2.0 INTRODUCTION OF PROJECT /BACKGROUND INFORMATION.
River bed mining project of minor minerals(sand , bajari and stone) have
quarry area about 40.00 hect.
Mining will be carried out with proposed production of 52920 TPA.
The mining lease for extraction of Sand, Bajri and stone has been granted
for an area of 40 hect. (500 bighas). The area is situated at Mauza-
Kishanpura,( Khasra no. 2619/2579/2204) in Tehsil – Nalagarh, District-
Solan, State – Himachal Pradesh.
The area is granted vide order no. Udhyog-Bhu(Khani-4)Laghu-
220/2000/11337 Dt. 14.11.2006 for a specific lease period for mining of
minor mineral, to be used for manufacture of grit. Application for grant
/renewal of mining lease on date 29.07.2011. The lease was registered and
executed on date 24.04.2007 for a period up to Dt.23.04.2012. The stone
extracted from this Quarry is used for manufacture of grit in stone
crusher. The Sand and Bajri are directly sold
The mining will be carried out by manually without drilling and blasting.
The entire sand produced will be used in construction of roads, buildings
and other infrastructures.

2.2 Brief Description of the Nature of the Project:
The area is granted vide order no. Udhyog-Bhu(Khani-4)Laghu-
220/2000/11337 Dt. 14.11.2006 for a specific lease period for mining of

Application for grant /renewal of mining lease on date 29.07.2011. The

40.00 ha. Mining will be carried out by manually without drilling and
blasting. Proposed production is 52920 TPA.
2.3 Need for the project and its importance to the country and or region:
The demand for sand is increasing day by day construction activities &
infrastructure development. With the rapid pace of development and

industrialization, the demand of building material has enhanced manifold
in the last 10-15 years and the demand of sand has risen mainly in
infrastructure activities like roads, highways, buildings & townships. Sand
mining not only narrows the gap between the demand and supply if building
material but also enhances employment opportunities and economic growth
of the region.
Besides, the production will also benefit the State in the form of revenue
generation. Apart from this, the project will generate direct and indirect
employment opportunities from the nearby villages. Also, the mine
management will conduct medical camps at regular interval in the nearby
villages and will help in providing infrastructure like school furniture, water
tankers, etc.
2.4 Demands-Supply Gap:
There is large demand of sand for construction activities in the region.
Demand of the sand is fulfilled by this project of the follow grade to various
end users in the open market. The entire Sand (minor mineral) produced
will be used in the construction of roads, building and other
infrastructures.
2.5 Imports vs. Indigenous Production
There will be no import for the project. There will be indigenous inputs in
the entire mining activity.
2.6 Export Possibility
The mining activity is not prospecting exports.

2.7 Domestic/Export Markets
The sand excavated from the proposed mine will be transported from the
site towards Himachal Pradesh where it will be sold in the local market.
The proposed mining project aims to cater only the need of domestic
market.
2.8 Employment Generation (Direct or Indirect)
The mining project will generate direct & indirect employment. About
19 people will get direct employment. The local persons will be given
employment in the project. Indirect employment in allied and related
industries, such as transportation, maintenance, food etc. will also be
generated by the project.

The proposed project is not an interlinked project. It is an independent
project that involves extraction of sand Sirsa riverbed Near Village Mauza
Kishanpura, Himachal Pradesh.

3.4.2 GEOLOGY
A) REGIONAL GEOLOGY
Solan District lies within the lesser Himalaya and the Siwalik foothills
comprises rocks ranging in age from Proterozoic to quaternary. The oldest
rocks of Proterozoic belongs to Jutog group comprising carbonaceous
phyllite, Schists, Gniesses, quartzites and marble.
In the western side of the Solan District Shimla groups of rocks are
exposed. It is divisible into four formations on the basis of certain
characteristic litho- logical association and order of super position. Out of
four formation , three are exposed in the Solan District.

In the eastern side of the Solan District, Shimla sequences are succeeded
by a younger sequence of formation as Blaini, Infra Krol and Krol forming
two parallel and apparently independent belts. These are respectively
referred as outer Krol belt over the Shimla group and the inner krol belt
over the Jaunsar group.
B . LOCAL GEOLOGY
In Solan district the formations exposed are Krol Sandstones. The black
Shales and Slaty Quartzite can be seen in transition stage in Krol
Sandstones. The krol Sandstone formation are massive formation with
pale grey , coarse to medium grained sandstones. The Sirmour group is
represented by a thick pile of Paleogene sediment exposed in the foothills ,
bounded by Main boundary fault Siltstones ,Clay, Sandstones and local
Pebble bed. The Siwalik group of middle Miocene and early Pleistocene age
comprises coarse clastic fluviatile deposits of Sandstones, Clay
Conglomerates. The Quaternary Sediments (Older Alluvium and

Newer Alluvium) along prominent channels consisting of Sand, Silt, Clay,
Pebbles and Cobbles of Middle to Late Pleistocene and Holocene age. The
general trends of the rocks suggests it is NW-SE and E-W directions with
dips varying from 10º to 40º on either side . The rocks of Sirsa catchments
are represented by the Siwalik group, Older Alluvium and Newer
Alluvium .
3.4.3 Reserves
The requirement of the applicant will be boulders of more than 64mm, i.e.
which can be fed in the stone crusher. The boulders by hand picking will be
crushed to the desired size and rest of the material will be separated as sand
and river born bajari by primary screening. Hence calculation of reserve is
done on the basis of market terminology rather than Geological
classification.
3.5 Project Description with process details:
It is river bed mining project of River sand from the river bed area of 40.00
ha, in Sirsa River. Proposed production is 52920 TPA.
The open cast manually method will be used. Only excavation & loading
activities will be required as the mineral is loose and no drilling & blasting
is required.
The activity will involve the following:
Sand from river bed will be mined till a depth of 3 metres.
JCB/excavator will be used
Proper benching of not more than 3 m height will be maintained.
Roads will be properly made and water sprinkling will be done for dust
Suppression.
Mining will be done scientifically as stipulated as state Government

The surface collection of sand, stone and bajari from river/khud/khalla
shall be done in such a way , so as not to couse environmental and
ecological imbalance. To ensure this,
The lessee shall not carry any collection/ mining operation at any point
within a distance of 200 mtrs. Upstream and downstream from any Railway
Bridge , 60 mtrs. From National Highway or 50 mtrs. From any reservoirs,
tank, canal, road except under and in accordance with previous permissions
of Govt. in writing or as per condition of joint inspection Report.
The excavation, below the natural surface level of the bed shall not exceed 3
feet and these shall be filled up to the satisfaction of Mining Officer.
The lessee shall not carry out surface operation in any area prohibition by
any authority, without obtaining prior permission in writing from
concerned authority.
3.6 Raw Material Required Along With Estimated Quantity, Likely Source,
Marketing Area of Final Products, Mode of Transport of Raw Material and
Finished Product:
No raw material will be required. The operation involves extraction of sand
in its existing form and then loading the material into trucks which will
transport the material to the local market.
3.7 Resource optimization/ recycling and reuse envisaged in the project, if any,
should be briefly outlined.

3.8 Availability of water its source, energy/power requirement and source :
The total water requirement for the project is estimated 6.0 KLD. Water
for mining operation (dust suppression) and for domestic & drinking
purpose will be supplied from nearby village /dug wells in river beds.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their
management /disposal:
Solid Waste: There will be no generation of waste as recovery of mineral is
100 %. The entire mineral is salable.
Liquid Effluent: Septic tanks/portable toilets will be provided at the project
site and therefore there is no chance of generation of any liquid effluent
from the project site.

4.2. Land form, land use and land ownership:
The lease area is situated in the Sirsa river , 5th order primary tributary of
Satluj river. Sarsa river originate at a hight of 1120 meters above mean
sea level, from thadugarh dhar (near thadugarh RF, in Haryana), forming
the boundary ridge between Himachal Pradesh and Haryana.
The leased out area forms a part of the stream bed covered with boulders,
cobbles, pebbles, river born bajri, and sand and clay deposit of Channel
alluvium.
4.3 Topography:
The highest elevation of the lease area is 335 mRL and lowest being 329

4.4 Existing Land use Pattern:
The applied area is River Bed of River Sirsa. There is no reserves forest or
protected forest land within the mining area.
4.5 Existing Infrastructure:

The site is connected by NH-22 Chandigarh- Panchkula-Shimla at a
distance of 126 km.
The railway station Gaunali(Punjab) at a distance of 21.0 km.

Proper power supply is present in nearby villages.
Site services as per Mines Rules 1956 will be developed. First-Aid station
with all necessary medical facilities, Toilets as per the provisions of Mines
Rules will be developed. Regular medical checkup of the mine employees
will be carried out as per the provisions of Mines Rules 1956.
4.6 Soil :
The soil are mostly sandy loam in texture with scattered loamy patches.
4.7 CLIMATIC DATA FROM SECONDARY SOURCES
There is a huge variation in the climatic conditions of Himachal
Pradesh due to variation in altitude (450–6500 metres). The climate
varies from hot and sub-humid tropical (450–900 metres) in the
southern low tracts, warm and temperate (900–1800 metres), cool and
temperate (1900–2400 metres) and cold glacial and alpine (2400–4800
metres) in the northern and eastern high elevated mountain ranges.
By October, nights and mornings are very cold. Snowfall at elevations
of nearly 3000 m is about 3 m and lasts from December start to March
end.About 4500m, is perpetual snow.
The spring season starts from mid February to mid April. The
weather is pleasant and comfortable in the season.

springs are replenished. The heavy rains in July and August cause a
lot of damage resulting into erosion, floods and landslides. Out of all
the state districts, Dharamsala receives the highest rainfall, nearly
about 3400 mm. Spiti is the driest area of the state (rainfall below
50mm). The reason is that it is enclosed by high mountains on all
sides.[
4.8 Social Infrastructure
Kishanpura is the nearest village and central point in this area and here
educational facilities are available.
Village people are availing drinking water facilities generally from the
Hand pump, open well and tube well.
Communication services like post office and telephones are available in the
nearby village. Some of the villagers have mobile phones.
An occupational health unit will be organized and the proposed measures
will be adopted:
Pre & Periodical Medical Checkup program for all the workers.
Compulsory medical checkup program and first-aid box with
necessary equipment will be provided.
Training for workers regarding occupational hazards.
Safety equipment i.e. dusts mask, safety shoes, gloves etc.
5.0 PLANNING BRIEF
5.1 Planning Concept
Proposed Method of Mining in River bed mining is for extracting sand from
Sirsa River bed. As per Himachal Pradesh Minor Mineral Concession Rules
extraction is limited to 3.0 m depth or above ground water table, whichever
comes first. Mining activity will be carried out in allocated areas only.
The minerals will be mined out in a uniform way so that the river
flow/course shall not get disturbed in its uniformity. Extraction of

minerals/working shall be started from the centre towards the bank
periphery in ½ m slice so that the river course could not get affected.
This is as per the digging depth of the equipments. Mineral will be loaded in
trucks. Trucks and equipments will be on hire basis. No overburden or waste
will be generated as the sand is exposed in the river bed.
Workings will be restricted within the lease area/ khasra as per the
description report given by Mining Department. Mining activities will be
carried out in a manner so that there is no obstruction to the movement of
water flow, if any. Mining operation will not be carried out during monsoon
season.
5.2 Population Projection:
Man power requirement for mining is estimated to be 30-35 Nos. Most of
the employees will be recruited from neighboring areas depending upon
the availability of skilled & unskilled people. So there will no permanent
migration of people, hence there will be no population projection. .
5.3 Land use Planning:
There will be no change in land-use, land cover and topography of the river
bed. Except the remaining layer upto 1m thickness of sand, bajri and stone
within the riverbed by scrapping to channelize the existing course of the
river.
5.4 Assessment of infrastructure demand (physical and social).
The requisite facilities are proposed as under:

5.5 Facilities Provided:
5.5.1 Infrastructure:
Office and stores will be provided.
Specified first Aid box will be maintained at the site office and the rest
shelter as per Mines Rules.
Additional facilities will be made as per the requirement.
Arrangements for safe and healthy working conditions. Provision of
Drinking water from nearby villages through tankers in dry period.
5.5.2 Landscaping and Green Belt Development:
Plantation will be carried out at the approach road and river bank within
the lease area. It is proposed to plant 200 trees / year.

5.5.3 Health and safety System
The collection of minor minerals from the river bed does not cause any
occupational ill effects. Except dust generation (which is negligible as the
River beds are wet) during dry climate season i. e. summer. There is no
source which can show a probability for health related diseases. Dust
masks will be providing to the works working in the dust prone zones.
During the opencast working, and allied activities, all the precautionary
measures shall be taken into account as per MMR 1961 and MCDR 1988
for safety and security.

6.0 PROPOSED INFRASTRUCTURE
6.1 Industrial area (processing area)
No industrial area is proposed.
6.2 Residential area (non-processing area)
As the project will provide employment to people from local area, no
residential area has been proposed for the project.
6.3 Greenbelt development
A suitable combination of trees that can grow fast and also have good
leaf cover to contain dust pollution shall be adopted to develop
greenbelt. Greenbelt development will be done wherever possible.
6.4 Social infrastructure
The project proponent will be committed for social development
structures like health camps and minor physical structures in health
centers.
6.5 Connectivity (traffic & transportation)
The mined sand will be transported by hired trucks. Loaded trucks
will travel on existing village roads which connect to NH-
Gaunali(Punjab) which is at a distance of 126 km through which the
sand will be sent to various destinations.
6.6 Drinking water management
Water will be taken from nearby villages. The water requirement for
mining & allied activities (sprinkling, greenbelt development),
drinking and plantation have been estimated to be 6.0 KLD. The

The domestic waste generated by the workers at the mine site will
be disposed in soak pits/portable toilets.
7.0 REHABILITATION & RESETTLEMENT PLAN
There is no human settlement within the mine lease area. No human
settlement will be disturbed due to the mining activity. So, no
Rehabilitation and resettlement is proposed.
8.0 PROJECT SCHEDULE

Clearance from MoEF.

The anticipated cost of mining is Rs. 220 /- per tone. Average sale value is
assumed at Rs. 600/- ton of Sand. Hence the project will be viable.
9.0 ANALYSIS OF PROPOSAL
The project will provide employment to the people residing in vicinity
directly or indirectly by the project. This also ensures scientific method of
sand extraction. The appropriate amount of corporate social responsibility
is promised by the project proponent.
The underlying benefits through the proposed project are:
It aims to provide additional employment to the local population of the
proposed project. As there would be vocational training camps and
Technical Training of mining to the regional people, hence there will be
potential manpower available for the proposed & surrounding mines of
the area.
For extracting the mineral no blasting will be carried out.
Conveyance facilities to all employees, for daily commuting will be
provided.
Refresher training will be imparted as per the requirement to generate
potential manpower. Workers will be imparted training in use of personal
protective equipments.
In addition to this the project proponent proposes to conduct health care
camps and medication programmes.
As per the preliminary data, the above activities were identified on the
need based requirement of the study area. Further activities will be
analyzed, after the analysis of the baseline data generation and socio-
economic field observations; the appropriate sustainable development will
be contributed and projected by the proposed project.
