RESPONDING TO THE NEEDS OF PREVENTION OF RISK
MIGRATION IN BULGARIA
BNCYTP works to identify vulnerable communities and groups and develop adequate community outreach programs, custom-made trainings and educational programs and special service provision, considering the unique needs of each group.
BNCYTP applies a culturally-sensitive approach to all trafficking prevention programs delivered by the organization.

GUIDING PRINCIPLE OF BNCYTP:
HUMAN RIGHTS BASED APPROACH
TO PREVENTION OF CHILD AND YOUTH RISK MIGRATION
![Page 6: Presentation bncytp rosheim fr](https://reader033.vdocument.in/reader033/viewer/2022051608/544331c3b1af9f350a8b48e1/html5/thumbnails/6.jpg)
“Violations of human rights are both a cause and a consequence of
trafficking in persons.
Accordingly, it is essential to place the protection of all human rights
at the centre of any measures taken to prevent and end
trafficking.”
(OHCHR, Recommended Principles and Guidelines on Human Rights and
Human Trafficking, 1)

VULNERABILITY PROFILES
Trafficking is a dynamic process - routes and “supply-” and “demand” flows change all the time. What we know, however, is that many of the victims have similar vulnerability profiles:
Children and yougn people who grow up in institutions: orphans, abandoned children, children with disabilities, young offenders.
![Page 8: Presentation bncytp rosheim fr](https://reader033.vdocument.in/reader033/viewer/2022051608/544331c3b1af9f350a8b48e1/html5/thumbnails/8.jpg)
VULNERABILITY PROFILES (Ctnd)
Minority children and youth: in Bulgaria most vulnerable are the Roma (Gypsies);
Children and youth from socially disadvantaged families, who live in rural and remote areas;
Children and youth who come from dysfunctional families and families where domestic violence or abuse was taking place;
Migrant children and youth, including refugees.

GOOD PRACTICES OF BNCYTP IN YOUTH WORK
Awareness Raising and Campaign Programs;
Research studies and publications;

Networking with youth organizations and institutions at local, national and international level.
![Page 10: Presentation bncytp rosheim fr](https://reader033.vdocument.in/reader033/viewer/2022051608/544331c3b1af9f350a8b48e1/html5/thumbnails/10.jpg)
FOCUS ON VULNERABLE CHILDREN AND YOUTH
Since its establishment in 2007, the BNCYTP realized 12 projects, focusing on trafficking prevention of children and young people at risk.
4 of those projects had local and national scope and 8 had international scope.
Most of them were Piloting Innovative Projects, that were realized not just for the benefit of youth, but also by young people.

AN EXAMPLE OF THE PRACTICE OF THE BNCYTP
In May 2007, our project
“SMOOTH TRANSITION TO INCLUSIVE EMPLOYMENT: ENTREPRENEURSHIP SKILLS FOR TRAFFICKING
PREVENTION OF INSTITUTIONALIZED YOUTH”
received the
2007 EUROPE AND CENTRAL ASIA YOUTH INNOVATION GRANT “Connecting Youth to Work
and Citizenship Opportunities” funded by THE WORLD BANK and NOKIA
![Page 12: Presentation bncytp rosheim fr](https://reader033.vdocument.in/reader033/viewer/2022051608/544331c3b1af9f350a8b48e1/html5/thumbnails/12.jpg)
WHAT DID THE PROJECT AIM?
To establish a youth-led public-private partnership “Youth Entrepreneurship Connection”;
To unify the trafficking prevention efforts of CSOs, state institutions and governmental bodies, vocational training centers, local authorities and businesses;
To provide training and consultancy on youth entrepreneurship for youth trafficking prevention of institutionalized youth in order to ensure the inclusive employment of the most vulnerable to human trafficking young people in the community.
![Page 13: Presentation bncytp rosheim fr](https://reader033.vdocument.in/reader033/viewer/2022051608/544331c3b1af9f350a8b48e1/html5/thumbnails/13.jpg)
WHY WAS THE PROJECT NECESSARY TO REALIZE?
Thousands of BG disabled or orphaned children inhabit overcrowded state institutions where job-skills training programs are frequently pushed aside in order to ensure food, minimal shelter, and an abbreviated version of the public education;
Most of them have nowhere to turn when they are "released" at 18; with no social and professional skills, they easily become trafficking victims;
According to unofficial BG data, only 30% of the institutionalized graduates obtain sustainable employment during their lifetime and their average life expectancy is less then 35 years.
![Page 14: Presentation bncytp rosheim fr](https://reader033.vdocument.in/reader033/viewer/2022051608/544331c3b1af9f350a8b48e1/html5/thumbnails/14.jpg)
WHAT WAS INNOVATIVE ABOUT THE PROJECT?
Novel concept: Delivering Child and Youth Trafficking Prevention Programs via Youth Entrepreneurship was a very new concept in Bulgaria in 2007, especially in the regions where poverty and unemployment make youth particularly vulnerable to illegal labor migration.
Innovative approach: “Youth Entrepreneurship Connection” was an unique approach to public-private partnership in child trafficking prevention, that had never been implemented before in Bulgaria.
![Page 15: Presentation bncytp rosheim fr](https://reader033.vdocument.in/reader033/viewer/2022051608/544331c3b1af9f350a8b48e1/html5/thumbnails/15.jpg)
WHAT WAS INNOVATIVE ABOUT THE PROJECT? (cntd)
Technology: The project used a Virtual Learning Platform as tool for communication, consultancy and training and as a dynamic database of youth entrepreneurship opportunities.
The young participants in our project were the first group of vulnerable children, empowered with access to and skills to use such communicational and educational tool to overcome social exclusion and get access to equal employment opportunities.
