Bhushan Steel Limited (BSL) proposes to expand the Residential
Township within the Plant Premises for the employees working in
the Integrated Steel Plant, near Meramandali. The Township will be
self-contained and self-sustainable in terms of living, working and
recreation.

BSL’s existing residential township is located adjacent to the
integrated steel plant, about 5 km from Meramandali. National
Highway 42 runs along the northern side of plant site. The plant
site is 18 km from Angul and 42 km from Dhenkanal. The nearest
port is Paradeep, which is more than 215 km away. Nearest airport
is at Bhubaneswar, about 130 km from Meramandali.
The area of the total land located for Residential Township is
146577.21 m2. The construction for 113417.71 m2 area, approx.
seventy five percent of total allotted area completed and the
construction for balance 33159.50 m2 area, approx. twenty five
percent of the total allotted area will be completed within next one
year.
The existing supporting infrastructure would be sufficient to cater
to the proposed project.
No R&R is envisaged as the project is being undertaken in the land
area owned by BSL.

2 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT
Bhushan Steel Limited (BSL) proposes to expand the Residential
Township within the Plant Premises for the employees working in
the Integrated Steel Plant, near Meramandali. The Township will be
self-contained and self-sustainable in terms of living, working and
recreation.
PROJECT PROPONENT
The Company, Bhushan Steel Limited (BSL) (formerly Bhushan
Steel & Strips Limited) was established in 1989 by Mr. B. B. Singal,
the Chairman of the Group. Mr. Neeraj Singal, Vice Chairman &
Managing Director of the Company is looking after the operations of
the Company. Since its inception, the Group has kept its focus on
steel industry. Under the dynamic leadership of its Chairman,
Mr. B. B. Singal, the Group has emerged as one of the top players
in the secondary steel industry in the country and now also an
upcoming primary steel producer with backward integration into
Hot Rolled Coil production.
Bhushan Steel Limited (BSL) is a dominant player in the Indian
steel industry with India’s one of the largest Cold Rolled (CR) Steel
Plant in the secondary sector with a line to manufacture Auto
Grade CR Coils and Sheets upto a width of 1700 mm. BSL, a public

limited listed company engaged in manufacturing of vide range of
products such as CR Steel Strips (CRSS), Galvanised Plain and
Corrugated Sheets and other upstream and downstream products.
BSL is the first in India to manufacture specialized value added
cold rolled steel sheets for applications in outer body of
Automobiles and White Goods. In addition to this, BSL also holds
the title to manufacture Galume, the zinc and aluminum coated
sheet, for the first time in India, in its gamut of landmarks.
The Company’s manufacturing facilities are located at Sahibabad,
Ghaziabad, Uttar Pradesh and Khapoli, Maharashtra and
Meramandali, Odisha.
Taking advantage of the industry upturn and its strong competitive
position, Bhushan Steel Limited has embarked on a major
expansion project to backward integrate into Hot Rolled Coil
production. For this purpose, it is setting up an integrated steel
plant and power project at Meramandali in the state of Odisha.

NEED FOR THE PROJECT AND ITS IMPORTANCE
The plant employs directly and indirectly, almost 5,500 employees
including senior management staff, technical staff, office staff and
labor. The company needs to construct a good Residential Township
for employees, who live within the plant along with their families.
Inter alia, this would include construction of housing colonies along
with all necessary amenities including Gardens, Club, Recreational
facilities, Temple, Gymnasium, School etc.
Initially, it was envisaged that most of the employees employed at
the Steel Plant shall be staying at Angul. Angul is the nearest
district town area, about 20 Kms away from the Plant Site, with all
requisite amenities including schools, markets and other
infrastructure. With the period of time and fast expansion of the
plant it became difficult for so many employees to commute daily
from Angul. Thus, there arose an inevitable requirement to set up a
Residential Township within the Plant premises.
As the plant is continuously expanding, there has been addition in
the number of staff members / employees and thus there have been
constructions of Residential Township and all important amenities.
Therefore, the construction of Residential Township has been
considered on priority.

available in the Residential township area.

3 PROJECT DESCRIPTION
TYPE OF PROJECT INCLUDING INTERLINKED PROJECT The proposed project is for construction of residential and
recreational facilities to be sited within the existing premises of the
plant near Meramandali, Dhenkanal district, Odisha. The project is
interlinked with the existing 5.6 MTPA integrated steel plant and its
expansion projects.
LOCATION BSL’s existing residential township is located adjacent to the
integrated steel plant, about 5 km from Meramandali. National
Highway 42 runs along the northern side of plant site. The plant

ANALYSIS OF ALTERNATIVE SITES
This is the first step considered for development of any area
which plays major role in its output after completion. The land for
the Residential Township is within the Plant premises, near to Plant
main gate. The study for assessment of natural shading, land
contours, gradient, water logging, solar radiation etc carried out

before finalizing the building orientation and its design. This will
help in efficient planning of the work to carry out which will
minimize earth work/excavations and again help in identifying the
ground gradients to flow surface and ground water. The land uses
have been allocated considering the physiographic attributes of the
site. Alternate sites were not considered since the proposed project
would be carried out in the available area within the existing
premises of BSL.
MAGNITUDE OF OPERATIONS
The total project area would be about 202,000 m2 including
about 146,600 m2 of built up area. Post expansion there would be
about 1,440 dwelling units.

Boundaries of the Township
The layout of the proposed township are attached in Figure 1 at the
end of the report.
Landscaping Features
The plantation of trees along the road alignment and around the
small parks implemented. The green cover is being developed. This
has substantial advantages in terms of the local ambience and also
in terms of the oxygen levels in the atmosphere.

Ventilation and Lighting
The Lighting in the houses during day time shall be ensured by
sunlight through designs and orientation of buildings in group
housing. It will encourage people to choose natural ventilation
through natural drafts to minimize energy use in the building. The
proper use of atriums will be encouraged to make a significant
difference to energy consumption in the building.
Windows and Doors
It is planned that 15-20% of the room wall area will be allocated to
windows and doors. This is to ensure adequate ventilation and
daylight which will help in reducing the demand for energy inside
the buildings. Use of blinds curtains, shutters and air curtains will
be enforced to use appropriately for energy efficient operations. Use
of double-glazing with air gaps doors will be used so that more than
10% of energy can be conserved.

There is no drain originating or passing through the project area.

Township Maintenance
The maintenance of the township involve regular watering of
greens, regular mowing of lawns, maintenance of houses for normal
civil works & painting and normal maintenance of houses including
plumbing/carpenter/electrical jobs. The maintenance agency
supervised by Hospitality Manager of the company is responsible for
maintenance activities of the Residential Township.

4 SITE ANALYSIS
CONNECTIVITY The Residential Township is well connected with Bhubaneswar,
capital of Odisha, Cuttack, the oldest town of Odisha and nearby
district town Angul by National Highway 42. The existing township
is located about 5 km from Meramandali Railway Stations (on Angul
- Cuttack broad gauge main railway line of East Coast Railway). The
nearest Airport is Biju Patnaik International Airport, Bhubaneswar
which is approx. 120 Km. from the Township. The Residential
Township in totality is well linked through Road, Rail & Air. . The
nearest port is Paradeep, which is more than 215 km away.
LAND FORM, LAND USE AND LAND OWNERSHIP
The area allocated for the proposed project is within the existing
premises of BSL. The total land area is a built-up area consisting of
residential units, landscaped area, recreational facilities and vacant
land available for expansion.

CLIMATIC CONDITIONS: The Climate of the region is hot and dry sub humid type with an
average annual rainfall of 1287 mm. The average annual dry-bulb
temperature is in the tune of about 27° C. The average maximum
and minimum relative humidity is about 74% & 54% respectively.
The average wind speed is about 6.7 kmph.
SOIL:
The major part of the district is covered by red sandy soil, red
loamy soil, red gravelly and old alluvial soils. In the study area the
soil pH is reported to be majorly acidic to neutral. As per available
report of earlier studies, the tested soil samples collected from
different location pertaining to the study area have nutrients
ranging from low to high concentration.
Organic carbon has been reported to be of medium to high
concentration. Available Phosphorus and Nitrogen are reported to
be in low to medium concentration, whereas availability of
Potassium varies from medium to high.

AVAILABLE SOCIAL INFRASTRUCTURE:
Hospital - The small hospital run by the company located within
the township. There is a 24 * 7 medicine shop managed by Apollo
Pharmaceutical located inside the Residential Township. The Govt.
Hospital and Private Hospitals are located in Angul, 19 Km. from
Bhushan Residential Township.
Places of Worship- The Mandir is located within the Township.
Educational Facilities - The Nursery school managed by Company
is located within the township. There are three to four no. of
schools located in Angul. The Company provides the free
transportation, bus service for the children residing in the township
for going to School.
Community Facilities – The State Bank of India is located within
premises of Bhushan Steel. There are two (2) nos. of ATM located
inside the Residential Township. There is an air conditioned
shopping mall inside the Township, to cater the daily needs for the
people staying inside the Township. There is a Gymnasium in the
Township in view of taking care for fitness of people residing in
Township. There are four (4) nos. of quality Restaurants inside
Residential Township managed by company.

Other Basic Facilities – There are Water Treatment Plant, Sewage
System and Incinerator with Chimney, exclusively for the
Residential Township to take proper care of health & hygiene of the
residents living inside the Township.

6 PROPOSED INFRASTRUCTURE
PROPOSED SOCIAL INFRASTRUCTURE
As mentioned earlier, the existing supporting infrastructure would
be sufficient to cater to the proposed project.
DRINKING WATER SYSTEM
Raw water from reservoir is sent to tube settler where coagulant,
flocculants & disinfectant chemicals are added respectively as per
requirement. Clear clarified water is collected in a storage tank
from where it is again pumped to over head tank which is used for
domestic as well as industrial purposes. Then the water from
overhead tank is stored in raw water storage tanks.
As per the requirement, it is then passed through Multi Media Filter
and Activated Carbon Filter. After filtration, final treated drinking
water is pumped through drinking water transfer pump on
periodical basis to maintain the overhead tank level of concern
areas. The drinking water is distributed to different building
through PVC pipes of size varied from 20 mm to 150 mm.

SEWERAGE
• Drainage system for soil & waste is based on the most efficient,
functional design, minimum maintenance after installation and
available side topography to minimize the excavation work in laying
the pipes; two pipe systems (soil and waste) is proposed to carry
soil and waste separately from the building under gravity.
• Waste pipes are connected to sewerage manhole through gully
trap and soil pipes are to be directly connected to the sewerage
manhole.
• The main sewage is carried through a battery of manholes and
finally discharged into Sewage Treatment Plant (STP).
The STP is constructed for Residential use only having a capacity of
500 KLD with provision for expansion up to 1000 KLD considering
waste water generation rate of about 600 KLD.
SOLID WASTE MANAGEMENT
Collection and disposal of solid waste is planned to comply with the
respective National Code for Commercial waste as per Municipal
Solid Waste Management Rules, 2016.

Resource recovery would be carried out through sorting and
recycling i.e., recovery of materials (such as paper, glass, metals)
etc through proper segregation.
The daily Solid Waste (SW) generation suggested is 300 MT with a
comparatively high per capita generation rate of about 0.4 kg.
POWER REQUIREMENT
The electrical energy requirement for the residential township would
be about 7100 kWh which would be catered to by the captive power
generating units of the integrated steel plant with provision for
importing power from the Grid.

7 REHABILITATION AND RESETTLEMENT (R&R) PLAN
Since the project would be carried out within the existing premises
of BSL, no R&R is envisaged.

9 ANALYSIS OF PROPOSAL
There would be generation of employment for the local people
during the construction phase as casual and contractual services.
Local population would also benefit due to the generation of
employment opportunities in different categories like horticulture,
domestic help, maintenance, security etc.
