Dear Delegates,

Welcome to the October 2013 Albert Campbell Collegiate Institute Model United

Nations (ACCIMUN) conference.

My name is Benjamin Kuang, lead chair for this committee, and it is a great

pleasure to have all of you attending our Model United Nations conference. I am a

senior student at Albert Campbell and love most of the subjects provided at our

school, but most notably automotive mechanics and technology. I enjoy academic

studies as well, specifically history. My list of hobbies is wide and varying such as

woodwork, art, and videogames. Pop culture is also an interest of mine including

many series of comics, cartoons, manga, anime and other shows. I look forward to

watching and hearing the intense debates we will have, and hopefully you are as

eager as I am.

Amy U is one of my co-chairs on this committee. Amy is currently a grade

11 student at Albert Campbell, and she is excited to share her love for Model UN

and Naruto with you.

The World of Naruto includes issues such as espionage, ninjas, international

criminals, human rights violators and war. Problems in the Naruto world can be

applied to reality as well. The three topics covered in this background guide and

committee will be the terrorist cell Akatsuki, the use of Kinjutsu, or forbidden

techniques and the international criminal Uchiha Sasuke.

We would once again like to welcome you to our conference. The Dais

hopes you enjoy the topics presented to you in this background guide and wish you

the best of luck in the forthcoming debate.

Naruto

Welcome to the Naruto – Five Kage Summit committee. Naruto is an ongoing Japanese

manga and anime and arguably one of the most popular in the past decade. The series focuses on

a world where the continents are split among various lands most specifically the lands of fire,

earth, wind, water, and lightning. Each land has a central government controlled by a Daimyo (a

king of sorts) however they each also have villages made to breed and train shinobi (ninjas).

These villages each have their own respective leaders separate from the Daimyo (kages). The

ninja villages (Konohagakure, Iwagakure, Sunagakure, Kirigakure, and Kumogakure

respectively) are meant to take requests from the people of the land and complete a specific task,

be it gathering items to assassinations.

Naruto’s plot focuses on the titular character Naruto and his adventures as a shinobi of

Konohagakure. In his adventures it is shown that there are tensions between the shinobi villages.

In times before there were three great shinobi wars (reminiscent of the World Wars of our

reality) where the entire shinobi world was in conflict. Due to the previous conflicts tensions are

still high even after so many years. Even though there have been large scale conflicts between

the villages long ago, some villages have a peace agreement, specifically Konhagakure and

Sunagakure. Many of the village’s elders however still refuse to cooperate with the other villages

even though there is a new threat arising likely to destroy all the villages. There are many other

rising issues such as the introduction of Akatsuki a powerful terrorist cell and their goal of

amassing powers capable of destroying whole villages. World class renegade shinobi such as

Uchiha Sasuke from Konhagakure are also a threat as well as the appearance of new shinobi

villages. Luckily in Naruto there is a specific time where the five leaders (Kages) me and

deleiberated on what to do about these situations. In this committee you will need to read and

learn of your specified position in the world of Naruto and figure out a way to resolve all these

sorts of issues in the way you want along with your fellow shinobi.

Topic 1- Akatsuki

Intro-

The Akatsuki is a terrorist organization in the world of Naruto. Akatsuki is composed of s-ranked

shinobi criminals/missing-nin (ninja who abandon their village). The meeting of the five kage

will discuss what is to done about this organization.

Akatsuki’s main objective is to detain and capture the jinchuruki, the living hosts of the bijuu (or

tailed beasts). It is known that the group is capturing the jinchuruki to extract the bijuu from their

hosts, killing them. The bijuu are essentially monsters made of large amounts of chakra making

them extremely dangerous (they can be thought of as the nuclear weapon of this world as they

have the power to obliterate villages and have tremendous power). So far Akatsuki has captured

seven out of nine tailed beasts making them extremely dangerous. They are known to be

extremely hostile, destroying the village of konoha in a recent attack. It is also speculated that

Akatsuki has a standing army of clones of Zetsu an Akatsuki member, and the two remaining

members of Akatsuki are Kisame Hoshigaki and Tobi. An additional partner of Akatsuki is

Uchiha Sasuke a missing-nin from Konohagakure.

Naruto the titular lead of the series is the only remaining jinchuruki not captured by

Akatsuki, the question remains: how can we protect ourselves from the world’s largest collection

of weapons of mass destruction?

Weapons of mass destruction-

The possession of a bijuu is like the equivalent of having a nuclear weapon, primed and ready in

our reality and thus it can be thought of in the same way. The possession of all, but two bijuus by

Akatsuki is thus extremely dangerous. Think of the possession of the bijuu as the hypothetical

notion that Al-Qaeda possessed more nuclear arms than the USA or Russia. What could be done

to possibly deter the terrorist cell from using their arms? Or else the likelihood that all life will be

exterminated since Akatsuki has no boundaries nor are they affiliated with a specific village or

land.

Political-

Now there are only two villages out of the main five that are capable of a “nuclear attack” with a

bijuu. Bijuus are practically a bargaining tool in the Politics of Naruto as well as deterrents. Now

that only two of the main villages have a bijuu that gives them a large upper hand. If the akatsuki

weren’t to attack what stops the other two villages of Konohagakure and Kurogakure when the

other villages are powerless?

Criminal treatment-

The members of Akatsuki are all from various villages and lands, international criminals. While

some villages choose to kill on sight there are other countries will want to try them for their

crimes.

Focus Questions-

1. Should the criminals be killed or be tried first?

2. If they are to be tried by what authority, since there is none?

3. What regulations can be put in place to stop abuse of jinchurukis and bijuus by those

possessing them?

4. Since Akatsuki has no base of operations and always moves around the land how would

you find them before them strike?

5. Should the remaining two jinchuruki be allowed to do as they wish, even if akatsuki are

after them?

6. What can be done to prevent future groups of terrorist shinobi cells?

7. Is the protection of many thorugh the creation of a jinchuruki worth the sacrifice of the

host having a normal life?

Forbidden jutsu

In the world of Naruto an issue that is mentioned a lot is that of forbidden jutsus. A jutsu

is a literally a skill or technique, usually mystical in nature, which a shinobi uses in battle. Some

examples of jutsu are the shadow clone jutsu, and fireball jutsu. There are three basic categories

of jutsu; ninjutsu, genjutsu, and taijutsu (ninja techniques, illusionary techniques and body

techniques respectively). However there are sub-categories as well such as senjutsu which is sage

techniques which utilize the natural energies around the user instead of inner energies, called

chakra.

There is however a certain sub-category of jutsu that is largely dangerous called kinjutsu,

meaning forbidden techniques. Jutsu are deemed as forbidden if it meets one of three

requirements, the requirements are: 1-they cause possibly fatal injuries to the user, 2-they violate

laws of nature (such as reanimating the dead), and 3-they can cause massive collateral damage.

Some examples of kinjutsu are the Summoning: impure world resurrection technique, the fury

technique, and the eight gates technique.

Some kinjutsu actually violate human rights as defined in our world. Two really well

known examples of these sorts of techniques are the aforementioned impure world resurrection

technique and the living corpse reincarnation technique. The first technique the user sacrifices a

living person to reanimate a dead person with their original mind intact but under control of the

user. The second technique allows the user to forcibly take control of a victim’s body and use it

as their own permanently. Another kinjutsu are curse seals which allow for great power but

damage the person being forcibly imposed on people to experiment on curse seals.

The kinjutsu that causes massive damage is forbidden because they can potentially cause

enough damage to wipe out a village, comparable to a nuclear bomb.

Though these jutsu are called forbidden they actually have no legal ramifications for

using them other than being called banned and frowned upon. These jutsu are potentially the

most dangerous techniques known to the entire world yet they have no consequences for their

use.

Topic 3- Uchiha Sasuke

Uchiha Sasuke is without a doubt, one of the strongest shinobis in the Uchiha Clan and in

Konohagakure, the hidden village of the Land of Fire. Uchiha Sasuke has previously left Konoha

to pursue his vengeance against his own brother, Uchiha Itachi. Sasuke had sought Orochimaru

for more power in order to defeat his brother and Akatsuki to avenge his parents and the entire

Uchiha Clan. Eventually, being under Orochimaru, Sasuke bore more hatred towards everyone

who was in his way of seeking revenge. He fought many of his previous teammates especially

with Naruto who was with him in Team 7 under the guidance of Kakashi. After discovering what

great power he possesses, he quickly eliminates Orochimaru. Sasuke then formed his own

organization Taka, by recruiting three former subordinates (Karin, Jugo and Hozuki) who were

all under the experiments of Orochimaru.

Taka's original goal was to find Itachi and prevent anything that will interrupt the fight

between him and Sasuke. The plan changed drastically after discovering the truth behind Uchiha

Itachi and the assassination of the Uchiha Clan. Itachi was ordered to kill off all the people in the

Uchiha Clan by the Konoha Elders; however Itachi spared his own brother because he truly

loved Sasuke. Sasuke knowing now that Itachi had done so much for him, he swears to kill the

Konoha Elders to avenge his brother. He and his organization, now changed from Taka to Hebi

had joined alliance with the Akatsuki, the previous organization that Itachi was in.

With the help of the leader of Akatsuki, Uchiha Madara, they have successfully taken all

seven power of the Jinchuriki (humans who have tailed beasts sealed inside of them, allowing

them to have tremendous chakra power). They have attempted to kidnap the eight-tailed beast

but failed, they now need to capture the eighth (Killer-bee) and the ninth (Naruto) to create a

legendary jutsu that will bring “peace and doom” to the new world which will need a great

amount of chakra. Sasuke is still believed to have a good side despite his deep hatred for

revenge. The Konoha Elders treat Sasuke as a rebellious shinobi. He is considered an enemy for

what he did that harmed a lot of people during the process. However, friends who were always

supportive and had stood by Sasuke went against the punishments that were set out for Sasuke.

Instead, they wanted to help him, bring him back to Konoha. Especially since Naruto had

promised Sakura to bring Sasuke back.

Due to Sasuke’s actions against other villageshe has made konohagakure a target for

many. His actions also might have an effect on Konohagakure’s economy as well because since

they produced a criminal the people of the land will be wary and won’t request missions form

them.

1. Should Sasuke be given leniency for his crimes or killed for being a missing-nin and

renegade?

2. Even if Konohagakure gives him leniency should sasuke be tried for his crimes against

other villages?

3. What should be done to capture Sasuke, yet not taking his life?

4. Should Sasuke be put with the other Akatsuki members as a terrorist?

5. Should his crimes be forgiven because of the fact of which his situation came to be?

6. Is keeping Sasuke alive worth damaging konhagakure’s reputation and worth?
