As the fall season approaches I would hope that we all had a prosperous summer season ere has been a lot of behind the scenes activity with the NJGWA going on over the summer Our Association, with the help of our Lobbyist Paul Bent, made our positions very clear to the newly formed HVAC Board e HVAC Board did accept the fact that as licensed well drillers, we are allowed to work within the scope of our licenses to perform the required drilling operations required for ground source heat pumps ere is still ongoing comments and discussion regarding allowing only licensed well drillers to install the horizontal piping between the geo-loops and the heating unit e NJDEP has been very supportive of our position regarding this matter, we will keep you all informed of the HVAC Boards final decision on this matter Also this summer, Paul Bent, Art Becker and Carol Graff represented the NJGWA in a meet and greet meeting with Assistant Commissioner Siekerka of the NJDEP is was a very productive meeting in addressing the concerns of our Association with the State I would like to congratulate our own Board member Denis Crayon on being asked to be a speaker at the National Convention in Las Vegas in December Way to go Denis! Welcome members and guests of the New Jersey Ground Water Association. As the fall season approaches I would hope that we all had a prosperous summer season .

There has been a lot of behind the scenes activity with the NJGWA going on over the summer . Our Association, with the help of our Lobbyist Paul Bent, made our positions very clear to the newly formed HVAC Board . The HVAC Board did accept the fact that as licensed well drillers, we are allowed to work within the scope of our licenses to perform the required drilling operations required for ground

source heat pumps . There is still ongoing comments and discussion regarding

allowing only licensed well drillers to install the horizontal piping between the geo-loops and the heating unit . The NJDEP has been very supportive of our position regarding this matter, we will keep you all informed of the HVAC

Boards final decision on this matter .

Also this summer, Paul Bent, Art Becker and Carol Graff represented the NJGWA in a meet and greet meeting with Assistant Commissioner Siekerka of the NJDEP . This was a very productive meeting in addressing the concerns of our Association with the State .

I would like to congratulate our own Board member Denis Crayon on being asked to be a speaker at the National Convention in Las Vegas in December . Way to go Denis!

I would also like to remind all of our members that are willing to serve on our Board, or know someone who is willing to serve, to please contact Dermot Dillion . Dermot is heading up our nominating committee for the up coming year .

Let’s keep our most precious resource safe; New Jersey Ground Water .

NGWA “National” News NGWA is already in high gear for preparations for the “2012 NGWA EXPO” in Las Vegas December 4-7. This is our industry’s premier event where you can spend time with your favorite vendors and industry friends . The EXPO will have a large number and variety of educational courses for business management, technical training, safety, geothermal, ground water management and quality . You can’t beat the value for the money at EXPO and Vegas is always a great time . Looking forward to seeing you there .

Significant progress continues to be made in the writing of the NGWA ANSI Well Standards. The document is nearing final draft and submission to the Board of Directors for final draft approval . The ANSI process is long and rigorous . Having a standard will bring both recognition and value to our industry .

The revisions to NJAC 7:9D are complete and the revised regs are now being reviewed by NJDEP legal staff . After their review and final blessing by NJDEP authorities they should be released for public comment . NJDEP

staff has really done a great job with this effort . It consumed a lot of time and took a lot of dedication to get the revisions completed .

Gordon Craig has been appointed to the State Well Drillers and Pump Installers Examining and Advisory Board . Gordon brings significant experience in the geotechnical and geothermal drilling fields to the Board . I congratulate Gordon on his appointment .

Elections to be Held at November 20th Meeting

It is that time of year again. Time to nominate candidates for this year’s upcoming Board of Directors and Officers elections . This year is our big year, as we have a number of spots available for those of you who are interested in getting involved in the association .

The Board and officers consist of drillers, both water well and environmental, manufacturers and scientists, all of whom work to help voice the views and opinions of the membership to the regulators and government agencies, regarding issues in our industry .

It has been over seven years since insurance buyers have dealt with rate increases, but like most things in life insurance rates are cyclical and we now find ourselves in the part of the cycle commonly referred to as a hard market . Below is some information about what a hard market is, and what you can do to weather the effects of this environment .

What is a hard market? Insurance carriers can only write a multiple of their capital/surplus base . As their capital grows prices drop, coverage and limits are plentiful, and underwriting standards loosen . As capital shrinks and claims are paid out faster than premiums come in - prices increase, coverage becomes scarce, and underwriting standards tighten . The best measure of this is the Combined Ratio, which shows the ratio of claims plus expenses to premiums . Combined ratios over 100 mean that across

the industry, the capital base of the insurance carriers is shrinking . The 2011 combined ratio for domestic carriers was 108% . Additionally, the 2011 workers comp loss ratio was 118% . So, for every $100 of premium collected, $118 is being paid out in workers comp claims and claims related expenses . Obviously this is a losing formula so carriers need to react by increasing rates, and tightening underwriting guidelines . This is referred to as a hard market .

So, now that we know what it is what can we do about it? Minimizing claims is always in a business owner’s best interest . After all, you want to spend your time making money not handling claims and dealing with insurance companies . Safety plans should be a big part of everyone’s business . A good safety record is good for you the business owner,

your employees, and your customers . Although no one is immune to the affects of the hard market a profitable account will always have a better chance of getting a break on rate increases so think twice before submitting claims . You may save money by paying for the small claims yourself versus submitting them to your carrier .

This one hour presentation will highlight the required construction and general industry OSHA standards relating to the drilling industry . Employers

and employees in our industry have little exposure to the long lists of fundamental requirements that

affect our daily welfare and business . Focus will be on the general requirements that you as employers are to provide your employees on the job and in the workplace, from

personal protective equipment to forklifts to first aid . Manufacturers, distributors, and their employees can all benefit from this workshop by taking information back to their companies and sharing .
