BRF Program Moving AlongAsweallpayour$30/yearflushfeeintotheBayRestorationFund(BRF),moreonsiteBestAvailableTechnology(BAT)treatmentsystemsarebeinginstalledthroughoutthestate.TheJanuary2011BayRestorationFundAdvisoryCommitteereportedthat,asofSeptember,2010,theComptrollerofMarylandhaddeposited$34milliondollarsintheSepticSystemsUpgradefundbeingdispersedthroughHealthDepartmentsthroughoutMaryland.
Septic’s Bill Follow UpLegislationintroducedinJanuary,stronglysupportedbyGovernorO’Malley,stoodtodramaticallyaltertheexistingonsitewastewatersystemsparadigm.Ifpassed,sharedonsitefacilitieswouldhavebecomemoreprevalentinplaceofindividualsepticsystems.Whilethelegislationstalled,itisonlytemporary.TheGovernorhasappointedthe“TaskForceonSustainableGrowthandOnsiteWastewaterDisposal”andchargedthegroupwithresearchingdataandpoliciestobeutilizedasinputforanewbill.ThegroupmeetstwicemonthlyandwillsendrecommendationstotheGovernorattheendofDecember.
MOWPAhasbeencloselyfollowingthesedevelopmentswithgeneralmembersandyourBoardmembersattendingmeetings,andwhenpossible,participatinginthediscussionstoproviderelevantinformationanddata.
Joint Initiative with Chesapeake Bay Foundation (CBF)MOWPAandCBFarejointlydevelopingaTechnicalRoundtablepresentationoftraditionalsepticsystemsandtypesofcollection,treatmentanddispersalsystemsthatwouldberequiredforsharedfacilities.Thegoalistoprovidedataandinformation.PresenterswillbefromtheWaterEnvironmentalResearchFederation(WERF)alongwithMarylandpanelistswithexperience(bothpositiveandnegative)insharedfacilitiesandtraditionalsepticsystems.
Certification of Onsite Professionals InitiativeHundredsofBRFandBATsystemsareatriskoffailingduetolackofmaintenance.VendorsreportthathomeownerswithexpiringBRFsystemsarereluctanttospendtheirownmoneytokeeptheirsystemsoperatingasdesigned.MOWPAiscontinuingtopushforarequirementforhomeownerstomaintaintheirsystemswithcertifiedonsiteprofessionals.Inthemeantime,wecontinuetooffercoursesandcertificatesforonsiteprofessionalswhovoluntarilywishtoeducatethemselvesinthelatesttechnologies.(Seeourwebsitewww.MOWPA.org)

InFebruary2011,MOWPArevitalizedandrecommittedtosendingoutabi-annualnewslettertomemberstoshareindustrynews
andassociationactivity.Youarereadingthesecondinstallmentofthisinitiativethatwehopeyoufindinterestingandinformative.
InMarch2011,MOWPAlaunchedanewandimprovedwebsitethatdetailsinformationaboutoureducationalopportunitiesandconferenceinformation.Thewebsitealsoofferstheconvenienceformemberstopaytheirmembershipsandcoursefeesonline.WehopethatthewebsitewillalsobearesourceforrealestateprofessionalsaswellashomeownerswhomaybeseekingqualifiedOSDSindustryprofessionalsintheirarea.
InMarchandApril2011MOWPAcoordinatedmeetingswithbothHarfordandBaltimoreCountyofficialsalongwiththelocalwastehaulerstoopenupadialogaboutcurrentpracticesandpoliciesfordischargingwastewatertothesanitarysewersystem.
SincetheintroductionofseveralbillsthisspringbytheMarylandStateLegislatureregardingOSDS,MOWPABoardMembershavetestifiedinAnnapolisabouthowthesebillsmayaffectourindustry,aswellasengagedwithrepresentativesfromtheChesapeakeBayFoundationandtheHomebuildersAssociationabouthowourindustrycanbestrespondtotheenvironmentalconcernsfacingtheState.
Outreach
Overthepast18months,MOWPAhasheldOSDSInspectorTraining
coursesatfour(4)locationsthroughoutthestate.Thusfar,wehavecertified107industryprofessionalsinaccordancewithMDEprotocolsforinspectingOSDSforpropertytransfers.Participantshaveprovidedverypositivefeedback—somefounditsoinformativethattheyhaveelectedtotaketheclassagain!AsdetailedinourEducationandTrainingOpportunitiessection,weareofferingthisclassnextonSept.13inNorthEast,MD.
InNovember2010,weheldourannualconferenceattheMaritimeInstituteandhadawidevarietyofindustryvendorsandpresentationsrangingfromfactorsaffectingeffluentpumpselectiontosaltimpactsonOSDStoadiscussionofhowMarylandmightbenefitfromacertificationprogram.Thisyear’sconferenceonOctober27,2011attheBestWesternTravelPlazainBaltimorepromisestobejustassuccessful,sowehopetoseeyouthere!

Septic Inspections Course

Inthespring,MOWPAheldtwosepticcleaningdiscussiongroups.ThefirstmeetingwasheldinHarfordCountyandtherewereabouttwentypumpersatthemeeting.ThesecondmeetingwasheldinBaltimoreCountyandaboutthirtypumpersattended.VolunteersfromMOWPAwereinchargeoforganizingthediscussionswhichwereledbyCountyregulators.Discussionsrevolvedarounddumpingfees,cleanlinessatthedumpsites,andfuturedumpfeeincreases.Also,therewasdiscussionabouttheprosandconsofmandatedsepticcleaninginthestate.Theformatofthemeetingsallowedforopendiscussionbetweenregulatorsandbusinessowners.AtbothmeetingsthecountyregulatorsnotedthattheMOWPAorganizationisagreatwaytounitethevoicesofthesepticcleaningindustryinourstate.InordertohaveeventslikethisacrossthestateMOWPAneedsvolunteersfromeachCountytoorganizethemeetings.IfyouareinterestedinvolunteeringorattendingfuturemeetingspleasecontactDwayneJonesat410-836-9206oremailatmanager@jonespumpservice.com.

StateandlocalgovernmentscompletetheinstallationofpollutionreductionstrategiesoutlinedintheWIP.ThisshouldachieveseventypercentofthereductionsrequiredtomeetMaryland’sresponsibilitiesfortheTMDL.TheEPAwillevaluateprogressandpossiblyrevisetheTMDLand/orallocationstothestates.
2020CompletetheremainingpollutionreductionstrategiestofullycomplywiththeTMDLandrestoreacceptablewaterqualitytotheChesapeakeBay.

Marylandandotherstatestookthefirststeptowardcompliancein2010bysubmittinganoverarchingplantotheEPAforachievingtherequiredpollutionreductions.ThiswascalledtheWatershedImplementationPlan,PhaseOne(WIPI).
In2011and2012,thestatesmustrefinethoseplanswithmoredetailed,local-levelactionsandgoals-aprocessknownasWIPII.MarylandhasaskeditscountiesandmunicipalitiestoparticipateinwritingtheplanssothattheWIPwillmeshaswellaspossiblewithgoalsandprogramsatthelocallevel.PubliccommentonthedraftWIPIIwilltakeplaceduringJanuaryandFebruary2012.ThefinalWIPIIisduetotheEPAbyMarch30,2012.
