DAYLIGHT SAVING TIMEWhen we change our clocks: Most of the United States begins

Daylight Saving Time at 2:00 a.m. on the second Sunday in March and reverts to standard time on the first Sunday in November. In the U.S., each time zone switches at a different time. In the U.S., clocks change at 2:00 a.m. local time. In spring, clocks spring forward from 1:59 a.m. to 3:00 a.m.; in fall, clocks fall back from 1:59 a.m. to 1:00 a.m.

In the U.S., 2:00 a.m. was originally chosen as the changeover time because it was practical and minimized disruption. Most people were at home and this was the time when the fewest trains were running. It is late enough to minimally affect bars and restaurants, and it prevents the day from switching to yesterday, which would be confusing. It is early enough that the entire continental U.S. switches by daybreak, and the changeover occurs before most early shift workers and early churchgoers are affected.

Some U.S. areas: For the U.S. and its territories, Daylight Saving Time is NOT observed in Hawaii, American Samoa, Guam, Puerto Rico, the Virgin Islands, the Commonwealth of Northern Mariana Islands, and Arizona. The Navajo Nation participates in the Daylight Saving Time policy, even in Arizona, due to its large size and location in three states.

A safety reminder: Many fire departments encourage people to change the batteries in their smoke detectors when they change their clocks because Daylight Saving Time provides a convenient reminder. “A working smoke detector more than doubles a person’s chances of surviving a home fire,” says William McNabb of the Troy Fire Department in Michigan. More than 90 percent of homes in the United States have smoke detectors, but one-third are estimated to have dead or missing batteries.

WHAT SHOULD YOU DO IF YOU SMELL GAS?

The natural gas industry has an excellent safety record. Still, it’s important for customers to know what to do if they suspect a natural gas leak. Natural gas actually has no odor, so CenterPoint Energy adds a scent similar to rotten eggs to help customers detect a leak. If someone smells natural gas inside or outside the home, they should follow these steps;

Step 1 Leave immediately on foot! Individuals should not use electric switches, telephones (or cell phones) or anything that could cause a spark. Individuals should also not try to start or drive their car.

Step 2 Go to a safe location. Then, call the CenterPoint Energy Gas Leak Hotline (see below) and 911. Customers should never assume someone else has reported the leak. They should also alert their neighbors. CenterPoint Energy checks suspected natural gas leaks at no cost to customers.

Step 3 Never try to repair a natural gas leak; leave all repairs to a trained technician.

Secret Santa Gift Program

Would you like to help us make the holidays brighter for hundreds of Central Texas foster children! Secret Santa is a special holiday gift program of the Adoption Coalition of Texas (ACT) helping Child Protective Services and foster families provide gifts and spread holiday cheer to Central Texas foster children through the generosity of community donors.

If you would like to be a Secret Santa this year and purchase holiday gifts for a Central Texas foster child, please email your name, email address and contact phone number to [email protected]. The gift drop-off days will be at several Austin-area locations on Wednesday through Saturday, December 4 – 7, and caseworkers will be picking up the gifts the following week. Once you sign up to be a donor, we’ll send you all the details. Last year, thanks to the kindness of people like you, we brought smiles to the faces of more than 350 foster children!

The Adoption Coalition is a partnership of nonprofit adoption agencies and Child Protective Services working together to find forever families for abused and neglected children waiting for adoption. These are usually older children, sibling groups and children with special needs. For information about ACT and adoption, visit www.adoptioncoalitiontx.org.

Attention residents, there have been numerous complaints of animal feces found on their lawns. Please be courteous and pick up after your pet(s). It is also a violation of the law to allow your pet to defecate on someone’s property without removing it. The ordinance and penalty is listed below.

Part II. Code of Ordinances, Chapter 5. AnimalsArticle II. General Regulations

Sec. 5-40. Animal defecation in certain areas.(a) Prohibited. It is unlawful for the owner or person in control

of an animal to intentionally, knowingly, recklessly or with criminal negligence allow or permit such animal to defecate on any public property or improved private property other than that of the owner of the animal. That the animal was at large at the time it defecated on any property shall constitute a prima facie evidence that the owner or person in control of the animal allowed or permitted the animal to so act.

(b) Exception. It is an exception to the application of this section that the owner or person in control of the animal immediately removed and cleaned up such animal’s feces from public or private property. (Ord. No. 287-1, § 34, 2-1-2005; Ord. No. 713, § 1, 11-20-2012)

Sec. 5-2. Penalty.(a) Any person who shall violate any of the provisions of this

chapter, or shall fail to comply therewith, or with any of the requirements thereof, within the city limits shall be deemed guilty of an offense and shall be liable for a fine not to exceed the sum of $500.00. Each day the violation exists shall constitute a separate offense. Such penalty shall be in addition to all the other remedies provided herein.

(b) A person commits an offense if, with intent to deceive, he knowingly makes a false report or statement, either verbal or written, that is material to an investigation of an alleged violation of this chapter to an animal control officer or other person authorized to enforce provisions of this chapter.

(c) A person commits an offense if he reports to a person authorized to enforce provisions of this chapter an offense or incident within that person’s concern knowing that the offense or incident did not occur. (Ord. No. 287-1, § 5, 2-1-2005; Ord. No. 713, § 1, 11-20-2012)
