Description of the Cooperating School
B. Introduction
One of the vital elements in an individual’s life is education. Aware of its
vital role in one’s life, the government launched one of its thrusts toward the
Upliftment of quality life, the “Education for All” program.
Sta. Ignacia North Central Elementary School (SINCES) is one of the schools
which is an instrument to enable children to reach their dreams and aspiration in
life. Providing good education is a tangible testimony towards the upliftment of
quality life and is vent on making the citizenry literate.
Sta. Ignacia North Central Elementary School wheels the life of the
community; aims to have progress through quality education. Joining the caravan of
DepED’s “School First Initiative”, empowering the school with its umbrella the

School Based Management (SBM) will benchmark the necessary change focused in
learning to improve achievement and completion rate and to reduce dropout rate.
SINCES-Schools Based Management is the institutional expression such
change; aiming to be a high performing school.
C. History of the School
During the Spanish regime, little, if any progress has been made in education
in Sta. Ignacia. The only educative process that took place was the “Tutor System”
which was exclusively centered in memorizing the CATON or a prayer book. There
was no known organized school for the public during the Spanish regime. The period
was stage of total educational blackout among the teeming populace of Sta. Ignacia.
Mother democracy has come to rescue this generation of ours from that gloomy stage
of total illiteracy.
During the American occupation in the year 1901 after the civil government
has been established, the Philippine Commission passed Act no. 74 which created
the Department of Education for the masses. The early years of our generation were
the recipient of that early stage of our educational system at presents. In that year,
schools were opened in all municipalities throughout the Philippines. Classes were
held in crude schoolhouses.
In 1909, the Gabaldon Act was passed. Our tangible and lasting gifts from
that act was a six room dilapidated Gabaldon building. This building is now

considered byDepED as our Heritage Building. It is preserved through the national
fund.
Sta. Ignacia North Central Elementary School was established in 1908. When
the Gabaldon building was constructed, classes expanded into complete elementary
school.
Now the Sta. Ignacia North Central Elementary School has been “adopted”
by the Tarlac College of Agriculture as training ground for student teacher of the
said school.

funds from NGO’s, LGU’s and other sources.
2.3 Organized SBRM – Committee for the procurement of school
materials, and the checking of delivery canvass and biddings.

2.5 Implemented the SBRM program with transparency with 95%
acceptability.
3. Time Management
3.1 EO SY 2011, all school personnel were noted to be coming 15 minutes
before and leaving 15 after time of official functions.
3.2 All school personnel shall have participated in the flag ceremony all
the time.
3.3 All school personnel shall have served beyond official time if need
demands.
3.4 Submitted clean, neat accurate and typewritten reports duly signed
before due date.

4.1 EO SY 2011-2012, all the teachers shall have participated actively in

achievement level of the pupils, general cleanliness and beautification

EO SY 2011-2012, all school shall have made financial statement
transparent to all parties concerned with regards top budged operations
including those from the school harvest and canteen.

EO SY 2011-2012, the school shall have implemented the Basic Education
Curriculum programs for the improvement of the DepEd and delivery of basic

I. Introduction
School year 2011-2012, we the Sta. Ignacia North Central Elementary School
teaching staff have committed to be ENABLERS in order to RISE ABOVE in our
pursuit to QUALITY EDUCATION. Inspired by the DepEd major direction, the
SCHOOL-BASE MANAGEMENT (SBM) this School year 2008-2009, we further
commit ourselves to work as a TEAM to move towards one and the same direction
for the desired CHANGE in our own school.

Vision:
Department of Education – Sta. Ignacia North Central Elementary School
envisions every learner to be functionally literate, equipped with life skills,
appreciative of the arts and sports, and imbued with the desirable values of a person
who is maka-Diyos, makabayan, makatao and makakalikasan; the Quality
Santaguinians.
Mission:
In line with this vision, we the Staguinians Staff has the mission to deliver

2. The participation rate shall increase from 91% in SY 2010-2011 to 92%
in SY 2011-2012.
3. Achievement Rage shall increase by at least 1% in all learning areas
(English, Math, Science, Filipino and the Makabayan).
4. School classroom repair and maintenance thru the SBRM fund shall be in
consideration of child’s rights.
5. Spoken English shall improve among teachers with 80% proficiency and
among pupils with 75% proficiency.

Objectives of Elementary Education
Article III, Sec. 21 of the Education Act of 1982 states the objectives of
elementary education. These are to:
1. To provide the knowledge and develop the skills, attitudes, and values
essential to personal development and necessary for living in and
contributing to a developing and changing social milieu.
2. Provide learning experience, which increase the child’s awareness of, and
responsiveness to the changes in and just demands of society; and to
prepare him for constructive and effective involvement.
3. Promote and intensify the child’s knowledge of identification with, and
love for the nation and the people to which he belongs; and
4. Promote work experiences, which develop the child’s orientation to the
world of work and creativity and prepare him to engage in honest and
gainful work.

Elementary education shall aim to develop the spiritual, moral, mental and
physical capabilities of the child, provide him with experiences in the democratic
way of life and inculcate ideas and attitudes necessary for enlightened, patriotic,
upright and useful citizenship. To achieve these objectives, elementary education
curriculum shall provide for the:
1. Inculcation of spiritual and civic values and the development of a good
Filipino based on an abiding faith in God and genuine love of country;
2. Training of the young citizen in his rights, duties and responsibilities in a
democratic society for active participation, in a progressive and productive
home and community life;
3. Development of basic understanding about Philippine culture, the desirable
tradition and virtues of our people as essential requisites in attaining national
consciousness and solidarity;
4. Teaching of basic health knowledge and the formation of desirable health
habits and practices;
5. Development of functional literacy; in Filipino and in English as basic tools
for further learning, and
6. Acquisition of fundamental knowledge, attitudes, habits and skills in science,
civics, culture, history, geography, mathematics, arts, and home economics
and livelihood education and their intelligent application in appropriate life
situations.

The 2002 Basic Education Curriculum
The 2002 Basic Education Curriculum is a restructuring and not a
sweeping change of the elementary and secondary curricula (NESC and NSEC). This
document represents the goals of the curriculum, the rationale for its restructuring,
and its philosophy, basic features, and conceptual framework.
Legal Bases for Philippine Basic Education
The goals, objectives, structure, and content of the 2002 Curriculum are in
compliance with the 1987 Constitution of the Republic of the Philippines, the 2001
Governance of Basic Education Act, and the 1982 Education Act.
The 1987 Constitution provides the basic state policies on education, both
formal and non-formal.
Article XIV, Section 1. The State shall protect and promote the right of all
citizens to quality education at all levels and shall take appropriate steps to make
such education accessible to all.
Article XIV, Section 2 (1). The State shall establish, maintain, and support a
complete, adequate, and integrated system of education relevant to the needs of the
people and society.
Article XIV, Section 2 (4). The State shall encourage nonformal, informal
and indigenous learning systems, as well as self-learning, independent, and out-of-
school study programs particularly those that respond to community needs.

Article XIV, Section 3 (2) states that the school: shall inculcate patriotism
and nationalism, foster love of humanity, respect for human rights, appreciation of
the role of national heroes in the historical development of the country, teach the
rights and duties of citizenship, strengthen ethical and spiritual values, develop moral
character and personal discipline, encourage critical and creative thinking, broaden
scientific and technological knowledge, and promote vocational efficiency.
The Governance of Basic Education Act of 2001 provides the general goal of
basic education to develop the Filipino learners by providing them basic
competencies in literacy and numeracy, critical thinking and learning skills, and
desirable values to become caring, self-reliant, productive, socially aware, patriotic,
and responsible citizens.
The Governance of Basic Education Act revisions a curriculum that shall
promote the holistic growth of the Filipino learners and enable them to acquire the
core competencies and develop the proper values. This curriculum shall be flexible
to meet the learning needs of a diverse studentry, and is relevant to their immediate
environment and social and cultural realities.
The Education Act of 1982 or Batas PambansaBlg. 232 provides the general
objectives of elementary, secondary, and nonformal education.

Why do we need to restructure the curriculum?
The curriculum needs restructuring because of the following:
Global context of our education system has changed and continues to change
rapidly since the 1980’s when the NESC and the NSEC were implemented.
Our world is becoming borderless to information, commodities, financial
investments, crime, terrorism, and ecological problems.
Studies indicate that many of our learners are not attaining functional literacy
without which learners find it too difficult to meet the challenges posed by
our rapidly changing world.

1. Feeding Program
Feeding is one of the programs offered by the school. It is actually the part of
the class program. After cleaning the respective areas, we the interns observe the
daily feeding time of our pupils. We observed that their foods were nutritious which
was suitable for their young age.
2. Reading Center Services
The Reading center of the school was very conducive for learning and
reading. There were many books and pictures to read and look for. It is the place
wherein our pupils can learn more, and learn among themselves.
3. Canteen Services
Another important building of the school is the canteen. Its function is to
provide the needs of the pupils and teachers, especially when they are tired, hungry
and thirsty.
4. School Clinic Services
This service gives a temporary cane into the victim or pupils who suffer an
accident. In case, some of the pupils got bruises, the clinic can give some first aid to
cure. In the school clinic there are some devices use like the weighing scale, and
height scale to measure whether our pupils are in good he

The school population/comprise the total population of the students, teachers,
and classes in Sta. Ignacia North Central Elementary School.
It is stated in the table that there are 1,169 pupils enrolled and studying here,
as of January 2012. There are 34 total numbers of teachers and a total number of 28
classes in all grade level.

The school is the center for learning activities and Sta. Ignacia North Central
Elementary School was my cooperating school. In my twelve-week stay as a pre-
service teacher, I experienced and observed many things, people from the school are
very sincere and warm.
I can say that the school adheres not only to the subject-centered approach
but also to the learner-centered approach. The school gives emphasis not only to the
intellectual development but also to emotional and psychomotor development.
As child-friendly school, the Sta. Ignacia North Central Elementary School
promotes good health practices and behavior and also guarantees that school
premises are safe and clean. Sta. Ignacia North Central Elementary School imparts
quality learning and encourages children to participate in school and community
activities. Since Sta. Ignacia North Central Elementary School is the center eye of
the nearby school, I observed that every week, they have bunches of program and
activities and they host most of it. Teachers work closely with children’s families
and engage the support and interaction of the members of the community, and the
school and other stakeholders.
With all the realization and experiences that I have now, I owe a lot to you
