Safe Haven
• Remote Safe Haven (RSH) Description. – Per CNIC INST 3440.17, a RSH is a location anywhere in
the world named in the evacuation order/authorization or subsequent modification to that order/authorization to which dependents are directed to relocate on a temporary basis to await a decision by competent authority to either return to the PDS or proceed to a designated place. Personnel evacuated to a RSH are entitled to certain allowances. The supporting Personnel Support Activity (PSA) or Personnel Support Detachment (PSD) may assist with determining allowances associated with movement of personnel to a RSH.
Evacuations
• Evacuation order will be issued by CO NSA Norfolk– Will designate personnel effected
• Active Duty and Family Members• DoD Civilians and Family Members
– Will designate the Safe Haven Site• 300 mile radius around Raleigh North Carolina
– Will designate COOP Emergency Operations Center• For NSA this is Raleigh, NC NOSC
– Only designated CAT1 and CAT 5 personnel will remain– Evacuees will muster (Account) upon arrival at RSH– Parent Command will issue TAD orders to military and DoD– Tenant Commands will pay evacuation allowances per
JFTR/JFR– Return to affected area will be determined by ICO based on
situation
