• DoT will compel govt. corporations to pay amount. They have no choice to choose circles.

• Bharti will get licence for 9 circles but will operate in 20 circles.

• Idea cellular will licence in 11 circles but sell 3 g in 19 circles.

• Vodafone Essar will pay for 13 circles but provide 3 G services in 20 circles.

• BSNL objected to this 3 g services provided by three operators.
