MOWPA Contact us at 443.570.2029 or [email protected] Newsletter Volume 1 Issue 2 Fall 2011 1 President’s Report by David Duree David Duree, MOWPA Board President BRF Program Moving Along As we all pay our $30/year flush fee into the Bay Restoration Fund (BRF), more onsite Best Available Technology (BAT) treatment systems are being installed throughout the state. The January 2011 Bay Restoration Fund Advisory Committee reported that, as of September, 2010, the Comptroller of Maryland had deposited $34 million dollars in the Septic Systems Upgrade fund being dispersed through Health Departments throughout Maryland. Septic’s Bill Follow Up Legislation introduced in January, strongly supported by Governor O’Malley, stood to dramatically alter the existing onsite wastewater systems paradigm. If passed, shared onsite facilities would have become more prevalent in place of individual septic systems. While the legislation stalled, it is only temporary. The Governor has appointed the “Task Force on Sustainable Growth and Onsite Wastewater Disposal” and charged the group with researching data and policies to be utilized as input for a new bill. The group meets twice monthly and will send recommendations to the Governor at the end of December. MOWPA has been closely following these developments with general members and your Board members attending meetings, and when possible, participating in the discussions to provide relevant information and data. Joint Initiative with Chesapeake Bay Foundation (CBF) MOWPA and CBF are jointly developing a Technical Roundtable presentation of traditional septic systems and types of collection, treatment and dispersal systems that would be required for shared facilities. The goal is to provide data and information. Presenters will be from the Water Environmental Research Federation (WERF) along with Maryland panelists with experience (both positive and negative) in shared facilities and traditional septic systems. Certification of Onsite Professionals Initiative Hundreds of BRF and BAT systems are at risk of failing due to lack of maintenance. Vendors report that homeowners with expiring BRF systems are reluctant to spend their own money to keep their systems operating as designed. MOWPA is continuing to push for a requirement for homeowners to maintain their systems with certified onsite professionals. In the meantime, we continue to offer courses and certificates for onsite professionals who voluntarily wish to educate themselves in the latest technologies. InMarch2011,MOWPAlaunchedanewandimprovedwebsitethatdetailsinformationaboutoureducationalopportunitiesandconferenceinformation.Thewebsitealsoofferstheconvenienceformemberstopaytheirmembershipsandcoursefeesonline.WehopethatthewebsitewillalsobearesourceforrealestateprofessionalsaswellashomeownerswhomaybeseekingqualifiedOSDSindustryprofessionalsintheirarea.

InMarchandApril2011MOWPAcoordinatedmeetingswithbothHarfordandBaltimoreCountyofficialsalongwiththelocalwastehaulerstoopenupadialogaboutcurrentpracticesandpoliciesfordischargingwastewatertothesanitarysewersystem.

SincetheintroductionofseveralbillsthisspringbytheMarylandStateLegislatureregardingOSDS,MOWPABoardMembershavetestifiedinAnnapolisabouthowthesebillsmayaffectourindustry,aswellasengagedwithrepresentativesfromtheChesapeakeBayFoundationandtheHomebuildersAssociationabouthowourindustrycanbestrespondtotheenvironmentalconcernsfacingtheState.

Outreach

Overthepast18months,MOWPAhasheldOSDSInspectorTraining

coursesatfour(4)locationsthroughoutthestate.Thusfar,wehavecertified107industryprofessionalsinaccordancewithMDEprotocolsforinspectingOSDSforpropertytransfers.Participantshaveprovidedverypositivefeedback—somefounditsoinformativethattheyhaveelectedtotaketheclassagain!AsdetailedinourEducationandTrainingOpportunitiessection,weareofferingthisclassnextonSept.13inNorthEast,MD.

InNovember2010,weheldourannualconferenceattheMaritimeInstituteandhadawidevarietyofindustryvendorsandpresentationsrangingfromfactorsaffectingeffluentpumpselectiontosaltimpactsonOSDStoadiscussionofhowMarylandmightbenefitfromacertificationprogram.Thisyear’sconferenceonOctober27,2011attheBestWesternTravelPlazainBaltimorepromisestobejustassuccessful,sowehopetoseeyouthere!

Inthespring,MOWPAheldtwosepticcleaningdiscussiongroups.ThefirstmeetingwasheldinHarfordCountyandtherewereabouttwentypumpersatthemeeting.ThesecondmeetingwasheldinBaltimoreCountyandaboutthirtypumpersattended.VolunteersfromMOWPAwereinchargeoforganizingthediscussionswhichwereledbyCountyregulators.Discussionsrevolvedarounddumpingfees,cleanlinessatthedumpsites,andfuturedumpfeeincreases.Also,therewasdiscussionabouttheprosandconsofmandatedsepticcleaninginthestate.Theformatofthemeetingsallowedforopendiscussionbetweenregulatorsandbusinessowners.AtbothmeetingsthecountyregulatorsnotedthattheMOWPAorganizationisagreatwaytounitethevoicesofthesepticcleaningindustryinourstate.InordertohaveeventslikethisacrossthestateMOWPAneedsvolunteersfromeachCountytoorganizethemeetings.IfyouareinterestedinvolunteeringorattendingfuturemeetingspleasecontactDwayneJonesat410-836-9206oremailatmanager@jonespumpservice.com.

In2011and2012,thestatesmustrefinethoseplanswithmoredetailed,local-levelactionsandgoals-aprocessknownasWIPII.MarylandhasaskeditscountiesandmunicipalitiestoparticipateinwritingtheplanssothattheWIPwillmeshaswellaspossiblewithgoalsandprogramsatthelocallevel.PubliccommentonthedraftWIPIIwilltakeplaceduringJanuaryandFebruary2012.ThefinalWIPIIisduetotheEPAbyMarch30,2012.
