The increased use of cyberspace and technology have brought with them challenges to administration of justice. The increase in cybercrimes, as well as the challenges involved the consideration of electronic evidence, forensic evidence as well as complex technology are some of the issues that lawyers, prosecutors, investigators and judicial officers face regularly. The recent global data protection regulations, on the other hand, have triggered debate in the region on the obligations of corporates and governments as well as rights of persons as regards their privacy in the era of increased internet technology.

East African Community member states have individual regulations regarding cybercrimes and use of electronic evidence. Given the notable challenges, there is need to build capacity of the legal profession, prosecution offices and judicial sectors to enable effective administration of justice where these matters are involved. The states also have laws governing economic crimes. Sadly, limited capacity in investigation and prosecution have hindered recovery and tracing of resources lost through financial scams and illegal money transfers. The areas of public procurement and government payment systems have been severely hit, with the consequence that critical services have been delayed due to economic pilferages. Effective combating of corruption and economic crimes requires in-depth understanding of the concepts above. The role of data protection regulation in the use of electronic data in the due processes of administration of justice is relevant in the current context.

Increased incidences of economic crimes, aided by complex technology have led to massive financial losses to governments and corporations. In most cases, investigative and prosecuting agencies have limited capacity to mount effective investigation and prosecution. Defence lawyers and judicial officers, on the other hand, require better appreciation of these concepts as they are critical players in the due process.

The training is part of the Conference of Western Attorneys General (CWAG) effort to exchange experiences, share knowledge and discuss solutions with attorneys and other members of the justice, law and order sectors in Africa through the Africa Alliance Partnership (CWAG-AAP). Since 2016, CWAG-AAP has had the opportunity to deliver a variety of workshops and participate in seminars/conferences with various state and non-state actors in the fight against transnational crimes in Ghana, Kenya, Malawi, Nigeria, Rwanda, South Africa, Uganda and Zambia.

Delanie Breuer has served as Attorney General Brad Schimel's Chief of Staff since her appointment in December 2016. Formerly Assistant Deputy Attorney General, Breuer has been an instrumental part of Attorney General Schimel's executive leadership team since February 2015. Delanie joined the Wisconsin Department of Justice after serving four years as executive assistant to Public Service Commissioner Ellen Nowak, where she provided counsel on legal and policy matters relating to utility regulation cases and commission actions.

After earning her bachelor degree in Mechanical Engineering in 2005, Delanie went to work in the oil and gas industry in the Southern U.S. and internationally. She worked as a field engineer in the construction of refineries, LNG terminals, and pipelines before going offshore as a drilling engineer on a deep-water drilling rig in the Gulf of Mexico.

Delanie earned her Juris Doctor from the University of Wisconsin Law School, with a certificate in International and Comparative Law. She was a member of the Wisconsin International Law Journal and the Vis International Commercial Arbitration moot court team. She received her B.S. from the University of Wisconsin – Platteville. She is currently pursuing an associate degree in cyber security.

Mike Hemberger is an Intelligence Analyst for the Wisconsin Department of Justice, assigned to the Wisconsin Statewide Intelligence Center (WSIC). Mike's areas of expertise include cyber and financial crime investigations. Prior to joining the Wisconsin Department of Justice, Mike worked for 20 years as a Criminal Analyst, assigned to a variety of local, state and federal drug law enforcement agencies.

Mike is currently a member of the International Association of Law Enforcement Intelligence Analysts (IALEA) and the Wisconsin Law Enforcement Analyst Network (WILEAN).

Assistant Attorney General David Maas is deputy unit director of the complex criminal litigation unit at the Wisconsin Department of Justice. David joined the office in 2008, having previously served as an assistant district attorney in Milwaukee County, Wisconsin, for nine years.

David is currently the chief cyber crime and internet crimes against children prosecutor for the office, and he is a resource in those fields for statewide prosecutors. David reviews all wiretap intercept requests in Wisconsin, and he reviews and approves administrative subpoenas and warrants for subscriber records and contents of communications in cyber crime investigations.

David is a frequent instructor at basic and advanced trial skills courses, and he lectures for the National Attorneys General Training and Research Institute. David has also developed trial skills courses teaching theater techniques to enhance courtroom presentation, staging, and communication.

George Njoroge is the Founder, Managing Director & Chief Executive Officer of East African Data Handlers, the largest computer forensics & data handling company in the region. George has held several positions where he has served in several management capacities and received several achievement awards in his tenure locally and internationally, Most recently George was recognized as the ICT CEO of year 2016/ 2015 by ICT Authority in Kenya, and awarded ICT Lifetime Award 2015 by Computer Society of Kenya.

George is a certified Computer Forensics engineer; a senior member of the International Society of Forensic Computer Examiners (ISFCE) and the International Association of Computer Investigative Specialists (IACIS) both certifying bodies of Certified Forensic Computer Examiner (CFCE) certification.

He holds an MBA on Global Business & Sustainability – Social Entrepreneurship Track, Catholic University of Rome, Bachelor of Information Communication Technology BICT, Inoorero University and Bachelors’ Degree in Information Technology, Jomo Kenyatta University of Agriculture and Technology (JKUAT)

Kenneth is a partner at KTA Advocates, Kampala, specializing in intellectual property, technology, media, telecommunications and dispute resolution. He holds a master’s degree, LLM (International Commercial Law) from The University of South Wales, Bachelor’s Degree in Law LLB (Hons) from Uganda Christian University and a Diploma in Legal Practice from the Law Development Centre.

He is licensed to practice law in Uganda & the greater commonwealth. In the area of intellectual property & technology, Kenneth has conducted specialized trainings in block chain technology, digital banking & data protection among others. He teaches the subject of intellectual property at Uganda Christian University, and has also conducted lectures on Cyber Law at Makerere University, Law School. Kenneth is also a member of the Young Lawyer’s Committee of the Uganda Law Society & the Intellectual Property Cluster, Uganda Law Society.
