Has headed several Electoral Observation Missions for theOrganization of American States (OAS). Fernández has beenPresident of the Dominican Republic on three terms: 1996–2000, and 2004–2012. He holds a bachelor’s degree in Lawfrom Santo Domingo’s Autonomous University (UASD)—wherehe received the J. Humberto Ducoudray Award as the mostoutstanding student of his class at the Faculty of Juridical andPolitical Sciences’ School of Law. In 1978, he obtained a PhDcum laude from the same University.
