent property owners continues.

County Line Road

Project Description: This project will institute safety improvements along the corridor between

I-25 and Furrow Road to include adding shoulders, revisions to the vertical profile and horizontal

alignments, drainage improvements, providing turn lanes at key intersections and major

reconstruction and widening of the intersection at Furrow Road.

Progress/Status:

Project improvements will include adding shoulders, reconfiguring the horizontal and

vertical profiles in the area just west of Furrow Road and realigning the intersection at

Furrow Road including providing turn lanes to accommodate the future traffic needs.

Construction was suspended for most of this quarter due to temperature and weather

constraints. Construction restarted in late March with anticipated completion in the

second quarter.

Most of the remaining roadway reconstruction will occur between Vista Clara Drive and

Furrow Road.

Placement of the top mat pavement and final striping for the corridor is anticipated to be

completed in May.

Marksheffel Road (South)

Project Description: This project will access, document, design and construct the transportation

and safety improvements for the 11 mile corridor that extends from SH 24 to the future

connection with Mesa Ridge Parkway and also includes the short stretch of roadway beyond this

future connection to the existing terminus at C&S and Link Road on the south.

Progress/Status

The design plans for the proposed improvements were modified based on discussions with

key stakeholders to eliminate most of the Zone 2 work pending further evaluation of potential

alignment changes associated with the Banning Lewis Master Plan so as to minimize or

avoid throwaway construction in this area. The recommended improvements for the project

are broken into four zones:

o Zone 1 – US 24 to Peterson Air Force Base (PAFB) east gate – this section will

be reconstructed to 4 lanes with auxiliary lanes and signal modifications at the

intersections.

o Zone 2 - PAFB east gate to Drennan - will remain a 2 lane section. Plans have

been modified to eliminate much of the reconstruction of the existing roadway. The

modified plans tie the 4 lane improvements north of this area into the existing 2 lane

section just south of the PAFB gate. The north leg of the Drennan Road intersection

will still be reconfigured as originally planned and tie into the existing roadway just

north of Drennan. Possible realignment of this road segment is being evaluated as a

potential add to the contract.

o Zone 3 – Extends from the existing 4 lane section south of Bradley to the future

Mesa Ridge Parkway connection and will be reconstructed to a 4 lane section with

shoulders. The severe horizontal curve just south of the existing 4 lane section will be

realigned. The Fontaine intersection will be reconfigured to improve channelization

and install permanent mast arm signals.

o Zone 4 – Extends from the future Mesa Ridge Parkway connection to Link

Rd/C&S intersection – will remain a 2 lane section but will be reconstructed to add

shoulders and to reconfigure the severe horizontal curve just east of the Link Rd/C&S

intersection.

ROW and easement needs along the corridor have been finalized and legal descriptions have

been prepared. Most of the properties in Zones 1 & 2 are within the City of Colorado

Springs and ongoing coordination with City Real Estate staff to advance these acquisitions

continues. Property acquisition has commenced on properties within El Paso County in

zones 1, 3 and 4, including closing on three of those properties in Zone 1.

Construction is anticipated to start in Zone 1 between US 24 and SH 94 based on anticipated

availability of property.

Significant utility conflicts requiring relocation have been identified and the design team is

coordinating relocation plans with the various utility companies.

CDOT has approved the access permits related to improvements at US 24 and SH 94.

The Construction Management contract with AECOM was approved at the March PPRTA

board.

At the March PPRTA BOD hearing the reimbursement agreements were approved for

Cherokee, Magellan, and Widefield Water and Sanitation for relocation of utilities located in

easements overtaken by the project.

Project coordination with the key governmental entities along this corridor continues. Key

governmental stakeholders include El Paso County, City of Colorado Springs, City of

Fountain, CDOT, Pikes Peak Area Council of Governments, and Peterson Air Force Base.

Stapleton Drive Extension (East)

Project Description: Stapleton Drive west of US Highway 24 was completed in 2011. This

project will extend Stapleton Drive from US Highway 24 to the intersection of Curtis Road at

Judge Orr Road.

Progress/Status

Work to acquire the remaining two properties continued. The County initiated condemnation

proceedings to acquire one property. Negotiations are still underway to acquire the other.

The County prepared a request for proposal for Construction with an expected ad date in

April 2015.

It is anticipated that construction will begin in June 2015 and be completed before the end of

year.

Project Status Reports: 2015-2024 Capital Projects

Highway 105

Project Description: The Highway 105 project will evaluate, design and construct capacity and

safety improvements between the I-25 off ramps and SH 83. The corridor is approximately five

miles in length and improvements will be phased as required. A corridor study outlining the

proposed conceptual improvements, funded by El Paso County was completed in 2012. This

corridor study will serve as the starting point for design of the corridor improvements. For

conceptual planning purposes, the corridor was broken into 5 project segments:

Project A – I-25 off Ramp to Lake Woodmoor Drive (Sta 103+00 to 151+00)

Project B – Lake Woodmoor Drive to Martindale (Sta 151+50 to 198+00)

Project C - Forest Drive Loop (Sta 206+00 to 241+50)

Project D – Rollercoaster Road (Sta 273 t0 297+50)

Project E – All Remaining segments not included in Projects A,B,C,D

Project Segment A has also been approved for federal funds and is anticipated to be the first

segment constructed.

Old Meridian Road / McLaughlin Road Roundabout

Project Description: This project involves reconstructing the McLaughlin Road / Old Meridian

Road intersection as a modern single-lane roundabout and upgrading the Old Meridian Road cross-

section toward US 24. The current intersection consists of three approaches with poor alignment

resulting in driver confusion and traffic conflicts. The project is a safety improvement that will

include pedestrian facilities at the intersection and along Old Meridian Road to the southeast and

McLaughlin Road to the northeast. The project will also necessitate drainage improvements to

accommodate runoff from the contributing areas, involving a new storm drain system in Old

Meridian Road from this intersection to US 24.

Monument Hill Road

Project Description: Monument Hill Road is a 2.4 mile, 2-lane asphalt road operating as a rural

local road in northern El Paso County, Colorado with Douglas County to the north and Town of

Monument to the south. It extends from County Line Road to Woodmoor Drive providing access

to local residents, and significant traffic uses this route as a frontage road for Interstate 25 and

collector access to Monument. The road has many safety issues and a high accident history,

including two fatalities in recent history.

This project shall consist of design of safety enhancements along Monument Hill Road.

Anticipated enhancements include sight distance, horizontal and vertical improvements, adding

shoulders, intersection improvements, multimodal improvements drainage improvements, and

water quality.

New Meridian Road Extension / US Highway 24 Intersection

Project Description: Intersection improvements at Old Meridian/US 24, New Meridian/US 24

(2014 PPRTA “A” list project); New Meridian Extension from US 24 to Falcon Highway (2004

PPRTA “A” list project), and the Falcon Park & Ride (federal funds project). These projects will

be designed and constructed concurrently for cost and time efficiencies. Inadequate auxiliary lanes

on Old Meridian Road currently cause delays; angled intersection limits driver sight distance,

increases pedestrian exposure and reduces capacity at US 24. Improvements include removing the

traffic signal at Old Meridian/US 24 and converting access control at this location to a right-

in/right-out; and completing New Meridian/US 24 as a signalized intersection with adequate turn

lanes at all approaches. Improvements will maximize intersection operational efficiency, increase

motorist and pedestrian safety and provide appropriate auxiliary lanes and drainage improvements.

West Colorado Avenue

Project Description: This project is a joint effort with City of Manitou Springs, City of

Colorado Springs. The Corridor Study phase developed recommendations for short term

transportation and safety improvements and a long range livable, walkable, economic vision for

the 1.5 miles of West Colorado and Manitou Avenues between North 31st Street and the US 24

interchange. The planning phase of the project (funded by CDOT) concluded with a Public

Open House on March 20, 2013 in which the preferred three lane option, as recommended by

citizens and stakeholders, was presented to the public. The three lane option involves one traffic

lane in each direction eastbound and westbound and a center left-turn lane. A dedicated left turn

lane would reduce accidents, primarily caused by cars stopping to make left turns on the current

cross-section. The preliminary design phase (funded by CDOT) was completed in late 2014 and

resulted in 30 percent design plans for the corridor. Now known as the “Gateway Project” the

“Westside Avenue Action Plan” has taken shape over the past three years and the next public

meeting is expected this summer to discuss detailed improvement plans for the area.

Anticipate final conveyance of right-of-way deeds and CDOT RAMP devolution funds in

second quarter of 2015. The CDOT RAMP funds that EPC will receive are to be made

available for the construction of the capital project.

EPC is drafting an IGA for EPC, City of Manitou Springs, and City of Colorado Springs

outlining joint maintenance responsibilities until the capital project is completed. An IGA is

anticipated to be approved by all of the entities in the second quarter of 2015.

AA Construction Company, during the 1st Quarter of 2015 started 6 projects and completed 5 of

them. The 2015 Contract awarded to AA Const. Co. in the amount of $2,000,005.60. To date

17% of Contract Amount is completed with a total spent of $335,861.84.
