Happy New Year! Hopefully, your 2017 is off to a great start. We are beginning the back half of the 2016-17 term and start with the Feb 1 NSCA general membership meeting that is detailed below.

This term’s priorities, which were printed in the October newsletter, are not as aggressive as in the past two years, and we are always interested in hearing what you want NSCA to explore. My primary goals as NSCA President have been to use NSCA as a vehicle of “uniting North Springfield” and to stay “relevant and responsive to the changing needs of the community.” I miss the spirit of the 60th anniversary from last year, where the excitement of working toward a culmination of something energized many of our residents to support the work of NSCA through participation in events, donations, and general celebrations. THOMAS CUMMINGS REMEMBEREDIt is with extreme sadness that we announce the sudden passing of our fellow resident, Thomas Cummings on December 16, 2016. Thomas was a truly caring member of the North Springfield community. He served on NSCA’s Traffic Calming Committee and strongly advocated for the safety of children across the neighborhood. He was a strong supporter of the pool and led clean up efforts both there and at NSCA’s annual Clean Up Day. He was also a dedicated and loving husband and father. Thomas will be truly missed.

FLAG RUN PARK UPDATEWe were very fortunate to have three great volunteers step up to lead the Flag Run Park clean up project: Caryn Chmielewski, Ken Hockenberry, and Dwight George. Like NSCA did with the traffic calming initiatives over the last two years, we will continue to provide updates on the park cleanup as well as seek community input on what, if anything, will be done with the park redevelopment.

As a refresher, this park is along Elgar St. between Ravensworth Rd. and Juliet St. The park was once an open area with a walking trail, and NSCA even held some community events there in the 1980s. In the 1990s, the Fairfax County Park Authority (the owners of the land) declared it a Native Plant Regeneration Area. Unfortunately, these areas were never well documented, and when it was discontinued, NSCA was not informed that it could trim the plants. The area has become overrun, and the clean up committee will work with the Park Authority, the Department of Public Works and Environmental Services, and others to make the park usable again. The process will take time, but we believe it will soon again be a great amenity .

MEET YOUR NEIGHBOR New FeatureCalton “Cal” Salch has been involved with NSCA since the 1980’s and continues his support each year by planting the tulips you’ll see in the Spring along the Leesville Median near Backlick.

Born in 1932, Cal grew up on a farm and ranch in Rincon Texas.

He was a “roustabout” working in the oil fields and picking cotton before he joined the Air Force in 1951. From 1951-53 he was stationed in Taregu, Korea. His wife Norma was also serving in the Air Force when they met. They married in 1958.

Cal was in the Air Force for 25 years, 13 of which were spent working in the in Personnel and Financial Office handling the Presidential Unit at Andrews AFB. He paid the bills related to the Presidential aircraft and activities. He had the privilege of shaking hands with three sitting presidents: Eisenhower, Kennedy and Johnson as well as then-Vice President Nixon. He was at Andrews when the sad news of President Kennedy’s death was announced and witnessed the return of the President’s body to Andrew’s.

The Salchs moved to North Springfield in 1974 and raised their two children. Their children remain close living in Alexandria and Falls Church. Sadly, Norma passed away in 2014.

WEBSITE UPDATEUnfortunately, in the process of trying to roll over to a new email communications system, we mistakenly pulled our website offline. We are trying to get ahold of the company who has hosted our site since 2004. They are difficult to reach and are unresponsive to emails, phone calls, troubleshooting tickets, and even direct messages to the company president’s personal Facebook account. This has postponed the website redesign. We are fortunate to have residents Angelo Cruz and Dai Luong on standby to fix the issue once we are able to make contact. These efforts have persisted for nearly two months. As such, our primary goal has been to restore the website into a functioning page with the redesign, sadly now taking a back seat. Our goal is still to launch the redesigned site before the end of NSCA’s 2016-17 term in May.

TRIPLE P: PROBLEMS PRESENTED TO THE PRESIDENT by Ken BalbuenaNew Feature

This is a new section I’d like to include in as many newsletters as I can, which highlights an issue or concern raised to me and/or other members of the NSCA Board. Here is this month’s topic:

SCHOOL ZONE SPEED LIMIT

QWhy is the flashing school zone speed limit sign labeled for 25mph when the entire neighborhood is already 25mph? Can’t it be lowered to 15mph?

These signs, known as a Wink-O-Matics, were installed after a long push by NSCA in the 1980s. Like many changes to public common areas, there is a process behind everything. It’s not just a matter of going to VDOT or Supervisor Cook’s office and demanding change. In this case, there are some important things to consider:

1. § 46.2-873 of the Code of Virginia mandates that the maximum speed for school zones is 25mph, but local counties like Fairfax have the ability to further restrict the maximum speed provided they follow a delineated process to change county code.

2. Currently, 25mph is the maximum speed limit for all school zones within Fairfax County. Changing this policy would require changing Fairfax County Code. The process for this includes getting the School Board to request a VDOT traffic study to determine whether a speed reduction is warranted. These speed studies are done mid-week for a 24-hour period.

3. If a speed reduction is warranted, the School Board would pass a resolution asking that the Board of Supervisors amend County code.

4. The Board of Supervisors would authorize a public hearing to be held at a later date. They would then vote on whether to approve or deny this change after hearing testimony from residents who signed up to speak.

5. Groups like NSCA would then need to request that a change be made to the North Springfield school zone based on the traffic study, again, going through both the School Board and the Board of Supervisors.

6. Fairfax County Public Schools (FCPS) would then have to pay for lights to be installed, approximately $4-5,000 per sign for just signage (and not including labor, poles, and electrical work). North Springfield would need at least two of these lights and possibly three because the signs would need to be up to current code in terms of distance from the school (600 feet) and color (reflective yellow).

This was a discussion item for the NSCA Board meeting held on Jan 23. My recommendation was NOT to explore this as an option at this time for several reasons.

First, FCPS budgets have not been fully funded for many years and system costs continue to escalate annually. It is unlikely that these signs will be a minimal cost as more schools request these (as high as $1.57-1.96 million for just the signs alone by my estimate). Second, there is the issue of enforcement. As we know, speed limit/speeding enforcement goes through peaks and valleys in North Springfield. Geographically, the Franconia Station that services our community has the second largest footprint from end to end, and we are at one terminus. There is already one officer dedicated to crossing guard duties, and it is unlikely a second would be added for enforcement.

Moving forward with this matter would, therefore, 1) Result in higher property taxes since real estate taxes fund the highest proportion of the County’s revenue (42.6%) and more than half of budget disbursements (53.3%) goes towards FCPS and 2) Not likely be enforceable. While school safety is definitely important, our residents have voted down multiple traffic calming measures and have raised complaints about the rising costs of the real estate tax. As a community with a school embedded in the neighborhood, I would rather see these funds allocated towards instruction or teacher salaries.

Neighbors have made several suggestions, some more unique than others. Here are a few of these ideas:

We believe that the Leesville/Appomattox median are resident maintained as well but were unable to locate this resident’s name. Finally, all North Springfield residents who maintain their own properties and surrounding areas and help anonymously to maintain our beautiful neighborhood.

• Explore traffic calming measures like speed tables (but NSCA has committed to not exploring these this term and possibly longer)

TRAFFIC ENFORCEMENTYou may have noticed some increased presence of police officers ticketing speeders and those running stop signs. Of course, these offenders must be cut-through traffic since North Springfield residents do not speed in their own neighborhood (Note the sarcasm). To provide quantifiable data, one of our liaisons with the Franconia Police Station stated that nearly 50 tickets were written in a 3-day period. This is a good reminder that the speed limit is 25mph, and our streets are not a raceway. Stop does not mean slow down and proceed with caution. And it is a state law to stop for pedestrians at crosswalks. Happy Driving!

RECYCLING BINS AT AUDREY MOORESeveral residents have asked NSCA what happened to the recycling bins at Audrey Moore Rec Center. At the end of Nov, the County decided to close these down for two main reasons. It has become too costly to separate the recyclable material from the trash that was thrown in, and all private trash collection companies are required to provide recycling services if they operate in Fairfax County. While not everyone has a private collection service, the vast majority of residents do. This was a budget-driven decision, and the County has made numerous efforts to get the word out about this change.

CULTURAL FESTIVAL IN APRILThe April NSCA general membership meeting will be a celebration of North Springfield’s diversity by way of a cultural festival. If you have a food dish, dance/performance, or cultural dress/artifact that represents your heritage, please consider being part of this experience. The NSCA Board wants the entire neighborhood to feel a sense of community, especially the residents who typically are not involved in NSCA activities. Please consider participating and/or encouraging your neighbors to take part.

NSCA BEAUTIFICATION COMMITTEEEd Stock is our NSCA Beautification Committee Chair and has been involved with NSCA for around 40 years. His tenure started when a kid decided to sit on one of the brick entrance signs and knocked one of the letters off with his foot. Ed contacted the NSCA and volunteered to fix it From that point on he was on the team! Ed and his neighbor, Mike Suchar, designed and built the signs that appear at the beginning of Leesville coming in from Backlick Road and also at the corner of Heming and Leesville. The signs are iconic in our neighborhood and a testament to Ed’s leadership and community support.

In the fall, NSCA issued requests with several companies for 2017 landscaping services to maintain the neighborhood’s major common areas. Ed looks forward to working with Craig’s Lawn Care .

In addition to the landscaping costs paid to Craig’s, there are many common areas of North Springfield that are maintained by resident volunteers. We attempted to locate all the volunteers who have

The Federation meets monthly (http://www.fairfaxfederation.org/calendar.htm), and the person in this position would be expected to attend Federation meetings, NSCA Board meetings (second-to-last Monday of the months preceding general membership meetings), and NSCA general membership meetings (First Wednesday of Feb, March, April, May, Oct and Nov). People interested in this position should be interested in local politics and should feel comfortable serving as a spokesperson and decision maker on behalf of NSCA at Federation meetings.

The purpose of these awards is to recognize youth who have demonstrated civic mindedness by engaging in community service. Three recipients are recognized annually, one at the elementary ($100 cash award), middle ($200 cash award), and high school ($300 cash award) levels. NSCA hopes this award will encourage young residents to become involved in & see the value of volunteerism. For the purpose of this application, community service is defined as a not-for-pay activity performed by the applicant, either individually or as part of a group, solely for the benefit of the public or a public institution. The deadline to apply is March 30th. Winners will be recognized at NSCA’s May 3 general membership meeting.

GOODBYE PLASTIC, HELLO PAPERYou may have heard about Fairfax County’s Department of Public Works and Environmental Services (DPWES)’s administrative change to collecting leaves and other yard waste. Effective July 1, 2017 trash collection companies will not be permitted to pick up these items if they are in plastic bags. The standard will be heavy-duty paper bags. At the time of this writing, the Fairfax County Board of Supervisors will hold a public hearing and vote to amend County Code on Jan. 24, making this change more permanent. The next NSCA Board meeting is the day before that hearing, and we will discuss whether NSCA should take a stance and to testify at the hearing. Early indicators show that doing so will be a moot point, as multiple members of the Board of Supervisors have already committed to voting for the change, so no testimony will change the outcome. The primary reason for the switch is that plastic bags jam the mulching machines and the various landfills. It is costly to repair the machines, and the mulch is a higher quality when using biodegradable material like paper bags. County staff is already negotiating with the Safeways, Giants, Lowes, and Home Depots of the area to ensure their inventory meets demand.

TRIPLE P: PROBLEMS PRESENTED TO THE PRESIDENT by Ken BalbuenaNew Feature

This is a new section I’d like to include in as many newsletters as I can, which highlights an issue or concern raised to me and/or other members of the NSCA Board. Here is this month’s topic:

SCHOOL ZONE SPEED LIMIT

QWhy is the flashing school zone speed limit sign labeled for 25mph when the entire neighborhood is already 25mph? Can’t it be lowered to 15mph?

These signs, known as a Wink-O-Matics, were installed after a long push by NSCA in the 1980s. Like many changes to public common areas, there is a process behind everything. It’s not just a matter of going to VDOT or Supervisor Cook’s office and demanding change. In this case, there are some important things to consider:

1. § 46.2-873 of the Code of Virginia mandates that the maximum speed for school zones is 25mph, but local counties like Fairfax have the ability to further restrict the maximum speed provided they follow a delineated process to change county code.

2. Currently, 25mph is the maximum speed limit for all school zones within Fairfax County. Changing this policy would require changing Fairfax County Code. The process for this includes getting the School Board to request a VDOT traffic study to determine whether a speed reduction is warranted. These speed studies are done mid-week for a 24-hour period.

3. If a speed reduction is warranted, the School Board would pass a resolution asking that the Board of Supervisors amend County code.

4. The Board of Supervisors would authorize a public hearing to be held at a later date. They would then vote on whether to approve or deny this change after hearing testimony from residents who signed up to speak.

5. Groups like NSCA would then need to request that a change be made to the North Springfield school zone based on the traffic study, again, going through both the School Board and the Board of Supervisors.

6. Fairfax County Public Schools (FCPS) would then have to pay for lights to be installed, approximately $4-5,000 per sign for just signage (and not including labor, poles, and electrical work). North Springfield would need at least two of these lights and possibly three because the signs would need to be up to current code in terms of distance from the school (600 feet) and color (reflective yellow).

This was a discussion item for the NSCA Board meeting held on Jan 23. My recommendation was NOT to explore this as an option at this time for several reasons.

First, FCPS budgets have not been fully funded for many years and system costs continue to escalate annually. It is unlikely that these signs will be a minimal cost as more schools request these (as high as $1.57-1.96 million for just the signs alone by my estimate). Second, there is the issue of enforcement. As we know, speed limit/speeding enforcement goes through peaks and valleys in North Springfield. Geographically, the Franconia Station that services our community has the second largest footprint from end to end, and we are at one terminus. There is already one officer dedicated to crossing guard duties, and it is unlikely a second would be added for enforcement.

Moving forward with this matter would, therefore, 1) Result in higher property taxes since real estate taxes fund the highest proportion of the County’s revenue (42.6%) and more than half of budget disbursements (53.3%) goes towards FCPS and 2) Not likely be enforceable. While school safety is definitely important, our residents have voted down multiple traffic calming measures and have raised complaints about the rising costs of the real estate tax. As a community with a school embedded in the neighborhood, I would rather see these funds allocated towards instruction or teacher salaries.

Neighbors have made several suggestions, some more unique than others. Here are a few of these ideas:

MEET YOUR NEIGHBOR New FeatureCalton “Cal” Salch has been involved with NSCA since the 1980’s and continues his support each year by planting the tulips you’ll see in the Spring along the Leesville Median near Backlick.

Born in 1932, Cal grew up on a farm and ranch in Rincon Texas.

He was a “roustabout” working in the oil fields and picking cotton before he joined the Air Force in 1951. From 1951-53 he was stationed in Taregu, Korea. His wife Norma was also serving in the Air Force when they met. They married in 1958.

Cal was in the Air Force for 25 years, 13 of which were spent working in the in Personnel and Financial Office handling the Presidential Unit at Andrews AFB. He paid the bills related to the Presidential aircraft and activities. He had the privilege of shaking hands with three sitting presidents: Eisenhower, Kennedy and Johnson as well as then-Vice President Nixon. He was at Andrews when the sad news of President Kennedy’s death was announced and witnessed the return of the President’s body to Andrew’s.

The Salchs moved to North Springfield in 1974 and raised their two children. Their children remain close living in Alexandria and Falls Church. Sadly, Norma passed away in 2014.

WEBSITE UPDATEUnfortunately, in the process of trying to roll over to a new email communications system, we mistakenly pulled our website offline. We are trying to get ahold of the company who has hosted our site since 2004. They are difficult to reach and are unresponsive to emails, phone calls, troubleshooting tickets, and even direct messages to the company president’s personal Facebook account. This has postponed the website redesign. We are fortunate to have residents Angelo Cruz and Dai Luong on standby to fix the issue once we are able to make contact. These efforts have persisted for nearly two months. As such, our primary goal has been to restore the website into a functioning page with the redesign, sadly now taking a back seat. Our goal is still to launch the redesigned site before the end of NSCA’s 2016-17 term in May.

THOMAS CUMMINGS REMEMBEREDIt is with extreme sadness that we announce the sudden passing of our fellow resident, Thomas Cummings on December 16, 2016. Thomas was a truly caring member of the North Springfield community. He served on NSCA’s Traffic Calming Committee and strongly advocated for the safety of children across the neighborhood. He was a strong supporter of the pool and led clean up efforts both there and at NSCA’s annual Clean Up Day. He was also a dedicated and loving husband and father. Thomas will be truly missed.

FLAG RUN PARK UPDATEWe were very fortunate to have three great volunteers step up to lead the Flag Run Park clean up project: Caryn Chmielewski, Ken Hockenberry, and Dwight George. Like NSCA did with the traffic calming initiatives over the last two years, we will continue to provide updates on the park cleanup as well as seek community input on what, if anything, will be done with the park redevelopment.

As a refresher, this park is along Elgar St. between Ravensworth Rd. and Juliet St. The park was once an open area with a walking trail, and NSCA even held some community events there in the 1980s. In the 1990s, the Fairfax County Park Authority (the owners of the land) declared it a Native Plant Regeneration Area. Unfortunately, these areas were never well documented, and when it was discontinued, NSCA was not informed that it could trim the plants. The area has become overrun, and the clean up committee will work with the Park Authority, the Department of Public Works and Environmental Services, and others to make the park usable again. The process will take time, but we believe it will soon again be a great amenity .

Happy New Year! Hopefully, your 2017 is off to a great start. We are beginning the back half of the 2016-17 term and start with the Feb 1 NSCA general membership meeting that is detailed below.

This term’s priorities, which were printed in the October newsletter, are not as aggressive as in the past two years, and we are always interested in hearing what you want NSCA to explore. My primary goals as NSCA President have been to use NSCA as a vehicle of “uniting North Springfield” and to stay “relevant and responsive to the changing needs of the community.” I miss the spirit of the 60th anniversary from last year, where the excitement of working toward a culmination of something energized many of our residents to support the work of NSCA through participation in events, donations, and general celebrations. As such, I’d love to hear from you. Please send me your ideas for new committees, new priorities, and even new themes for future terms. I am eager to hear your ideas, so the NSCA Board is working on behalf of the community as opposed to being self-serving. Very Respectfully, Ken Balbuena NSCA President

“Nothing Is Certain But Death & Taxes” is the theme. Our guest speakers will be North Springfield residents Sue Ellen Mann of Professional Tax Accountants & Kevin Kelley who specializes in estate planning.

Ms. Mann will help you through the maze to pay the least amount of taxes possible as you begin to start thinking about April 15. She loves to help small businesses and individuals save money on accounting and taxes. She will review steps you can take now to save money or receive a larger refund. She will also comment on some often overlooked expenses for both businesses and individuals.

Mr. Kelley will help you understand why it’s important to plan ahead with drafting your will, trusts, powers of attorney, etc. He will also share details about estate administration, including how it relates to...you know...taxes!
