Section2:PartySmartPartySmart:LawsandCityOrdinancesOregonStateUniversity’sStudentConductCodeappliestoallstudents,whetherlivingonoroff-campus.StudentsarealwaysexpectedtobehaveasoutstandingmembersoftheCorvallisanduniversitycommunity,nomatterwhereyouare.Whetheryou’resocializingoncampus,eatingatarestaurantinCorvallis,visitingfriendsinPortland,orplayingagameofFrisbeeinouterspace),youareanambassadorofOregonStateUniversity.BreakingthelaworviolatingacityordinanceisaviolationoftheCode,andstudentsthatdosoareheldaccountablefortheirbehaviorbytheuniversity.Livingoff-campuscomeswithincreasedindependence.Thisfreedomcanbeliberating,butcanleadtohigherrisksofbehaviorthatadverselyimpactsthehealthandsafetyofyou,yourroommatesandyourneighbors.Wegetit,thisiscollege,aonceinalifetimeopportunity,andwewanttohavefun!


Inthismodule,wewilltouchonalcoholsafety,partysafety,sexualassault,andlawsandcityordinancesthatyoushouldknow.Notknowingthelawisn’taverygooddefense.JudgeJudyisn’thearingthat.ThePartySmartmodulewillteachyouhowtopartyinawaythatisfun,safe,andrespectfulofyourcommunity.Remembertopaycloseattention,asyouwilltakeashortquizimmediatelyfollowingthismodule.ALCOHOLIfyouconsumealcohol,youshouldbeawareofthepotentialconsequences.Rememberthat:

• Alcoholisadrugthatslowsdownandinhibitsbodilyprocesses.Itisadepressant,notastimulant.It’sapoison.Evensmallquantities–afewbeerorshots–canbeunsafe.

• Drinkingleadstodehydration,soavoidhottubsandheavyexerciseasthisenhancestheeffectofalcohol,causingyoufeelittwiceashardandtwiceasfast.

• Reactiontime,judgment,abilitytofocus,memory,andcoordinationareallgreatlyaffectedbyalcoholuse.

Forexample,ifyougetverydrunk,youmightmakeachoicethatyouregretthenextday.Individualshavebeenknowntomistakenlybreakintosomeoneelse’shouse,sointoxicatedtheythoughttheywerejustkickinginthedooroftheirhome,landingthemmultiplefelonychargesandanendlesslistofconsequences.Ifyoudecidetodrink,it’salwaysimportanttoknowhowmuchyouaredrinking.It’simportanttotalkaboutthepercentageofalcoholinastandarddrinkOnedrinkis:

Beer:12oz–4-5%HardAlcohol:1.5oz–40%Wine:5oz–12%RememberthatBingedrinkingis“theconsumptionoffivedrinksformenorfourdrinksforwomeninatwohourperiod,”andcanbedeadly.

Amicrobrewbeer,forexample,canhaveanalcoholpercentageupwardsof10%.Thatmeans2standarddrinksinone12ozcup.And,ifwe’retalkingaboutHardAlcoholespeciallyEverclear,whichis95%alcohol,that’s2.5standarddrinksinjustoneshotglassAquickneighborlytipbeforewemoveontothepartyitself:Alwaysrememberthatpeoplearetryingtosleepinsidetheirhomes.Wouldyouwantyourfamilymembers


tobeawakeninthemiddleofthenight?Tryyourbesttokeepyourvoicedownwhenparty-hopping,andalwaysrespectyourneighborsspace!Intermsofpartying,wehaveseveraltipsyoucanusetohelpcontrolyourenvironmentwhenpartying:

• Paceyourself.Eatinghelpsslowtheabsorptionofalcoholintoyoursystem,helpspreventnauseaandquicklypeakingBAC.

• Alternatebetweenalcoholicandnon-alcoholicbeverages.• RemembertoHALTdrinkingifyoufeelHungry,Angry,Lonely,orTired.

Alcoholcanaffectyourbodydifferentlydependingonyourmood.• Lookoutforthosearoundyou.Ifyouseesomeoneexhibitinganyofthe

followingsymptoms,call911:Vomiting,seizures,slowbreathing,irregularbreathing,blue-tingedorpaleskin,lowbodytemperature,confusion,passingout(cannotbeawakened).

• Meetingfriendsacrosstown?Beforedrinking,makeplanstouseASOSUSafeRide,ataxiservice,oradesignateddriver.

• Lastly,Setadrinklimitandsticktoit.Countyourdrinksandavoiddrinkingmysteriousbrewslikejunglejuiceandothermixedpunches.Thesedrinksareoftenmadewithhardalcoholsandsugarymixerslikejuiceandsodathatmaskthestrengthofthealcohol.Theycanbeveryhighinalcoholpercentageandcanspikeyourbloodalcoholcontent(BAC)dangerouslyhigh,puttingyouatriskforalcoholpoisoning.It’sbesttomakeyourowndrink.Ifsomeoneelseconcoctedit,thereisnowayforyoutoknowwhatandhowmuchalcoholyouhaveinthatcup.Researchshowstherecanbeanywherefrom0to22standarddrinksinasinglesolocupofjunglejuice.It’sbesttosteerclear.HOSTINGAPARTYIfyoudecidetohostaparty,that’sokay.Justmakesuretodoitinasafewaywhilebeingrespectfulofyourneighbors.Wehaveafewtipsyoucanemploytokeepyourpartysafe.

SEXUALASSAULTDidyouknowthataccordingU.SDepartmentofJustice,1in5collegewomenand1in16collegemenareassaultedincollege?Thisstatisticistoohigh!Wewantyoutorememberthatalcoholstronglyaffectsyourdecision-makingandhasbeenfoundtobestronglyassociatedwithsexualassaultcases.Infact,theU.SDepartmentofJusticefoundthat50-70%ofsexualassaultsarefacilitatedbyalcoholuse.Also,rememberthatapersonwhoisincapacitatedbyalcoholorotherdrugscannotgiveconsent,nomatterwhattheyverbalize.

AccordingtoOSUPolicy576-015-0010(6),consentisknowing,voluntary,andclearpermissionbywordoraction,toengageinmutuallyagreeduponsexualactivity.Tobeeffective,consentmustbeinformedandreciprocal,freelyandactivelygiven,andmutuallyunderstandable.
