1. Introduction
1.1 Zephyr(ScotlandSt)LtdhasappointedZanderPlanningLtdasPlanningConsultantstoacton
their behalf in respect of the proposed mixed use development to include alterations,
demolitionsandchangeofuseofexistingbuildingstobusinessspace/restaurant/caféuseand
residential and small scale retail/restaurant/café development (in principle) together with
access,parking,landscapingandengineering/infrastructureworks.
1.2 TheproposeddevelopmentwillrepresentamajordevelopmentandaProposalofApplication
Notice(PAN)waslodgedon29June2017(reference17/01647/DC).
1.3 Theapplicationsiteboundaryisshowninappendix1.
1.4 In this regard the PAN proposed a consultation event on the 26 August 2017.

1.5 This document includes an overview of the pre-application consultation undertaken by our
clientand includesdetailsof thepre-applicationconsultationevent,whichtookplaceon26

2. OverviewofthePre-ApplicationConsultation
2.1 ThePlanningetc. (Scotland)Act 2006 recognises the importanceof consulting communities
andstakeholdersonplanningproposals.
2.2 As‘bestpractice’ourclienthasembracedthecommunityconsultationproceduresassetout
in the Town and Country Planning (Development Management Procedure) (Scotland)
Regulations2013.Inundertakingcommunityconsultation,ourclienthassoughttofollowthe
guidance set out in PlanningAdviceNote 3/2010 - Community Engagement, bymaking the
consultationprocessinclusive,openandaccessibletoeveryone.
2.3 Theminimumrequirementassetout in the legislation isaperiodofconsultation lasting12
weeksfromthesubmissionofthePANtotheCouncil.Thecommunityconsultationmustasa
minimum:
a) Informcommunitycouncilsoftheproposal;
b) Hostapubliceventtoallowawiderpublicaudiencetoviewtheproposalsandmaketheir
viewsknownaheadofthesubmissionoftheplanningapplication;and
c) Theeventhastobeadvertisedinalocalpaperatleast7daysinadvance.
2.4 From the outset, our clientwas keen to liaisewith asmany relevantmembers of the local
community as possible and has taken various steps to meet with local businesses, ward
councillorsandlocalcommunitycouncilstoexplaintheproposalsonaonetoonebasis.
2.5 Thissectionofthereportsetsoutthekeystepsofthepublicconsultation.
InitialNotification
2.6 To comply with the regulations, a copy of the PAN was sent to Kinning Park Community
Council and the adjoining Laurieston, Anderston, Ibrox and Cessnock and Pollockshields
CommunityCouncilsatthesametimethePANwaslodgedwithGlasgowCityCouncil.Atthe
same time an offer was made to the Community Councils if they wished the applicant to
attendandpresenttheproposalatoneoftheirmeetings.

2.7 Acopyof thePANwas also sent toeachof theGovanward councillorswith theofferof a

2.9 ThepublicexhibitionwasadvertisedinEveningTimeson18August2017.Thiswasmorethan
7 days in advance of the exhibition to accord with the legislation. A copy of the advert is
locatedwithinAppendix3.
2.10 ThepublicconsultationeventwasheldonSaturday26thAugust2017 from12pmto5pmat
theScotlandStreetSchoolMuseum,Glasgow.
2.11 Thevenuewaschosenasitissituatedincloseproximitytotheapplicationsiteandiscentral
tothelocalcommunity.
2.12 ThiseventwasmannedbyrepresentativesofPage\ParkandZanderPlanning,whowereon-
handtoansweranyqueries.
2.13 Boards were exhibited allowing people to learn more about the proposal and developer
beforeaskingquestionsormakingcommentsonthefeedbackforms.

AttendanceandFeedback
2.14 Thepresentedwasviewedbyapproximately30membersofthepublic.
2.15 Thecompletedfeedbackformswerecollectedattheeventbyteammembers.Alternatively,it
wasadvisedthatcompletedformscouldbereturnedtoZanderPlanningbypost/email.

3. PublicFeedback-AnalysisofKeyIssuesRaised
3.1 Thissectionhighlightstheprincipleplanningissuesraisedbythoseconsultedthroughoutthe
engagementprocess. This includesanalysisof the completed feedback forms received from
thepublicconsultationevent.
3.2 As previously stated, feedback forms were distributed at the exhibition and people were
advised that they could submit comments on the day, by post or via email. A total of 10
feedbackformswerereceived.
FeedbackfromCompletedForms
3.3 The feedback form comprised questions about the proposed development. The questions
posedwerekeptshortandsimpletoencouragepeopleto leavewrittenfeedbackandthere
wasalsotheopportunitytoprovidefurthercommentsshouldtherespondentwishtodoso.
3.4 Theoverallfeedbackwaspositiveandtherewasacleardesiretoseethesitedevelopedand
regenerated.
3.5 Ofthosewhorespondedallsupportedtheproposedmixedusedevelopment,allconsidered
the proposals for selected retention and conversion of buildings for business use were
acceptableandallconsideredthescaleofthedevelopmenttobeappropriatetothelocation.
Specificcommentsincluded:
• “Excellentidea”
• “Encouragingthedevelopmentofstalledsite”
• “This is what the area needs as long as its doesn’t encroach onto to the school
buildingandgrounds”
• “Theareaneedsthis!”
3.6 A joint meeting with Pollokshields and Kinning Park Community Councils (including
representativesofPollokshieldsCommunityTrust)alsotookplacewheretheproposalswere

presentedtothecommittee.TheCommunityCouncilswerepositiveregardingtheproposals
butraisedthefollowingmatters:
• KeentoseehowthesitecanintegrateintothePollokshieldscommunity
• Want to encourage pedestrian/cycle connectivity through the site with a path
connectionontoShieldsRoad
• ProvidebuildingfrontageontoShieldsRoad
3.8 ItwasagreedthattheapplicantwouldcontinuetohavedialoguewiththeCommunityCouncil
duringthecourseoftheapplicationanddevelopmenttokeepthemappraisedofprogress.
3.9 Inthecontextoftheregulations,havingreviewedandconsideredthefeedback,theapplicant
islookingatpedestrianconnectionsandcreatingafrontageontoShieldsRoad.Theseaspects
willformpartoftheapplicationsubmission.

4.0 Conclusions
4.1 Thisreportprovidesareviewofthepublicconsultationundertakenbyourclientinrelationto
theplanningapplicationfortheproposedmixedbusiness/residentialdevelopmentatScotland
Street,Glasgow.
4.2 The public exhibitions were very not well attended by the general public. This, from
experience,islargelyduetothenon-contentiousnatureoftheproposalandwhereitdoesnot
raiseanysignificantissueslocally.HowevertherehasbeengoodengagementwiththeKinning
ParkandPollokshieldsCommunityCouncils.
4.3 Overall, the general feedback from those who attended the public consultation event was
extremelysupportive.
4.4 In terms of the applicants statutory obligation it is considered that consultation exercise
meets and exceeds the requirements for set out in the Town and Country Planning
(DevelopmentManagementProcedure)(Scotland)Regulations2013.

PROPOSAL: Use of site (including demolition of buildings) as business space, restaurant/cafe, residential and small scale retail/restuarant cafe development with associated access, parking, landscaping and infrastructure/engineering works.
Your Proposal Of Application Notice, 17/01647/DC, received on 29 June 2017 is considered to be satisfactory.
The notice has been placed on the list of applications where it will remain for as long as it is current.
You are reminded that a period of at least 12 weeks must elapse between giving the notice and submitting any such application. During that time, the required pre-application consultation must take place. The planning application must be accompanied by a pre-application consultation report. An application which does not include the required report is invalid and the Council must decline to determine it. Before doing so, the Council may request additional information. If the Council declines to determine your application, it will advise you of the reason for its opinion that you have not complied with the pre-application consultation requirements.
Glasgow City Council offers processing agreements for all major applications. It is assumed that you will wish to take up this offer unless you formally choose not to do so. I suggest that you should contact the case officer to discuss this process as soon as possible, and to confirm whether you wish to take up this offer.
