Implementation Policy,” 10 October 1996

1. Purpose. This instruction provides joint policy and guidance for implementation ofthe Chairman of the J oint Chiefs of Staff’s long-range vision document, J oint Vision2010 (J V 2010) (reference a).

2. Cancellation. None.

3. Applicability. This instruction applies to the J oint Staff, Services, combatantcommands, Defense agencies, and joint and multinational activities responsive to theChairman of the J oint Chiefs of Staff.

4. Policy. Under Section 153 of reference b, the Chairman of the J oint Chiefs of Staff ischarged by law to: (1) assist the President and the Secretary of Defense (SECDEF) inproviding for the strategic direction of the Armed Forces, (2) conduct net assessments todetermine the capabilities of the Armed Forces of the United States, (3) provide SECDEFwith advice on requirements, programs, and budget. This policy establishes acomprehensive process that will assist CJ CS these responsibilities. This instructionconveys the J V 2010 Implementation Master Plan as directed under J V 2010implementation policy (reference c).

6. Responsibilities. This instruction describes the process for implementing J V 2010through the assessment of future concepts and desired operational capabilities (DOC).The Enclosure describes the Joint Vision
