Strategic Task Force

Senior leadership group that guides escalated & priority enforcement issues.

Tactical Task Force

Operational team review and steer enforcement to gain compliance for problem premises.

Integrated Enforcement Team

Centralized and streamlined bylaw enforcement comprised of team members from various

enforcement teams (VFRS, VPD, Building, Licensing, PUI).

Rental Property Standards Database (RPS)

A public online list of buildings with five or more units that have had property-related bylaw

violations. The purpose of the database is to help renters make informed decisions about where

they live, and to motivate property owners and landlords to keep their buildings in good order.

Applicable Bylaws

Zoning and Development Bylaw Defines how land and buildings can developed and used. Building Bylaw Regulates construction requirements (e.g. structural, electrical, plumbing and gas)

for new buildings and renovations, as well as the administrative provisions related to permitting, inspections, and the enforcement of these requirements.

Standards of Maintenance Bylaw Define required levels of property maintenance so buildings and sites are free of

hazards and comply with fire and safety regulations. SRA Bylaw Prevents the loss of low-income housing and the displacement of tenants in

Vancouver's Downtown core.

SRO Task Force V2

Launched October 2016 – comprised of various stakeholders to propose strategies to improve SRO

conditions and livability while maintaining affordability and ensuring tenants have adequate support

systems.

SRO Internal Advisory Group

Small internal leadership group to explore key issues and solutions for SRO’s in parallel to SRO Task

Force V2.

At-Risk Building Owner Meetings

Regular meetings with owners to review all issues and agreed upon actions.

Proactive Inspections

By-weekly onsite inspections to validate efforts and check on certified professionals completing all

work.

Enhanced Monthly Reports

Data driven report combining existing reports and trackers prioritizing key issues, show trends and

establish clearer thresholds for what is ‘at-risk’.
