1 Introduction

1.1 Statement of Interest Summary

The Ernest F. Upham School is a public elementary school located at 35 Wynnewood Road in Wellesley

Massachusetts and currently supports grades K-5 with a current enrollment of approximately 225 students. This

brick masonry school building was constructed in 1957 with an addition in 1967 and modular classrooms added

in 1993. It is the vision of the District to replace three of their aging elementary schools with two new elementary

schools of equal enrollment with the remaining four elementary schools in the District. One of those two 365-

student schools, the Hunnewell Elementary School, is underway as a fully Town-funded separate project. The

Ernest F. Upham Elementary School project, through this Feasibility Study intends to serve as the second 365-

student school located at either the existing school site or the Hardy Elementary School site.

In April 2017, Wellesley Public Schools submitted a Statement of Interest (SOI) to the Massachusetts School

Building Authority (MSBA) for the Ernest F. Upham school. Some of the major physical and educational

constraints are described here:

The Ernest F. Upham site measures approximately twelve (12) acres. There is a softball field and a relatively new

playground but the remainder of the site is rocky and wooded. The site is bordered by residential properties on

all four sides. Site access and bus queuing are very poor, parking and queuing overflow into the neighborhood

on a regular basis. The administrative suite has no visual control over arrival, dismissal or recess areas. The

exterior enclosure is minimally insulated and failing due to water intrusion. Minimal roof insulation is present.

Classrooms are heated and ventilated through unit ventilators; plumbing fixtures are antiquated. Panels, feeders

and branch wiring are older than 30 years and need replacement. The toilets and drinking fountains in the

building are minimally accessible. The finishes, though well maintained, are beyond their useful life. The SKILLS

program has grown over the years and necessitated the conversion of academic spaces to support the program.

Because every space is currently fully utilized at Upham, there are no spaces to offer additional supplementary

programs and support programs for students. The multi-purpose room is currently used as a gymnasium,

cafetorium and for OT/PT.

As part of the feasibility study, the District has an agreement with the MSBA to consider the following grade

configurations:

• 240 students – for grades K-5 (one of seven elementary schools)

• 365 students – for grades K-5 (one of six elementary schools)

1.2 Invitation to Feasibility Study

At the October 31, 2018 Board of Directors meeting, the MSBA board voted to issue an invitation to the Town of

Wellesley to partner with the MSBA in conducting a feasibility study for the Ernest F. Upham Elementary School

to identify and study possible solutions and, through a collaborative process with the MSBA, reach a mutually-

agreed upon solution.

1.3 Design Enrollment

As a result of a collaborative analysis of enrollment projections with the MSBA and space capacity needs for the

District’s K-12 enrollment, Wellesley Public Schools, on September 14, 2018 agreed that the design alternatives,

which may be evaluated as part of the feasibility study for the Ernest F. Upham Schools, shall be based on the

following design enrollment: 240 students for Grades K – 5 as one of seven grade K-5 schools, and 365

students as one of six grade K-5 schools with equalized enrollments.

The design enrollment letter is included in Appendix 1.7. The Design Enrollment Certification form will be

completed during the Preferred Schematic Report (PSR) phase and will be included in that submission.

1.4 Capital Budget Statement

The Upham Elementary School project feasibility phase is studying two design enrollments with different sized

buildings. Based on early budgeting, the project cost for the Upham Elementary School project could range

from $53 to $65 million exclusive of MSBA reimbursement. The Town of Wellesley maintains a healthy balance

sheet and its current debt loads are well within recommended levels. Currently, the Town has a Moody’s rating

of AAA. As financing for this project is based upon a successful debt override, the Town Treasurer is confident

that it can acquire bonded financing in excess of $65 million if it is approved by the citizens of Wellesley. The

Town’s 10-year capital plan has the following major capital building projects included, which total to

$129,946,500:

The project schedule anticipates MSBA Board of Director’s approval to proceed into Schematic Design at their

June 24, 2020 meeting and MSBA Board of Director’s approval of the Project Scope and Budget Agreement at

their February 10, 2021 meeting.

The Town of Wellesley approval and appropriation voting will occur in the month of March/April 2021. The

project schedule is included in Section 1.7, it will continue to be updated as the alternatives are evaluated, and a

preferred alternative is selected specifically with respect to the Schematic Design submission, design and

construction phase durations.
