In 2002, the New York S-F con ‘LunaCon” published West of the Moon,a collection of his fanwriting. His Worldcon reports are published inChronicle and his Westercon reports in File 770. He was given theE.Everett Evans “Big Heart” award at the 2003 Worldcon, the highestservice award in the S-F community.He lives and breathes in Los Angeles.

This includesgratuity for bellman (check in/ out) andmaid services as well as unlimited useof the Health Facilities, Valet andResort Parking, Bicycles, Shuttle to theWigwam Outlet Mall, Croquet, PuttingGreen, Basketball Court and In-roomCoffee.

How to Get to Westercon 57

If you’re planning on flying intoPhoenix Sky Harbor InternationalAirport for ConKopelli, then you havea few choices. First, the WigwamResort has a transportation depart-ment. We’re working with the resort tobring you competitive prices and willpost them on our website before youarrive. You’ll need to notify the resortin advance to take advantage of thisfeature. Second, Super Shuttle will takeyou in a small group or individually fora fee one way or discounted roundtrip. Just look for the blue van withyellow lettering outside the terminals.Third, taxi. Grab a few friends and savesome money on this form of transpor-tation. Fourth, rental car. Many

companies have onsite representationand onsite car pickup. The rest havecars stored offsite along with theiroffices. Those will have a free shuttlethat you can catch outside theterminals. Sky Harbor has threeterminals (2, 3 and 4 - #1 was demol-ished some years ago). Terminal 2 mayrequire a phone call to summon one ofthe shuttles. Be sure to check with thecompany you intend to use in ad-vance. The Wigwam Resort is about 25miles west of the airport.

If you’re driving to the convention,then you’ll have an easy time gettingto the resort. Coming from the westtake I-10 east to exit 128 (LitchfieldRd.). Turn north (left) and travel forabout two miles past Indian School Rd.to Wigwam Blvd. Turn east (right) andtravel just past the first stop sign.You’ll find the resort on your left(north). Take the driveway up to theleft for valet parking or right to themain parking lot. The registration deskis closest to the valet in the mainlodge. Coming from the east take I-10west to exit 128 and follow thedirections above. Coming from thenorth take I-17 south to I-10 west andfollow the directions above. Comingfrom the south find I-10 and follow thedirections above.

Continuing Our Hotel Tour

Now that we’ve covered the MainLodge containing most all of thefunction space at the Wigwam Resort,

and the sleeping rooms and the overallgrounds, I’ll cover the party suites.

On our website we have the roomlayouts (top down view) for each roomtype and room number. The resort willnot guarantee you a specific roomnumber (it’s a long story and has to dowith Arizona innkeepers laws), but youmay request a given room type whenmaking your reservation. So, in orderfor us to reserve a block of partyrooms we put them in our name. Sincethe Fairway Casitas along the northedge of the property (just south of thegolf course fairway, coincidentally) aremade up of interconnecting rooms andsuites, we selected these as the bestlocation to host parties and minimizenoise disturbance with nearby guests(who may not be fans).

These casitas have 3 regular roomsand 1 suite. The map doesn’t showmuch difference for some reason, buton our walkthroughs we’ve seen thatthe suites are on the north side and therooms are on the other sides (west,south and east). Taking one of these isrelatively simple. Find a group of fanswho want to stay near each other andthrow a party!

There are a couple of ways toreserve one Fairway Casita (FC) foryour party. First, make a regularreservation at the resort and get areservation number. Second, let me orTasha Cady, our Party Suites Liaison,know what that number is. Third, let usknow which FC you’d like to have(including the room range for that FC).Fourth, we let the resort know totransfer your reservation to that FC. Inthis way we don’t deal with your creditcard which is required to guaranteeyour reservation. The resort alsoaccepts cash and checks for deposits,

but you’d have to pay in person ormail those in advance. Check with theresort before doing so as they’regeared for credit card guaranteesmostly.

The other way to reserve one FC isto call me with a name and credit cardnumber to transfer the reservation.Don’t email it or everyone on the netmight find out! My number is a 24 hrhome office with voice mail. Only mywife and I have access to it. If I’m nothere, just leave me a message withname, phone number, card number andcard expiration date. If you have apreference for a specific FC, let meknow the room range for it so I canrequest it if available. Then, I (orTasha) will call the hotel with the infoand make the transfer. Once we get thereservation number we’ll let you knowwhat it is so you can verify that it’s setup to your liking.

Since these FCs are available forthe entire weekend you may take onefor the duration of the con or as littleas one night. If you don’t want all fourrooms, then you’ll need to specifythat. Keep in mind that if you take justthe suite, and someone from the condoesn’t take the surrounding rooms,then there may be complaints aboutthe party. And you all know there’sonly so much we can do about thatwhen the resort gets a complaint. Forjust one night you can also takeanother suite that the resort may haveavailable elsewhere on the property,but you run into the same problem.Mundanes don’t understand ourmethodologies.

After your presentation iscomplete, the MC will announce yourcredits.3. Background Recording: Music orrecorded narration is highly recom-mended for every presentation whenpossible. Read below for more detailsabout formats.Note that no microphones will beallowed on stage, nor may anycontestant directly address theaudience. If you have narration ordialogue included with your presenta-tion, it must be recorded on a tape.Standard cassette tape: The soundmust start immediately after the“leader” of the cassette. There is not enough time duringthe masquerade to cue within a track.Please write the track number legiblyon the CD. If you record your materialon a CD, please make sure it is astandard audio CD. Please burn onlyone track and make two copies of yourmaterial.If the sound runs longer than yourpresentation (i.e. a commercial CD), ormust be cut on cue, please be veryspecific as to when to cut. The usualcue is to fade the sound as the entrantleaves the stage. It is best, when youwant the sound to end at a specificpoint on a CD, to record the materialyou want onto a recordable mediumsuch a cassette, or self-burned CD.Sound media must be turned in beforethe close of Masquerade Registration.G. Time Limits1. One to four people: Any entry ofone to four contestants will be alloweda maximum of one and one half minutes(90 seconds) on stage.2. More then four people: Eachadditional person in the presentationwill add 10 seconds to the allowabletime to a maximum of two and one halfminutes (150 seconds). Any timeextensions must be authorized by theMasquerade Director and will only begranted for very good reason.3. present your costume(s) with thegreatest impact. You do not need touse all of your allotted time4. Set up time: Set up time does notcount toward your allotted presenta-tion time.H. General Rules1. No open flame, fire, flash powder, orflash paper is allowed. If you are usingan electronic strobe effect, please noteit on your form so the MC may warnthe audience.2. No messy substances on stage. If indoubt, ask the Masquerade Director.The stage must be in as good acondition when you leave as whenyou enter. If you are leaving some-thing on stage, it must be able to beeasily picked up by the stage crew orhelpers that you supply.3. No nudity. There will be children inthe audience.4. The weapons policy of the conven-tion must be followed. While weaponswill be allowed on stage, our Masquer-ade Director must check them first. Allweapons must be sheathed beforeleaving the stage. No real firearms orprojectile weapons are allowed. If yourcostume requires a bow, it must beunstrung.5. Each person may present only onceduring the masquerade. While anyindividual may enter as many cos-tumes as they like, they can only wearone of them.6. All pre-registered contestants mustcheck in at the Masquerade Desk bynoon on Saturday unless otherarrangements are made before the startof the convention. Rehearsals willoccur the day of the masquerade. Youmust sign up for a rehearsal time at themandatory meeting. At this time, youwill have the opportunity to discussissues with the technical coordinatorand practice your appearance.9. Contestants must report for themasquerade on time. Failure to appearor to be ready to go on stage mayresult in disqualification.10. You must show up on time for yourrehearsal! OR your time will be givento the next available contestant orgroup.11. The Masquerade Director reservesthe right to eliminate anyone fromcompetition on the basis of taste,danger to the audience or othercontestants, or for any other reasondeemed sufficient.12. Challenger Space Center TourFly A Mission!

One of sponsored charities forConKopelli is the Challenger SpaceCenter. The Center’s mission is toinspire, excite, and educate people ofall ages about the mysteries andwonders of space, science, and theuniverse in which we live. To achievethis goal the Center offers a variety ofprograms for both school children andadults including exhibits, familystargazing events and simulated spacemissions in their state of the art center.The funds raised in the charity auctionat ConKopelli will go towards theChallenger scholarship fund whichassists schools and classes incovering the costs of field trips to theCenter with the hope that the childrenwill develop an interest in math andscience as well as space. Saturday. There will be an additionalcharge for this event which willinclude transportation to an from theChallenger Space Center as well asthe mission. Price will be determineddepending on how many people signup for this event and the tentative costat this time loks to be between $25 to$40 a person. Missions are limited toapproximately 18 people so reserveyour place early.

The mission scenario is entitledRendezvous With a Comet, andincludes a unique 12-minute launchand docking experience. The mission isa non-stop adventure featuring spaceemergencies and more. Come onaboard and find out if you’ve got theright stuff! Everything aroundparticipants reminds them of theirmission, computer consoles, communi-cation headsets, continuous messageson the loudspeakers, electronicmessages, teammates they can onlysee on video monitors, and hands-onactivities at science stations

The Challenger Centers Technol-ogy Flight Deck features nearly onemillion dollars in technology, includinga Mission Control room designed afterJohnson Space Center; the Spacecraft,designed to simulate a room onboardthe International Space Station (ISS);and the ESTM, or Earth Space TransitModule, which transports teams ofcrew members up to dock with the ISSso they can live and work in space.

This is a hands-on experience thatisn’t going to be available at just anylocal Science Center. Bring yourfriends and make a party of it. It willgive you a chance to see if you reallywant to go into space with your bestfriend.

Stargazing...

on Saturday night. We are luckyenough to have a truly committedamateur astronomer willing to bring hisown telescopes and come out and playwith us. Tony Laconte ofwww.stargazingforeveryone.com willprovide plenty of telescopes and,hopefully, the Arizona sky will provideplenty of stars. The sun will set about7:40PM and from 8PM to 9PM we’ll beable to see Jupiter, some colorfuldouble stars, Cancer, Leo and UrsaMajor. The Stars of the SummerTriangle and the Great HerculesCluster will also be visible - seen thruan 11" telescope they should lookspectacular. We’ll also be able towatch a solar eclipse on Jupiter; bothEuropa’s shadow and the great redspot will be clearly visible. The moonwill be full at 9PM but there will still beplenty of things to look at. If you havea digital camera with a zoom, bring italong and get pictures through thetelescopes. If you have your owntelescope and need some advice, bringit along, too. Tony will also give apanel about the constellations and theromantic mythology and folkloreassociated with them.

Some of you are asking what isVelavision? Velavision is the TVversion of the daily newszine thatyou see at most conventions it has

been seen at LepreCon andCopperCon conventions.

The crew from Velavision will beshowing the news of the conventionand video of past masquerades,interviews with artists, writers, andspecial guests. They will also showfilm making behind the scenes. Thesewill be seen on video/ TVcombinations, one near registrationand another in Consuite.

If you think that you know yoursounds from television or movies andyou like to compete against othersyou should participate in “What’sthat Byte”. If you like to solveproblems and build things The“Junk Box Wars” a game that isbased on the cable show but on asmaller scale, Velavision hosts bothgames. These games are fun for allfamily members.

As of Close of 2003 Westercon

The following document is the current text of the Westercon Bylaws and StandingRules, as of the close of Westercon 56 (Seatac WA, 2003). Housekeeping changes to theWestercon Bylaws were adopted at Westercon 56. Section 3.20 of the 2002 Bylaws wasmoved to the end of Article 1, and the name of Section 3.5 was changed. These changesare noted in the text. Material added or inserted is indicated by underline type. Materialremoved is indicated by strikethru type. Kevin Standlee prepared this document basedon the results of the Westercon 56 Business Meeting minutes. Several items of businessare passed on to Westercon 57 (Litchfield Park AZ, 2004), and such items follow theStanding Rules.

1 General Provisions

1.1 Name and Date

It is traditional, but not obligatory, that the West Coast Science Fantasy Conference(Westercon) shall take place over the July 4th weekend.

1.2 Guests of Honor

It is traditional, but not obligatory, that Westercon Guests of Honor and other notablesbe selected from among SF personalities residing within the Westercon geographical area.

1.3 Membership Classes

There shall be at least two classes of membership in Westercon: supporting andattending. The committee shall notify the members of their membership class in a timelyfashion.

1.3.1 Supporting Members

Supporting members shall receive any progress reports or any other generally mailedpublications published after the member joins the Westercon, including the ProgramBook, and may exercise any voting rights permitted by any other part of these bylaws,except attending the Business Meeting. All Westercons shall be required to offersupporting memberships until at least thirty (30) days prior to the opening of theWestercon, and such supporting memberships shall not cost more than one hundred andfifty percent (150%) of the voting fee charged when the site of the Westercon wasselected. Any class of membership offered by a Westercon costing at least as much as asupporting membership shall include a supporting membership.

1.3.2 Attending Members

Attending members shall have all of the rights of supporting members, plus the right toattend the Westercon and the business meeting(s) held there, subject to the restrictionsestablished by the other parts of these bylaws.

1.3.3 Restriction of Memberships

Each Westercon committee shall have the right to limit the activities of its attendees,either individually or in groups, insofar as such activities endanger, physically or legally,

other persons or property. Such limitations may include, but are not limited to, closingdown parties, ejecting persons from the Westercon, or turning offenders over to otherauthorities. No refund of membership need be given in such circumstances. Eachmember, in purchasing his/her membership, agrees to abide by these bylaws.

1.4 Name Badges and Membership Numbers

All committees shall issue name badges for all attending members. Name badges for pre-registered members shall display the member’s name in no less than 24-point bold type.All committees shall assign a unique membership number upon processing of amembership. This number shall be printed on the label of all progress reports, shall beprinted on membership name badges, and shall be used for site-selection purposes. Inthe event a membership is transferred, the old membership number, if applicable, shallbe noted, both on the badge and on registration information used for site-selectionvoting administration. Membership badges or other proof of membership remain theproperty of the Westercon committee for the duration of the conference and may beconfiscated for cause; no refund of membership fees need be given in such circum-stances.

1.5 Archive of Bylaws

The Los Angeles Science Fantasy Society, Inc. (LASFS) shall act as an archive to theWestercon bylaws and the minutes of business meetings. Each committee shall reim-burse LASFS for the costs of copying and forwarding copies of the Bylaws andMinutes to those who request them. A copy of the minutes, including the text ofmotions passed by the business meeting, shall be sent to LASFS within two (2) monthsof the close of each Westercon by the administering Westercon. LASFS shall maintainthe Westercon bylaws and shall forward one copy of the current bylaws, including thetext of any amendment to the bylaws awaiting secondary ratification, to the currentWestercon committee within four (4) months of the close of the previous Westercon.The current Westercon shall provide copies of the Bylaws to the committees of allWestercon bids for the year which that Westercon is administering the site-selection.

1.6 Distribution of Bylaws to Members

The Westercon Bylaws, as well as the complete text of any amendment awaitingsecondary ratification, shall be published in at least one (1) progress report and in theprogram book of the current Westercon each year. Failure to publish this informationshall not affect the procedure to amend the bylaws as stated in Article 4.

1.7 Westercon Service Mark

All Westercons shall publish, in all publications such as promotional flyers, progressreports, and program book, the following notice: “‘Westercon’ is a registered servicemark of the Los Angeles Science Fantasy Society, Inc.”

1.8 Responsibilities of Administering Westercon

It is a responsibility of each Westercon to enforce the provisions of these bylaws.

1.9 3.20 Committee Failure

Should a Westercon Committee declare itself unable to fulfill its duties, the Board ofDirectors of the Los Angeles Science Fantasy Society shall determine alternate arrange-ments for that Westercon.

2 Westercon Business Meeting

2.1 Scheduling of Sessions

At least one (1) regular session of the Westercon business meeting must be scheduled ateach Westercon. No regular session of the Westercon business meeting shall be sched-uled to start prior to 11 AM, nor later than 2 PM, nor on the last day of the Westercon.A special session, at which site-selection business shall be the sole order of business,may be scheduled on the last day of the convention, provided that said special meetingis scheduled to begin no earlier than 11 AM nor later than 2 PM. All sessions occurringduring the same Westercon, be they regular, adjourned, or special, shall be considered,for procedural purposes, as the same parliamentary session.

2.2 Site-Selection Business

Site-selection business shall be in order at any session of the business meeting. Site-selection business shall include, but need not be limited to, the announcement of theresults of the balloting and of a winner if one is produced by the balloting, or of a site-selection resolution, as hereafter defined, if one is necessary [see Section 3.17]. Thewinner of the site-selection may be announced prior to the site-selection businessmeeting, if one is held.

2.3 Quorum

For business other than site-selection business, a quorum of fifteen (15) attendingmembers of the current Westercon shall be required. For site-selection business, thequorum shall be those attending members of the current Westercon who attend themeeting. All those persons voting at any meeting must be attending members of thecurrent Westercon. Except as noted in these bylaws or in such rules of order as may beadopted, all business requires a simple majority to pass.

2.4 Parliamentary Authority

The current edition of Robert’s Rules of Order Newly Revised shall be the parliamentaryauthority of the Westercon business meeting except where it conflicts with these bylawsor with any special rules of order which may be adopted by the business meeting.

3 Westercon Site-Selection

3.1 Eligibility of Sites

Any site on the North American continent west of the 104th west meridian, or in thestate of Hawaii, shall be eligible to be the site of a Westercon, except as restricted by theprovisions of these bylaws.Provided that, upon the annexation of Australia by the United States of America or theannexation of the United States of America by Australia, Section 3.1 shall be amended toread:“Any site in Australia, or on the North American continent west of the 104th westmeridian, or in the state of Hawaii, shall be eligible to be the site of a Westercon, exceptas restricted by the provisions of these bylaws.”

[Note: On a parliamentary inquiry based on a question of when the annexation must takeplace for a site to be eligible, the 2002 Business Meeting decided that a bid for anAustralian site is eligible, even if the annexation has not yet taken place, provided that

the annexation has taken place by the filing deadline for the intervening Westercon (theApril 15th following the Westercon at which the Australian Westercon is selected), andthat if the Australian site has been selected, and the annexation has not taken place bythat date, then this shall constitute committee failure, as covered by Section 1.9 3.20.]

3.2 North-South Rotation

Only sites north of the 37th north parallel shall be eligible in odd-numbered years, andonly sites south of that parallel shall be eligible in even-numbered years. If no eligiblebids are filed by the January 1st of the year of the site-selection balloting, then all sitesdefined in section 3.1 shall be eligible.

3.3 Exclusion Zone

No site within seventy-five (75) miles of the site of the Westercon administering thesite-selection shall be eligible to bid, except as provided in section 3.6

3.4 Filing Requirements

A Westercon bid committee must provide written evidence of the following: At leasttwo (2) separate people declaring themselves Chairman and Treasurer; an organizinginstrument such as bylaws, articles of incorporation or association, or a partnershipagreement; and a letter of intent or option from a hotel or other facility declaring specificdates on which the Westercon shall be held; and, for a sponsoring organization fromwithin the United States of America, evidence that the sponsoring organization is a non-profit association or corporation within the applicable state law of the sponsoringorganization.

[Note: A parliamentary note regarding an interim ruling on a change to this sectionappeared in the 2002 Bylaws. This ruling is now moot and the note was removed.This note should be removed before publication of the 2004 Bylaws.]

3.5 Deadline for Filing Bids Filing Deadline for Ballot

Only those bids whose filing paperwork required by section 3.4 is in the possession ofthe administering Westercon by the April 15th preceding the balloting shall be listed onthe ballot.

[Note: On a parliamentary inquiry at the time of ratification of the current text of theabove section, it was ruled that “If the filing paperwork can be verified to be at theaddress of the administering convention, it is in the committee’s possession.”]

3.6 Provisions When No Valid Bids are Received

If no valid bids are received by the deadline in section 3.5, then all sites defined insection 3.1 shall be eligible and the other site restrictions in this article shall be sus-pended.

3.7 Eligibility of Voters

Site-selection voting shall be limited to those persons who are attending or supportingmembers of the administering Westercon and who have paid a voting fee toward theirmembership in the Westercon being selected. Other classes of membership may voteonly upon the unanimous agreement of all qualified bidding committees. One person

equals one membership equals one vote. Corporations, Associations, and other non-human entities may vote only for “No Preference.” “Guest of” memberships must betransferred to an individual before voting for anything other than “No Preference.”

3.8 Voting Fee

The voting fee shall be twenty US dollars (US$20.00) or the local equivalent unless thecommittees listed on the ballot and the administering Westercon agree unanimously tocharge a different amount.

3.9 Minimum Rights of Voters

The payment of the voting fee shall make the voter at least a full supporting member ofthe Westercon being selected, and may make the voter an attending member at thediscretion of the winning bid.

3.10 Prototype Ballot

The Los Angeles Science Fantasy Society, Inc. (LASFS) shall prepare a prototype site-selection ballot, including instructions for preparation of the ballot, and shall providethe prototype to each administering Westercon at the same time the bylaws areprovided to the administering Westercon as provided for in section 1.5. Upon receipt ofthe prototype, the administering Westercon shall complete the ballot by filing in theinformation about the eligible bid committees, including the dates of the proposedWestercons, the voting fee, minimum membership requirements, including the cost of asupporting membership in the administering Westercon, and the address to which site-selection ballots should be sent. The administering Westercon shall be responsible forthe publication and the distribution of the ballots to the membership of the administer-ing Westercon. All eligible bids received in accordance with sections 3.4 and 3.5 shall beincluded on the ballot. The ballot shall also include entries for “No Preference” and“None of the Above,” and shall provide space for at least one (1) write-in bid. Theballot shall be a secret ballot, specially marked for preferential voting with an explana-tion of the method of counting preferential votes.

3.11 Distribution of Ballot

The site-selection ballot and full rules for site-selection voting, including the deadlinesfor voting by mail, shall be mailed on or before the May 10th preceding the voting to allmembers of the administering Westercon as of one week before the mailing. The ballotand full rules for site-selection, including the hours during which site-selection will takeplace and the location of the site-selection, shall be given to all attending members uponregistration at the Westercon, or such information shall be prominently displayed at theregistration area throughout the Westercon.

3.12 Deadline for Voting by Mail

All ballots received by the administering Westercon prior to June 20 shall be counted.

3.13 Bid Presentations

Each eligible bid committee shall have at least fifteen (15) minutes of scheduled programtime on the first full day of the administering Westercon for the purpose of making abidding presentation.

3.14 At-Conference Voting

Site-selection shall be open for at least six (6) hours between the hours of 11 AM andMidnight on the day before the business meeting at which site-selection business isscheduled. All on-site balloting shall be from one central location, under the supervisionof the administering Westercon. If no site-selection business meeting is scheduled, thensite-selection shall be open for at least six (6) hours between the hours of 11 AM andMidnight on the next-to-last day of the administering Westercon.

3.15 Verification of Ballots

Properly completed ballots shall contain: the member’s printed name; the member’smembership number as assigned by the administering Westercon; the member’s datedsignature; the member’s address of record with the current Westercon; the member’scurrent address if different; and the member’s vote(s) as defined elsewhere in this article.Verification of the ballots shall consist of matching the name and number of the memberwith the records of the administering Westercon. Ballots received by the committeeprior to June 20, and any others received by mail which may be counted, shall be heldby the administering Westercon until the opening of the Westercon, at which time theyshall be verified by the administering Westercon and the bidders.

3.16 Counting of Ballots

The administering Westercon shall arrange for the counting of ballots, and each eligiblebid committee shall be allowed to send at least two (2) observers to such ballot-counting. The count shall be by preferential ballot. The winner shall be that bid whichgains a majority of those votes expressing preference for a bid. For the purpose of votecounting, “None of the Above” shall be treated as if it were a bid. “None of the Above”and votes for ineligible bids shall count toward the total number of votes cast. Blankballots, illegal or illegible ballots, and votes for “No Preference” shall not count towardthe total number of votes cast. All vote totals of final results and of all intermediatecounts shall be made available at or before the closing ceremony.

3.17 Procedures When No Bid Wins or is Eligible

Should no eligible bid gain the needed majority, or should there be no qualified biddingcommittee, or should “None of the Above” win, a three-fourths (3/4) majority of thesite-selection business meeting of the administering Westercon may award theWestercon to any bid, or a simple majority of the meeting may decide that they areunable to decide. If the business meeting does not choose a site, the Board of Directorsof the Los Angeles Science Fantasy Society, Inc. shall choose a site within six (6) weeksof the close of the administering Westercon. If “None of the Above” wins, none of thebids which were on the ballot may be selected. A site chosen under the provisions ofthis section shall not be restricted by any portion of this article except this section andsection 3.1.

3.18 Availability of Results

The results of the balloting shall be reported to the site-selection business meeting ofthe administering Westercon, if one is held. A record of the results of the balloting,including all intermediate counts and distinguishing between the by-mail and at-conballots, shall be published in the first or second progress report of the winningWestercon.

3.19 Hand-Carried Ballots

The administering Westercon shall accept hand-carried ballots, which are otherwise validballots delivered to the administering Westercon by someone other than the memberwho prepared the ballot.

4 Procedure for Amendment of These Bylaws

4.1 Method of Adoption

Amendments to the Westercon Bylaws must be ratified by the majority vote of thebusiness meetings in two consecutive years. Proposed amendments shall be read in fullby the chairman of the business meeting immediately before being voted upon.

4.2 Primary and Secondary Ratification

The secretary of the business meeting at which an amendment receives primary (firstyear) ratification shall submit an exact copy of the amendment to the following year’sWestercon business meeting. The question of secondary (second year) ratification isdebatable but not amendable.

4.3 Effective Date of Amendments

Unless otherwise provided, amendments shall take effect at the close of the Westerconwhere they receive final ratification. Operating rules for already-selected Westerconsshall not be changed by amendments to the bylaws. Rules regarding eligibility and votingprocedures for site-selection are not considered to be operating rules.

Standing Rules

1. Close Debate. Before proceeding to take a vote on a motion for the PreviousQuestion, the presiding officer shall ask for a show of hands of how many people stillwish to speak to the pending motion. This rule does not allow debate on the motion forthe Previous Question.

3.1. Membership Number UsageMoved, To amend Section 1.4 of the Westercon Bylaws by striking out andinserting text as shown, for the purpose of clarifying the intent of themembership number requirements.

1.4 Name Badges and Membership Numbers

All committees shall issue name badges for all attending members.Name badges for pre-registered members shall display the member’sname in no less than 24-point bold type. All committees shall assigna unique membership number upon processing of a membership.This number shall be printed on the label of all progress reportsprovided to each member with the site selection ballot and with eachprogress report, shall be printed on membership name badges, andshall be used for site-selection purposes….

3.2. Site Selection. Exclusion Zone ClarificationMoved, To amend the Westercon Bylaws by adding a provision to Section 3.2to clarify that the exclusion zone around the administering convention site stillapplies when no eligible bid from the current zone files by January 1 of thecurrent year.

3.2 North-South Rotation

Only sites north of the 37th north parallel shall be eligible in odd-numbered years, and only sites south of that parallel shall be eligiblein even-numbered years. If no eligible bids are filed by the January1st of the year of the site-selection balloting, then all sites defined insection 3.1 shall be eligible, except as provided in section 3.3.

Comments: Section 3.3 defines the 75-mile exclusion zone around theadministering convention. When no bid from the current zone files by January1 of the current year, bids from the other zone may file (and if they file by April15, they are listed on the ballot). The existing wording in 3.2 can be interpretedto override the 75-mile exclusion zone when the January 1 deadline passes.This amendment explicitly declares that the exclusion zone still applies in thiscase. Section 3.3 includes its own override clause, in that if no bid at all files byApril 15, all Westercon region sites are eligible — even the administering site,if the voters so choose.

3.3. Site Selection. Filing Clarification

Moved, To amend the Westercon Bylaws by adding a word to clarify thatadministrators need only consider filing paperwork from eligible bids, asfollows.

3.5 Filing Deadline for Ballot

Only those eligible bids whose filing paperwork required by section3.4 is in the possession of the administering Westercon by the April15th preceding the balloting shall be listed on the ballot.

Commentary: Section 3.5 specifies the filing deadline to appear on the ballot.The Bylaws are currently silent on the subject of the final filing deadline; inpractice, the deadline for eligible write-ins is the close of site-selectionballoting. Inserting “eligible” before bids confirms the common-senseinterpretation (which it appears all past administrators have followed) that thesite selection administrator need only consider bids from eligible sites asdefined elsewhere in the bylaws, and that the administrator cannot becompelled to list an ineligible bid on the ballot.

3.4. Westercon Site Eligibility. AustraliaMoved, To amend the Westercon Bylaws by striking out the provision inSection 3.1 regarding Australia and to implement the revised wording contem-plated in the provision:

3.1 Eligibility of Sites

Any site on the North American continent west of the 104th westmeridian, or in the state of Hawaii, shall be eligible to be the site of aWestercon, except as restricted by the provisions of these bylaws.

Provided that, upon the annexation of Australia by the United Statesof America or the annexation of the United States of America byAustralia, Section 3.1 shall be amended to read:

“Any site in Australia, or on the North American continent west ofthe 104th west meridian, or in the state of Hawaii, shall be eligible tobe the site of a Westercon, except as restricted by the provisions ofthese bylaws.”

Commentary [Added by Westercon 56 Secretary; the intent of the motion aspassed is so different from the original mover’s intent that the originalcommentary is meaningless]: This would have the effect of adding the countryof Australia to Westercon’s southern rotation zone. Sites in Australia (thecountry, not just the continent, per the Chair’s ruling at the time of the firstpassage) would be eligible anytime sites currently eligible in the southernrotation zone are eligible.

4. New BusinessBylaws amendments passed by the Westercon 57 Business Meeting will be passedon to next year’s Westercon for ratification.
