Sub.: Release of second installment to the state Govt. of Madhya Pradesh under National Mission on Oilseeds and Oil Palm (NMOOP) during 2014-15 - regarding.
Sir, I am directed to convey the sanction of the President of India for release of the payment
of ~ 2,85,42,000/- (Rupees two crore eighty five lakhs forty two thousand only) towards 2nd
installment out of the total AAP allocation of <' 7508 lakhs to the state Govt. of Madhya Pradesh under National Mission on Oilseeds and Oil Palm MOOP) during 2014-15. This amount released is out of the total sanctioned amount of ~ 1877.78 lakhs, the details of which are given below:

2. The aforesaid expenditure may be debited to the following Head of Accounts.
I-lead of Accounts Rupees in Jakhs Demand No.1- Deptt. of Agriculture & Cooperation Major Head-3601, Grant-in-aid to State Governments, 02 Grants for Centrally Sponsored Plan Schemes, 11 Crop Husbandry-Development of Oilseeds .
789 Special Component Plan for Schedule Caste (minor Head) 01 National Mission on Ollsecds and Oil Palm,

3. The release is subject to terms & conditions laid' down in the Administrative Approval of
the NMOOP issued vide letter No.14-1/2014-CA-II dated 25.04.2014. The State Government is
requested to incur the expenditure strictly as per approved programme of NMOOP 2014-15. The
funds released for SC/ST/General Category have to be utilized for the respective category
only. The funds earmarked for SC/ST cannot be diverted for General Category. It may
please be ensured to manage the expenditure within release made during current financial
year.
4. State Governments to submit separate Monthly Progress Report (MPR) for each of the
Mini Missions.
5. The payment of grant sanctioned above is recurring and may be debited to the above
mentioned sub-head under intimation to this Department and the Finance Department of the
State Government concerned.
6. The payment sanctioned above is also subject to adjustment on the basis of audited
figures of expenditure in terms of Ministry of Finance letter '0.2 (19)/P.I1/60 dated the 9th
October, 1964.
7. Accounts of the State Govt. in respect of NMOOP shall be open to test check by the
Comptroller and Auditor General of India at his discretion and h_~ will have the right to demand
the production of books of accounts, vouchers and other documents in this regard.
8. Thi~ issues with the concurrence of the Finance Division of the Department of
Agriculture & Cooperation vide their Diary No. 1998 AS&FA dated 13-10-2014.
