PRADHAN MANTHRY AWAS YOJANA(Urban)-Success stories
Pradhan Manthry Awas Yojana is a centrally sponsored scheme which aims
to achieve a man’s basic need i.e. shelter through housing for all by 2022.
Housing for All (HFA) Mission is launched with an objective of addressing the
housing requirement of urban poor including slum dwellers through
following program verticals:
• Slum rehabilitation of Slum Dwellers with participation of private
developers using land as a resource
• Promotion of Affordable Housing for weaker section through credit linked
subsidy
• Affordable Housing in Partnership with Public & Private sectors
• Subsidy for beneficiary-led individual house construction
Access to secure tenure and housing has been a perennial issue
plaguing the urban poor for the past many years. Housing is an important
determinant for quality of life of people. It is the most basic need of human
being after food and clothing that needs to be addressed on priority.

Urban Local Bodies for the construction of 36918 dwelling units to the tune
of Rs.1107.54 Crore have been approved by the Ministry of Housing and
Urban Affairs. Construction of 12168 houses have been started and 229
houses have been completed .
It is targeted to provide houses for 1.8 lakh homeless in the State.
Apartment complexes will be constructed for landless in convergence with

LIFE Mission. Land has been identified in 25 urban local bodies for the
construction of apartment complexes.
A few success stories on convergence with private sector and impact of
PMAY(U) in the life of beneficiaries are portrayed below.
PMAY –Beneficiary led Construction –Convergence with Private Sector
Vennalappara Colony, with 24 families, is situated in the 42nd division of
Cochin Corporation. It is located in the Eastern Border of the Kochi city. It
was a quarry earlier, which has left 2 deep trenches in the area. The
trenches will be filled with rain water. The families are residing on the bank
of these trenches in Kuccha houses. The solid waste they generate is added
on to the water. The water supply is from the public tap near the road and it
is inadequate.
The inhabitants of the Colony are working in unorganized sectors like
housemaid, driver, and coolie. There were limited facilities for sanitation
and drinking water in the area. Houses with basic infrastructure are the
essential requirements for the settlement. About 24 families were residing
in the colony for the past 40 years. The colony was located in Road
Puramboke of the Corporation spread in 32 cents of land and the families
did not have land possession.

About 41% of the inhabitants are widows and they find it very difficult to
earn their living.

Now it has been proposed to implement individual housing scheme for
these families under PMAY. It is proposed to provide possession certificate
to all.
Since, majority of the beneficiaries are labourers they are not able to raise
the balance amount to complete their housing .Neither they can raise the
gap fund required for completing their houses through bank loans as they
have no land to pledge with the bank for meeting the extra amount.
Hence the matter was discussed with Puravankara Builders, one of the
famous builders in Kochi for raising the gap fund. As a result, it has been
committed by the builders to provide a gap fund of 50 lakhs for completing
the individual housing scheme for the beneficiaries.
Now the scheme will be implemented in collaboration with a private builder
by raising CSR funds .The beneficiary share will be mobilized and funds
required in addition to the Govt. Grant under Individual Housing scheme will
be met from the CSR funds as the beneficiaries are not able to bear the
burden of loans.
Case study of Kaliyamma , Guruvayoorappan and Lakshmy in Palakkad
Municipality
The family of Guruvayoorappan (survey code 466629) & Kaliyamma (survey
code 233117) were selected to study the impact of the PMAY project.
FAMILY 1: Kaliyamma
The first family selected for the case study belongs to ward number
36 of Palakkad municipality. This ward is densely populated and many

people do not have their own house to sleep. Kaliyamma is a widow who
lives with her two children in their maternal home. She has land to build a
nest, unfortunately her income do not allow her to take an initiative.
The demand survey conducted by Palakkad municipality under PMAY
is a boon to her & she happily enrolled to this scheme that she considered
as a beacon to her life. Now her dream home got a structure and soon it will
turn into a happy home.
FAMILY 2: Guruvayoorappan

became a PMAY beneficiary. He is a daily labourer who works round the
clock to earn his daily bread. He has land to construct a house, but he
doesn’t have the monetary resource to give wings to his dream home.
When he heard about the project, he rushed to the Counsellor and
enumerator to get himself enrolled in the project. He produced all the
document and signed agreement with Palakkad Municipal Secretary &
remitted his part of share to start the construction.
Now he completed
the basement of his new
house and applied for the
2nd instalment. He
constructs a house with
60 sq m and likely to be
there in his new house,
within 6 months.
FAMILY 3-
This beneficiary named Lakshmy, is a resident of ward number 9 of
Palakkad municipality. She is a PMAY beneficiary with a survey code of
126474. Lakshmy is a widow and she earns her livelihood through daily
labour. As shown in the picture, her house have thatched roof & she cannot
stay on that during monsoon.

Now Lakshmy is happy that from this coming monsoon season
onwards she may live in a strong house that is not leaky. She is awaiting
building permit in order to start the work of her dream home.
PMAY plays an important role in improving the quality of life of individuals
who cannot afford a house by their own. Safe and secure dwelling unit with
basic amenities will increase the quality of life, self esteem and social status
of the urban poor.
