PROGRAMMES
EDEN WILL IMPROVE CBRNe RESILIENCE BY:
• European Projects• National Projects
• Shortening time to response• Reducing the impact on the
population, e.g. improved evacuation
• Enhancing protection of sensitive or critical infrastructures
• Achieving a European lead in CBRNE sampling, detection, proficiency testing and forensics
• Reinforcing technological, societal, and psychological resilience
• Improved EU CBRNe resilience• Development of an affordable civil CBRNE market
EXPLOITATION
EDEN “TOOLBOX of TOOLBOXES”
•Open to all after registration and validation•Accessible by the EDEN Store•Different levels of confidentiality•Demonstrated in three main demonstrations
1. Food chain and biological contamination2. Multi-chemical3. Radiological
•End-user, SME and supplier platforms
END-USER NEEDS
• EU CBRN action plan & security plan on explosives• National institutions and private bodies• Industry/SME and market needs• FP7 CBRN Phase 1 demo projects

RECENT PROGRESS
• EDEN ToT AND STORE• Refinement of the EDEN Store (catalogue, live portal, networks)• >200 Tools and toolboxes already on the Store (new, improved, under
improvement or combined tools) • Up to 4 levels of standardized “plugs” between tools (& legacy systems)
• DEMONSTRATIONS (responding to gaps identified by users, progressive from table top to field)• 1st demos on Radiological
• Three R virtual workshops to date have been held o Purpose: facilitation of preparedness process, especially Civil Emergency
Planning/Contingency Planning, for Nuclear Facility. o Consortium and SME/Supplier Platform tools involved
• Initial Field Exercise completed April 2015: more than 250 participantso 1rst tool “plugs” testing in a crisis environment

General objectives of the EDEN demonstrations
• Link with gaps and needs from the selected tools,
• Compare and exchange practice (if involvement of other European fire fighters, such as France or Spain) when facing a CBRNe event and to improve them.
• Evaluate the use of ToT when (some of) the tools are properly integrated, collecting stakeholders’ views and opinions on the Toolbox concept and development, including different interfaces and propose recommendations to improve the EDEN ToT.

Main focus of the Antwerp demo
• Response phase, including detection, situation analysis and medical treatment as well as on the neutralisation and decontamination phase of people and material.
• Main objective of the detection and situation analysis phase: quick situation assessment and forecast in order to size the response to a large scale incident overwhelming the first responders (fire fighters) capacity.
• Main objective of the medical part of this scenario: support FR in response to a large scale incident overwhelming the medical response capacity and involving a broad range of paramedics and fire brigades and civil protection agencies, chemical protection response teams. Improve casualty care.
• Involve European support and resources through the ERCC.
• The EDEN response plan on medical issues for the management of large numbers of (C) exposed and/or contaminated patients, will be based on the Antwerpen’s one.

Specific objectives of the Antwerp demo
To be evaluated and measured with Key Performance Indicators
• reduce the standard timing for the detection and identification of the source(s), kind, strength and propagation of the contamination,
• reduce the standard timing for the identification of the exposed/contaminated persons and for the medical assistance to them.
• reduce the false positive and false negative rates of personal exposure/contamination,
• reduce the standard timing between the accident and a decision of evacuation (if necessary),
• reduce the rate of unnecessary evacuation,• reduce the risk of exposition of first responders to contamination, • improve the process of decontamination thanks to adequate standards
and equipment.
