PRESENTER BIOGRAPHIES – TECHNOLOGY SESSIONS

TERESA ANKRUM SENIOR MANAGER I NATIONAL ASSOCIATION OF INSURANCE COMMISSIONERS (NAIC)

Teresa Ankrum is the senior manager for the enterprise, QA and release team with the Information Technology Group.

Ms. Ankrum joined the NAIC in November 1994 as a programmer analyst on the AST/FDR team. She quickly moved to team/project lead of risk-based capital (RBC) and then team lead for LAN application supporting over thirty different applications/projects.

In February 2001 she became the project manager over the iApps team. This included the LAN application team and the web team. iApps supports all internal teams and the Consumer Protection Working Group with the development of applications like Consumer Information Source (CIS), Online Credit Process (OCP), multiple billing systems, and over 4000 updates and enhancements yearly to the NAIC website.

In 2002 Ms. Ankrum was also given the responsibility of the MIS team. The MIS team supports the Anti-Fraud Working Group and the Market Regulation Working Group with numerous MIS applications. In addition to her team responsibilities Ms. Ankrum was a key player involved in the design and creation of NAIC methodology standards.

In 2004 Market Regulation created the Roadmap. Key initiatives include: Market Analysis Reporting System, Market Company Listing Reports, Continuum, Scoring, Market Initiative Tracking System, and the Anti-Fraud’s Online Fraud Reporting System, as well as many other projects.

In February 2005, Ms. Ankrum was promoted to senior project manager. She continues to support the “D” committee and e-commerce efforts in leading edge technology projects.

LARRY J. BRUNING MANAGING LIFE ACTUARY NAIC

Larry J. Bruning, FSA, MAAA, serves as the National Association of Insurance Commissioners (NAIC) managing life actuary in the Financial Regulatory Affairs

Division. He joined the NAIC on January 4, 2011. In his current role, Larry works on domestic issues including the implementation of the principle-based reserving methodology within the state insurance regulatory structure as well as supporting state insurance regulators providing input to the Federal Insurance Office and the Financial Stability Oversight Council.

Prior to his current role, he was an international life actuary with the NAIC working with the International Association of Insurance Supervisors (IAIS) in developing international insurance regulatory standards. Prior to joining the NAIC he was the chief actuary for the Kansas Insurance Department. As chief actuary, he participated in various NAIC committees in developing model insurance laws and regulations. Larry also served as chair of the NAIC’s Life and Health Actuarial Task Force. Larry is a past recipient of the NAIC’s Dineen Award.

Larry has 31 years of insurance industry experience and has worked as an actuary for AmerUs Annuity Group and Security Benefit Life. He has taught actuarial science classes at Washburn University in Topeka, Kansas and at the University of Nebraska in Lincoln and Omaha.

Larry is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries. He has served a three-year term on the board of directors of the Society of Actuaries from 2011 through 2014, as well as a three-year term on the board of directors of the American Academy of Actuaries from 2007 through 2010.

Larry is a graduate of the University of Nebraska Omaha with a BA degree in mathematics.

MARIAN DRAPE

MANAGER, INFORMATION TECHNOLOGY GROUP

NAIC

Marian is currently managing the testing and quality assurance aspects of

financial, licensing, and market applications at the NAIC. She also works with

subject matter expert regulators to gather and confirm business requirements. Marian is enjoying a

long run at the NAIC, getting ready to celebrate 25 years! She began her career with the NAIC after

spending eight years at the Federal Reserve Bank of New York. Before that, she worked at

Hallmark Cards. Marian graduated from Rockhurst University in Kansas City, with a Bachelor of Arts

in economics.

TERRIE FLATEN CHIEF INFORMATION OFFICER WASHINGTON OFFICE OF THE INSURANCE COMMISSIONER Terrie Flaten is the chief information officer at the Washington Office of the Insurance Commissioner

(OIC). She has been an IT professional for over 30 years. Her career has included a mix of both

public and private sector engagements spanning such industries as state financial systems,

international financial investment, forest products, vocational rehabilitation, case management and

insurance regulation. She returned to public service eight years ago when she joined the OIC as

their applications services manager and was recently appointed the new CIO.

TONY GALATI SENIOR SOFTWARE ENGINEER NAIC

Tony is a senior software engineer at the NAIC on the Information Technology

Group’s enterprise team. He has been at the NAIC for more than 10 years and

within the IT industry for over 20 years.

Tony’s responsibilities at the NAIC include prototyping with new technologies/projects, mentoring

staff, developing tools for other developers to use internally, support of build tools (JIRA, Jenkins,

Ant, etc.), e-commerce applications (credit card, ACH), front end development and getting his

manager to say “NO!!!!” a lot.

ROGER GRAVES MANAGER III NAIC Roger Graves is an SBS marketing and new business development manager with the NAIC Insurance Products and Services Division. In this role Mr. Graves has

responsibility for the SBS Marketing Team as they work to market State Based Systems to the NAIC membership and the insurance industry. Prior to taking on his current role he managed the SBS Software Development Team has they worked to develop and implement new SBS Services and enhancements to existing services. Mr. Graves joined the NAIC in May 1994 as a systems liaison in the Data Services Department. Since joining the NAIC he has served in a variety of roles involving membership support within the IS Division before moving to the Insurance Products and Services Division in November of 2002. Mr. Graves earned his Bachelor of Business Administration degree from the University of Missouri-Kansas City.

JIM HURST MANAGER III - APPLICATION SECURITY & PACKAGE SOFTWARE NAIC

Jim Hurst as a manager III supports application security and package systems. In

his role supporting application security he works with the application architects and

development teams to enhance the development and practices leading to secure applications. In his

role supporting package systems he supports internal applications like HR, Finance Budget, Quality

Assurance Software testing, Defect tracking, Wiki, Help Desk (ITIL), and SAS.

Prior to that Mr. Hurst was project manager/database administrator at the NAIC, working with a team

of database administrators who support and maintain SQL/DS, Sybase and Oracle databases. He

was also data architect and in that role he supported the development and validation of the new

RDBMS architecture, database model review and tuning, development of the enterprise models for

uniformity and consistency across applications. Jim has designed systems using SQL/DS, Sybase

and Oracle database servers. Previously, he worked on design and development of most systems

including Alert (PICS), Valuation of Securities, Automated Valuation Service, RIRS (Regulatory

Actions), Special Activities, Complaints, Producer Licensing and Appointments, Company Profile

and Scoring, Financial Analysts Workbench and Annual Statement deployed during the past ten

years.

Mr. Hurst joined the NAIC in July of 1988 and holds a BS degree in management information

systems with an economics minor from Northwest Missouri State University.

BRIDGET KIERAS SENIOR MANAGER II NAIC

Bridget Kieras is a senior manager and project lead in the Information Technology

Group at the NAIC. In this role, Ms. Kieras leads software development projects

and manages business analysis and quality assurance staff on the SERFF, OPTins and Vision

product suites. She has been at the NAIC for over 20 years and has worked on the SERFF project

since 2001. Ms. Kieras is currently president of both the Kansas City chapter of the International

Institute of Business Analysis and the Kansas City Quality Assurance Association.

RUPE KLEIN SENIOR MANAGER II NAIC

Rupert Klein is a senior manager II in the Information Technology Group. He is

responsible for all application design written by the Information Systems Division of

the NAIC and the integration of the applications. Mr. Klein has been the initial and/or key contributor

to all of the following initiatives at the NAIC:

First of three to code in Client server

Recognized a need for a Quality Assurance department and created one

First of three to code on internet application at NAIC

Sold idea with much resistance to put I-SITE on the web

Sold idea with much resistance for SOA

Had idea and sold idea for Enterprise Team to support all common components

Introduced and sold need for Solutions Application Architects

Some of the projects Mr. Klein has worked on are: NAIC Application 1.1, CUI (Common User

Interface), I-SITE (Internet State Interface Technology Enhancement), State Based Systems,

SERFF (Systems for Electronic Rate & Form Filings), Database Products, Internet Filing, ISIS

(Integrated Securities Information System), SERFF redesign, NIPR systems, SOLAR (SBS rewrite)

and all technology decisions related to application development at the NAIC.

DENISE MATTHEWS DIRECTOR, DATA COORDINATION AND STATISTICAL ANALYSIS NAIC Denise Matthews is the director of the National Association of Insurance

Commissioner’s Data Coordination and Statistical Analysis Department within the

Regulatory Services Division. As the director of the department, she is responsible for providing

leadership to staff responsible for numerous research and statistical publications, committee staff

support primarily in the Property and Casualty arena, various insurance subject matter specialties

and data collection and analysis based on data calls and aggregation of data from a variety of

sources.

Ms. Matthews currently staffs the Information Systems (EX1) Task Force, the Travel Insurance (C)

Working Group and assists with the new Big Data (D) Working Group. She also continues to be

involved and contributes to many other NAIC business and technology initiatives.

Prior to her current position, Ms. Matthews was the director of the NAIC Information Systems

Division. In that capacity she had responsibility for the overall management of application

development related to the NAIC’s financial and market regulatory databases, application and data

security, application architecture and methodology, enterprise services, production release, help

desk and data administration services.

Before becoming the director of information systems Ms. Matthews performed the duties and

responsibilities of the Financial Systems and Services (FSS) application manager in the IS Division.

Ms. Matthews received her bachelor’s degree from Kansas State University in Manhattan, Kansas.

FORREST (FROSTY) MOHN CHIEF SECURITY AND INFORMATION OFFICER NAIC

Forrest (Frosty) is responsible for cyber and physical security, the NAIC and NIPR technical infrastructure and facilities. In this capacity Mr. Mohn directs activities of

the database, desktop, local area network, messaging, operations, PeopleSoft, security, systems, and telecommunications teams. The duties assigned to these teams comprise $13M of the annual NAIC budget. He works closely with the state insurance departments and NAIC business partners to ensure that technology is leveraged to address business needs.

Mr. Mohn joined the NAIC in March 1989 in a dual role of data center manager and systems programmer. In this role, Mr. Mohn developed an environment that allowed the NAIC to migrate off the Data General platform to IBM. This is a process Mr. Mohn has repeated at the NAIC with migrations from SQL/DS to Sybase, Oracle database hardware on IBM, NCR and Hewlett Packard, as well as Oracle web server to JBoss and Oracle Identity Manager to NetIQ. Most recently he has revamped and expanded security to defend the organization against the rapidly growing cyber threat as well as developing strategies to address workplace violence (e.g., active shooter).

Before joining the NAIC, Mr. Mohn spent three years as a self-employed consultant working with Merchants Bank, Nazarene Publishing and Williams Seasoning. Project engagements included application design, COBOL coding and local area network setup. Prior to 1986, Mr. Mohn managed accounting systems and the technical infrastructure for Ferrellgas.

Mr. Mohn received his bachelor’s degree from William Jewell College in Liberty, Missouri and an MBA in finance from Rockhurst College in Kansas City, Missouri.

CHARLES MONDELLO CHIEF INDUSTRY STRATEGIST PROPERTY DRONE CONSORTIUM

As chief industry strategist at EagleView Technology Corporation and the president

of the Property Drone Consortium, Charles Mondello provides direction for the

overall development and growth of the company. He is actively involved in all elements of the

organization and focuses on shaping client requirements into viable corporate initiatives.

Mr. Mondello’s career has encompassed multiple leadership roles including his most recent as

executive vice president of corporate development at Pictometry International Corp. He was involved

in the creation of many new business lines and sales models supporting clients worldwide. Specific

areas of focus included worldwide partner structure, multiple vertical market programs, a consumer

online presence, real-time systems, data modeling, monetization and ROI assessment.

Prior to Pictometry, Mr. Mondello was the director of technical development and marketing for Earth

Data Technologies where he directed the marketing of Litton's Emerge product line, one of the

industry's earliest digital aerial service providers. During his time at Eastman Kodak he led both

government and commercial remote sensing programs where he was responsible for the Aerial

Systems product line, covering film and digital product development and marketing. Mr. Mondello

spent time in the government sector managing the development of large data collection and

processing systems, and prior to that, while at IBM, he specialized in semiconductor process design.

Widely recognized by his peers in the profession, Mr. Mondello's accomplishments have included

selection as the Director of the American Society of Photogrammetry and Remote Sensing (ASPRS)

Primary Data Acquisition Division; as well as his election to serve as the Director of the ASPRS 10-

year Remote Sensing Strategic Forecast. He has received multiple ASPRS Presidential Citations,

the 2013 ASPRS Significant Achievement award and has been named the 2013 ASPRS Fellow of

the year. Mr. Mondello was also selected to serve on the inaugural National Geospatial Advisory

Committee.

Mr. Mondello has a master’s and a bachelor’s degree in imaging science from the Rochester

Institute of Technology. He is certified as a Geographic Information Systems Professional (GISP)

and holds multiple patents in remote sensing/photogrammetry in oblique and real-time data

processing.

SCOTT MORRIS CHIEF TECHNOLOGY OFFICER NAIC

Scott Morris recently joined NAIC as chief technology officer. Prior to NAIC he was senior vice president of application development at UMB Financial, responsible for the development and support of technology solutions across multiple lines of

business. During his 15 years at UMB, he was responsible for the technology to support consumer and business online banking solutions, mobile banking, online payments, mutual fund accounting, hedge fund accounting, brokerage, as well as many other consumer websites and applications. He was instrumental in the creation of the online payments product, an integrated solution processing millions of ACH and credit card payments from the web, and led a technology team to develop one of the largest healthcare savings accounts (HSA) platforms in the country.

Before joining UMB, Mr. Morris worked at Hallmark Cards as an information technology analyst, managing the technical development of Hallmark's retail personalization group. He served in the United States Air Force, where he worked on B-1 and B-2 aircraft avionics.

Mr. Morris graduated from the University of Central Missouri with a bachelor’s degree in computer information systems and earned an Executive MBA from the University of Missouri-Kansas City.

JOY MORRISON ASSISTANT DIRECTOR NAIC

Joy Morrison has been at the NAIC for 19 years and is currently an assistant director with the Information Technology Group. In that capacity Ms. Morrison

oversees development, implementation and marketing for several applications including SERFF, OPTins, AVS+ and, most recently, the VISION project which is a rewrite of the Integrated Securities Information System.

Ms. Morrison has a BBA from the University of Missouri-Kansas City and is a Certified Agile Practitioner (PMI-ACP).

DAVID NORONHA

CHIEF INFORMATION OFFICER

CALIFORNIA DEPARTMENT OF INSURANCE

David Noronha is the chief information officer at the California Department of

Insurance, where he manages a statewide Information Technology (IT)

program with oversight of all IT operations, development, and strategic planning. Mr. Noronha has

over 26 years of experience in the engineering and IT fields, split between the public and private

sectors. His other public sector assignments include the California Prison Health Care Services

where as deputy chief information officer over clinical information systems he oversaw the

implementation of a health information exchange application infrastructure; and the California Public

Employees Retirement System where as chief enterprise architect he led the implementation of IT

Governance, Service Oriented Architecture (SOA) and SOA governance.

Mr. Noronha has a Master of Science degree in electrical & electronics engineering and a Bachelor

of Engineering Degree in electrical engineering. He is a TOGAF certified Enterprise Architect and

holds a Stanford Certified Project Manager credential.

JAMES PORTUGUEZ ELECTRONIC WORKPAPER PROGRAM MANAGER

NAIC

James Portuguez joined the staff of the National Association of Insurance Commissioners in August 2001. Since then he has provided technical training to

state insurance departments, NAIC staff and other users of NAIC information system applications ranging from I-SITE, ACL, SERFF and PeopleSoft to Word, Excel and TeamMate.

In March 2015, James moved to NAIC’s Financial Regulatory Services Division and is the electronic workpaper program manager. James supports states in their use of TeamMate software for documenting financial analysis, financial examination and market conduct work. James also supports the NAIC’s TeamMate Citrix hosting and the expanded hosting pilot. He also is the liaison between end users, business unit staff, technical staff and the electronic work paper vendor. In addition, James provides direct staff support services for the Electronic Workpaper (E) Working Group, which is charged with the development of a long-term strategy for states’ use of the current electronic workpaper tool, TeamMate AM.

Prior to joining the staff at NAIC, James worked seven years with a practice management software firm called DataTrac Service Corporation. James traveled coast-to-coast installing turn-key practice management systems for doctors. That work included computer setup, network installation, data migration and testing, and application training for doctors and staff. James was also instrumental in program development and quality assurance testing.

James attended the University of Kansas School of Business and Computer Science. James speaks fluent Spanish and has international business experience.

WALT POWELL

SOLUTION ARCHITECT

OPTIV SECURITY

Walt Powell is a seasoned security professional with over ten years of technical

leadership experience. As a solution architect he provides a variety of Fortune 100

and governmental clients with architectural and design support for security solutions. Mr. Powell

delivers his clients product engineering, compliance, audit and assessment expertise to securely

enable their businesses by aligning business goals with their security programs.

Mr. Powell began his sales engineering role in the Silicon Valley / San Francisco Bay area where he

had the opportunity to work with many of the top security companies as both a vendor and a client.

Walt has had the opportunity to visit EBCs for most of the top security control manufacturers.

Prior to joining the FishNet team, Walt served as the program director for the associate of

networking security degree program at Wright College. In 2012 he brought his talents to Fishnet as a

International standards certification consulting in addition to delivering on site and classroom based

instructor lead corporate security training. Walt has delivered and developed curricula, courseware

and content for dozens of cyber security courses including CISSP, CISM, Security+, Checkpoint and

F5 Networks.

Mr. Powell is a subject matter expert in security architecture but has additional focused expertise in

application delivery and security. He heads the national Optiv Application Security SME Team and is

a member of the F5 Certified Speaker’s Bureau. Powell holds over 50 professional, technical,

training, engineering and sales certifications including CISSP, CISM, F5TS, CCSA, etc. He is an

active member of several industry and professional organizations including ICS2, ISACA, ONF and

CSA where he participates in exam development committees. Walt has also delivered several

keynote and guest speaker engagements in addition to writing several technical papers and solution

briefs.

Toby Rush is a 13 year mobile and wireless veteran. As founder and CEO of two mobile ventures, his deep expertise in imaging, sensors and mobility gives him

early insight into the trends and technologies impacting consumers and the enterprise. Prior to his two startups, EyeVerify and Rush Tracking Systems, Toby led the product development & QA for SAT Corp, a venture funded mobile software company. Toby also started and led the MobilEdge practice group for BSI consulting. He started his career with Accenture deploying SAP enterprise systems.

JEREMY D. WILKINSON ASSISTANT COMMUNICATIONS DIRECTOR NAIC

Jeremy Wilkinson has been with the NAIC since March 2006. And since that time he has led the team charged with designing and maintaining NAIC and affiliate

websites and electronic communications. Prior to the NAIC he was the marketing manager for a group of life insurance companies, the creative director at an advertising agency, and like most art-majors-turned-computer-nerds, he’s served time as an underemployed freelance designer and illustrator. He received a Master of Business Administration (MBA) in marketing from the Henry W. Bloch School of Management at the University of Missouri-Kansas City in 2008. He earned a Bachelor of Arts (BA) in graphic and studio art from Graceland University in 1991.

CHRIS WITT APPLICATION DEVELOPMENT MANAGER NAIC

Chris Witt is the development manager of the State Producer Licensing team for

the NAIC. His team is responsible for working with NIPR, State Based Systems,

Sircon for states and the individual state insurance departments to gather and load licensing and

market regulation data into a common format on the NAIC SPL database. This data is used to

refresh the NIPR’s PDB database on a nightly basis. Before managing this team, Chris worked as a

senior software engineer and has been with NAIC for nearly ten years. He graduated magna cum

laude from Park University in Parkville, MO with a degree in Management of Computer Information

Systems, and is certified by the Project Management Institute as an Agile Certified Practitioner.
