REGULATION (EU) 2016/7 ESPD
Establishing the standard form for the European Single Procurement Document.
Art. 1 … at the latest from 18 April 2016, the standard form in Annex 2 … shall be used for the purposes of drawing up the European Single Procurement Document. This Regulation shall be binding in its entirety and directly applicable in all Member States.
ANNEX 1. Instructions. The ESPD is a self-declaration by economic operators … replacing the certificates issued by public authorities or third parties
Where an extract from the relevant register… is available electronically to the contracting authority … the economic operator can state where the information can be found so that the contracting authority may retrieve this information

Free ESPD service provided by the European Commission
ESPD data model, which enables integration of the eESPD service into national e-procurement solutions/pre-qualification services
Open source version of the first option, i.e. of the eESPD service. The open source version is compatible with the ESPD data model and some elements can be adjusted to take into account national needs.
Virtual Company Dossier (VCD), which allows the buyers to handle the eESPDs (like the first option) and the tenderers to benefit from an automated filling-in of the eESPD.

ESPD EXCHANGE DATA MODEL (EDM)
The ESPD Exchange Data Model is the technical representation of the legal European Single Procurement Document. It is used to support interoperability between ESPD services provided all over Europe.

Aggregators or providers of pre-qualification systems to include the ESPD
Implement a "customised" ESPD service into existing software solutions via the:
a) integration of the ESPD data exchange model
b) reuse of the open source code provided by the European Commission
The call will help pave the way to the uptake on the ESPD service, which will significantly reduce bureaucracy in public procurement both for contracting authorities and bidders.
BUDGET… for eProcurement generic services is €4.5 million.
