Work closely for developmentof border areas

Every government of Myanmar givesthe first priority to stability, peace and nationalunity which are fundamental requirements ofnational development especially for amulticultural country like the Republic of theUnion of Myanmar where in more than 100ethnic groups make their homes together.

Localism and racism once rampant inborder areas led to disunity of national brethrenand armed insurrection in the post-independence period. In consequence, thenation lagged far behind other countries indevelopment. Learning lessons from suchpainful memories, the ruling government hasbeen trying to erase deep-seated feelings andbeliefs in some national races. Prudent projectshave been implemented intensively since May1989 for progress of border areas, which arenow yielding fruits.

New roads, railroads and bridges acrossthe Union, for instance, have helped ensuresmooth transport and commercial growth andbolster friendly relations among national races.However, the Union government has yet towork harder than ever for further developmentof far-flung areas.

Addressing Meeting (1/2011) of theCentral Committee for Progress of BorderAreas and National Races at the PresidentOffice in Nay Pyi Taw the other day, Chairmanof the Central Committee President U TheinSein called on those responsible to root outcountry folks’ sentiment of thinking highly ofthe other country; to work diligently for greaterdevelopment of the nation than that of theneighbouring country; and to inspire the peopleto cultivate a stronger love of the nation andthe people, to work hand in hand with thegovernments of the Union and the Regions andStates, and to come to realize and trust in thebenevolent attitude of the Union government.

It is required to improve the livingconditions and the education and healthstandards of the people of border areas whiletrying to broaden their horizons.

Implementation of tasks in varioussectors will pick up momentum if the ministriesof the Regions and States work hard closely incompliance with the guidelines of the CentralCommittee.

PANTUKAN, 25 April— Survivors of the avalancheof mud in Philippines said Sunday over 60 peoplewere buried alive in Friday’s landslide, and thenumber could be higher than what authorities hadthought of.

Lambert Detros, 47, a small scale miner whosuffered bruises and was confined at a local hospital,told Xinhua on Sunday that more than 60 peoplesleeping in tents were on site when the tragedyoccurred.

Militants tunnel into Kandaharjail, freeing nearly 500

BAGHDAD, 25 April—At least seven people were injured when a bomb outsidethe entrance of a Baghdad church exploded on Easter Sunday, an Iraqi policeofficial said. The blast took place just yards (metres) from the Sacred Heart Churchin Baghdad’s Karradah neighbourhood. Shrapnel from the bomb struck theoutside of the building, and at least four of the church’s windows were shattered.Shards of broken glass lay on the street in front of the building.

NEW YORK, 25 April— Private US company SpaceX hopes to putan astronaut on Mars within 10 to 20 years, the head of the firm said.

“We’ll probably put a first man in space in about three years,”Elon Musk told the Wall Street Journal on Saturday. “We’re going allthe way to Mars, I think... best case 10 years, worst case 15 to 20years.”

SpaceX is one of the two leading private space companies in theUnited States and has won $75 million from the US space agencyNASA to help its pursuit of developing a spacecraft to replace thespace shuttle.The California-based company last year completed itsfirst successful test of an unmanned space capsule into orbit and back.

UN Secretary General’sMessage on World Malaria Day

25 April 2011On World Malaria Day this year, there is much to celebrate. Strategic global

investments in malaria control continue to produce results. Since 2008, morethan 600 million Africans have been spared terrible suffering thanks to thedistribution of more than 300 million long-lasting insecticide-treated mosquitonets. In 2009, 75 million people also benefited from indoor residual sprayingwith safe and effective insecticides. Together with improved testing andtreatment, these measures have saved nearly 750,000 lives over the past decade.

Yet, an estimated 781,000 people a year, most of them young children, stilldie from this preventable and treatable disease. The costs can also be measuredin lost economic productivity. To reach our goal of near-zero deaths from malariaby 2015, we need an extraordinary intensification of our actions in two key areas.

First, scaling up the life-saving and cost-effective interventions that havealready produced such dramatic results. We need to ensure universal coveragefor all people at risk. Second, providing timely testing for all persons suspectedof having malaria and effective treatment for those confirmed to have the disease.

Even these efforts, by themselves, will not be enough to conquer this ancientfoe. Parasite resistance to our best anti-malarial medicines is a major threat. Wemust respond by implementing our global plan to overcome such resistance.

Malaria is a leading killer of children under 5 years of age. Success in thisfight is crucial to improving the health of women and children around the world,especially in Africa, and in generating progress towards the health-relatedMillennium Development Goals. It was with this in mind that, last September,I launched the Global Strategy for Women’s and Children’s Health.

On this observance of World Malaria Day, I call on all partners toincrease investments in both research and programmes to defeat malaria.Let us also build up human capacity in malaria-endemic countries; ourcontinued success depends on the hard work and dedication of these unsungheroes. And let us recognize that a world free of the burden of malaria willbe a safer and healthier world for all.—UNIC

NAY PYI TAW, 25 April—A ceremony to signMemorandum of Understanding between theGovernment Public Relations Department of theKingdom of Thailand and the Myanma Radio andTelevision of the government of the Republic ofthe Union of Myanmar took place in conjunctionwith Joint Technical Committee Meeting at MRTVin Tatkon Township, Nay Pyi Taw District thismorning.

Present on the occasion were MRTV Director-General U Khin Maung Htay, Managing Directorof Printing and Publishing Enrerprise U Ye Tint,personnel of departments and enterprises underthe ministry, Thai Director-General Mr GrisanapornSoempanich of Public Relations Department andmembers.

No. 1 will implement Middle PaunglaungHydropower Project with 100 megawatts installedgenerating capacity that can generate 500 millionkilowatt hours yearly on Paunglaung River, threemiles upstream of the proposed place of PaunglaungRiver Bridge on Yamethin-Taunggyi Inter-DistrictRoad and eight miles downstream of UpperPaunglaung Dam and Namtabat HydropowerProject with 104 megawatts installed generatingcapacity that can generate 575 million kilowatthours yearly on Namtabat River, 45 miles southwestof Myitkyina in Kachin State.

The Ministry of Electric Power No. 2 isundertaking power grid and sub-power stationprojects and submitted 18 new projects to theSpecial Projects Implementation Meeting. Of 278power grid and sub-power station projects submit-

ted to the recent meetings, the ministry hascompleted 104 projects, is implementing 33 projectsand has planned to implement 141 remainingprojects. This year, the plans are under way toimplement 12 projects such as Waingmaw-Bhamo-Letpanhla-Myaukpyin 230 kv power grid and

As water is essential for the agriculturalsector, it is necessary to complete the ongoingdam and river-water pumping projects as quicklyas possible. In addition, to provide adequateirrigation water and clean drinking water in theregions where water is scarce, new dam, reservoirand river-water pumping projects must be launchedas special projects. Holding the concept thatwhere there’s a land and water there’s a job effortsare to be made to create more job opportunities, to

effectively employ human resources and landand water resources so that the agriculture, meatand fish sector can develop.

According to the permission of the SpecialProjects Implementation Committee, the Ministryof Agriculture and Irrigation has successfully built233 dam projects after 1988. Moreover, a total of31 projects are under implementation, and fourteenprojects have been planned. The ongoing projectsare Kanyin Dam Project in Ingapu Township ofAyeyawady Region, Kyeeohn-Kyeewa DamProject in Wunlo Village of Pwintbyu Township ofMagway Region, Myogyi Dam Multi-purpose DamProject near Myogyi Village of Shan State (South),Pyuchaung Dam Project in Pyu Township of BagoRegion, Myittha Dam Project near Pyintha Villageof Gangaw Township in Magway Region,Ngamoeyeik Sluice Gate Project near SitpintaungVillage in Dagon Myothit (East) Township inYangon Region, Kodukwe Dam Project in BagoTownship of Bago Region, Kinmonchon SluiceGate Project near Kinmonchon Village in KayanTownship of Yangon Region, North YamaExtended Irrigated System Project in Pale Townshipof Sagaing Region and Theinyin Dam project inKanbalu Township of Shwebo District in SagaingRegion. Furthermore, plans are under way toimplement the 30-mile radius Yangon Region(Eastern Part) Greening Project and Meiktila PlainGreening Project.

Out of 42 river water pumping specialprojects to benefit 434,500 acres of farmlands, atotal of 26 river water pumping special projectsbenefiting 218,700 acres of farmlands have beencompleted. The achievements of the Ministry of RailTransportation is playing an important role inimprovement of transport sector of the State.Especially, the construction of National RailwayNetwork will cover all the States and Regions.Myanma Railways is implementing the NationalRailway Network with the aim of ensuring bettertransport across the nation, narrowing thedevelopment gap among the regions, furtherstrengthening national unity and developing socialstatus. There are 3579 miles long railroads, 4402rail long tracks and 899 railway stations at presentcompared with 1976 miles long railroad, 2793miles long rail tracks and 487 railway stationsbefore 1988. Moreover, a total of 1778 miles longrailroads are under construction and 297 mileslong are planned for construction.

In this year’s special projects, the 320-mile Kyangin-Pakokku railroad project, the 98-mile Katha-Bhamo railroad project, the 226-mileMongnai-Kengtung railroad project, the 132.5-mile Dawei-Myeik railroad project, the 95-milePyawbwe-Natmauk-Magway railroad project, the257-mile Minbu-An-Sittway railroad project, the

89-mile Pathein (Begarat)-Einme-Nyaungdon-Yangon (Hlinethaya) railroad project, the 120-mile Pyay (Shwedaga)-Toungoo (Kyeedaw)-NayPyi Taw railroad project, the 48-mile Hinthada-Danubyu-Sakkawt (Nyaungdon) railroad project,the 120-mile Nay Pyi Taw-Hsinthae-Tatkon-Pinlaung railroad project, the 474.5-mile Myitkyina-

Bhamo-Momeik-Kyaukme-Hsipaw-Laikha-Namsang railroad project will be implemented stepby step. Moreover, land survey works started forthe 125-mile Monywa-Kani-Mingin-Kalewa-Kalayrailroad project and the 150-mile Toungoo-Yado-Loikaw railroad project.

A total of 15.5 million sleepers are neededto be used along 6740.73 miles–the 4750.08 mileslong railroads already built and 1990.65 miles longrailroads under construction. So far, about fourmillion sleepers have been substituted in the placeof old ones, and 11.5 million more sleepers are

needed for the railroads. In addition to existingconcrete sleeper factories in Myitnge, Pyuntaza,Mottama, Pakokku, Okshitpin and KhinO, twofactories are being built in Minbu and Shwenyaungand plans are under way to build three morefactories in Bhamo, Hsipaw and Namsang. Thanksto concrete sleeper factories, the quality of railroadswill improve, so the railway sector will take animportant position in transport sector.

All the special projects that have emergedin the meeting 1/2011 of the Special ProjectsImplementation Committee are essential for servingthe interests of the nation and the people. Otherwise,these projects are firm guarantees for shaping theaspiration of the nation and the people.

With regard to implementing the specialprojects, the President said that it is needed topractise thrifty measures and responsible personsat different levels are to check worksites andmonitor workers to ensure there is no wastage, andmalpractice. In addition, adaptation of carrot andstick approach is a must and worksite safety andwelfare activities are to be done in line with rulesand regulations. These work guideline is to befollowed strictly for fully achieving success inimplementation of the special projects.

In endeavouring for national developmentthrough the practice of the new system, the UnionGovernment as well as State and Regiongovernments have already been formed. So,together they will share the nation-building tasks.Those projects will achieve success only throughcooperation and coordination between the UnionGovernment and the State and Region governmentsin implementing the special projects. As a gestureof hailing the special projects, I would like topresent my article that cent-per-cent cooperationis necessary in sharing the same goal of nationaldevelopment so as to complete all special projectsfor fully serving the interest of the nation and thepeople.

Ayeyawady Bridge (Pakokku) being builtby Special Project Group (3) of Public Works of theMinistry of Construction is located in NyaungUTownship of NyaungU District in Mandalay Regionand Pakokku Township of Pakokku District inMagway Region. The bridge has 11431 feet longmain structure, 13537 feet long motorway and 20597feet long railroad.

feet long and the approach bridge (railroad) is 3746feet long. The bridge has 28 feet wide two-waymotor road and 14 feet wide railroad and it is flankedby 3 feet and three inches wide pedestrians on bothsides. Its water clearance area is 262 feet wide and 52

feet high. The foundation and lower structure of thebridge was built with RC piles and the upperstructurewith steel frame. It can withstand 75 tons ofload. On completion, it will be the largest and longestbridge among the bridges built in Myanmar.

The bridge project started on 15 December2009 and it has been completed by 79 per cent. WhenIndia-Myanmar-Thai Tripartite Highway emerges, itwill lie on the bridge.

YANGON, 25 April—Respective Township De-velopment Affairs Committee Offices in Yangon Re-gion have sent notices to all polythene bag factories tohalt the production by 21 April. The notices also statethat if the factories fail to close on the said date, they willlose their licenses and be dealt with DevelopmentAffair law, rules and regulations and procedures.

Priority is being given to completeKalay-Pakokku, Pakokku-Kyangin, Kyangin-Hinthada, Hinthada-Sakkaw (Nyaungdon) andSakkaw-Hlinethaya as the whole to form 700 mileslong No.3 Strategic Railroad.

In his speech, the President said that efforts are to bemade for completion of Ayeyawady Bridge (Nyaungdon)ahead of Ayeyawady Bridge (Pakokku) as the former isless massive and is easily accessible for supply ofequipment and materials compared to the latter.

The earlier the bridges are commissioned, theearlier the people benefit from them. Strenuous effortsare to be made with accelerated momentum forcompletion of projects initiated in the time of TatmadawGovernment within two or three years. Only then, canthe incumbent government implement new projects.

Efforts are to be made for maintaining andupgrading existing roads and bridges while

implementing new projects. The President then calledfor practice of thrifty measures, calculation of potentialchange of water ways to avoid damage to the bridges,worksite safety, and parallel completion of railroadand motor road of the bridge on schedule.

The president then presented foreign technicianswith baskets of fruit. While holding cordial talks withlocals, the president said that Ayeyawady Region

once faced poor transportation. Going from Yangonto Ayeyawady Region takes a long time, calling thetraveler to use at least two modes of transportation—motor vehicle and vessel or train. However, the region

will experience more positive changes with bettertransportation. The State has increased employmentupholding the concept that where there’s a land orwater, there’s a job.

The President said that each individual isresponsible for striving to enhance his socio-economiclife using sound foundations provided by thegovernment. He, highlighting national prosperity

results from individual prosperity, urged them towork hard with patriotic spirit, and to maintain already-built roads and bridges.

The main bridge of the facility will be 7402feet long, approach bridge (motor road) onPathein side 1837 feet long, approach bridge(motor road) on Yangon side 1575 feet long andthe total length of the main bridge and motorroad 10814 feet.

The railroad on Pathein side will be 6529 feetand on Yangon side 6614 feet and the total lengthof the main bridge and railroad 20545 feet.

Approach motor road on Pathein side will be3447 feet long and on Yangon side 7942 feet longand the total length of approach roads 11389 feet.

The bridge will have 28-ft wide two-way motorroad, 14-ft wide railroad, flanked by 3 feet 3 incheswide pedestrian. The clearance will be 262 feetwide and 57 feet high.

KATHMANDU, 25 April—The 5th NepalInternational Indigenous Film Festival (NIIFF 2011)isbeing held in Kathmandu to promote the nation’sfilm industry.

The four-day festival organized by IndigenousFilm Archive (IFA) began from 22 April, aims toprovide a platform for indigenous as well as non-indigenous community to research, document,interact, and develop information on indigenouscultures, traditions, languages, issues, knowledgeand wisdom through the visual medium.

NAY PYI TAW, 25 April—President U Thein Seinand entourage after tour of Bagan-NyaungU visitedconstruction site of Ayeyawady Bridge(Nyaungdon) in Nyaungdon Township, MaubinDistrict, Ayeyawady Region today.

At the briefing hall of the project, UnionMinister for Construction U Khin Maung Myintsubmitted reports on progress of approach roads

on Pathein bank and Yangon bank, completion of757 metres of 2256 metres for installation of steeltrusses at the main structure of the bridge, 38 percent completion of steel truss installation as 7 of20 spans have been built, parallel installation ofsteel trusses at five places, 77 per cent completionof the bridge, and arrival of all the 19705.883 tonsof steel trusses for the project, provision of

machinery, equipment and raw materials andallocation and expenditure.
