1.0 INTRODUCTION
CHA was retained by the DMR Architects to complete a Pre-Renovation Hazardous Materials
Survey of St. Cecelia School located in Iselin, New Jersey. This survey was performed prior to the
building’s planned renovation.
This survey report consists of five sections, including this Introduction. Section 2.0 presents the
Scope of Work, which outlines the parameters by which this project was performed and the
limitations that were encountered. Section 3.0 – Hazardous Materials Survey, details the building
inspection relative to asbestos-containing materials (ACM), lead-based paint (LBP), and PCB-
containing equipment inventory. Section 4.0 presents a brief overview of the inspection results while
Section 5.0 presents CHA’s conclusions and recommendations regarding the status of the building
that was inspected.
2.0 SCOPE OF WORK
2.1 ASBESTOS-CONTAINING MATERIALS SURVEY
CHA performed a pre-renovation asbestos-containing material (ACM) survey of all accessible
interior and exterior areas of St. Cecelia School located in Iselin, New Jersey. The building is
scheduled for renovation. All work has been completed in accordance with federal, state, and local
regulations.
CHA provided an EPA-certified asbestos building inspector responsible for the identification and
assessment of the condition, location and quantity of suspect asbestos-containing materials
associated with all accessible areas within the subject building. The inspector collected bulk samples
of identified suspect asbestos-containing material following the protocols referenced in 40 CFR Part
763.86 Subpart E (AHERA). All bulk samples were analyzed at an accredited laboratory certified
by the National Voluntary Laboratory Accreditation Program (NVLAP) for the analysis of asbestos
bulk samples.
2.2 LEAD-BASED PAINT SURVEY
An investigation was conducted for lead-based paint (LBP) associated with the subject building.
Paint chip samples of suspect LBP were collected at random locations throughout the building and
analyzed by Flame AAS method. The survey is meant to assess the presence of LBP throughout the

building to facilitate the proper handling and management of painted materials during upcoming
renovation work. This investigation is not a risk assessment for building occupants nor is it meant to
be a surface by surface inspection for lead-based paint.
2.3 PCB INSPECTION
CHA performed an inspection of the window and door systems for the presence of caulks and
sealants suspected to contain PCBs. Samples were collected and analyzed for PCBs under EPA
Method 8082 by EMSL Analytical, Inc.
In addition to the caulks and sealants, CHA also inspected the fluorescent light fixtures throughout
the subject building. A representative number of light fixtures were inspected within for labeling on
the light ballasts pertaining to PCB content. CHA also quantified the fluorescent light tubes
associated with the light fixtures throughout the subject building.
2.4 VISUAL MOLD INSPECTION
CHA performed a visual inspection of the interior of the building for mold growth. CHA collected
relative humidity levels and temperature readings, using real-time instruments to document areas
within the building where conditions favor mold growth and amplification.
2.5 LIMITATIONS
CHA inspected all accessible interior and exterior areas associated with the subject building. The
figures attached to this report were drafted from AutoCAD base plans provided by DMR Architects
during the preparation of this report and are to scale. The room names and numbers provided on the
figures were verified during the field work and correspond to room/areas numbers found within the
building.
Based on conversations with the building occupants, it was determined that the main roof membrane
was installed during the summer of 2014. As such, CHA did not impact this roof to inspect for
underlying suspect roofing layers and sealants. See Section 5.2 for recommendations regarding the
handling of this roof level as building renovation plans are developed for the subject building.
CHA made every attempt to inspect above ceilings, beneath carpeted floors and into wall chases
where pipes and related suspect materials are suspected to run. Nevertheless, pipe chases, soffits,

wall cavities, and other concealed areas not readily apparent to the inspector may still exist which
conceal additional suspect asbestos-containing materials not identified as part of this survey.
3.0 HAZARDOUS MATERIAL SURVEY
CHA’s background research and field observations during the site inspection with regard to suspect
asbestos-containing building materials associated with the St. Cecelia School located in Iselin, New
Jersey are discussed below.
3.1 RECORD REVIEW
CHA was provided one historical asbestos report completed by Detail Associates, Inc. during the
summer of 2014 in preparation for a limited building renovation project. The asbestos report
included analytical data for 9” x 9” floor tiles and mastic, wall plaster, boiler insulation, mudded
elbow insulation, and various types of linoleum. See Appendix A for the historical asbestos
analytical data. CHA has also summarized all pertinent historical data into Table B-1 appended to
this report. CHA was provided no record drawings or as-built drawings for the subject building.
3.2 ASBESTOS-CONTAINING MATERIAL SURVEY
3.2.1 Interior of Building
St. Cecelia School is a typical three-story school building consisting of ground floor mechanical
spaces, cafeteria, and kitchens, first floor classrooms, offices, and gymnasium, and second floor
classrooms. There are also student bathrooms on each floor.
The ground floor boiler room has two tube boilers with previously-confirmed insulation and mudded
elbow insulation associated with it. CHA also observed suspect aircell insulation, expansion tank
insulation, and boiler breaching insulation upon inspection of the space. The ceiling within the boiler
room is a concrete slab with black paper tacked to the concrete. The paper is also suspect for
asbestos. CHA quantified the various suspect thermal system insulations, and black deck paper and
collected bulk samples for asbestos laboratory analysis. The large storage room directly adjacent to
the boiler room has large fan units that are insulated with fiberglass. The fiberglass has an outer
jacket which is suspect for asbestos as well as the vibration dampener which separates the fan unit
sections. The fiberglass jacket and vibration dampeners were sampled for asbestos analysis.

The kitchens consist of suspect terrazzo floors, ceramic tiled walls, and a combination of 1’x 1’
spline ceiling tiles and 2’x 4’ drop ceiling tiles. Suspect aircell-insulated pipes run both exposed and
hidden above ceilings throughout these spaces.
The ground floor church assembly room has terrazzo floors, sheetrock (and joint compound) walls,
and 1’ x 1’ spline ceiling tiles with suspect aircell pipe insulation and asbestos fittings running
above. The church storage room has suspect textured ceiling and wall finish on the sheetrock walls
and plaster ceiling.
The main corridors throughout the school consist of terrazzo floors, ceramic-tiled plaster walls, and
1’ x 1’ spline ceiling tiles with smooth ceiling plaster above. Aircell-insulated pipes run exposed
throughout the ceiling space of the ground floor corridor.
The classrooms have varying colors of suspect sheet linoleum on concrete with limited areas of
suspect vinyl floor tiles and mastic and cove base and mastic lining the wall perimeters. Carpeted
floors were observed to have suspect linoleum beneath. There are smooth plaster walls and ceilings
throughout the school with the exception of the gymnasium ceiling and adjacent copy room ceiling
which consist of soft, yellow, acoustic ceiling plaster which is also suspect for asbestos. The
gymnasium also has a wood floor that was observed to have an underlying tar paper vapor barrier
layer. The tar paper vapor barrier was sampled for asbestos laboratory analysis during an additional
site visit made in July 2016.
The bathrooms consist of ceramic tiled floors and walls, with smooth plaster ceilings. A limited
number of first floor bathrooms have suspect aircell insulated pipes running vertically to the second
floor above.
All suspect terrazzo floors, linoleum and mastic, vinyl floor tile and mastic, carpet mastic, cove base
and mastic, wall and ceiling plasters, and ceiling tiles were quantified and sampled per Section 2.1 of
this report. The ceramic tiled finishes including bedding and seam grouts where observed were also
sampled for asbestos laboratory analysis.
3.2.2 Exterior of Building
The exterior of St. Cecelia School consists of brick and mortar construction, new window systems
throughout the majority of the school sealed with non-suspect silicone around the frames and rubber
weather stripping at the glazings. The gymnasium windows are original to the building and have

suspect frame caulk and glazing compound associated with them. The stone window sills along the
exterior of the building are sealed with suspect white caulk. All suspect sealants associated with the
windows were quantified and sampled for asbestos laboratory analysis.
There are four distinct roof sections on the subject building. The main roof and middle low roof
were replaced during the summer of 2014 with a white rubber membrane system and as such, these
roofs were not impacted to inspect for underlying suspect roof layers. CHA observed remnant roof
flashing material surrounding the incinerator chimney which is suspect for asbestos. The incinerator
chimney itself terminates at the main roof level and consists of fire brick and mortar. CHA collected
samples of the brick and mortar (and the remnant suspect flashing material) for asbestos laboratory
analysis. The two remaining roofs are over the loading dock and are separated by a common
expansion joint. These roofs consist of a black EPDM system with suspect seam sealant and an
older rolled roofing system with gray sealant on the flashings. The roof sealant on the EPDM roof,
the rolled roofing layer, and the gray flashing sealant were all quantified and sampled per Section 2.1
of this report.
3.3 LBP SURVEY
CHA collected three paint chip samples throughout the subject building. The samples were collected
from substrates such as concrete floors, mechanical equipment, and interior walls. All samples were
analyzed for lead content by weight. Paint chip samples containing lead at concentrations greater
than 0.5% are identified by the United States Environmental Protection Agency (EPA) and Housing
and Urban Development (HUD) as a lead based paint, whereas any measurable amount of lead in
paint is enough to trigger the requirements of the OSHA Lead in Construction Standard. A summary
of the results is provided as Table C-1 and the laboratory analytical report is included as Appendix E
of this report.
3.4 PCB INSPECTION
CHA performed an inspection of the subject areas throughout the building for the presence of caulks
and sealants suspected to contain PCBs. The inspector observed window and door frame caulks and
window glazing compound on interior and exterior window and door systems. All caulks and
sealants were sampled and analyzed for PCBs per EPA Method 8082. See Section 4.0 for a
discussion of the laboratory analytical results, Table D-1 appended to this report for a sample
summary, and Appendix F for the laboratory analytical report.

A representative number of light fixtures were inspected within for labeling regarding PCB content.
CHA observed ballasts that had labeling that stated “No PCB’s”. Due to the consistency of the light
fixtures throughout the school, it is assumed that any ballasts impacted by the future renovation
project will not require special handling and disposal. CHA observed approximately 550 fluorescent
light tubes throughout the building.
3.5 VISUAL MOLD INSPECTION
CHA performed a visual inspection of the interior of the building for mold growth on the morning of
April 20, 2016. CHA collected relative humidity (RH) levels throughout all three floors of the
building and found readings ranging from 22% to 25% RH. This RH range is below the EPA-
recommended range of 30%-50% for indoor environments. CHA also collected temperature readings
throughout the building and found that the indoor air temperature fluctuated between 75.9 F and 77.4
F.
While CHA did not observe any mold growth while on site nor were any olfactory observations
made which would be indicative of mold growth, it has been reported that water infiltration and
resultant mold growth has been historically present within the ground floor storage room beneath the
main staircase in the building and possibly in additional areas. See Section 5.2 for recommendations
regarding further investigations for the presence of mold and water infiltration issues associated with
the subject building.
4.0 RESULTS
CHA identified 74 suspect asbestos-containing materials during the pre-renovation asbestos survey
of the St. Cecelia School and a total of 171 individual bulk samples were collected. Of the 74
suspect asbestos-containing materials, 15 asbestos-containing materials were confirmed through
laboratory analysis to be asbestos-containing. See Table 4-1 below for a summary of all confirmed
asbestos-containing materials identified during this pre-renovation survey.

All of the bulk samples that were collected are summarized in Table B-1. Table B-1 lists each bulk
sample, the location from which it was collected, and also provides the analytical result for each
sample. Table B-1 is not intended to outline all locations within the building where those materials
exist. Table B-2, the Room by Room Inventory, details all suspect and confirmed asbestos-
containing materials that were observed in each room or area. For each material, the asbestos content
is provided and for confirmed or assumed asbestos-containing materials estimated quantities are
provided.
Three paint chip samples were collected from the subject building and analyzed for % lead by
weight. Paint chip sample locations and percentages can be found in Table C-1. All three paint chip
samples were found to have less than 0.5% lead detected (gray floor paint – 0.43%, beige wall paint
0.074%, and mechanical equipment paint – 0.32%). As these paints have lead percentages less than
0.5%, they are not considered lead-based paints as defined by the Environmental Protection Agency

(EPA) and Housing and Urban Development (HUD). The lead paint chip analytical report is
provided as Appendix E.
Three caulks and sealants were identified associated with the subject areas within the St. Cecelia
School and were sampled for analysis for PCBs. Grab samples were collected for laboratory analysis
per EPA Method 8082 and upon analysis, PCB Aroclors ranging from ND (no PCB aroclors
detected) to 5.8 ppm were detected. The exterior frame caulk on the gym windows and the boiler
room door frame caulk had 1.2 ppm and 5.8 ppm respectively. No PCB Aroclors were detected in
the window glazing compound sample.
5.0 CONCLUSIONS AND RECOMMENDATIONS
Based upon CHA’s review of the analytical results, historical data and observations made during the
inspection, the following conclusions and recommendations have been developed.
5.1 CONCLUSIONS
The conclusions presented in this report are based on information gathered in accordance with the
Scope of Work defined in this section of the report.
15 confirmed asbestos-containing materials were identified within the St. Cecelia School
through laboratory analysis. All confirmed asbestos-containing materials that will be
impacted by the building renovation will require abatement by a licensed contractor prior to
any renovation activities that would disturb them.
The 9” x 9” floor tile mastic, seam grout to green ceramic floor tile, and exterior window sill
caulk were sampled for asbestos analysis. Upon analysis, these materials were found to
contain <1.0% asbestos by weight. While these materials are not considered to be asbestos-
containing materials as their asbestos content is not greater than 1% by weight, they are still
subject to the OSHA Asbestos in Construction Standard (29 CFR 1926.1101) which
regulates worker safety in relation to the disturbance of materials containing any detectible
amount of asbestos. If it is determined that any of these materials containing less than 1%
asbestos will be disturbed by any subsequent building renovation project, a separate negative
exposure assessment should be performed for each of these materials prior to the renovation
to ensure airborne fiber levels remain below the regulatory thresholds for the duration of the
work.

ppm and 5.8 ppm respectively. No PCB Aroclors were detected in the window glazing
compound sample. The PCB aroclor levels identified within the samples are all below the
TSCA threshold of 50 ppm, thus there are no special requirements with regard to handling or
disposal of these caulks and sealants.
5.2 RECOMMENDATIONS
Based on the site inspection and analysis of samples, CHA has developed the following
recommendations:
All confirmed interior and exterior asbestos-containing materials associated with the St.
Cecelia School must be removed prior to any renovation work that would disturb them. All
asbestos abatement work must be performed by an EPA-licensed asbestos abatement
contractor in accordance with all local, state, and federal regulations.
OSHA Asbestos in Construction Standard (29 CFR 1926.1101) regulates worker safety in
relation to the disturbance of materials containing any detectible amount of asbestos. If it is
determined that any of the materials containing less than 1% asbestos as identified within
this report will be disturbed by any subsequent building renovation project, a separate
negative exposure assessment should be performed for each of these materials prior to the
renovation to ensure airborne fiber levels remain below the regulatory thresholds for the
duration of the work.
If additional suspect materials are discovered during building renovation, those materials
should be assumed to be asbestos-containing and treated as such until they have been
sampled and analyzed for asbestos.

This inspection report shall not solely serve as an asbestos abatement design document for
obtaining bids from abatement contractors. It is recommended that specific abatement
design documents be prepared in order to specify procedures and protocols that must be
observed in order to ensure that abatement activities are completed in a manner consistent
with local, state and federal regulations and requirements.
While no mold growth was observed within the school during the April 2016 site visit, there
are reports of historic water infiltration issues in select areas of the building. If water
infiltration reoccurs in the future, additional investigation may be required to determine the
source of the water infiltration and measures necessary to abate it. Reoccurring water
infiltration can lead to conditions that support fungal growth and therefore quick attention to
water infiltration issues is important to minimize the potential for growth and amplification.
The fluorescent light tubes observed throughout the subject building should be managed as
hazardous waste/universal waste in accordance with applicable state and federal regulations
prior to renovation activities that could impact them.
