President’s Message
Season’s Greetings!
I would like to thank the Piedmont District #50
for helping with this year’s Fall Booster in
Salisbury. Thanks to everyone that attended.
There was a lot of good information that was
shared.
Chris Derrick has resigned from our NCRLCA
Board. (See his letter of resignation within the newsletter.) We would like to
thank Chris for serving on the State Board and wish him well in the future. The
Board has appointed past President Brenda White to fill this vacancy until the
elections at the 2013 State Convention. (See the Board statement in this issue.)
We welcome Brenda back to the State Board.
The National Steward System went into effect November 17th
, 2012. Please
see the NCRLCA website for Steward Assignments for your office. As I am
writing this, I am hearing rumors that members of both the Senate and House are
trying to find common ground on some form of Postal Legislation during the
Lame Duck Session. We all need to stay informed on this through the National
website www.NRLCA.org as well as our www.NCRLCA.com website. With
the election behind us we will have some new members of Congress from North
Carolina so we will need to educate the new members of our needs and continue
to let the re-elected members know where we stand on our views.
During this holiday season I hope that everyone remembers the true reason
for the season. Remember to spend time with your families and love ones
during the holidays.

attempting to keep the info as current as possible.
We now have a page for posting District Meeting
notices. I need your help in order to post the
meeting notices timely. Please either mail or email
info as soon as you have it. My address and email
information can be found on page two of this
newsletter.
Any additional pertinent information that you
have or would like to see on the site will be
reviewed and posted contingent upon the board’s
approval. There are no plans for a forum or a
location for personal comments on the site. The site
(ncrlca.com) is for informing our members by
providing current information as timely as possible.
The NC board has no intention of allowing any
information on the site that will offend any member.

The 36th annual South Atlantic Conference will

Auto-Homeowners’ Insurance Update
It is that time of the year when everybody gets
busy with holiday plans. When you are participating
in your added activities, it is good to know that you
are adequately covered in case of an accident. Our
insurance provider can help you make sure you have
the right protection for your individual situation. Do
not be fooled by some of the advertisements that you
see for other companies. Lower premiums do not
always compare apples to apples coverage. Call me if
you have any questions.
There is a new emphasis now on homeowners’
policies from our provider. If you are a district
president or secretary-treasurer, please send me
information as soon as possible about your upcoming
spring meetings. I need a contact person as well as the
time, date and location of your meeting for scheduling
a representative from our insurance provider to give a
presentation on the homeowners’ insurance. I will be
looking forward to hearing from you on this.

Christmas at Night
Read Ephesians 5:3-20 You are a chosen race, a royal priesthood, a holy
nation, God’s own people, in order that you may
proclaim the mighty acts of him who called you out of
darkness into his marvelous light.
1 Peter 2:9 (NSRV)
Jesus was born when shepherds were “keeping
watch over their flock by night” (Luke 2:8). The
world into which he came was as dark as the night. an
iron-fisted military ruler was on the throne in Rome.
Palestine’s governor, Herod, was cruel. Joseph and
Mary came to Bethlehem to register and to pay taxes
to a dictator. The world was troubled by hunger,
poverty, disease, and ignorance. Because many of our
carols sound sweet and gentle, we forget the harsh
world into which Jesus was born.
Our world is troubled by war, political conflict,
hurricanes, earthquakes, tsunamis, hunger, disease,
poverty, ignorance, racial strife. Each of us at some
time suffers loss and discouragement. Death,
emotional breakdowns, family quarrels, loneliness,
and suicide mar the picture of joy proclaimed by
Christmas. And the darkness of our own sin can
become an almost overwhelming burden.
But Jesus came because the world is dark and
troubled. His light and love penetrate the darkness;
and if we follow him, we will “have the light of life:
(John 8:12).
Prayer: Help us to remember, O God, that the peace
on earth proclaimed by angels at Jesus’ birth is peace
for our world and our lives. Amen.

This article is not going to be just another "Make
sure you drive safely in the snow and ice" warning.
We all know that we have to reduce our speed and
following distance. We know the rules regarding
braking. We are aware that if the back end of the mail
vehicle begins to slide to the left, that we turn the
steering wheel to the left to correct the slide. These
are rules of driving that should be mentioned just to
remind us of the danger that is present when snow and
ice are present. But this article will mainly deal with
our daily duties during inclement weather.
Firstly, we should have proper clothing and
footwear. In the footwear department, a good pair of
boots or cover boots will make for a more comfortable
day. The boots need to be water repellant so that your
feet will stay dry. A wet pair of socks will cause the
feet to lose a lot of heat. It is also necessary to keep a
dry pair of socks with you on the route.
Remember when departing the mail vehicle to
plant your feet firmly on the snow. Don't put one foot
on the snow and attempt to leave the vehicle. This
could result in the foot on the snow slipping and
causing a strain, sprain or break. When carrying a
parcel to the door, take short steps all the way to the
parcel drop off. Be sure to climb the steps slowly and
carefully.
Secondly, knowing what clothing to wear can be
confusing. The big, bulky down coat may be warm
but it may cause problems with moving around in the
vehicle. The experts tell us to dress in layers since
this is the best way to trap heat and keep out the cold
air. If it gets warm during the day, a layer can be
removed.
Staying comfortable on the route will be one less
worry on bad weather days. It will be tough enough
just getting all the parcels to the proper address
without having to fret over cold feet and body.
Thirdly, if you drive a private vehicle on the route,
be sure to keep safety equipment in the trunk for
emergency situations. A blanket or an extra coat
would not be overkill. It could possibly save your life
if the unexpected happens.
I hope that each of you have a wonderful and safe
holiday season.
Hi folks, I'm back. The State Board appointed me to
the Executive Committeeman position vacated by Chris
Derrick until our next convention. Ronald and I will be
helping you with FEHB for the next few months.
I hope you are all aware that open season began on
November 12 and will end on December 11 at 5 PM
EST. Federal Employees Vision and Dental plan ends on
December 10th at 11:59 PM EST.
This year please take the time to compare the
different plans offered to us as carriers.
Changes this year include coverage for a weight
management program and increased coverage for
nutritional counseling. Removal of the $5,000.00
maximum for covered infertility, removal of the annual
$500.00 limit for diabetic education. Coverage has been
added for foot orthotics, and a decrease in the co-pay for
services received at a PPO urgent care center.
These are just a few changes that could make a big
difference in the plans you choose.
So do your homework and compare plans, then
make the best decision for you and your family.
Brenda White, Executive Committeeman Because of an inadvertent error, OPM did not
provide the NRLCA with accurate premium rates for the
Rural Carrier Benefit Plan (RCBP) based on the
Arbitration award in July 2012. Premium rates for active
rural carriers that appear on the back page of the 2013
RCBP brochure and appeared in an article in the October
issue of The National Rural Letter Carrier are incorrect.
The monthly premium rates for retired carriers are
correct on the RCBP brochure and in the October
magazine article. The correct 2013 biweekly Postal
premium rates for the RCBP are as follows:

When you reach your full retirement age, you can work and earn
as much as you want and still receive
your full Social Security benefit
payment. If you are younger than full
retirement age and if your earnings
exceed certain dollar amounts, some of
your benefit payments during the year
will be withheld.
This does not mean you must try to
limit your earnings. If we withhold
some of your benefits because you
continue to work, we will pay you a
higher monthly benefit amount when
you reach your full retirement age. In
other words, if you would like to work
and earn more than the exempt amount,
you should know that it will not, on
average, reduce the total value of
lifetime benefits you receive from
Social Security-and may actually
increase them.
Full Retirement Age
For persons born during the years
1943-1954, the full retirement age is
66. If you were not born in this period,
you can find your full retirement age
on page of your Social Security
Statement.
Retiring Early
If you’ve earned 40 credits (credits
are explained on page of your
Statement), you can start receiving
Social Security benefits at 62 or at any
month between 62 and full retirement
age. However, your benefits will be
reduced based on the number of
months you receive benefits before you
reach full retirement age.
If your retirement age is 66, benefits
will be reduced:
25 percent at age 62;
20 percent at age 63;
13 1/3
percent at age 64; or
6 2/3
percent at age 65.
Delaying Retirement
You may decide to wait beyond
your full retirement age before
choosing to receive benefits. If so, your
benefit will be increased by a certain

your record will be higher.

Elections
Are Over The elections are over. Your PAC is not here to
high five you if you supported President Obama or
console you if you supported Romney. We have to
concern ourselves with what is happening and what
will be happening on Capitol Hill. There will be
many new faces in Congress come January. We
need to get access to these new members as soon as
possible to make them aware of what we do and
what we need or do not need. Education is a very
large part of what our PAC does. Think back to
before you were a Rural Carrier and how much you
did not know then that you do know now. Most
members of Congress are just like you were before
you came to work here. You thought you knew
what went on in the Post Office. I bet you were
surprised when you actually came to work. We
have to talk, lobby and/or educate; whatever term
you want to use. If we don’t get to them, who
might provide them with bad information?
6-Day delivery is on the line. If we lose 6-day
delivery we will never get it back. Think about all
that truly means. How many of our RCAs will stick
around if they can only work when we are sick or
on leave. Would you hang around? Many of us
cannot get off now when we want to, what will our
future look like with few relief carriers? Once we
lose 6-day, many of our mailers will leave and they
too, will not come back. Some forward looking
entrepreneur will step forward and take our
business. Giving up 6-day is not a smart business
decision, but when has that stopped upper
management from making bad decisions?
We desperately need your financial support
to keep our lobbyists working on Capitol Hill
and ---- if you have not called your member of
Congress and both Senators to voice your
support of six day delivery; WHY THE HECK
NOT? 2012 was an election year and while
neither of our Senators were up this year, every
member of the House was and we now have
several new members from NC and they
probably know little or nothing about Rural
Delivery. Call them. Write letters to their in-
state offices. Make your voice heard and protect
your job and benefits and the future of the
United State Postal Service. (Sample letters can

under “LEGISLATIVE/PAC UPDATES,
ACTION ALERT!”)

New Assignments and Addresses
You will find in another section of the North
Carolina Rural Carrier a listing of all office
assignments in the new National Steward System.
These listings are subject to change at any time and
any changes would be listed in the state magazine
and on the NCRLCA.com website.
If you have an issue in your office you should first go to your local
steward if you have one, then to the area steward, assistant district
representative (ADR) or district representative (DR) to seek assistance. If
you cannot reach them, then contact your appropriate DR for assistance.
Please remember, in the new system, Frank cannot assist you if your route is
in a Mid-Carolina office and I cannot help if your office is in the
Greensboro District. Two (2) ADRs are assigned to both districts and can be
contacted, but please try to contact your assigned steward/representative
before calling someone else. While all DRs and ADRs are full-time NRLCA
employees, we will be on the road adjudicating grievances, handling PDIs,
or in meetings and we will try to return your call as soon as possible. The
area stewards are carrying their route and may not be able to return your call
until the evening. If you have any questions please feel free to contact me
for any assistance. Under the new National System we have been asked to
have PO Boxes for delivery of our mail and all have new email addresses.
These will be listed at the end of my article. We all look forward to this new
undertaking and realize there may be a few growing pains before everything
gets worked out but it will not take long.
Christmas Overtime
As you receive this issue, we will be in mid-stream of Christmas
overtime period. Many of you have voiced your opinion that it is not
Christmas overtime, but a period of assistance to make sure we do not get
any overtime. While I agree it is not overtime, but if they want to send me
home early and still pay me for the whole day that is just as good to me.
Christmas overtime began on December 1 and will end on December 21.
Management has found another way to punish the rural craft by not
including the overtime period until the 24th
. Do they believe the Christmas
mail will stop on the 21st and the next two (2) delivery days we will have no
Christmas mail to deliver? I think not. Several years ago, this occurred and I
brought it forward to the National Board at that time only to be told this is
the way it had always been and I politely told them this was the first and if
we agreed to it, it would not be the last. Since next year the pay period ends
on the 27th
will they continue overtime the two (2) days after Christmas, I
doubt it. Do not be afraid to ask for assistance on Saturday or Monday if you
need it to affect timely delivery for these days. We do not want to be going
to homes on Christmas Eve while our family is beginning Christmas
celebrations.

New Steward System-Greensboro District
Frank Suttles, District Representative
As of November 17, 2012 the National Steward System started. There are going to be several changes within the state
concerning this. In the past, the stewards have all worked under Dennis Conley as the State Steward. The Assistant State
Stewards worked their assigned areas and all stewards in the state reporting to Mr. Conley. Under the new system we will
have 2 District Representatives within the state. In the Mid-Carolinas District, Dennis will become the District
Representative. In the Greensboro District Frank Suttles will become the District Representative. Working with Dennis
will be Tracy Davidson, Sally Corriher and Barbara Smith as Assistant District Representatives (ADR). In the Greensboro
District working with Frank will be Bryan Hudgins, Sally Corriher, and Barbara Smith as Assistant District
Representatives ADRs. As you can see, Barbara and Sally will be working within both districts.
Also, with these changes there will be a new position created within the steward system. This new position will be an
Area Steward position. With this change, there will be an area steward assigned to a group of cities. You will contact
these Area Stewards when there are issues (questions) within these cities. Included in these listings are cities that have
different stations within the city. In those stations where there might be a **local steward, any issues within that station
should go through the assigned local steward before going out of the office.
Remember, the Area Stewards, may be on their routes and you may have to leave a message. They will return
your call as soon as possible. If you have a problem reaching them, please leave a message. In your message leave your
name, your contact number (both slowly), the office that you work in and briefly tell us about the issue at hand.

Auxiliary News
The Christmas season is upon us and going in full
swing. Several things come to mind, family, friends,
cousins, church and our rural carrier family, and the
list goes on. In this holiday season which seems to
have started before Halloween according to retailers,
my thoughts turn to how can I best serve and
accomplish the giving of gifts. I do not buy lavish or
even token gifts for friends just for show. Most of my
friends are like me, if I need it, I will go out and
purchase the item as long as I have the money to do so. Also, I have more
materialistic things than I need. It is time for me to clean my house not only
of materialistic items but also to clean my mind and soul.
This year has been difficult for me. In May, I decided a total knee
replacement was my best option. Now as I am healing, I know I did the right
thing. Recently, I have come to realize, “Yes, I am improving and I will be
fine.”
During the Christmas season, it is a time to be thankful for what we have
and what we can give and do for others. Many times we have heard give 10
percent of our money to the church for God’s work. As money can’t buy
everything, think about your time. We are all busy working or doing various
tasks. Remember, your time is valuable and you can give 10 percent or more
of your time to helping others. Volunteer at your local food pantry and/or
soup kitchen, collect toys for the underprivileged children in your area, help
someone with repairs to their home, ring a bell for the Salvation Army, and
look around your neighborhood to see if there is someone needing help. If
you seem to be unable to find something to do for someone, get in your car
and go visit a retirement facility or that elderly couple on your mail route
would appreciate a visit. Caroling is another way to give back to your
community. So what if you seem to sing off key, you are still spreading the
message and giving to God. This will not go unnoticed by God.
Take time to reflect on the auxiliary program, Program of Love, and the
humanitarian project, Epidermolysis Bullosa, (EB). This is a rare, genetic,
connective tissue disorder which does not have a cure. Kay Carter has put
together a wonderful program for the Auxiliary and “debra”, EB. Hopefully
you have heard about the program and are supporting EB and Kay.
A part of the National Auxiliary Program includes scholarships for our
Juniors. The national scholarships must be completed with attached
information where applicable and postmarked by March 1. Contact Kay
Carter or Sue Kelly, NC Auxiliary Secretary-Treasurer, for these forms.
At the Fall Booster meeting in Salisbury, the North Carolina Rural
Carriers came together to help one of their own, Dan Crookshank and his
family. Dan is no longer able to carry the mail as he has cancer. Dan wanted
to take his wife and daughter to the Biltmore House in Asheville for
Christmas. As the hat was passed, North Carolina Rural Carriers came
through for Dan and his family. Merry Christmas to you, Dan and family.
