Chapter - 1

Executive Summary

The said project is for Manufacturing of Pharmaceutical Formulations.

It has been established at Plot No. C-10/2, SARA Industrial Estate Ltd., Village Rampur, Dehradun-Chakrata Road, Selaqui in Dehradun district of Uttrakhand State by the previous management of M/s Dr. Mittal Laboratories Pvt. Ltd. M/s Dr. Mittal Laboratories Pvt. Ltd is a Private Limited Company duly incorporated under the provisions of the Indian Companies Act, 1956 having Registration No. as U24234UR2005PTC031167 dated 29th December 2005 under Registrar of Companies, UP & Uttaranchal, Kanpur and having its Registered Office same as the factory site at C 10/2, Sara Industrial Estate Ltd., Village Rampur, Dehradun-Chakrata Road, Selaqui, Dehradun, Uttrakhand. The Company also registered under District Industries Centre, Industrial Development Department, Govt. of Uttaranchal. The EM Number is 05 05 02 0234 Part –II dated 27/03/2008.

The total area of the project is 1185 Sq. Meters. The sale deed was made at Dehradun on 13th September, 2006 between M/s SARA Industrial Estate Ltd, a corporate body, incorporated under the Companies Act having its registered office at 7/1, Pritam Road, Dehadun, Uttaranchal(priestly Uttrakhand) though its Estate Manager and M/s Dr. Mittal Laboratories Pvt. Ltd.

SARA Industrial Estate is notified by the Industry Department, Govt. of Uttaranchal in 2005.

Geographical Location of Project Area is at Latitude – 300 22’ 41.08’’ N and Longitude – 770 50’ 08.89” E . The Altitude of the project site is 1684 ft. It is a well-defined and developed industrial area. The area comes under Vikas Nagar Tehsil of Dehradun district. The said industrial estate is notified by the Industry Department , Govt. of Uttaranchal in 2005. The site is linked to Dehradun-Chandigarh Highway 72 at a distance of 0.8 km in the east direction. The Jolly Grant Airport at Dehradun is at a distance of 40.0 kms from the project area by road. Dehradun Railway station at a distance of 21.0 kms. from the project area by road. Selaqui is the nearest town at a distance of 03 Km from the project site by road. Similarly the nearest city & District Head Quarter is Dehradun at a distance of 21.0 kms. from the project area by road.

The project was initially promoted, established and run by the previous proponent Dr. Sanjiv Mittal a Medical Graduate (MBBS) from Sarojini Naidu Medical College, Agra and Post Graduate (M.D. Medicine).

The unit has been taken over by the present management in October 2016. Present Directors of the company are Mr. Ankit Gupta and Mr. Chandraksh Pant.

Mr. Ankit Gupta is perusing his CA and MBA and is having experience of accounts since last 5 years. He is also involved in pharmaceuticals business since last two years. Now he is have the experience in day to day running of the

factories. He is also having the knowledge for preparing the cost sheets of the formulations along with the procurement of active and inactive materials.

The second Mr. Chandraksh Pant is engaged into pharmaceuticals business since 1996 and has a fair good idea of exports. He also has a fair good idea working under Loan license as he was having two Loan Licenses for tablet capsules and liquids. He was actively involved in production and procurement of raw material.

In the last few decades, India’s population has been increased and there is demand for various medicines for this good number of population during their different medical treatments. In order to fulfill this need, more production of Pharmaceutical Formulations is needed.

The Proponent has expertise in the manufacturing of above Pharmaceutical Formulations. There is a growing demand for the pharmaceutical products internationally as well as in the domestic market. A need has therefore been felt to establish the unit for manufacturing of Pharmaceutical Formulations.

These products are having National market and still demand is more than supply so manufacturing of these items are feasible.

The Proposed Company does not see any difficulty in marketing their products as the two essential points in marketing a product i.e. product quality & packing and experience are reasonable in favor of the Promoters.

The cost for indigenous product is much less than the same product being imported. As Imported product cost includes additional custom duty as well as international fright. Keeping in view of financial position of Indian population indigenous product is necessary.

Entire product shall be of export quality and possibilities of export will be explored. There is domestic market of this product but export shall also be done.

With this project, direct employment generation of 25 persons will be there in worker/supervisor/ managerial category. Indirect generation of employment will also be there in way of contractors, transportation, suppliers, other service providers with continues chain of employment.

The products such as Pharma Tablets : 10.00 Lacs per shift/Day, Pharma Capsules : 1.00 lac per shift/Day and Oral Liquid Syrup : 5,000 bottles per shift/Day) will be manufactured by Dr. Mittal Laboratories Pvt. Ltd.

All raw materials are indigenously available in Indian market. The total water requirement for the project is 3.25 KLD. The water will be sourced from the water supplied by the Sara Industrial Estate Ltd or Groundwater through deep bore well. Necessary permission will be obtained from CGWA.

Total Power requirement is 75 KVA and will be met from Uttarakhand Electricity Board. A DG set of 62.5 KVA will be installed. DG set will be used at the time of power failure only (that is only for support purpose and never become the primary source of power).

1.25 KL of domestic waste water will be generated which has to be treated through a Septic Tank and Soak Pit. The process waste water will be treated in ETP of capacity 2.5 KLD.

The project will operational after obtaining Environmental Clearance from SEIAA, Uttrakhand, Consent to Establish and Consent to Operate from State Pollution Control Board, Uttrakhnad and other Statutory Clearances, if any.

About 33% of the total land will be developed as green belt. Mixed and local species, will be selected for plantation. The green belt is planned to be completed in two seasons.

No settlements exist within the project area. The unit is in developed industrial estate. So, R & R plan is not required.

The project cost is Rs.170.00 lacs (Rupees One hundred seventy lacs) only. The Means of finance is Promoter’s Contribution and TL / Business Loan from Financial Institution.

Introduction of the Project/Back Ground Information

2.1 Identification of Project and Project Proponent

The proposed project is for Manufacturing of Pharmaceutical Formulations (Tablets, Capsules & Liquid Oral Syrups) by Dr. Mittal Laboratories Pvt. Ltd. The proposed project is located at Plot No. C-10/2, SARA Industrial Estate Ltd., Village Rampur, Dehradun-Chakrata Road, Selaqui in Dehradun district of Uttrakhand State.

The Company has been incorporated under companies Act, 1956. The Registration No. is U24234UR2005PTC031167 dated 29th December 2005 under Registrar of Companies, UP & Uttaranchal, Kanpur.

The Company also registered under District Industries Centre, Industrial Development Department, Govt. of Uttaranchal. The EM Number is 05 05 02 0234 Part –II dated 27/03/2008. He is having various contacts overseas and has a fair good idea of registration processes of pharmaceuticals units overseas.

2.2 Brief Description of Nature of the Project

The proposed project is for Manufacturing of Pharmaceutical Formulations as follows;

1. Pharma Tablets : 10.00 Lacs per shift/Day,

2. Pharma Capsules : 1.00 lac per shift/Day

3. Oral Liquid Syrup : 5,000 bottles per shift/Day

2.3 Need for the Project and Its Importance to the Country and or Region

In the last few decades, India’s population has been increased and there is demand for various medicines for this good number of population during their different medical treatments. In order to fulfill this need, more production of Pharmaceutical Formulations is needed.

The Proponent has expertise in the manufacturing of above Pharmaceutical Formulations. There is a growing demand for the pharmaceutical products internationally as well as in the domestic market. A need has therefore been felt to establish the unit for manufacturing of Pharmaceutical Formulations.

3.1 Type of the Project Including Interlinked and Interdependent Project if any

The project is for Manufacturing of Pharmaceutical Formulations (Tablets, Capsules & Liquid Oral Syrups) by Dr. Mittal Laboratories Pvt. Ltd.

There is no interlinked and/or interdependent project linked with this project.

All raw materials are indigenously available in Indian market. The main raw materials required for the proposed project are given below in Table No. 3.2

3.9 Quantity of Wastes to be generated (Liquid and Solid) and Scheme for their Management / Disposal

Soil was generated during construction and the generated soil was reused for land � leveling and as subsoil material during road making inside the premises.

Domestic Waste: About 25 persons have to be employed in the proposed project. So, 1.25 KL of domestic waste water will be generated which has to be treated through a Septic Tank and Soak Pit.

A septic tank is a horizontal continuous flow type of a sedimentation tank, directly admitting raw sewage and removing about 60 to 70% of the dissolved matter from it. The effluent from such a tank will be sufficiently foul in nature and will have to be disposed off either for sub surface irrigation or in cess –pools or soak pits, before disposing it of in water courses. The sludge settled at the bottom of the tank and the oils & greasy materials rising to the top surface of sewage as scum are allowed to remain in the tank for a period of several months, during which they are decomposed by the anaerobic bacteria to form gases and liquids by the process of sludge digestion. The resultant sludge so obtained, will consequently be less then that obtained in ordinary settling tanks (the quantity is reduced because of digestion).The digested sludge from the tank is periodically removed and taken to a nearby sump, from where it may be pumped upto to the ground and disposed off in a sanitary manner, preferable after drying it.

While designing the septic tank, the following factors are being considered.

4. Length to Width Ratio

The size of this tank is 2.5m X 2.0m X 2.0m with proper baffle walls and inlet and outlet provisions.

Effluent received from septic tank will be taken into soak pit. A soak pit is circular covered pit, through which the effluent is allowed to be soaked or absorbed into the surrounding soil. The soak pit is filled with stone aggregate and some part may be kept empty. When the soak pit is empty, the pit is lined with brick, stone or concrete blocks with dry open joints. Collection cum Neutralization Tank: Makes the flow uniform with respect to suspended solids dissolved in it. Effluent is chemically treated here to maintain the pH and also to avoid the septic nature.

Oil & Grease Separation Tank: Oily and greasy impurities may take place because of preparation of medicine. In this tank this will be trap and removed in a container manually.

Aeration and Clarification : In this tank aeration and clarification takes place and effluent sent to Dual Media Filter (DMF). In this tank effluent is filtered and sent to clear water sump for irrigation purpose.

Sludge Drying Beds: Solids from collection cum equalization and reaction cum tube settler will be dried in sludge drying bed. The filtrate from the sludge drying beds progress to collection tank. Site Analysis

4.1 Connectivity

The proposed project is established at Plot No. C-10/2, SARA Industrial Estate Ltd., Village Rampur, Dehradun-Chakrata Road, Selaqui in Dehradun district of Uttrakhand State.

It is a well-defined and developed industrial area. The area comes under Vikas Nagar Tehsil of Dehradun district.

The site is linked to Dehradun-Chandigarh Highway 72 is at a distance of 0.8 km in the east direction.

The Jolly Grant Airport at Dehradun is at a distance of 40.0 kms from the project area by road.

Dehradun Railway station at a distance of 21.0 kms. from the project area by road.

Selaqui is the nearest town at a distance of 03 Km from the project site by road.

Similarly the nearest city & District Head Quarter is Dehradun at a distance of 21.0 kms. from the project area by road.

4.2 Land Form, Land Use and Land Ownership

The proposed project is established at Plot No. C-10/2, SARA Industrial Estate Ltd., Village Rampur, Dehradun-Chakrata Road, Selaqui in Dehradun district of Uttrakhand State. It an Industrial land. There would be no change in Land Use, land cover or Topography of plot. The land is plain and flat in nature.

The total land is 1185 Sq. meters. The land ownership belongs to Dr. Mittal Laboratories Private Limited.

After functioning of project, a thick green belt will be developed. Total 33% of the project area will be allocated for green belt development. The land use pattern is given below.

4.3 Topography and Geography

The district Dehradun is micro-geographic area covering 3088 sq.km. and irregular parallelogram in shape.

It is being located at the center of the Doon Valley in the state of Uttaranchal, forming part of the Garhwal Himalayas. The Himalayas lie to its north, the Shivalik range to its south, the Ganges to its east and the Yamuna to its west. It is about 235 kilometers from Delhi.

It is between latitudes 29° 58' N and 31° 2'N and longitudes 77° 34' E and 78° 18'E. The city of Dehradun mainly lies in Doon Valley and is at a varying height from 410m in Clement Town to above 600 m at Jakhan which is 4 km from the city. However, the general elevation is 450 m above sea level. Jakhan is the starting point of Lesser Himalayan Range that extends to Mussoorie and beyond. Jaunsar Bawar hills in Dehradun District rises to 3700m above sea level. The hilly region of Mussoorie goes up to a height of 1870–2007 meters above sea level.

It is easily accessible by road for regular bus services connect it to all important cities of North India. The Jolly Grant Airport is about 25 kilometers away from Dehradun and the city is connected by rail to all major cities of India. This district is divided into two major parts: the main city Dehradun surrounded by Shivalik and the Jaunsar Bavar, which is in the foothills of Himalayas. In the north and northwest it borders on the district of Uttarkashi and in the east by Pauri. In the west, it is bordered by Yamunanagar district of Haryana . To the south are Haridwar and Uttar Pradesh's Saharanpur district.

4.4 Existing Land Use Pattern (Agriculture, Non- Agriculture, Forest, Water Bodies (including area under CRZ)), shortest distances from the periphery of the Project to the periphery of the Forest, National Park, Wild Life Sanctuary, eco-sensitive areas, water bodies (distance from the HFL of the River), CRZ.

4.5 Existing Infrastructure

Dehradun lies on the route to tourist destinations like Haridwar, Rishikesh, Gangotri and Badrinath. Tourist attractions in Dehradun include the Tapkeshwar Mahadev Temple, the Tapovan, Robbers' Cave, the Shakya Center. Dehradun also offers opportunities for adventure sports like skiing and trekking. Several academic institutions and research centers are located here, a notable one being the Forest Research Institute

Key infrastructure such as hospitals, schools, bank, places of worship and social /community facilities such as park, market, playground etc. healthcare, community development, income distribution, employment, & social welfare are available in nearby area of proposed project site.

The proposed project site is connected with road, rail and air transport. Waste transportation & personnel during construction and operation phase, shall be done by mean of existing transportation facilities.

4.6 Soil Classification

The soil mostly comes from the Indo-Gangetic Plains and mostly consists of the quaternary sediments. The recent unconsolidated fluvial formations are a part of this soil and the soil also contains sand, silt and clay. It has a very fine texture.

4.7 Climate data from Secondary Sources

Dehradun enjoys a pleasant climate. During the summer months, temperatures range between 16.7°C and 36°C. Winter temperatures vary between 5.2° C and 23.4°C respectively. Dehradun is today a major academic and research center and a popular summer retreat. Although the weather is pleasant throughout the year, the geography of Dehradun reveals April to July to be the ideal time for traveling to Dehradun.

The latitudinal extent of the region defines its climate. As the city is located between 30-31°N the climate is exclusively classified under Humid Subtropical Climate and is often Continental type. The climate is similar to Haldwani, Panchkula, Jammu or Siliguri. The city is also referred as the 'Rainy City of India' due to continuous and incessant rainfalls especially in monsoon.

Chapter – 5

Planning Brief

5.1 Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning / Development Authority Classification

The project is small scale and established in developed Sara Industrial Estate Ltd., Selaqui, Dehradun. The said proposal is a new proposal. The project does not have any plan for construction of its own town ship for its employees. Mostly local people will be employed. They will be commuting from local areas. Public and self transport facilities will be used for commuting from their residence to the project site.

The said project has already been established at Plot No. C-10/2, SARA Industrial Estate Ltd., Village Rampur, Dehradun-Chakrata Road, Selaqui in Dehradun district of Uttrakhand State by the previous management. As per the EIA Notification, 2006, Pharmaceutical Formulation Units are exempted for EIA Study. It is a B2 Category Project. But Environmental Clearance is required for this project because of its location as per Doon Valley Notification 1989 and amended thereafter.

After taken over by the present management in October 2016 it was noticed that the unit is established without prior Environmental Clearance.

The project will operational after obtaining Environmental Clearance from SEIAA, Uttrakhand, Consent to Establish and Consent to Operate from State Pollution Control Board, Uttrakhnad and other Statutory Clearances, if any.

5.2 Population Projection

Approximately 15 numbers of construction workers were engaged during construction which was temporary in nature. During operational phase 25 numbers of persons will be engaged.

Proposed Infrastructure

6.1 Industrial Area (Processing Area)

The project is for Manufacturing of Pharmaceutical Formulations (Tablets, Capsules & Liquid Oral Syrups) by Dr. Mittal Laboratories Pvt. Ltd. The project has been established at Plot No. C-10/2, SARA Industrial Estate Ltd., Village Rampur, Dehradun - Chakrata Road, Selaqui in Dehradun district of Uttrakhand State.

The total land of the proposed project is 1185 Sq. Meters. The total land has already been acquired and is owned by the Company. The land available for the project is sufficient for the proposed project. About 33% of the total land will be developed as green belt. No additional infrastructure is proposed.

6.2 Residential Area (Non – Processing Area)

No residential facilities envisaged in the project.

6.3 Green Belt

About 33% of the total land will be developed as green belt. Mixed and local species, will be selected for plantation.

The green belt is planned to be completed in two seasons.

Maintenance of green belt

The green belt will be protected by barbered wire or natural fence.

Any dead plants will be regularly removed and replaced.

Proper watch and ward arrangement will be done.

Regular watering at appropriate intervals will be done and wastewater from the industry shall be utilized

6.5 Connectivity (Traffic and Transportation Road / Rail / Metro / Waterways etc.)

The project has been established at Plot No. C-10/2, SARA Industrial Estate Ltd., village Rampur, Dehradun - Chakrata Road, Selaqui in Dehradun district of Uttrakhand State.

The site is well connected with road, rail & air transport. No new transportation rout is not required.

6.6 Drinking Water Management (Source & Supply of Water).

The total water requirement for the project is 3.25 KLD. The water will be sourced from Groundwater through deep bore well. Necessary permission will be obtained from CGWA.

6.7 Sewerage System

About 25 persons have to be employed in the proposed project. So, 1.25 KL of domestic waste water will be generated which has to be treated through a Septic Tank and Soak Pit.

A septic tank is a horizontal continuous flow type of a sedimentation tank, directly admitting raw sewage and removing about 60 to 70% of the dissolved matter from it. The effluent from such a tank will be sufficiently foul in nature and will have to be disposed off either for sub surface irrigation or in cess –pools or soak pits, before disposing it of in water courses. The sludge settled at the bottom of the tank and the oils & greasy matter rising to the top surface of sewage as scum are allowed to remain in the tank for a period of several months, during which they are decomposed by the anaerobic bacteria to form gases and liquids by the process of sludge digestion. The resultant sludge so obtained, will consequently be less then that obtained in ordinary setting tanks (the quantity is reduced because of digestion).The digested sludge from the tank is periodically removed and taken to a nearby sump, from where it may be pumped upto to the ground and disposed off in a sanitary manner, preferable after drying it.

6.9 Solid Waste Management

Soil will be generated during construction and the generated soil will be reused for land leveling and as subsurface material during road making inside the premises. Solid waste generated from sludge drying beds of ETP shall be disposed to TSDF as per the norms of State Pollution Control Board. Used oil shall be disposed to authorized recycler. Expired drugs shall be disposed as per the norms of State Pollution Control Board.

6.10 Power Requirement & Supply / Source

Total Power requirement is 75 KVA and will be met from Uttarakhand Electricity Board. A DG set of 62.5 KVA will be installed. DG set will be used at the time of power failure only.

Rehabilitation and Resettlement (R & R Plan)

7.1 Policy to be adopted (Central / State) in respect of the project affected person including Home Oustees, Land Oustees and Land Less Labourers

No settlements exist within the project area. The unit is in developed industrial estate. So, R & R plan is not required.

Project Schedule & Cost Estimate

8.1 Likely date of Start of Construction and Likely Date of Completion (Time Schedule for the Project to be given).

The project has already been established. It will be operational after obtaining Environmental Clarence from SEIAA, Uttrakhand, Consent to establish and Consent to Operate from the State Pollution Control Board, Uttrakhand.

8.2 Estimated Project Cost along with Analysis in terms of Economic Viability of the Project.

The project cost is Rs.170.00 lacs (Rupees One hundred seventy lacs) only. The detail break up the project cost is given in Table No. 8.1.

Analysis of Proposal (Final Recommendations)

9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local People including Tribal Population, if any, in the area.

The Indian pharmaceutical industry is a success story providing employment for millions and ensuring that essential drugs at affordable prices are available to the vast population of this subcontinent.

Most of the work force required for the construction of the project were from local area and during operation of the project will be employed from the surrounding areas. No rehabilitation and resettlement issues are involved in the said project.

Also improvement of infrastructure as well up-liftment of social structure in the area. The people residing in the nearby areas have been benefited directly & indirectly.

Apart from that, 5 % of the total project Cost are earmarked towards social development and welfare measures fund for the surrounding areas.
