TOPIC: Portsmouth Bypass ProjectODOT is planning to build a 16-mile, four-lane divided highway around the City ofPortsmouth in south-central Ohio. Thehighway will bypass approximately 26miles of US 52 and US 23 through Ports-mouth. The estimated construction cost is$429 million. It is the largest single con-struction project in ODOT history, and isthe first-ever to be built a through a Public-Private Partnership (P3) approach. Central Ohio Section Members:As we begin to wrap up this year’s luncheon presentations itis time to start thinking about topics for next year.  We willbe having our annual planning meeting in June to firm upthe schedule and to select topics.  To ensure that we haveanother successful year please provide possible topics andspeakers for the 2015 – 2016 luncheon schedule.  If youcannot attend feel free to send ideas to A.J. Recycled materials can beused to create longer lasting infrastructure that requires lessenergy to construct and maintain and has a lower carbonfootprint. A group nearly 200ASCE members,including 3 from theCentral OhioSection, visitedWashington, D.C.as part of the 15th

annual ASCE Legislative Fly-In. In total, ASCE membersmet with Congressional staff from 46 states. The Ohiodelegation met with staff members of both SenatorsPortman and Brown, as well as numerous Representatives.The two-day event included briefings on federal legislativeissues, including the Water Resources Reform andDevelopment Act (WRRDA) appropriation process and theneed for Congress to pass a long-term transportation bill.Attendees were addressed by the U.S. Department ofTransportation Under Secretary for Policy, Peter Rogoff onTuesday evening who outlined the reasons America needsa bolder plan for the future to meet the demands of agrowing population. Despite the major maintenance needsin addition to needs to account for future growth, thetransportation network is “starved for funds.” He warned that

with 32 short-term extensions, local and state leaders tendto stop planning long-term projects, which can take manyyears of planning and building. The administration ispushing hard for an increase in investment, because theybelieve that given the political challenges facing thislegislation at the end of it there should at least be positivesto show for it. Rogoff had cautious optimism that there couldbe a multi-year bill passed this year.Congressman Earl Blumenauer (D-OR) shared onWednesday morning an equally compelling message. The$3.6 trillion investment need estimated by ASCE is “withinour capacity and … will repay for itself” he said, adding thatit would bring down the deficit in the long term. Hehighlighted many benefits that would result from increasinginvestment in transportation, including reducing time wastedsitting in traffic, enhancing quality of life for every family,and creating jobs in a range of opportunities. TheCongressman earlier this year proposed the UPDATE Act,HR 680, which would raise the rate of the gas tax by fivecents for the next three years then tie it to inflation toaddress the funding deficit in the Highway Trust Fund.When he introduced the bill, he had 20 co-sponsors andendorsements from many organizations, including ASCE.

uncertain environments. Structural reliability, systems model-ling and probabilistic methods are used to model infrastruc-ture performance, risk reduction and effectiveness ofadaptation or protective strategies, exposure, losses, andcosts. The concepts will be illustrated with current researchof risk-based assessment of climate adaptation strategiesincluding designing new houses in Australia subject to cy-clones and extreme wind events.

C A D D C L A S S V O L U N T E E R SStarting again in 2015 theASCE Younger MemberGroup (YMG) will bepresenting instructionalAutodesk Civil3D ComputerAided Design (CAD)seminars on the campus ofthe Ohio State University.

The seminars will introduce the students to drafting software

and provide an introductory level of instruction to familiarizestudents with the skills necessary of a typical entry-levelengineering position. The YMG is seeking volunteers fromthe Central Ohio Section to supplement our teaching group.This is also a great way to see prospective interns in actionlearning valuable job skills.
