Pre-disaster Situation Maps

Post-disaster Situation Maps

Provide a comprehensive and updated knowledge of the territory and relevant assets in a disaster risk reduction context

Up-to-date geo-information to help plan for contingencies in vulnerable areasExamples: hazard exposure, vulnerability, resilience, risk status, evacuation plans, modelling scenarios.

Up-to-date geo-information on reconstruction planning and progress monitoring, mapping long-term impact, etc. Examples: PDNA, recovery plans, reconstruction, IDP & Refugee Camp monitoring

Reference Maps, pre- and post-disaster situation Mapsmaximum 8 weeks

PREFER 1st Annual Review Meeting, 5-6 Dec 2013, Milano-Italy

Pre-disaster, Preparedness Situation Map

• Hazard exposure of a given location to contingences

• Vulnerability or resilience of urban settlements and buildings

• Risk status for population and assets

• Evacuation plans

• Forecasts

• Alerts (using outside monitoring systems and other available global data sources)

Non-Rush Mode Portfolio

PREFER 1st Annual Review Meeting, 5-6 Dec 2013, Milano-Italy

Post-disaster Maps

• Hazard exposure & vulnerability to contingences (in particular for new assets)

• Post-disaster needs assessment (detailed damage assessment)

• Recovery plans (mapping the measures and a schedule to re-establish the physical

infrastructure of a community)

• Reconstruction/rehabilitation monitoring (rubble clearance, progress monitoring of

new construction, rehabilitation of agricultural land)

Call for tender 2011Data available Dec. 2014

Global component• Biophysical variables at a global scale, describing the state of

vegetation (e.g. leaf area index), the energy budget (e.g. albedo) and the water cycle (e.g. soil moisture index).

Pan-European component• 5 high resolution data sets describing the main land cover

characteristics: artificial surfaces, forest areas, agricultural areas (grasslands), wetlands, and small water bodies.

• Updating the Corine Land Cover dataset to the reference year 2012

Local component• Update of the Urban Atlas (2012)• Land cover in riparian areas for biodiversity assessment.

Established by the

• Joint Research Centre (JRC)

• Directorate General for Environment (DG ENV)

of the European Commission (EC)

to support the services in charge of the protection of forests against fires

A number of different services:

• Fire Danger Forecast

• Active Fire Detection

• Rapid Damage Assessment

• Fire Damage Assessment

• European Fire Database• R&D (under development)

European Forest Fire Information System (EFFIS)

PREFER 1st Annual Review Meeting, 5-6 Dec 2013, Milano-Italy

EFFIS Service Description

Fire Danger Forecast(Still being calibrated)

Generates daily maps of 1 to 6 days projected fire danger level in EU using weather forecast data. The Fire Weather Index (FWI) is produced and published

Active Fire DetectionHotspot detection using the MODIS sensor, on board of the TERRA and ACQUA satellites

Rapid Damage AssessmentMaps burnt areas during the fire season, using MODIS daily images (250 m)

Fire Damage AssessmentBurnt forest areas are mapped at the end of every fire season using HR satellite data

European Fire Database Fire archive (multi-source) from EU Member States

R&D (under development) Post-fire vegetation regenerationPost-fire soil erosion risk

CONCLUSION

PREFER portfolio is quite complementary to the other service portfolios studied

Whereas topics might be similar very little real overlap exists as there are

considerable differences in

spatial and temporal scales

methods

Theoretical relationship with Copernicus Core Services

• PREFER could benefit from them,

• PREFER could provide useful products

but this remains to be tested, seen as the PREFER portfolio needs to be built,

validated and promoted
